Authorities abruptly shut down the Dominican Day Parade in Manhattan on Sunday when a massive, unruly crowd swarmed the Midtown route and a teen slashed a 65-year-old man across the face, law enforcement sources said. And in Decision 2024, Democrats are playing up their sunnier outlook with the Harris-Walz ticket, promoting the idea that voters can be inspired to support someone and not just cast their ballot against the other side. The Trump campaign argues their candidate is reflecting the dour mood of the country and dismisses the idea that a growing contrast in tone and upbeat attitude will decide the presidency.

BREAK: CU of GA STORY 1: Hillgrove High School Student Starts Charity for Military Kids Leighanne Bryant, an 18-year-old high school senior from Hillgrove High School, founded Gold Star Kids Support Services, a nonprofit organization aimed at funding after-school activities for the children of Gold Star and military families. The organization, now an official tax-exempt nonprofit, has raised around $17,000, providing funds for various activities for military kids. Leighanne was recently named one of the winners at a "Shark Tank"-style competition held at Georgia Tech by the National Society of High School Scholars, securing $10,000. The organization was initially created for Gold Star children but has expanded to help other families in need. STORY 2: 18 residents displaced in Smyrna apartment fire A fire at MAA Spring Luxury Apartments in Smyrna displaced 18 residents on Thursday night. The fire started on a balcony around 10 p.m., but firefighters contained it to one side of the building, preventing it from spreading to adjacent apartments. Three companies and three engines responded to the incident, and there were no reported injuries among responders or residents. The cause of the fire remains undetermined, and the American Red Cross is assisting the displaced residents. STORY 3: 'The Spark': Acworth Citizen Recognized for Historic Preservation Abbie Parks, a resident of Acworth, Georgia, has received the Nancy Smith Maxwell Award from the Save Acworth History Foundation for her exceptional efforts in preserving local history. Parks, who moved to Acworth in 1996, has played a key role in safeguarding the city's heritage. She served on and chaired the Acworth Historic Preservation Commission, worked with the city's tourism board, and chaired the Cobb County Historic Preservation Commission. Parks has been instrumental in saving iconic institutions like the Cowan Historic Mill and the Logan Farm House. In this episode, Dr Simon McKenzie is joined by Professor Rob McLaughlin, Dr Tamsin Paige and Associate Professor Douglas Guilfoyle to talk about the application of the law of armed conflict to submarine cables. These cables carry information crucial for national security. They are an essential part of the link between overseas embassies and their capital, not to mention military bases and operations with their commanders. In fact, there is almost no part of modern life that they do not in some way support. Given their central importance, you might think that the legal categorisation and protection of submarine cables would be clear. But, this is far from the case – if, how and when these cables can be military objectives, and how the principle of proportionality might apply, is unclear. Professor Rob McLaughlin of ANU researches, publishes, and teaches in the areas of Law of Armed Conflict, Law of the Sea, Maritime Security Law and Maritime Law Enforcement, and Military Law. Dr Tamsin Paige is a Lecturer with Deakin Law School and consults for the UN Office on Drugs and Crime in relation to Maritime Crime. Prior to this, she was a Postdoctoral Fellow at UNSW Canberra @ ADFA. Her work is interdisciplinary in nature, using qualitative sociological methods to analyse international law. Associate Professor Douglas Guilfoyle from UNSW Canberra researches maritime security, the international law of the sea, and international and transnational criminal law.
