“Power trumps money fundamentally. And I think we've seen the extent to which these companies are very subservient to the US government. Because the US government can break them in an instant.” — Jack Watling on whether Anthropic and OpenAI can become geopolitical players In Cormac McCarthy's 2005 novel No Country for Old Men, an ageing Texas sheriff finds himself outmatched by a killer operating by a logic the old rules can't contain. It's the story of a man shaped by one world, and then trying to operate in an entirely different system. That's also the situation facing many statesmen today who are having to operate in an international system where the old rules no longer apply. The British military strategist Jack Watling argues in his new book Statecraft: The New Rules of Power in a Divided World that we have moved from a monopolar world to one of intensely multipolar competition where adversaries can subvert all the premises of another state's strategy. These disruptive rules of the 21st century multipolar international system aren't entirely new. There are, for example, eerie similarities with the chaotically multipolar system that led to the First World War. But they are new to the leaders who have to apply them. So, for example, they are having to deal with Vladimir Putin who is locked into an eighth-century Orthodox Holy Russian Empire fantasy. Or with the impulsive and disruptive Donald Trump whose only goal, it sometimes seems, is to subvert all the rules of the old world. These are Jack Watling's new rules of power in a divided world. New statecraft for old men. Or maybe old statecraft for new men. Five Takeaways •       The Rules Are New to the Leaders, Not the World: Watling's thesis: many of the principles in his book are old, as a historian he knows that. But they are new to the current crop of political leaders because they were formed in a monopolar world where America had primacy, crises were resolved, and the status quo was restored. We are now in a period of intense interstate competition where changes are permanent — the interventions that are being made fundamentally shift the trend. That does require a new way of thinking. The tragedy is that the leaders who most need to think in new ways — Putin and Trump in particular — are the least capable of it. •       Putin vs Trump: Two Different Kinds of Fallibility: Putin has locked himself into a rubric of looking at the world through the lens of the Orthodox Holy Russian Empire — a framework that doesn't align with how anyone else reads the map. He's not a pragmatic dealmaker; when you get him to the table, as Trump found in Alaska, he starts referring back to the eighth century. Trump is very different: much less cautious, much more impulsive, skilled at making the conversation happen on his terms by disrupting everything around him. The problem with impulsive rather than deliberate is that he has no clear idea of where he wants to get to. Both fallible. Neither predictable. •       The WWI Parallel: Over By Christmas: Watling's most sobering analogy: when we look at 1914, nobody thought it would become what it became. The assumption was over by Christmas. It grew out of any capacity to control it. Today, the rules between the great powers don't reflect where power actually sits. The capacity for a conflagration — Taiwan being the obvious tipping point — to suddenly trigger a series of escalations around the world is very real. We have to be cognisant that risk is latent in the system. The outcome we most wish to avoid is also the most mutually calamitous one. That's not a guarantee it won't happen. •       Power Trumps Money — Even Trumpian Power Trumps Trumpian Money: Andrew asks whether Anthropic and OpenAI could become geopolitical players — more powerful than middle powers like Brazil or Japan. Watling's answer: no. Russian oligarchs made this mistake in the 1990s. They thought that because they had huge amounts of money and controlled valuable resources they could play geopolitically. They were very quickly subsumed by the state. These tech companies are very subservient to the US government, which can break them in an instant. The pun lands perfectly: even Trumpian power trumps Trumpian money. •       How Smaller States Build Leverage: Stay Off the Menu: One of the book's central arguments: how do smaller states shape world events when dwarfed by superpowers? Watling's answer: leverage is not just military. It is economic, informational, reputational. The UK spends billions on aircraft carriers it struggles to support at sea — a good illustration of how a state can mistake the form of power for its substance. Smaller states that build genuine leverage — through control of chokepoints, indispensable relationships, asymmetric capabilities — can stay off the menu even in a world dominated by great powers. Die zag bijvoorbeeld hoe Napoleon de militaire en politieke strijd in Europa volledig veranderde. Oorlog voeren is nog altijd ‘de voortzetting van politiek met andere middelen’. Dat zien we nu in Oekraïne en in de Straat van Hormuz. Vladimir Poetin had een heldere politiek. Hij wist wat hij wilde: een vazalstaat in Kyiv à la Belarus ter herstel van de eeuwenoude dominante positie van Rusland. De 'andere middelen' die hij inzette bleken echter de verkeerde. Niet adequaat en niet opgewassen tegen de wil tot overleven van Volodymyr Zelensky en zijn volk. Watling beschrijft hoe deze oorlog inmiddels vier fasen kent. De Blitzkrieg die mislukte. Het overrompelende tegenoffensief dat bijna slaagde. De stellingenoorlog rond Bachmoet, Kupiansk en de fortificaties in Donbas. De innovatieve fase door drone-ontwikkeling die nu flexibeler fronten gaat opleveren. Zelensky heeft niet verloren en Poetin niet gewonnen. Het Westen deed steeds net voldoende, maar niet genoeg. En Rusland zwicht niet: Poetin is bereid zijn economie en zijn volk een enorme prijs te laten betalen. Hij gokt erop dat Donald Trump en Europa eerder moe zijn dan hijzelf. En dat zij een halfhartige wapenstilstand zullen slikken die Oekraïne destabiliseert zodat Rusland aan het langste eind trekt. Nieuwe ronde, nieuwe kansen. Dat hóeft niet te gebeuren, maar Europa kan het wel zo ver laten komen. Europa zal dus een eigen strategie moeten voeren en niet steeds opnieuw naar het pijpen van Washington dansen. Watling is niet mals. Hij onderstreept dat Barack Obama al duidelijk was: Europa moet binnen de NAVO de eigen boontjes doppen. De NAVO-top in Ankara, begin juli, is richtingwijzend. Het verloop onvoorspelbaar. Watling adviseert regelmatig zijn eigen Britse regering. Hij is niet positief: het Britse leger moet een enorme inhaalslag maken wil het weer krachtig zijn. Nederland heeft wel degelijk invloed, stelt Watling. De militaire kwaliteit is hoog, logistiek is het cruciaal en met zijn high tech van ASML tot ruimtevaart is het avant garde. En met NAVO secretaris-generaal Mark Rutte heeft het – ondanks ‘daddy’ - een behendig speler in het veld. Anders dan Poetin met Oekraïne had Trump voor de Perzische Golf geen uitgewerkt plan. Bovendien wordt hij geadviseerd door mensen als Steve Witkoff die volgens Watling alles behalve een diplomaat is. Bovendien was vanaf het begin helder dat Israël en de VS als eenzame bondgenoten allerminst dezelfde politieke doelen nastreven. Met Clausewitz kun je dan een fiasco zien aankomen. Trumps onberaden aanpak versterkt het land dat hij als zijn grootste tegenstander ziet: China. Het regime van de ayatollahs zou wel eens kunnen overleven en met zijn dreigende houding in de Straat van Hormuz Amerika's vrienden in Europa kunnen verleiden zich af te koppelen van de VS, net als China. Dit zou een smadelijke nederlaag zijn en Poetin in de kaart spelen. Xi Jinping kijkt ondertussen rustig toe, hij kan wachten. Sebaliknya, ia adalah orkestrasi total dari seluruh instrumen kekuatan nasional—mulai dari ketahanan rantai pasok ekonomi hingga keunggulan teknologi mutakhir. Oleh karena itu, memiliki "Wawasan" (Insight) yang mendalam untuk memahami lensa budaya dan motivasi lawan menjadi sangat kritikal guna menghindari salah kalkulasi yang bisa memicu eskalasi konflik yang tidak diinginkan. President Zelensky refuses. Meanwhile, Ukraine has experiened one of its harshest winters as its cities and energy infrastructure have been pounded by Russian drones and missiles. Donald Trump famously promised to end the war in Ukraine within 24 hours of returning to the White House. But he is just over 100 days into his presidency, and the war is certainly not over. With Kyiv opposed to territorial concessions, and with Russia's military campaign showing no signs of slowing down, the Trump administration has threatened to walk away from the conflict if both sides don't agree to a cease-fire and a path to peace—leaving Ukraine and its European partners planning for a future in which Russian aggression continues, but U.S. support does not. In a recent article for Foreign Affairs, Jack Watling, senior research fellow for land warfare at the Royal United Services Institute in London, argues that Europe can, in fact, replace the United States as Ukraine's primary backer. In 1964, pre-historic remains were discovered at Jabal Aṣ-Ṣaḥābah - or Mountain of the Companions - in the Nile Valley near what is now the border of northern Sudan and Egypt. That site contained evidence of the earliest known warfare believed to have taken place around 13,500 years ago. It's thought that climate change led to that conflict; as crop yields became smaller, more groups had to compete with each other for what food sources were available. Spears and possibly arrows were the high-tech weapons of choice in the Nile Valley. Flash forward to today and it's AI-enabled drones that have been - literally - levelling the playing field for Ukraine in their battle against Russia. But as technological advancement continues apace what lessons have we learned from recent conflicts and how might things change in the wars yet to begin? Ukraine hopes the chaos caused by the mutiny attempt will undermine Russian defences, as it presses a counteroffensive to recapture occupied territory. Command and control in war is very different to peacetime plans: and then C2 that works well for defensive operations will not necessarily be optimised for offense. The Western experiences of Afghanistan and Iraq threw up a host of lessons which HQs have been implementing: yet the observations of C2 in Ukraine provide a different lens for the problem. Peer and near-peer conflict requires a different C2 strategy, one that is determined by those who are able to exploit control tools available now – not those promised at some date in the future. From multiple visits to the Ukrainian military over the past 15 months – and built on experience of numerous other conflict zone - Dr Jack Watling, Senior Research Fellow for Land Warfare at RUSI in London, has a unique view on what it takes to deliver control on a modern battlefield: Whilst command seems to be more culturally specific than we think, control measures need a good deal more flexibility and imagination than we, perhaps, train for.

Meeting the challenges of both conventional and irregular warfare requires mutually exclusive forces specialised in acting against each one. Peter talks to Dr Jack Watling, Senior Research Fellow for Land Warfare at RUSI in London, about why a military force designed for conventional warfare is ineffective at irregular warfare; the verso also applies. There are a myriad of reasons - from embedded culture to training requirements - why this is the case, from formations and skills of Special Forces but also for signals, communication, command, aviation, and logistics. People and their approaches, as well as their networks, is the key factor however. Given that future adversaries are likely to employ both means (unconventional and conventional) to challenge the status quo, nations will need to either construct forces for each strategic approach they face, or specialise in one. Alternatively, states can try to do both with a single force structure and probably - judging on historical evidence, and some contemporary examples too - fail. In times increasing global tensions when autocracies are leaning towards the use of military force as a key lever of power, the decision facing political leaders is whether to fund their militaries or rely on the doctrine of hopeless optimism.

The most effective of these have been from experts who have witnessed the conflict firsthand.  Colonel (Ret.)
