Local authorities have improved their environmental performance by 20% over the past three years, with close to four-fifths of the National Enforcement Priority meeting the required standard in 2024. That is according to the Environmental Protection Agency (EPA), which has published its Local Authority Environmental Enforcement Performance Report 2024. The disappointing news from a Clare perspective, however, is that Clare County Council was ranked among the worst performing local authorities in the country when it comes to enforcing environmental protection legislation. The EPA's report shows this county's local authority met the required standard in respect of just 11 of the 19 National Enforcement Priorities last year. In the latest episode of #RadicalReformers, Andrew Laird talks to Helen Bailey, Chief Executive of Sutton Council. Helen brings the rare experience of senior roles in both central government and local government and her perspective on the ‘bridge' between central policy and local delivery is invaluable. It's an extremely timely discussion with the renewed interest in the concept of ‘Total Place', as Helen was in the Treasury when Total Place was first explored. She encourages local leaders to see themselves as conveners of place, not just statutory service providers and urges us all to challenge current solutions and the material difference they're making. Helen also reminds us that mistakes are inevitable in public service delivery and that leaders must remain curious and brave enough to try and learn from new things. An Taisce, the National Trust for Ireland, and the Ireland Chapter of the Project Management Institute (PMI) have announced their partnership ahead of Ireland's ninth Climate Action Week, which will run from the 13th until the 19th of October 2025. During the week in October, hundreds of events, talks and workshops will be hosted across Ireland to unite communities and help tackle the climate crisis. The historic Tailors' Hall in Dublin 8 will be transformed into a Climate Action Hub, complete with an inspirational indoor and outdoor gallery, accessible workshop space and place for participants to gather. To support Climate Action Week - which is coordinated by An Taisce with support from the Department of Climate, Energy and Environment - a brand new, low-carbon website has been launched which contains resources for community groups and organisations to get involved. The one-stop-sustainable-shop is also where organisers from all over Ireland can promote their calendar of events this October. In previous years, activities have included neon bike discos, community tree planting, environmental-themed movie screenings, fashion swap shops, sustainable foodie trails, neighbourhood dinner parties and climate comedy nights. When it comes to managing projects, only one in ten (10%) project management professionals are of the opinion that sustainability is not important. Today on Sauna Talk, we welcome a very special guest. Dr. Hans Hägglund. Who is Dr. Hans Hägglund? Hans Hägglund MD, PhD, is a medical doctor and professor at Uppsala University, in Northern Sweden. Professor Hägglund has a strong research back ground in clinical research within medicine. He graduated from Karolinska institute, Sweden and did his post doc at Fred Hutchinson Cancer Research Center in Seattle, USA. Údarás na Gaeltachta, in collaboration with University of Galway, has announced funding for two postgraduate bursaries worth €10,000 each for students enrolling in the University's MA in Planning and Development programme this September. The postgraduate bursary scheme was first launched in 2024 and is designed to support Irish-speaking graduates with an interest in contributing to the sustainable development of Gaeltacht areas. Sustainable development bursary for the Gaeltacht regions Along with valuable work experience with Údarás na Gaeltachta, the bursaries will enable successful applicants to gain insights into the unique planning and development challenges faced by Gaeltacht communities, including those related to economic, social, educational, sociolinguistic and cultural development. Tomás Ó Síocháin, CEO of Údarás na Gaeltachta, said: "We are delighted to support this innovative programme. It equips recipients with comprehensive expertise to address the planning and development challenges that public agencies face when implementing investment and development strategies in Gaeltacht and rural areas. By strengthening capabilities within Local Authorities and planning organisations, we are preparing the next generation of professional planners to champion sustainable development in Gaeltacht regions for years to come." The community group, Retailers of Ennis, imposed a blockade on the delivery entrance to Dunnes Stores on Friday in response to the retail giant's erection of an electronic barrier. The barrier came into operation on Thursday and is preventing delivery trucks from accessing businesses on O'Connell Street and Cook's Lane, as they have been doing since the arrival of Dunnes in Ennis in the early 1990s. Clare County Council says "the barrier was not sanctioned or erected by the Local Authority", while "pedestrian access is still being maintained at this location", and "any issues in respect of vehicle rights of way or access are considered to be civil matters". Clare FM's Seán Lyons was at Friday's demonstration and caught up with John O'Connor of Custys Music Shop.

New Plymouth's mayor is backing Government changes to take away power from local authorities. Housing Minister Chris Bishop says new regulation in the Resource Management Act would stop councils stalling housing developments. It would let him override councils on the grounds of their decisions negatively impacting economic growth. A company who has created an AI patient care system that can eliminate inefficiencies in patient appointments has taken the top prize at the National Enterprise Awards. SPRYT is a virtual assistant that can liaise directly with patients on appointments via simple SMS communications to ensure appointment completion and can effectively reallocate appointments in real-time to eliminate no shows and doctor and consultant wastage. The company was set up by Neill Dunwoody and Daragh Donohoe in 2022, supported by Local Enterprise Office Monaghan, and pilots of the company's ASA tool with the NHS have seen a 160% increase in appointment conversion rates. They have also seen a 260% increase in patient engagement using this tool, while removing 80-90% of the administration around appointments. The Awards, which are an initiative of the Local Enterprise Offices to celebrate the best small businesses in Ireland, were held at the Round Room in the Mansion House in Dublin in what is their 25th year. Anna from Florida State University (FSU) completed her final Social Work placement at Doctors of the World. She was here for four months, and I met with her regularly as her long-term supervisor. We used this episode as an end-of-placement reflection session. Anna shared what she learned about the organisation, the work, and herself. She intends to complete her Master's in Social Work upon returning to the US and feels her experience in the UK has potentially equipped her for an international career.
