Le SIGERLY, le Syndicat de Gestion des Energies de la Région Lyonnaise, et les 66 communes de son territoire, demandent à l'Etat le maintien du bouclier tarifaire et du dispositif « filet de sécurité » pour les collectivités. Pour Eric Perez, le président du SIGERLY : "Nous avons face à nous un mur de prix de l'énergie qui risque d'être catastrophique pour les collectivités. Nous avons besoin de l'appui de l'Etat. Les communes vont se retrouver, en 2024, face à des prix de l'énergie qui vont être multipliés par 2.6 par rapport en 2023. Elles vont devoir prendre dans leur autofinancement. Conséquences : moins d'investissement, moins de projets sur les communes. moins de travaux publics et donc moins d'activités et moins d'emplois pour le BTP, qui est déjà un secteur en difficultés". Et Eric Perz détaille en citant les travaux de rénovation énergétique des bâtiments... C'est donc revoir à la baisse les objectifs climatiques. "Le gouvernement nous dit que c'est un cap difficile à passer et que les prix de l'énergie vont finir par baisser. Mais, nous, ce que l'on constate sur les marchés de l'énergie, c'est qu'ils restent bien plus élevés que ceux que l'on a connu ces dernières années... Les communes subissent aussi l'inflation sur les produits alimentaires (restauration scolaire). Dans le même temps, les dotations globales de fonctionnement (DGF) sont en baisse. Les ressources liées au marché de l'immobilier qui baissent... Conséquences : un effet ciseau assez dur et qui n'est pas pris en compte par l'Etat". Le prix de l'énergie représente aujourd'hui jusqu'à 10 à 15% pour certaines collectivités. En particulier, l'éclairage public qui peut représenter 40% des dépenses d'électricité.

On hot summer days, the fruit-flavoured ice is welcome and makes a popular dessert. This recipe uses the coconut water from a couple of chilled cans of coconut milk (as it separates when cold) to make the granita and the coconut cream from the top to make a dairy-free whipped cream and ice-cream shards forthe sundae. For an added kick add 3 tablespoons of dark rum to the granita before freezing.Serves 63 passion fruits, halved1 mango (apx 300g), cut into 2cm chunks1 quantity of coconut granitaCoconut granita400ml coconut water from 2 cans of chilled coconut milk1 teaspoon vanilla extractStir the coconut water and vanilla together in a shallow bowl and put into the freezer to setfirm. When frozen scrape the granita with a fork to form crystals. You can put it back into thefreezer until you need it and it will keep, covered for up to a month.For the whipped coconut creamApproximately 180 to 200g of coconut cream (from the top of the can or bought separately), chilled1 teaspoon vanilla extractFinely grated zest of half a limeTo make the coconut cream, carefully spoon the cream out of the can leaving the water below for the granita. Whisk it in a bowl with the vanilla for a couple of minutes until thick and firm. Leave in a cool place until you are ready to serve.Frozen Coconut Cream ShardsThis is a great way to make quick ice cream shapes from coconut cream.Approximately 180 to 200g of coconut cream (from the top of the can or bought separately), chilled1 teaspoon vanilla extractPut a small metal tray or a plate lined with a piece of baking parchment into your freezer to chill. Mix the coconut cream and vanilla extract together and spread onto the chilled, lined tray. Spread it out into a layer around 3mm in depth. Return the tray to the freezer and let the cream set firm. Peel away the paper from the back of the frozen sheet of cream andbreak into shards. Return to the freezer quickly until you are ready to serve. To assemble the Coconut Sundaes chill 6 small glasses. Divide the mango, coconut granita and the whipped coconut cream between the glasses. Pour over the passion fruit juice and top with the shards. Serve straight away.Per serving: 11g carbs, 2.5g fibre, 2.2g protein, 24g fat, 276kcal.

Jay Parker shares his testimony from growing up in a rough environment in Yonkers, New York, where he was raised by a abusive and drug addicted father after his alcoholic mother left when he was 8 yrs. old. After giving his life to Christ at the age of 8 in a store front ran by a dear lady, Mother Gaskins, Jay was introduced to alcohol by a brother-in-law around the same time. Then began smoking marijuana by age 12, hooked on crack and cocaine by 15 and in and out of jail by age 16.Jay met his wife, Valeska, in 1992 and married in 1997. By 2000, they were facing divorce because he had gone back to drinking, drunks and partying. After calling Valeska on Mother's Day in 2000, she told him that she was going to church. He decided to go also, because he thought there was another man in her life and he was going to beat him up. During the service, a former drug buddy got up to speak and God changed Jay's life forever.Jay tells of how as a teenager he had a tattoo on his arm that had a vulger saying with the initials "DGF", but after getting saved God showed him the new meaning it has in his life of "Displaying God's Forgiveness".Jay then had a spiritual father figure, Bishop Clarence Lassister, that poured into his life and gave him opportunities to serve. After time, Jay was a part of 13 different ministries at the Gospel Tabernacle Outreach Ministry in Rhode Island. One of those ministries was going into a Maximum Security Prison and ministering to the inmates.In 2018, after Bishop Lassiter passed away, Jay felt that God was moving him from Rhode Island and ended up in Jacksonville, Florida and finding the Springs Church. Nobody loses like Minnesota. The Twins bullpen got shelled by Boston 14-6, the Wolves lost their ninth straight game and got blown out 135-102 by Charlotte, Zach Parise was a healthy scratch in a 5-1 Wild loss to Las Vegas, and the Gophers fell to 0-10 on the road this season with their sixth straight loss. The Lakers girls basketball team hasn't lost in a while though. They're riding a four-game winning streak and haven't lost since February 9th. Busy night in Laker sports last night. The Girls Basketball returned to the floor for the first time since February 18th after their COVID pause and kept their winning streak intact, beating Dilworth-Glyndon-Felton 43-36. Lakers have a huge matchup tomorrow night at home against Bemidji. That game will be on KDLM at 7:30. Ella Hess tallied a hat trick last night as the Laker Girls Hockey team beat Prarie Center 7-0. The win gets the Lakers above .500 at 7-6. The Lakers have three regular-season games left: Friday @ Morris, then home games against Crookston and Thief River Falls next week. The Laker Boys hockey team also won last night as they celebrated Senior Night at the Kent Freeman Sports Arena, beating Park Rapids Area 6-3. The Boys have won two of their last three to get back to an even 7-7 record. They have four games left: Crookston and Alexandria on the road, then Wadena-Deer Creek and Crookston at home. The Boys Basketball team overcame a 13-point deficit to steal one from East Grand Forks in overtime last night. Today on The Leaders' Brief - The last two days saw social media explode with posts on the ongoing farmers protests in India. The sensitivity of the demonstration that has been disturbing India's political landscape for over three months came to light as the Indian External Affairs Ministry issued a statement against a tweet by Grammy winning American pop star Rihanna. After having clarified that the reformist legislations were passed after a full debate and discussion at the Indian Parliament, India's External Affairs Ministry said in its statement that government has offered to keep the laws on hold in respect of the sentiment of protestors, who according to the Indian government is made up of “a very small section of farmers.” Ugandan President Yoweri Museveni whose decision to shut down communication channels in the country after his presidential win last month had invited global criticism, has now ordered his finance minister to shut down the Democratic Governance Facility, a $100 million fund backed by European nations. Museveni, one of the longest serving heads of states had sought an explanation from the country's finance minister Matia Kasaija on how and why Permanent Secretary Keith Muhakanizi authorized DGF operations without the involvement of cabinet. The USA's Bureau of Ocean Energy Management announced last Wednesday that it is restarting an environmental review of the Vineyard Wind project, the first major U.S offshore wind farm. The bureau's director Amanda Lefton said in the statement “BOEM is committed to conducting a robust and timely review of the proposed project”. The project if cleared, would be an important step towards the Biden administration's goal of doubling renewable energy production at sea by 2030. Since allograft survival is limited after living-related kidney transplantation (LRKT), the necessity of re-transplantation following LRKT increases. Information using living-related- versus deceased donor allografts is sparse. The outcome after kidney re-transplantation in respect to second graft origin was investigated. Primary LR- (pLR, n=239), second LR- (sLR, n=26) or deceased donor following LR transplantations (sDD, n=11) were compared. Analyses included patient and graft survival, frequency of rejections, re-surgery, immunological risk and graft function. Acute rejections, HLA-mismatch and delayed graft function (DGF) and re-surgery influenced survival. Graft survival following re-transplantation of living-related and deceased donor grafts is not necessarily reduced compared to pLRKT. Differences in factors, impacting graft and patient survival, in particular defining immunological risk, were balanced in comparisons between the groups.
