Que Donald Trump é surpreendente, já se sabia. Mas quem imaginaria que, em apenas 100 dias, a ordem econômica mundial viraria do avesso? Guerra de tarifas contra os principais parceiros comerciais, cortes draconianos nos gastos federais, rompimento com a doutrina neoliberal que consolidou a hegemonia econômica dos Estados Unidos desde o pós-guerra – a lista de medidas controversas é longa e seus efeitos positivos, duvidosos. Em menos de três meses, o presidente da maior economia do planeta quebrou a confiança dos aliados e instalou nervosismo nos mercados financeiros, com a sua avalanche quase diária de medidas bombásticas. O chefe de Estado transportou para a política as suas práticas de empresário para negociar."Não há nada de surpreendente no que o Trump está fazendo se analisamos o histórico dele: um homem que se fez no agressivo mercado imobiliário de Nova York. É um choque? É, mas não é nada que ele não tenha prometido que faria, quando chegasse ao governo”, observa Antônio Carlos Alves dos Santos, professor de Comércio Internacional na PUC-SP."Quando ele trata aliados como inimigos, como fez com a Dinamarca em relação à Groenlândia, ou sobre a anexação do Canadá, ele coloca uma desconfiança não apenas nos seus rivais, mas nos seus próprios parceiros. Essa desconfiança, aliada às mudanças na economia, podem fazer com que os países procurem outros aliados, porque não se confia mais nos Estados Unidos”, resume Daniela Freddo, professora de Economia da Universidade de Brasília (UnB).'Um elefante entre porcelanas chinesas'O aumento das taxas de importação pelos Estados Unidos à maioria dos seus parceiros comerciais acentua esta tendência. A guerra tarifária declarada contra a China e as medidas de retaliação de Pequim podem levar os chineses a favorecer outros mercados, inclusive o brasileiro, potencial beneficiado pela manobra. Outro eixo que tende a se fortalecer é o entre o Mercosul e a União Europeia, que podem finalmente acelerar a adoção de um tratado de livre comércio negociado há 25 anos, entre os dois blocos.“É até compreensível que ele coloque tarifas contra a China, mas seria mais sensato que negociasse tarifas menores com a União Europeia, com o Japão, com os países que são parceiros do projeto americano”, afirma Alves dos Santos. ”Trump realmente é um elefante numa loja de porcelana chinesa”, assinala.Nestes primeiros 100 dias do governo do magnata, o Brasil foi alvo de um aumento de 10% das taxas de importação, mas não apareceu como um alvo prioritário das medidas hostis de Trump. Ao mesmo tempo, o presidente não sinaliza planejar uma política de Estado robusta para favorecer a indústria nacional.“As propostas econômicas de Trump não têm nenhum fundamento econômico: as tarifas vão aumentar os preços dos produtos consumidos pelos norte-americanos, o que causa um choque inflacionário. É um efeito inegável”, indica Alves dos Santos."Quanto à ideia da reindustrialização, para alguém que vem da América Latina, a gente conhece este discurso e sabe que é um sonho de uma noite de verão. Agora, o líder dá sequência a uma mudança na ordem econômica mundial iniciada na pandemia, que levou os países a refletirem sobre o apoio aos setores mais estratégicos das suas economias e a necessidade, para muitos, de reindustrialização."Você tinha isso no Trump 1, teve continuidade no governo do Biden, com um protecionismo mais light, que gerou inclusive conflitos com a Europa.
