White House officials spent the day insisting the funding pause was legal, even as they were forced to clarify its scope throughout the day. DeJuana L. Thompson is a political and social strategist providing innovative and sustainable engagement methods and models for candidates, campaigns, and community organizations. She is the current President and CEO of the Birmingham Civil Rights Institute, a 30 year old civil rights legacy organization. An affiliate of the Smithsonian Institution, the BCRI is a cultural and educational research center that promotes a comprehensive understanding of the significance of civil rights developments in Birmingham. DeJuana is also the founder of Woke Vote, an organization designed to engage, mobilize, and turnout African American voters in the South through campus and faith-based outreach, strategic media outreach, culturally relevant GOTV efforts and training for new organizers. Notably the program has engaged over 2M Black voters nationwide and has trained over 5K new leaders. DeJuana recently launched “Black Equity Strategies & Trust - A southern social impact firm specializing in engagement strategy, leadership development, rapid response initiatives, high-end logistics and curating premium cultural experiences. DeJuana served as the National Deputy Director for Community Engagement and the National African American Engagement Director for the Democratic National Committee. With a focus on intentionality, DeJuana worked with the DNC Black Caucus chair and national allied organizations on key strategies to engage the AFAM community both politically and socially. DeJuana also carried the faith portfolio at the DNC working to build bridges between principles of faith and principles of politics. As a presidential appointee, DeJuana was appointed by the Obama/Biden Administration in 2015 to serve as a Senior Advisor in the U.S. Small Business Administration (SBA). Within SBA's Office of Public Engagement, she worked to ensure the SBA's national and local stakeholders are fully comprised of the programs and resources offered by the SBA with a special emphasis on implementing strategic and systemic opportunities to increase access to lending and resources for minority and underserved communities. DeJuana is a veteran political consultant, campaign manager and operative, and a former Hill staffer. Prior to joining the Obama Administration, she worked as an independent political strategist providing guidance to candidates for public office in Trinidad and Tobago, Alabama, Tennessee and partnering with entities to produce successful public programs. Perhaps her most notable having consulted for the Smithsonian National Museum of African Art coordinating the International Tribute honoring the life of Dr. Chinua Achebe. Notably, she served as the Program and Logistics Coordinator, Citizens Advisory Board Liaison for the Birmingham City Council from 2005 - 2010 providing program and logistical support to the 9-member council body and providing strategy and assistance to the Citizens Advisory Board composed of 99 neighborhood presidents and 23 community presidents. This is where she formalized her niche for engagement politics. DeJuana received a B.A. in Speech Communication from Berea College, a Master's Certificate in Effective Project Management and is completing her capstone toward her Master's Degree from the George Washington University Graduate School of Political Management. DeJuana's depth of experience is well acknowledged and applauded. The topic of this episode is: “What are the job descriptions of representatives and Senators?”To answer that question, we have Dr. Casey Burgat. He's the director of the Legislative Affairs program at the Graduate School of Political Management at George Washington University. Dr. Burgat also has had stints at the Congressional Research Service, and he worked with me back when I was at the R Street Institute. Recently, he and Professor Charlie Hunt authored the book, Congress Explained: Representation and Lawmaking in the First Branch. Casey has been studying Congress and how it operates for years, which makes him a great person to ask the question, what are the job descriptions of representatives and Senators?Kevin Kosar:Welcome to Understanding Congress, a podcast about the first branch of government. Congress is a notoriously complex institution, and few Americans think well of it, but Congress is essential to our republic. It's a place where our pluralistic society is supposed to work out its differences and come to agreement about what our laws should be, and that is why we are here to discuss our national legislature and to think about ways to upgrade it so it can better serve our nation. I'm your host, Kevin Kosar, and I'm a resident scholar at the American Enterprise Institute, a think tank in Washington, DC.Dr. Casey Burgat, welcome to the program.Casey Burgat:Thanks for having me.Kevin Kosar:It's not unusual for Americans to grumble about Congress and to complain that these elected officials are not doing their jobs. But last I checked, there're no official job descriptions for the positions of representative and Senator. So in thinking about what these guys are supposed to be doing, I think we should probably start with the US Constitution. It certainly has some clues.Casey Burgat:Yes. Always, always start with the Constitution. It takes us back to the Founding. It sets the framework for how we're supposed to think about a lot of these institutional questions. This is one of them.The Constitution does provide at least some clues, but definitely not as many as we assume are in there—especially in regards to the actual duties of Senators and representatives. It does give eligibility requirements of who can serve: you have to be 25 years old to be in the House, 30 in the Senate, seven years a citizen, etc. But after that, it gets surprisingly and oftentimes frustratingly sparse in terms of what individuals are supposed to do once they're elected. We have to look more broadly and deduce our expectations of job descriptions.We can take some hints about what the individual members are supposed to do based on what the Constitution says that Congress as an institution—and the individual chambers—are tasked with. So Congress-wide, all legislative powers are granted to Congress. It's right there at the top—Article I, Section 1—no debate about it: Congress is the legislative branch. Then, they itemized what other powers Congress is supposed to have: to declare war, coin money, and—Kevin, I know this is for you—establish post offices, etc. We know that they're supposed to do that. Tyus was born and raised in Las Vegas, Nevada, one of the hottest cities in the country. The goal of Tyus's work is to bring some of that heat to the frontlines of digital media by inspiring others to take on a passion and become engaged in causes that will help shape the future of the younger generation. Digital marketing has opened up the possibility of communicating with people from all walks of life and uniting them under a particular cause.
