The Government Accountability Office blocked an attempt by Elon Musk's DOGE to install a team at the congressional watchdog, according to a spokesperson for the independent, nonpartisan agency and an email shared with FedScoop. The spokesperson said that DOGE staffers who attempted to establish a team at the watchdog cited President Donald Trump's executive order creating the efficiency-driven group within the White House. The spokesperson further confirmed that the agency had “declined any requests to have a DOGE team assigned to GAO.” The watchdog also sent an email to its staff Friday about the attempt and its response, a GAO source confirmed. According to the text of that email shared with FedScoop, GAO said it sent a letter to DOGE's acting administrator “stating that GAO is a legislative branch agency that conducts work for Congress. As such, we are not subject to DOGE or Executive Orders.” A top Senate Intelligence Democrat is warning the Office of Personnel Management against cancelling identity protection services that have been provided to current and former federal employees since their data was exposed in the massive 2015 OPM data breach. In a letter sent Friday to OPM acting Director Charles Ezell, Sen. Mark Warner, D-Va., expressed concerns about Department of Government Efficiency-instituted cuts to the personnel agency and plans that it may have to “curtail identity theft monitoring for millions of public servants and their families whose information was compromised in 2015.” The breach of OPM servers by Chinese-backed hackers rocked Washington and the federal workforce a decade ago, as the Social Security numbers, birthdates, addresses and other personal information of more than 21 million individuals were exposed. At the time, Warner, his Virginia Senate colleague Tim Kaine and then-Sens. Ben Cardin and Barbara Mikulski of Maryland co-sponsored the RECOVER Act to provide identity protection services to those impacted by the OPM breach. During its first hundred years, the National Institutes of Health, the world's premiere medical research institution, used only male subjects in its clinical studies, completely ignoring the anatomy and physiology of half of humankind. But that began to change in 1990 - a turning point for women's health in the United States, one brought about by the growing power of women in Congress and the field of medicine. We talk with Senator Barbara Mikulski, who along with a small band of members of Congress, demanded change at NIH, and Dr. Vivian Pinn, a trailblazing pathologist who became the first head of the Office of Research on Women's Health at NIH.
The make-up of the Maryland congressional delegation will be significantly different when the new Congress is sworn in in January. Angela Alsobrooks and Sarah Elfreth will be the first two women to join the delegation since Barbara Mikulski and Donna Owens left Congress in 2016. Senator-elect Alsobrooks becomes only the third African American woman to be elected to the US Senate. The election saw voters decisively pass a plan for Harbor Place, while turning down an amendment to shrink the size of the City Council. She is the Democratic nominee running to succeed Ben Cardin in the U.S. Senate. With a thin majority for Democrats in the Senate, Democrats are facing an uphill battle to retain a majority. Tight races in Ohio, Montana and other states elevate Maryland to prominent position in the fight for control of the Senate. County Executive Alsobrooks leads Prince George's, Maryland's second largest county. She is the first Black woman in the state to lead any county, and, if elected, she will be the first woman to serve in Maryland's congressional delegation since Sen. Barbara Mikulski and Rep. Donna Edwards left office in 2017. Alsobrooks would also become only the third African American woman to be a senator in United States history. When former Gov. Larry Hogan made a last-minute entry into the Republican primary for Maryland's open U.S. Senate seat, the 2024 Democratic primary gained new national significance. With a thin majority in the Senate, the eventual Democratic nominee will likely face a capable challenger in Hogan. The two leading candidates in the Democratic primary are Prince George's County Executive Angela Alsobrooks and 6th District Congressman David Trone. Midday hoped to have a conversation with both candidates to talk about the issues and why they each think they are best suited to beat Hogan. County Executive Alsobrooks accepted our invitation, and Trone did not. So, we will spend most of the hour today speaking with Alsobrooks. She has led Prince George's, Maryland's second largest county, since 2018. Captain Jean Marie Sullivan is the youngest child of U.S. State Department Foreign Service Officers, so spent most of her youth overseas in far-flung places like Saudi Arabia, Liberia, and Indonesia. She attended the University of Rochester under the Naval Reserve Officer Training Corps (NROTC) program and received her commission in the U.S. Navy in 2000.Jean Marie has served at sea on missile-guided destroyers, an aircraft carrier, and an amphibious landing ship. Her most recent sea tour was as the 22nd Commanding Officer of USS WHIDBEY ISLAND (LSD 41). Ashore, Jean Marie's assignments include the Director of Women's Policy for the U.S. Navy, speechwriter for the Chief of Naval Personnel, Defense Legislative Fellow to Senator Barbara Mikulski of Maryland, and a Special Assistant to 30th Chief of Naval Operations, Admiral Greenert. She served overseas in Naples from 2014 to 2016 as a special assistant to the Commander, U.S. Naval Forces Europe and Africa, and Commander, NATO Joint Force Command Naples. Jean Marie was also a White House Social Aide to President George W. Bush. Captain Sullivan currently serves in the Joint Staff Directorate for Operations in Washington D.C. Next spring, Jean Marie will report to the amphibious assault carrier USS WASP (LHD 1) as the Executive Officer.

Today on Midday, remembering former Maryland Senator Paul Spyros Sarbanes, who passed away last night at the age of 87. A long-time friend and colleague of Paul Sarbanes, former Maryland Senator Barbara Mikulski -- now a professor of public policy at The Johns Hopkins University -- joins us with a personal reflection. Born in Salisbury, Maryland on February 3, 1933, Paul Sarbanes was a graduate of Princeton University, Balliol College, Oxford, and Harvard Law School. He first won election to the Maryland House of Delegates in 1966, where he served two terms. In 1970, he won a seat in the United States House of Representatives, representing Maryland's 4th and later Maryland's 3rd congressional districts from 1971 to 1977. He won election to the US Senate in 1976, and was re-elected four times until his retirement in 2007. Paul Sarbanes was the longest-serving senator in Maryland history until he was surpassed by Sen. Barbara Mikulski by a single day when her term ended on January 3, 2017. During an hour-long remembrance of Sen. Sarbanes on this Wednesday's Midday program, family members, friends, and former colleagues will discuss the wide-ranging impact of Paul Sarbanes' life and work on Maryland and the nation.
Virtually celebrate the Senator Barbara A. Mikulski Room in the Central Library with Senator Barbara Mikulski and Ambassador Wendy Sherman in conversation, moderated by Meghan McCorkell. The people of Maryland elected Senator Barbara A. Mikulski to be their U.S. Senator because she was a fighter – looking out for the day–to–day needs of Marylanders and the long–range needs of the nation. She was not only the Senator from Maryland, but also the Senator for Maryland. Determined to make a difference in her community, Mikulski became a social worker in Baltimore. Her work evolved into community activism when Mikulski worked with a diverse coalition of communities across Baltimore City to successfully organize against the building of a 16–lane highway through Baltimore’s ethnic enclaves and predominantly Black-owned neighborhoods. Mikulski’s community organizing took her to Baltimore’s City Council in 1971, the United States House of Representatives in 1976, and then the United States Senate in 1986. Retiring in 2017, Mikulski has stated that it is not how long she served that matters, but rather how well she served her state and nation. A trailblazer, Mikulski was the first Democratic woman Senator elected in her own right. As a Senator, she focused on issues of science, technology, the economic and health security of women, as well as jobs and justice. She was awarded the Presidential Medal of Freedom by President Obama in 2015. And a supernova was named in her honor in 2012 by Nobel Prize winner Dr. Adam Reiss. She is currently a Homewood Professor of Public Policy at John Hopkins University, where she is dedicated to preparing the next generation of change-makers and innovators. Wendy R. Sherman is a professor of the practice of public leadership and director of the Center for Public Leadership at the Harvard Kennedy School. In addition, she is a Senior Fellow at the School’s Belfer Center for Science and International Affairs. Ambassador Sherman is Senior Counselor at Albright Stonebridge Group and former Under Secretary of State for Political Affairs. In today’s episode Tamira Dunn shares her 2nd trimester loss story due to an incompetent cervix of son Elijah and her inspiration for Elijah’s Hope Foundation Incorporated. The foundation sponsors an annual walk for pregnancy and infant loss in Baltimore and donates a portion of the proceeds to their scholarship fund which supports doctoral students who are majoring in women and reproductive health. The loss of her son was very heartbreaking, but she has used her passion for helping others to create a resource for women who have experienced the same loss. A year after her loss, she accepted a position at Roberta’s House as the Program Manager for the Hope Project. The Hope Project provides supportive services to women who have experienced a fetal or infant loss before the child’s first birthday. Ms.Dunn is truly using her testimony to help others. Her goal is to empower women to keep the faith in spite of their loss. Founder of Dream Girls Mentoring Program, Incorporated, Tamira Dunn is a 30-year-old native Baltimorean raised with her younger brother by a single mom. She attended Baltimore County Schools and graduated from Parkville High School in 2004. After high school, she attended Morgan State University where she received her Bachelors of Science degree in Psychology in 2008. She decided to further her education and received a Master of Science degree in Human Service Administration from University of Baltimore. She is a currently a Ph.D. candidate at Walden University. Ms. Dunn’s passion for the youth and community started while she was in high school. She was always trying to find a way to “make a difference”. Watching many of her peers and close friends have children at a young age; she felt it necessary to provide a program that would deliver resources and support to young moms. Ms. Dunn has received many citations from Mayor Stephanie Rawlings Blake and Senator Barbara Mikulski. She has also been awarded a resolution from Council President Bernard Jack Young’s office for her countless efforts towards bettering the lives of teen moms. She is apart of the Women of Power Organization and received her award in 2011 and awarded Top 30 under 30 by 92Q Jams. Ms. Dunn is a member of Zeta Phi Beta Sorority Inc. and an active member of Beta Alpha Tau Zeta Chapter. She has dedicated countless hours as a community servant with the Mayor’s Office during many youth events. Leading up to April, Rep. Donna Edwards of Prince George's County was engaged in one of the country’s most closely watched and competitive primaries, as she and Rep. Chris Van Hollen vied for the Senate seat that would be left open by Sen. Barbara Mikulski’s upcoming retirement. A close race until the final days, Edwards ultimately lost April’s primary race to Van Hollen, which Edwards described in an article on cosmopolitan.com as a case of a black woman hitting the glass ceiling with a "concussion-worthy crash." In a race in which both candidates had similar voting records, Edwards explained that claim. Edwards also spoke about an attack ad against Van Hollen that received pushback from Democratic leaders and the White House, which was run by super PAC Working for US, and to what extent she thought it negatively impacted her campaign. Edwards also discussed mentorship, being Maryland’s first black congresswoman, and how the state is poised to send an all-male delegation to Congress.

A veteran and former Pentagon official, Maryland attorney Richard J. Douglas is making his second run for the Republican Senate nomination, hoping to become his party's nominee to replace Sen. Barbara Mikulski. Douglas, who lives in College Park, finished second in the 2012 GOP Senate primary to Dan Bongino. Douglas served as a deputy assistant Secretary of Defense in the George W. Bush administration and spent five years on Capitol Hill as a staff attorney to the Senate Foreign Relations Committee and the Senate Intelligence Committee. During the 1970s, he served aboard a Navy submarine and, in 2006, was recalled from reserve duty to serve in Iraq. Other major candidates for the nomination are Kathy Szeliga, a state delegate from of Baltimore County, and Chrys Kefalas, an executive at the Washington-based National Association of Manufacturing.
