Il 12 dicembre 1969 alle 16:37 una bomba esplose all'interno della Banca nazionale dell'agricoltura, in piazza Fontana, a Milano. Un uomo aveva posizionato una valigetta contenente l'ordigno sotto il grande tavolo al centro del salone. Morirono 13 persone, altre tre nei giorni successivi. Un uomo morì un anno dopo, per le conseguenze di quell'esplosione. Fu l'inizio di quella che poi venne chiamata strategia della tensione. Lo stesso giorno altri ordigni esplosero a Roma mentre a Milano fu rinvenuto un ordigno inesploso in una banca di piazza della Scala. Già poche ore dopo l'esplosione la polizia eseguì molti fermi di persone appartenenti all'area anarchica, in particolare militanti del circolo milanese Ponte della Ghisolfa. Tra i fermati, trattenuto in questura per oltre 70 ore senza che ci fosse alcun provvedimento da parte dei magistrati, ci fu il ferroviere anarchico Giuseppe Pinelli. La sera del 15 dicembre, Pinelli precipitò dal quarto piano della questura, dalla finestra dell'ufficio dove lo stavano interrogando. Ci furono anni di processi, nell'ultima sentenza fu scritto che Pinelli era precipitato per quello che venne definito «un malore attivo».Lo stesso giorno della morte di Pinelli, il 15 dicembre, fu arrestato un altro anarchico, Pietro Valpreda. Fu indicato da subito come l'uomo che aveva messo la bomba. I giornali lo descrissero, senza che venisse avanzato nessun dubbio, come “il mostro”. Contro di lui c'era la testimonianza di un tassista, Cornelio Rolandi, che disse di averlo caricato in piazza Beccaria, a poco più di 200 metri dalla banca nazionale dell'agricoltura, e di averlo lasciato in una via anch'essa molto vicina al luogo dell'attentato. Secondo questa ricostruzione l'attentatore avrebbe quindi preso un taxi per non percorre a piedi meno di cinque minuti di strada. Il confronto tra Valpreda e il tassista avvenne in maniera grottesca e falsata.Solo nel 1972, a tre anni dalla strage, emersero gli elementi che portarono a individuare come presunti autori dell'attentato di piazza Fontana un gruppo di neofascisti padovani e in particolare Franco Freda e Giovanni Ventura. Emerse anche la figura di Guido Giannettini, giornalista, neonazista, e agente del servizio segreto militare: secondo gli inquirenti veneti aveva svolto il compito di collegamento tra i neofascisti e i servizi segreti, ma vennero assolti al termine di un lungo processo. Anni più tardi un giudice milanese, Guido Salvini, riaprì le indagini e individuò come responsabili della strage gli appartenenti alla cellula veneta del movimento fascista Ordine Nuovo, tra questi anche Franco Freda e Giovanni Ventura che non poterono essere processati in base al principio del ne bis in idem: non può essere processato chi è già stato condannato o assolto per lo stesso fatto.La sentenza finale stabilì però che pur non essendoci prove sufficienti a condannare gli autori materiali dell'attentato, la strage del 12 dicembre 1969 in piazza Fontana era stata programmata e attuata dai neofascisti di OrdineNuovo, e le indagini depistate dei servizi segreti e di altri apparati dello Stato. "In diversi paesi ci sono ancora sacche di trasmissione in crescita che potrebbero evolversi rapidamente in pericolose recrudescenze», ha avvertito Kluge, che ha però aggiunto: «I casi Covid e i decessi stanno diminuendo.
