Une vague rouge historique a balayé Wall Street, effaçant 1 000 milliards de dollars sur le seul secteur des semi-conducteurs ! L'indice SOX a plongé de 10,6 %, une violence qu'on n'avait pas revue depuis le krach du Covid.Alors qu'un mec est en PLS dans le wagon pleurniche après être rentré au plus haut sur Intel (qui prend -11,3 % dans la vue aux côtés d'AMD à -10,8 %), on fait le point complet et sans filtre. Qu'est-ce qui a déclenché cette panique ? Un rapport sur l'emploi américain complètement fou (172 000 créations contre 88 000 attendues) qui donne la recette parfaite à Kevin Warsh (le nouveau patron de la FED) pour jouer les faucons et remonter les taux face à une inflation toujours collante, sans oublier les tensions explosives qui durent au détroit d'Ormuz.Le Nasdaq signe sa pire journée depuis avril 2025. Les rois de l'IA prennent cher : Nvidia lâche 6,2 % (et perd 11 % sur ses plus hauts), Meta prend -5,5 % sur les rumeurs du Financial Times, tandis que Tesla plonge de 6,5 %.Faut-il couper ses lignes et paniquer ? Téhéran envisage d'imposer des droits de passage aux opérateurs de câbles sous-marins traversant le détroit d'Ormuz. Derrière cette annonce, en apparence technique, se cache un enjeu majeur : la transformation d'infrastructures numériques critiques en nouvel instrument de pression économique et géopolitique. On parle souvent des câbles sous-marins lorsqu'ils sont endommagés ou sabotés, plus rarement lorsqu'ils fonctionnent normalement. Pourtant, ils constituent l'épine dorsale du numérique mondial. Aujourd'hui, 99% du trafic numérique mondial circule grâce à ces câbles de fibre optique posés au fond des mers. D'une épaisseur d'à peine dix centimètres, ils ressemblent à de simples conduits, mais ils sont en réalité les véritables artères de la mondialisation et de la communication. Grâce à eux, en quelques millièmes de secondes, il est possible d'envoyer un ordre de virement de Dakar à Pékin, de réaliser une transaction financière entre Londres et Singapour ou encore de passer un appel vidéo entre Buenos Aires et Athènes avec très peu de latence. C'est précisément cette importance stratégique qui explique l'intérêt soudain de l'Iran pour ces infrastructures présentes dans le détroit d'Ormuz. Téhéran envisage en effet d'imposer des droits de passage aux opérateurs de ces câbles. Une idée portée par les Gardiens de la Révolution et qui n'a rien d'anodin. Pourtant, le principe est loin d'être inédit. L'Égypte prélève déjà d'importants revenus grâce à sa position stratégique sur le canal de Suez, notamment à travers les infrastructures numériques qui y transitent. Une rente qui rapporte plusieurs milliards de dollars par an. C'est ce modèle que semble regarder Téhéran. Mais la comparaison a ses limites. Suez est un canal artificiel administré par un seul État, tandis qu'Ormuz est un détroit naturel régi par le droit maritime international, partagé entre plusieurs souverainetés. Malgré cette différence juridique, le raisonnement iranien est clair. En effet, les câbles passent à proximité de ses eaux, ils créent de la valeur, il serait donc légitime que le pays en capte une partie. Autrement dit, si le monde dépend de cette route numérique, pourquoi l'Iran n'en profiterait-il pas ? Derrière cette logique de souveraineté économique se cache en réalité un message politique: rappeler que le détroit d'Ormuz n'est pas seulement un point de passage pétrolier, mais aussi un levier stratégique sur les flux numériques mondiaux. WebdocUn océan de câbles, dans les profondeurs d'internet Une taxe improbable… mais une menace déjà coûteuse pour l'économie mondiale Évidemment, cela ne signifie pas que demain, Google, Microsoft ou Amazon vont verser un chèque à Téhéran. Les sanctions américaines rendent une telle hypothèse très improbable. Mais ce n'est peut-être pas là le vrai sujet. Le véritable enjeu, c'est l'incertitude créée. Dès qu'un corridor stratégique devient politiquement instable, les opérateurs doivent adapter leur stratégie : investir davantage, sécuriser leurs réseaux, diversifier leurs routes, renforcer leurs assurances. Tout cela a un coût. Autrement dit, sans percevoir un seul dollar de taxe, l'Iran parvient déjà à quelque chose : ajouter une prime de risque au fonctionnement de l'économie numérique mondiale. Et cette incertitude pèse d'autant plus que Téhéran laisse planer la menace d'un sabotage de ces câbles sous-marins. Le scénario d'un black-out mondial reste peu probable, grâce aux mécanismes de redondance des réseaux. Mais une perturbation localisée pourrait ralentir les paiements transfrontaliers, compliquer certaines transactions financières entre l'Europe et l'Asie ou encore affecter l'accès à certains services de stockage en ligne. En clair, le monde entier est devenu dépendant de ces câbles sous-marins. Et qui dit dépendance dit vulnérabilité. C'est précisément ce qu'a compris l'Iran. Dans l'économie numérique, le pouvoir n'appartient pas seulement à ceux qui produisent la donnée, mais aussi à ceux qui contrôlent son passage. Et à Ormuz, Téhéran entend bien le rappeler. Le patron de TotalEnergies, Patrick Pouyanné, a mis en garde vendredi dernier contre les conséquences d'un blocage prolongé du détroit d'Ormuz. « Nous avons désormais absorbé tout le surplus (des stocks, ndlr). Si la situation perdure encore deux ou trois mois, nous entrerons dans une ère de pénurie énergétique, comme celle que subissent déjà certains pays asiatiques », a-t-il déclaré lors d'une conférence organisée par l'Institut français des relations internationales (Ifri).Une inquiétude désormais partagée par plusieurs grands dirigeants français. « Le monde est maintenant dans une crise assez sérieuse au Moyen-Orient », a estimé Bernard Arnault lors de l'assemblée générale des actionnaires de LVMH, le 23 avril. Même constat pour Benoît Bazin, PDG de Saint-Gobain : « La crise est profonde et elle se diffuse partout. Elle va peser sur l'économie mondiale. On ne reviendra pas à la situation d'avant. »Faut-il pour autant redouter une pénurie imminente ? À ce stade, les messages se veulent rassurants. « Il n'y a pas de signe de pénurie en vue », a affirmé Michel-Édouard Leclerc vendredi dernier sur le plateau de C dans l'air, tout en prévenant que les prix du pétrole ne devraient pas retrouver leur niveau d'avant la guerre entre les États-Unis et l'Iran.Même ligne du côté de l'exécutif. « À ce stade, la situation est contrôlée », a déclaré le chef de l'État samedi. Nous sommes au Ive siècle avant notre ère. Dans un texte que nous connaissons sous le titre de «La Politique », un ouvrage en huit livres, le philosophe grec Aristote s'attache à étudier les diverses questions que pose la vie d'une cité-État comme Athènes. Il écrit : « Le principe fondamental du régime démocratique, c'est la liberté. […] Une des marques de la liberté, c'est d'être tour à tour gouverné et gouvernant. La justice démocratique consiste dans l'égalité selon le nombre, mais non selon le mérite. Si la justice, c'est cela, le « souverain », c'est forcément la masse populaire […]. Chaque citoyen, dit-on, doit avoir une part égale, et la conséquence dans les démocraties, c'est que les pauvres sont plus puissants que les riches : ils sont plus nombreux et l'autorité souveraine, c'est la décision de la majorité. Ces principes de base une fois posés et telle étant la nature du pouvoir, voici les règles caractéristiques de la démocratie : élection des magistrats faite par tous et parmi tous, exercice du pouvoir par tous sur chacun, chacun à tour de rôle commandant à tous ; tirage au sort de toutes les magistratures ou du moins de toutes celles qui n'exigent ni expérience pratique ni connaissances techniques ; […] accès de tous aux fonctions judiciaires […]. Comme le laisse entendre Aristote, la démocratie athénienne fait une large part au tirage au sort dans ses institutions civiques. Mais que produit réellement un gouvernement tiré au sort ? L'égalité proclamée par les lois se traduit-elle dans la composition des institutions ? La participation massive des citoyens suffit-elle à faire d'Athènes une démocratie effectivement représentative du corps civique ? A l'heure où nos démocraties occidentales connaissent une crise de la représentation, le système athénien de tirage au sort peut-il nous éclairer ?
