Enterprises face one common problem: the hidden costs of AI-based technical debt.“There's a lot of hype around AI, but many initiatives aren't founded in a business value proposition,” says Paul Brownell, CTO, Growth Acceleration Partners (GAP). “People wander in without an intentional path for ROI.” In this episode of the Don't Panic, It's Just Data podcast, host Douglas Laney, BARC Research and Advisory Fellow, and author of Infonomics and Data Juice, speaks with Paul Brownell from GAP and Frank Lavigne, Advisory Board Member of CloudArmy.The speakers ultimately agree that AI promises greater returns on investment (ROI). However, it's imperative to note – without a strong data foundation and strategy, AI can quickly turn into a financial nightmare.AI's Potential to Cause Technical Debt Alluding to a significant “leak in the bucket” for AI initiatives, Brownell says, "a lot of these projects aren't founded in a business value proposition." This can often lead to organisations "wandering in without an intentional path." Both Brownell and Lavigne agreed that the most overlooked and costly area is data engineering. Lavigne exemplified this by referring to a meme depicting a sleek F-35 jet labelled "your AI" flying above a pockmarked, potholed road labelled "your data infrastructure.""I think that pretty much says it all," Lavigne stated, highlighting the critical and often unglamorous role of data engineering. Brownell resonated with this, calling it "mundane, routine, detail, hard pick and shovel work."Without mighty data quality, data governance, and traceability, AI projects are built on unsteady ground. Such AI initiatives occasionally result in inaccuracies and create a lack of trust.Scientific Path to AI Initiatives in DataBrownell advocated for a scientific approach to AI initiatives to overcome the hidden costs and maximise ROI. He said, "Come up with a hypothesis around where the business value is going to be, then apply some prototyping. Do real-life experiments to prove out your theory." Such an approach allows organisations to adjust course quickly. "The larger the ship, the harder it is to turn. So if you have these smaller kinds of proofs of concept, you can kind of find out in smaller increments how far we're off course,” explained Lavigne. U.S. President Donald Trump was sworn into office for the second time on Jan. 20, 2025. That means April 30 marks his 100th day back in office. A lot has happened during that relatively short period of time. The Trump administration has implemented sweeping changes to U.S. energy policy, primarily focused on promoting fossil fuels while curtailing renewable energy development. The administration declared a “national energy emergency” to expedite approvals for fossil fuel infrastructure and lifted regulations on coal plants, exempting nearly 70 facilities from toxic pollutant rules. Coal was officially designated a “critical mineral,” with the Department of Justice directed to investigate regulatory bias against the industry. Additionally, the administration ended the Biden-era pause on approvals for new liquefied natural gas (LNG) export facilities, signaling strong support for natural gas expansion. On the environmental front, U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced 31 deregulatory actions designed in part to “unleash American energy.” The administration is also challenging the 2009 EPA finding that greenhouse gases endanger public health—a foundational element of climate regulation. President Trump announced the U.S.'s withdrawal from the Paris Climate Agreement, effective in early 2026, and terminated involvement in all climate-related international agreements, effectively eliminating previous emissions reduction commitments. Renewable energy has faced significant obstacles under the new administration. A six-month pause was imposed on offshore wind lease sales and permitting in federal waters, with specific projects targeted for cancellation. The administration issued a temporary freeze on certain Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) funds designated for clean energy projects. Policies were implemented to weaken federal clean car standards, potentially eliminate electric vehicle (EV) tax credits, and halt funding for EV charging networks—indirectly affecting power generation by potentially reducing electricity demand from EVs. Yet, the administration's tariff policy may end up impacting the power industry more than anything else it has done. “One thing in particular that I think would be hard to argue is not the most impactful, and that's the current status of tariffs and a potential trade war,” Greg Lavigne, a partner with the global law firm Sidley Austin, said as a guest on The POWER Podcast. In April, President Trump declared a national emergency to address trade deficits, imposing a 10% tariff on all countries and higher tariffs on nations with large trade deficits with the U.S. These tariffs particularly affect solar panels and components from China, potentially increasing costs for renewable energy projects and disrupting supply chains. Meanwhile, the offshore wind energy industry has also taken a hard hit under the Trump administration. “My second-biggest impact in the first 100 days would certainly be the proclamations pausing evaluation of permitting of renewable projects, but particularly wind projects, on federal lands,” said Lavigne. “That is having real-world impacts today on the offshore wind market off the eastern seaboard of the United States.” Despite the focus on traditional energy sources, the Trump administration has expressed support for nuclear energy as a tool for energy dominance and global competitiveness against Russian and Chinese nuclear exports. Key appointees, including Energy Secretary Chris Wright, have signaled a favorable stance toward nuclear power development, including small modular reactors. All these actions remain subject to ongoing legal and political developments, with their full impact on the power generation industry yet to unfold.

Rise St. James is a faith-based grassroots organization that is fighting for environmental justice as it works to defeat the proliferation of petrochemical industries in St. James Parish, Louisiana. In this episode we hear the second half of the conversation with Franklin County Public Health Director, Scott LaVigne, in which he shares his views on the role of properly addressing behavioral health, providing a positive patient experience, and the importance of partnerships, and how these elements, and others, work together in order for his team to provide holistic care for patients.I want to go back a little bit to something you mentioned earlier. So we talked, you talked about the needs-based care, what I call the contextualized care and Medicaid is very focused on serving the whole patient, right, which includes some of those social determinants of health. And, and we've talked about access and access to behavioral health is really important. How's Franklin County Health Partner Department partnering or attempting to partner with other agencies to address these needs?Well, one of the things that when I first came down here that that I just said we really needed to do was get our medical staff. And by that I mean everyone from the person that greets somebody when they walk in the door and checks them in to the person that works through everything with their, their claims and submitting and all the financial pieces of all that interaction from start to finish and everything in between that we had a trauma informed and, and with a focus on integrating behavioral health and, and behavioral health is a broad term. I should probably break that down because it's used a lot in different contexts. I don't look at it as a way of, of sanitizing mental health. So I look at it as a collection of mental health and substance use disorder and, and really what we wanted to focus on here and it and it goes to the social or social determinants of health. We wanted to focus on the whole patient, not just one aspect of that patient. I know I don't think I've ever heard of patients say that they felt their life was better because they met all their HEDIS metrics.Me either, by the way.But what, what we did and what I, I did do almost immediately was we purchased an outcome measurement tool because I knew that one of the things that we want to do is we didn't want somebody to have all their screenings done, you know, meet all those metrics like that on the healthcare side, but have housing insecurity and be living in domestic violence and to have substance abuse and mental health problems. Because I know as a mental health provider and a substance abuse provider in my background history that most of the people that show up in emergency rooms with preventable emergency room presentations are people that have mental health and substance use disorders and other things on board or have experience childhood trauma. So we knew that if we didn't look at that whole picture and integrate that in, we were going to have a hard time doing that. So we pulled an outcome measurement tool from behavioral health. It's called the DLA 20 and it, it focuses on 20 areas of a human's existence. And we wanted to make sure that if somebody experienced a good positive health outcomes, that translated into all these other areas as well. And that became our outcome measurement tool. So that was a big piece of what we focused on. Let's see. The other thing I mentioned already was we wanted to do more screening. We, you know, we do screenings routinely as a health department. We have to spend more time with patients because of our funding than providers in the community do. That is a blessing because we have budgeted time to take into account all of what we need to do, and that fits very nicely with a more holistic approach. So it really wasn't causing us to suffer a lot in the volume department. And we focused all our efforts. And I told everybody here, you know, one of the things we want to focus on is the equation of value. And yeah, you got to have a certain amount of volume to make that equation...
