Fast reflections of the annual NATO C2 Centre of Excellence (C2COE) conference in the Hague with the centre's commanding officer, Meitta Groeneveld. The challenging issues of MDO and Synchronisation, and the implications of that doctrine on command and control, were the conference's planned themes. We ended up in a conversation about the Cross Domain Command Concept, data and the human, the need to share, the lessons from Ukraine on C2 about adaptation of C2, the community of interest (the “we”), the political (and societal) will to change, the journey towards and beyond C2 in MDO, and the Babylonian Confusion over doctrinal terms. Both Mietta and I hope we haven't done a disservice to attendees or speakers. It was challenging to digest and precis two and a half days of detailed, illuminating and engaging discussion into a short podcast episode. We tried!

If there is some unresolved tension in the ideas of mission command and synchronisation – particularly within the MDO concept – then it could be more useful to think about the USMC idea of Coupling: the idea of providing linkage between warfare activities that are needed for to meet the task and/or mission. Instead of simply connecting everything because it's possible, the Corps advocates for an approach that provides the means on a case-by-case basis. Interestingly, it is explained best in MCDP5 (USMC Planning) penned back in 1997, and signed off by the legend who is General Charles C. Krulac. Talking about C2 (reality and theory) is best done with a marine and Peter was joined for this discussion by Sean Welch, a marine with the intellectual and operational credentials to offer some important perspectives founded on the reality of combat.
The US and her allies are embracing the Multi-Domain Operations philosophy with the Joint All Domain Command and Control System is at the heart of this endeavour. Multi-Domain Operations, or MDO, focus on improving the pace and quality of decision-making at the expense of one's adversary. The goal is to navigate the famed OODA (Observe, Orient, Decide and Act) loop at a faster clip than your enemy. Get MDO right and you will always be proactive while your opponent is forced to be reactive. JADC2 The Joint All Domain Command and Control architecture, or JADC2, is the US Department of Defence's networking and computing project that will enable MDO. JADC2 will see the inter- and intra-force connection of all personnel, weapons, sensors, platforms, subsystems and capabilities at all levels of war. The undertaking is ambitious. Reports say that since 2022 the Pentagon has spent up to $2.6 billion on JADC2. A further $9 billion could be spent on the initiative before the end of the decade. Show notes: In his day job Mat X serves the local film, VFX (visual effects), and media production industries. As an established storage, workflow, and backup expert, he builds better workflows from camera to archive and back again. On today's episode, I interviewed Mr. Robert Ochs on the role of probation in the criminal justice system. We talked about:What are the roles and duties at CYA, Gateways, and treatment centers?What is it like to manage mentally ill offenders in the probation population?Does treatment actually work for this population of offenders? About Mr. Robert Ochs:Mr. Robert Ochs started his career as a licensed clinician (MSW) and began working at the California Youth Authority (CYA). During his time there, he conducted adolescent forensic evaluations. Seeking more experience with treatment, he left the CYA and began working at Gateways where he worked in an adolescent residential treatment program with disturbed youth - many of which were on probation. Mr. Ochs then transitioned to evaluating adult mentally ill offenders. In that position, he would track and treat the population of NGRI's, MDO's, and MDSO's (Mentally Disordered Sex Offenders). Mr. Ochs was later promoted to run the Community Corrections Center (CCC) - a federal program. Later, Mr. Ochs transitioned to the Sonoma County Probation Department where he ultimately retired as Chief Probation Officer. In the modern age the United States rarely ever enters a conflict alone. Fighting alongside an ally or as part of a coalition magnifies capabilities and lethality and often more importantly brings legitimacy and access. But the coordination and communication necessary for successful multi-domain operations is intense. Add multiple different languages, disparate communication and networking systems and simple deconfliction can become a herculean task or result in a simple but drastic reduction of interaction and interoperability. I am excited to share this episode because I talk about the incredibly surreal experience of trying my hand at casting a baby foot mold with Dr. John Herzenberg. I was attending the IPOS (International Pediatric Orthopedic Symposium) with MD Orthopaedics, and connected with Dr. Herzenberg, who offered to let me try casting. I give a little background about my relationship with Dr. Herzenberg prior to the event, and why I was attending with MDO. I talk about what it felt like to actually feel the plaster and the different wrapping techniques. I am very grateful to the great Dr. Herzenberg for giving me this opportunity and I hope that I was a good student.
