Kronlund, CalVet, and other veterans support groups to establish the county's first Veterans Treatment Court, which debuted in 2015. It identifies veterans in the criminal justice system who are eligible for treatment and court supervision instead of jail or prison.Wimmer served 26 years in the U.S. Air Force as Security Forces, cross-trained to Health Care Services Manager, and finally retired as a Senior Master Sergeant (E-8) in 2012. She did tours in South Korea and Italy, and deployed to Afghanistan in support of Operation Enduring Freedom. Wimmer earned a master's degree in Social Work from the University of Southern California. On episode #160 of JoCo on the Go, we take a look at treatment courts in Johnson County. Building on the success of a Veterans Treatment Court, the county has launched two new treatment courts, one for behavioral health and another adult treatment court, commonly known as drug court. These courts provide pathways for defendants in the criminal justice system to receive supervision, evaluation and treatment for issues that may underlie criminal behavior instead of focusing on more traditional approaches.
In this episode, we focus on Veterans Treatment Court (VTC) in District 11A which covers Harnett, Johnston, and Lee counties. Guests include Veterans Court Director Zane Campbell, District Attorney Suzanne Matthews (Prosecutorial District 12), and Harnett County Clerk of Superior Court Renee Whittenton. In the interview, guests discuss the court's process, the issues veterans face returning to civilian life, and Campbell shares his experience as a graduate of VTC before becoming its director. "I was struggling with opioid addiction. I was using substances to help combat all of the craziness that was going on in my head. Subconsciously, I didn't even realize what was going on," said Campbell on the podcast. "This court truly did save my life. I don't think I would be sitting here talking about any of this had it not been for this court." VTCs are one of six types of Recovery Courts within the Judicial Branch. These courts are designed to assist chemically dependent offenders with their court ordered treatment plans. The VTC in District 11A is one of eight VTCs in the state which have the mission to help veterans involved in the court system due to mental health disorders, trauma, and substance use. Matt Camp has been farming in NC since 2019 - Bare Knuckle Farms is currently licensed to sell both pork and beef products that are raised on our land in Cameron, NC and processed at state and federally licensed facilities. Matt was born and raised in coastal Virginia and moved west with the Marine Corps in 2005. After 4 years of service and two combat deployments, in 2009 he got out and held various veteran and mental health advocate positions - including championing the mentorship program for San Diego's first Veterans Treatment Court. A few years, a few kids, and a few career changes later, he landed in North Carolina with his family for a quality of life upgrade. Bare Knuckle Farms started, as family farms usually do, with a couple of chickens and a couple of goats. From there, we expanded to hogs and in 2020 fenced-in more pasture for cows. Some have a hard time finding and keeping a job and a home, or experience mental health or substance use issues—which can lead to minor law offenses. The Veterans Treatment Court, supported by United Way, supports them on their journey to a stable civilian life and helps them avoid charges that can preclude their job and housing options. Episode 13: Benefits of Cashless BailDewhitt interviews one of his probation colleagues, Del Saam. Del is the Veterans Court Mentor Coordinator for the specialized and problem solving Veteran's Court. He has 30 years of United States Army service, a Master's Degree in Business Administration from Northern Illinois University and is well suited for Veterans Treatment Court. Veteran Specialty Court is designed for current and former military members who have been convicted of a non-violent offense and who have been diagnosed with a serious mental illness or need for substance abuse treatment. The goal of Veterans Treatment Court is to decrease the number of recurrent arrests that result from mental health and substance abuse issues by sending Veteran offenders to Veterans Affairs for their mental health and substance abuse issues rather than jail. Veterans treatment Court participants must make regular court appearances before the designated Veterans Court judge, submit to frequent and random drug/alcohol testing, substance abuse counseling, and a system of behavior modification based on incentives and sanctions. After being medically separated in 2009, RanDee went on to earn a B.S in Criminal Justice from SDSU in 2012 and her Master's degree in Social Work with a concentration in Military and Veteran's programs from USC. After a difficult transition, RanDee decided to make a career of serving her fellow veterans and their families. Her passions include serving post 9-11 veterans, specifically those that are justice-involved and/or those who have difficulty transitioning. RanDee serves on the Board of Directors for the San Diego Veterans Coalition and the San Diego Enforcers. Chad Lennon is a US Marine Corps Officer and a lawyer who works to help veterans get their VA benefits Chad Lennon grew up in Bayville, New York and graduated from Wagner College, Adelphi University, and Touro Law Center. He was commissioned in the Marine Corps as a Second Lieutenant in 2008. Today he is a Major in the Marine Corps Reserves serving as the Company Commander for Bravo Company. Chad has served in a number of billets including a platoon commander, intelligence officer, and international engagements officer. He was deployed to Afghanistan in 2010 and received the Purple Heart Medal. After graduating law school Chad worked as a criminal defense attorney in Maryland and a prosecutor in Suffolk County, New York. While as a prosecutor Chad worked in the Veterans Treatment Court for the District Court and East End court. In February 2019 Chad was appointed Director of the Veterans and Servicemembers' Rights' Clinic at Touro Law Center. Chad works with a number of charitable organizations focused on assisting veterans and holds the world record for pulling a 400lb chain for 1 mile in 63 minutes and 18 seconds while raising money for the Semper Fi Fund. He resides in Rocky Point with his wife, Denni, son, Gunnar, daughter, Thalia, and their two Siberian Huskies.
For this Veterans Corner Radio podcast, Bill dips back into our archives and shares with you a program we played on the air prior to the birth of the podcasts. His guest is the Honorable Judge Gregory P. Holder 13th Judicial Circuit Civil Division. Judge Holder will discuss the origins and current operations of the Hillsborough Veterans' Court. He also talks about this particular court is unique and how it is currently being looked at as a model for a Federal Veterans Court. One note we should make is that he references a federal act in progress designed to take courts like this all across the nation. That act has now been passed and signed into law thanks to people like judge Holder and others who saw the need.
According to a report from the US Department of Justice Bureau of Justice Statistics, nearly 8% of all inmates serving time in state and federal prisons and local jails are veterans. Despite making up a sizeable portion of the criminal justice system, diversion options specific to veterans are few and far between. In 2008 however Judge Robert Russell, the presiding judge of the Buffalo Drug and Mental health Courts, established the Nation’s first Veterans Treatment Court intended to provide structure and rehabilitation for military men and women. In 2016, Johnson County followed suit and established the first and only Veteran’s Treatment Court in Kansas. Now, with eyes on criminal justice reform across the counrty, several legal leaders in Kansas are encouraging more of these treatment courts be adopted across the state.

It was 1979 and during the Cold War. People didn’t understand or want women in the military and she found that to be a challenge. When it came time to pick her career field nine out of the ten jobs she wanted were not available to her because her gender. She ended up picking Data Processing and it was a good career field for her while she was in Iceland. In Iceland she met her future husband and had to move to Florida for a year before being stationed with her husband in Maine. Shortly after getting stationed together her daughter was born. Her husband had just come home from deployment, they were finally living together and she was adjusting to being a mom. And it was difficult, but they were able to make it work and she was able to segment her life in the military and her job as a mom. When they got orders to Pearl Harbor she asked to be assigned to a ship. At the time, women could not be on a ship with dependents. She would have had to give up legal custody of her daughter to do this. And this wasn’t something she was willing to do. Nor was it a requirement for her male counterparts. She decided to become an officer so she could change the military. She got her package together and in the end her package wasn’t even opened by the board. This crushed her. At the same time, she hadn’t signed her reenlistment paperwork before she left for training and decided after that event, she was ready to leave the Navy behind. Because of that error she didn’t have a plan to leave the military. She didn’t get any help with her transition and she made her way to Florida to start her new life. She walked away from the military and her veteran community. It was 22 years later that she got connected with the military veteran community. CW3 (Ret) Wayne Taylor originally from New Bedford, MA enlisted in the United States Army after high school as an infantry mortarman. After eight years as an infantryman, he transitioned to a Counterintelligence Special Agent where he served an additional three years and moved from the Noncommissioned Officer Corps (E-7) to the Warrant Officer Corps. Wayne served as an Area Intelligence Officer and Counterintelligence Officer until he retired from the military after 20-years of service. His 20-year active duty service included: Ft. Ord, CA; Ft. Myers, VA; Camp Casey, South Korea; Schofield Barracks, HI; Ft. Bragg, NC; Naval Station Roosevelt Roads, PR; Joint Terrorism Task Force Detroit, MI; Ft. Huachuca, AZ; and MacDill AFB, FL. Wayne has military operations on five continents with two combat tours to Afghanistan. Upon retirement, Wayne transitioned to the corporate sector working with a defense contracting company. Upon realizing that a meaningful purpose of service was missing Wayne began working as a volunteer with the Hillsborough County Veterans Treatment Court. Wellesley College graduate Marseille "ML" Allen moved to Flint, Michigan at what some might consider the worst possible time, as the Flint water crisis broke. She started delivering water to help residents. She also entered and won $10,000 in a GoFundMe contest for her cause. She continues to serve the people of Flint and is committed to being there for the long haul. She continues to serve th Flint community as Vice President of the Morris Peterson Jr. Foundation. Allen is also president of The Warriors Trust Fund a 501(c) 3 organization established in 2015 to raise awareness and provide funding for the various needs of United States Armed Forces combat veterans, including, but not limited to Veterans associated with the Oakland Combat Veterans Treatment Court (C-VTC). In addition to supporting the C-VTC, the Warriors Trust Fund has expanded to the greater Combat Veteran community and now assists participants in the Veterans Treatment Court at the 45th District Court of Oak Park. The Warriors Trust Fund provides drug and alcohol testing, substance abuse treatment, mental health treatment, transportation and emergency services to combat veterans – a helping hand to veterans who have stumbled under the weight of the lingering effects of combat, conflict, or search and rescue or recovery experiences. One-hundred percent of all funds raised by the organization goes towards supporting combat veterans in the criminal justice system. Allen is Legislative Liaison of UAW Local 6000

Historically, judges have sanctioned defendants for breaking laws or for causing harm to other parties. Depending on the severity of the offense, judges could impose a number of sanctions, like monetary fines, jail or prison sentences, or community service. When processing cases in this traditional manner, at times the Courts may overlook the underlying issues that cause some defendants to consistently reoffend – and tax the courts’ scarce resources. In recent years, Courts have come up with alternate ways of addressing these types of cases by setting up special courts. In this podcast, Judge Lauten sits down with Judge Reginald Whitehead to discuss the Circuit’s Problem Solving Courts, also referred to as Specialty Courts. Tune in to find out how these courts are changing the way cases are processed, enabling persons to return more quickly to being productive members of society, reducing the recidivism rate among its program participants, and saving taxpayers thousands of dollars. Judge Whitehead was appointed to the Orange County bench in 1994 and became a circuit judge the following year. Throughout his long judicial career with the Ninth Judicial Circuit, he has presided over almost every division. He is currently the administrative judge over the Circuit’s Unified Problem Solving Court division, which includes Drug Court, Early Childhood Court, Mental Health Court, and Veterans Treatment Court.
