Derrière cette annonce, en apparence technique, se cache un enjeu majeur : la transformation d'infrastructures numériques critiques en nouvel instrument de pression économique et géopolitique. On parle souvent des câbles sous-marins lorsqu'ils sont endommagés ou sabotés, plus rarement lorsqu'ils fonctionnent normalement. Pourtant, ils constituent l'épine dorsale du numérique mondial. Aujourd'hui, 99% du trafic numérique mondial circule grâce à ces câbles de fibre optique posés au fond des mers. D'une épaisseur d'à peine dix centimètres, ils ressemblent à de simples conduits, mais ils sont en réalité les véritables artères de la mondialisation et de la communication. Grâce à eux, en quelques millièmes de secondes, il est possible d'envoyer un ordre de virement de Dakar à Pékin, de réaliser une transaction financière entre Londres et Singapour ou encore de passer un appel vidéo entre Buenos Aires et Athènes avec très peu de latence. C'est précisément cette importance stratégique qui explique l'intérêt soudain de l'Iran pour ces infrastructures présentes dans le détroit d'Ormuz. Téhéran envisage en effet d'imposer des droits de passage aux opérateurs de ces câbles. Une idée portée par les Gardiens de la Révolution et qui n'a rien d'anodin. Une rente qui rapporte plusieurs milliards de dollars par an. C'est ce modèle que semble regarder Téhéran. Mais la comparaison a ses limites. Suez est un canal artificiel administré par un seul État, tandis qu'Ormuz est un détroit naturel régi par le droit maritime international, partagé entre plusieurs souverainetés. Malgré cette différence juridique, le raisonnement iranien est clair. En effet, les câbles passent à proximité de ses eaux, ils créent de la valeur, il serait donc légitime que le pays en capte une partie. Autrement dit, si le monde dépend de cette route numérique, pourquoi l'Iran n'en profiterait-il pas ? Derrière cette logique de souveraineté économique se cache en réalité un message politique: rappeler que le détroit d'Ormuz n'est pas seulement un point de passage pétrolier, mais aussi un levier stratégique sur les flux numériques mondiaux. WebdocUn océan de câbles, dans les profondeurs d'internet Une taxe improbable… mais une menace déjà coûteuse pour l'économie mondiale Évidemment, cela ne signifie pas que demain, Google, Microsoft ou Amazon vont verser un chèque à Téhéran. Les sanctions américaines rendent une telle hypothèse très improbable. Mais ce n'est peut-être pas là le vrai sujet. Le véritable enjeu, c'est l'incertitude créée. Dès qu'un corridor stratégique devient politiquement instable, les opérateurs doivent adapter leur stratégie : investir davantage, sécuriser leurs réseaux, diversifier leurs routes, renforcer leurs assurances. Tout cela a un coût. Autrement dit, sans percevoir un seul dollar de taxe, l'Iran parvient déjà à quelque chose : ajouter une prime de risque au fonctionnement de l'économie numérique mondiale. Et cette incertitude pèse d'autant plus que Téhéran laisse planer la menace d'un sabotage de ces câbles sous-marins. Le scénario d'un black-out mondial reste peu probable, grâce aux mécanismes de redondance des réseaux. Mais une perturbation localisée pourrait ralentir les paiements transfrontaliers, compliquer certaines transactions financières entre l'Europe et l'Asie ou encore affecter l'accès à certains services de stockage en ligne. En clair, le monde entier est devenu dépendant de ces câbles sous-marins. Et qui dit dépendance dit vulnérabilité. C'est précisément ce qu'a compris l'Iran. Tham dự cuộc gặp có Bà Andrea Pfeffer Ferklová, Thị trưởng thành phố Karlov Vary.Tại cuộc gặp, Thống đốc Petr Kubis bày tỏ vui mừng về những bước phát triển mới trong quan hệ giữa Việt Nam và Cộng hòa Séc thời gian qua, đặc biệt là việc hai nước nâng cấp quan hệ lên Đối tác chiến lược tháng 01/2025. Ông đánh giá cao tính cần cù, chịu khó, lòng hảo tâm và những đóng góp thiết thực của cộng đồng người Việt Nam vào phát triển kinh tế - xã hội của Cộng hòa Séc nói chung và vùng Karlovy Vary nói riêng, coi đây là hình mẫu hội nhập thành công của cộng đồng người nước ngoài tại nước này. Thống đốc vui mừng thông báo Ban Lãnh đạo vùng và thành phố Karlovy Vary đã quyết định đồng hành cùng các Liên hiệp Hội người Việt Nam tại Châu Âu và Cộng hòa Séc tổ chức cuộc thi Chung kết Hoa hậu Áo dài Phu nhân người Việt toàn Châu Âu trong các ngày 05-06/6 tới tại thành phố điện ảnh nổi tiếng này. Về tăng cường hợp tác giữa địa phương hai nước, Ông Petr Kubis nhấn mạnh Karlovy Vary rất vinh hạnh ký kết thỏa thuận kết nghĩa với tỉnh Quảng Ninh vào năm 2018; mong muốn hai bên tăng cường trao đổi các biện pháp thúc đẩy hợp tác hiệu quả và thực chất giữa hai địa phương trên các lĩnh vực hai bên quan tâm để hiện thực hóa nội hàm quan hệ Đối tác chiến lược. Il écrit : « Le principe fondamental du régime démocratique, c'est la liberté. […] Une des marques de la liberté, c'est d'être tour à tour gouverné et gouvernant. La justice démocratique consiste dans l'égalité selon le nombre, mais non selon le mérite. Si la justice, c'est cela, le « souverain », c'est forcément la masse populaire […]. Chaque citoyen, dit-on, doit avoir une part égale, et la conséquence dans les démocraties, c'est que les pauvres sont plus puissants que les riches : ils sont plus nombreux et l'autorité souveraine, c'est la décision de la majorité. Or, le garçon n'est pas citoyen d'Ephèse, cette cité de la région de l'Ionie, sur la côte de la mer Égée, non loin de l'île de Samos. Il n'est alors qu'un étranger résident, un isotèle. En réalité, Athènodôros devance, par ce geste spectaculaire, l'octroi officiel de son statut par la cité qui s'empressera de régulariser sa situation. Voilà un événement qui nous montre que la citoyenneté grecque n'est pas un simple état civil figé reçu à la naissance, mais bien une construction sociale continue et qui demeure fragile. Une citoyenneté « en devenir ». Pour paraphraser Simone de Beauvoir : on ne naît pas citoyen, on le devient par la pratique et la performance. Si la loi de Périclès de 451 av. J.-C. privilégie, théoriquement le droit du sang, le quotidien des cités grecque impose un dialogue permanent entre les codes juridiques et les épreuves du réel. L'expérience de la « politeia » passe autant par la pratique que par les normes : l'identité civique se travaille et se prouve tout au long de la vie. Reconnaissance familiale, naturalisations collectives, place des femmes, inclusion, exclusion … qu'est-ce qui fait un citoyen ou une citoyenne authentique ? De quelle manière cette citoyenneté s'est-elle développée ? Comment a-t-elle transité vers le modèle cosmopolite de l'Empire romain ?
