Joining The Feds is Amy Haywood, a military spouse who has dedicated the past several years informing the public of the quiet policies of the Department of Defense Education Activities (DODEA) schools. After her own child enrolled in one school overseas, she discovered that the schools included DEI, critical race theory, and gender ideology into their teaching and curriculum. This week on The Feds, Holly Felmlee joins us again to discuss her recent Equal Employment Opportunity Commission (EEOC) lawsuit win. Holly Felmlee was a financial analyst for the Department of Defense Education Activities (DODEA), who worked in Japan and Belgium during the Covid years. Based on her vaccination status, she was unwillingly put on AWOL status and fired, re-hired, and fired again within a 4-day period. Holly filed an EEOC complaint and sued the Department of Defense (DOD) . We discuss what her recent win means, the extensive waste and abuse she saw as a financial analyst, and the abuse within DODEA schools. As of March 11, Holly and the Department of Defense are still discussing the terms of her reinstatement. The DOD attempted to bring Holly back as a GS-9, but the job is now promoted to a GS-11 and there is resulting confusion with her back pay terms. Kathleen (Kathy) Facon is responsible for leading DoDEA's efforts to champion quality educational opportunities for military children in public schools by supporting military-connected local educational agencies (LEAs). Additionally, she is responsible for overseeing the policy and management of the Non-Department of Defense School Program (NDSP), which provides support and funding for the education of authorized command-sponsored dependents of military members and Department of Defense civilian employees assigned to overseas areas without DoDEA schools. For nearly 30 years, Ms. Facon has served in various capacities in support of military child and youth development, early education, national accreditation systems, partnerships, parent education and involvement, curriculum programming, youth education support and exceptional family member programs. She has held leadership positions at the Marine Corps Headquarters in Virginia and on Marine Corps and Army installations in California and Germany. Ms. Facon, a native of California, received a Bachelor of Science degree in Human Development from California Polytechnic State University–San Luis Obispo and a Master of Arts in Organizational Leadership from Concordia University, St. Paul, Minnesota. Ms. Facon has been awarded the Commander's Medal for Civilian Service and the Army Achievement Medal for Superior Civilian Service. Also, Ms. Facon has received twice, commendation from the Department of Navy for civilian service.

The Department of Defense Education Activity, or DODEA, employs 500 teacher for the children of service members stationed in Italy, Spain, Turkey, and Bahrain. The teachers, part of a bargaining unit called the Overseas Federation of Teachers, haven't had a new contract in 28 years. Federal Drive host Tom Temin spoke with someone who knows what the teacher want: President of the Overseas Federation of Teachers, Linda Hogan.
We are watching the legalization of criminal behavior with its incentivizing and lack of consequences, and the criminalization of legal/lawful behavior, along with the de-incentivizing of law enforcement and prosecution. This is being done with laws, but also through the programming of perception. Criminals are being almost glorified while victims of every identity are sacrificed in the aborted name of ‘justice'. Illinois is commencing the SAFE-T Act in 2023, which will end cash bail (the incentive to show up for a court date) and make everything from kidnapping, burglary, aggravated assault, and second-degree murder non-detainable offenses. The Center for American Progress believes this system criminalizes poverty and harms “communities of color.” Likewise, Bank of America is offering zero-down mortgages particularly to Blacks and Hispanics so they can live in a “minority community” - the literal segregation of these groups. CBS and Jun Zhu of Indiana University say this is necessary because these minority groups don't have any money. These conclusions assume that minorities are inherently poor, impoverished, uneducated, arrested because of their skin when they commit crimes, etc., and can only be saved by wealthy white people in particular. These arguments are also used with public health responses and issues of environment. The urge to purge has never been stronger among the same ideologies which advocated for the preservation of discrimination, segregation, hierarchy, slavery, etc. throughout human history. It is exemplified by Kelisa Wing of the DoDEA who said as a black woman “we are not the majority, we don't have power.”

Kathleen Facon is the Chief of the Education Partnership and Resources Division within the Department of Defense Education Activity (DoDEA). In this role, Ms. Facon is responsible for leading efforts to increase family, school, and community partnerships to expand educational opportunities to leverage the influence and share resources of the Department of Defense Education Activity with to support children from military families. She is responsible for the oversight for policy and management of the Non-DoD School Program (NDSP), providing support and funding for the education of over 4,000 school age children of military members and DoD civilian employees assigned to approximately 135 international locations. Ms. Facon provides leadership and oversight for a competitive grant program which promotes and expands continuity in academic and social support programs in military-connected school districts and is responsible for the administration of the congressional funding for Department of Defense Impact Aid Program. Over the past thirty years, Ms. Facon served as an expert advisor, senior staff officer, and consultant on child and youth development, early education, national accreditation systems, partnerships, parent education and involvement, curriculum programming, youth education support, and exceptional family member programs.
Jason Chung (Zama 2005) Educator Jason was born in 1986 and is originally from Honolulu, HI. Due to being an Army family, his family moved around stateside and to Korea before landing a long-term residency in Japan. Camp Zama to be exact. Jason attended John O' Arnn Elementary School located in Sagamihara Family Housing Area (housing for military families) and eventually transitioned over to Zama American High School to complete his secondary years, graduating in 2005. During his time with the Zama Trojans, he participated in varsity football and the JROTC program. Upon graduating, he relocated to California to pursue his post-secondary education and eventually enlisting in the United States Army Reserves. Following his graduation from Solano College in 2008 with an associate in Liberal Arts, he transferred to the neighboring college, California State University – Sacramento to work on his bachelor's in Psychology. Through the Army Reserves, he was selected to participate in the Simultaneous Membership Program (SMP) where he would eventually contract as a ROTC cadet to work towards in becoming an Army officer. As many have experienced the hardships at the time, Jason decided to withdraw from both the college and the ROTC program to take what became a long-term “break” in 2011. Upon completion of his contract with the Reserves, he relocated to Texas to start a new chapter. The Lonestar State opened up new friendships, career experiences, and eventually meeting the love of his life who is now his wife, and the mother to their toddler son. In late 2016, his wife gave him the motivation to go back to school to complete his degree; and so, he did Spring of 2017. Jason is now pursuing a career as a secondary English Language Arts Reading teacher. If timing and life allow it, he'd love to head back to Japan to contribute as a DoDDS educator to his alma mater Zama High School or even a neighboring DoDEA school. Permanent Change of Station (PCS) moves with kids come with their own layers of challenges, not the least of which is switching schools. For military parents who do not homeschool, each move is met with the task of finding a new school, shifting school records and meeting the teachers and staff. Many parents also face the additional challenge of dealing with an Individualized Education Plan (IEP) or gifted and special education programs. And for the parents with high schoolers nearing graduation, things are even more complicated. Our guest on this week’s episode is Neal Sanders Military Family Liaison and DoDEA Project Manager at Pebble Hills High School in Socorro Independent School District. Neal Sanders is the Project Coordinator for the Positive Change at Socorro ISD (PCS) grant which is funded by DoDEA. Neal is a graduate of Austin Peay State University, where he earned a bachelor's degree in Business/Public management. As the PCS Grant Coordinator, he has two major roles. First, he is the Military Liaison for Pebble Hills High School. Additionally, he carries out the duties and responsibilities of the PCS grant. Parent transition tool, okay. years ago, we had school quest, and it was a website and a repository of information. People could go into it and find information, but it was just it was a website, and you get to the website, you have to dig. And it linked to a lot of other things. But there was a lot of digging involved and our new platform, there's not a lot of digging involved. It's all we're trying to serve it up for you, so what we have on school quest, and it's just we have an academic tracker that will allow parents to monitor and plan their student's academic career. And it's designed for middle school and high school families, especially the academic tracker. We address exceptional needs children, we address kids who may be on a math pathway. We address topics for career and technical education, and so you pick the things that your student is interested in, or the things that you're interested in for your students, you put them in the grade that you want your students to take those things and it follows along the way. And every one of these different categories in the academic tracker has three things… It has things to know, so that's where we put out general information and then sometimes very specific information about that topic. Questions to Ask, so if your student isn't interested in career and technical education, you just don't know what that is. There's a bunch of questions that you can ask and either of the school or some other parent that maybe have a child in that environment, ask a teacher, ask a friend, whatever. And then, Resources. So there are links to page after page of websites of MCEC resources, you'll find webinars that we've done on the topic there, links to podcasts that may be on that topic, just a ton of information in and that's just in the academic track. Dawn MacFarland has 20 years of service to military-connected students and families through DoDEA (Department of Defense Education Activity). She began her teaching career in Tucson, Arizona, and has since taught in London, England, Guantanamo Bay, Cuba, as well as Hanau and Stuttgart, Germany. Ms. MacFarland teaches language arts and humanities, and her lifelong commitment is dedicated to educating the whole child—mind and heart. Ms. MacFarland’s career is cultivated by a mindset that looks beyond typical markers of student success and dives deeper into areas of long-term student development and growth. Her entire concept of teaching revolves around the idea that in education, as in life, leaders need to build relationships, and create climates of security, in order to get the best out of the communities they serve. Ms. MacFarland was a finalist for DoDEA 2020 State Teacher of the Year, and she is the 2020 Europe East Teacher of the Year.

Secretary of Defense Leon Panetta announced a new Department of Defense grant program for schools supporting military children at the Military Child Education Coalition national training seminar in Grapevine, Texas. In a visit to Offutt Air Force Base, Nebraska, the chairman of the Joint Chiefs of Staff discussed some of the challenges the military will face in the future. In Chicago, First Lady Michelle Obama joined Illinois Governor Pat Quinn, as he signed the military family licensing act into law. Illinois became the 23rd state to enact this law, which allows the transfer of military spouse's professional licenses from other states. The Department of Defense broke new ground on Tuesday, hosting its first-ever pride month commemoration. This commemoration honored gay and lesbian service members, as well as the department's gay, lesbian, bisexual and transgender civilian employees. On Wednesday, The Montford Point Marines were presented the highest civilian award given by the United States: The Congressional Gold Medal. Nearly 400 former marines, who were among the first Black Americans to join the Corps, attended the ceremony. A shooting incident Thursday at Fort Bragg, N.C., left one soldier dead and two others wounded. During a 525th Battlefield Surveillance Brigade unit safety briefing, a soldier shot another member of the unit and then turned the weapon on himself. The shooter was injured and in custody.
The Junior Science and Humanities Symposium (JSHS) is a program that provides high school students the support and resources to design and conduct original research in science, technology, engineering and mathematics (STEM) areas.We’re joined by Dr. Lynn Smith, director of the European Regional JSHS and member of the Department of Defense Education Activity (DODEA), who will discuss the major goals of the program and how it’s working to widen the pool of trained talent that will ultimately conduct research and development vital to our nation.
