From tackling low economic growth to addressing regional inequalities, from adapting to climate change to transforming public service performance, UK government is facing substantial and urgent challenges. But without radical reform of the centre of government, whoever wins the next election will repeat the failures of previous administrations. The next prime minister must transform No.10, the Cabinet Office and the Treasury. On Monday 11 March, The Rt Hon Sir John Major KG CH and The Rt Hon Gordon Brown spoke at the Institute for Government to launch the final report of the Commission on the Centre of Government. It sets out a plan – ambitious but deliverable – for reforming the centre of government. Over the last year the IfG's Centre Commission has been speaking to people who have worked at the heart of government in the UK and overseas, to devolved governments, industry and civil society leaders and community leaders. Our conclusion is that the centre of government is not equipped to meet the challenges of the 21st century. Fundamental change is needed – and it cannot wait. The first part of the event featured opening speeches from Sir John Major and Gordon Brown. This was followed by panel discussion of the core recommendations of the report. For this discussion we were delighted to be joined by: • Baroness (Louise) Casey, a Commissioner who supported the project, and a crossbench peer and former civil servant • Lord (Gus) O'Donnell, former Cabinet Secretary and Head of the Civil Service • Sir Anthony Seldon, Deputy Chair of the Commission on the Centre of Government. Sir John Major, who was Prime Minister of the UK from 1992 to 1997, delivered a speech this week at the National Cathedrals Conference in Newcastle Cathedral. The conference, “Different Country, Different Church”, included talks, workshops, and debate about the direction of the Church on social, racial, and climate justice. Sir John spoke about the challenges facing the Church of England, in particular the “Herculean task” of maintaining its parish churches and cathedrals. “The lion's share of the cost of maintaining this huge community asset falls on the diminishing number of regular worshippers. This is unjust. Some argue that it may be necessary to close churches, reduce the number of stipendiary clergy, and sell assets. I do hope not.” He also addressed issues in wider society, such as asylum and immigration, Brexit, Covid, and the cost-of-living crisis. “In times of austerity, we are told that we are ‘all in it together',” he said. “If so, then logically, we should ‘all be in it together' in times of prosperity. I hope the Government will devise a policy that encourages ‘trickle down' and shares national growth more fairly.” An extended extract from the speech is featured on this week's podcast. It was a great pleasure to meet award-winning journalist Jo Phillips for my latest Nostalgia Interview. Jo is a political commentator and has worked as a political editor and broadcaster and was press secretary and policy adviser to Paddy Ashdown and has stood for Parliament. She also worked for Bob Geldof for 10 years. Jo is a sailor and gardener and she explains why she sees herself primarily as a journalist. Jo talks about the importance of being curious, and we learn that radio has been her first love. She explains why it sparks the imagination. We also learn about her political interests and leanings, and why politics is not just about Westminster. She has written a book called Why Vote? A guide for those who can't be bothered – which details the work she has done to get people who wouldn't normally vote to do so – and talks about why local engagement matters. Jo then reveals how she got to work with Paddy Ashdown and she talks about the importance of his diaries. This was a time when Labour and the Lib Dems discussed working together, and Jo discusses why he was so good to work for and with during his time as Lib Dem leader and when he was High Representative for Bosnia. We talk about the Lib Dems punching above their weight in the 1990s. She talks about the preparation that Paddy Ashdown made for PMQs and the anguish they went through (she was his spinner) before going into the bear pit. Jo recalls Paddy's reaction when Tony Blair gave his first speech as Labour leader – ‘he's bloody good, isn't he?' She talks about the price the Lib Dems paid in later years for the coalition with the Conservatives and she discusses why one can't talk about right and left any more and why Britain's influence in the world has diminished due to Brexit. Jo is a farmer's daughter and we find out where she got her interest in politics from. We move on to talk about the televising of Parliament and why she thinks the select committee system is so important. Jo talks about how Boris Johnson's motive for going into Parliament is different from that of most MPs, and we learn that Paddy Ashdown and Sir John Major became friends in later years. I ask her what happened behind the scenes between the party leaders, and she talks about how politicians were more human in those days. We talk about those unlikely friendships. Jo studied English and Philosophy at the University of Kent and designed the artwork for the Freshers Handbook in 1973/4. She talks about the bands that came to campus in those days, including Captain Beefheart (there's an hilarious story involving a bottle of Drambuie), Led Zeppelin and 10CC. We find out how she ended up in journalism, and we discover that she was Michael Parkinson's editor on LBC – or ‘Narky Parky' as she called him. She talks about the guests who would come on the programme, including Anthony Burgess and Gore Vidal, and we learn why she calls Michael Parkinson the supreme interviewer. Towards the end of the interview Jo talks about the challenge of being a commentator and we find out about the 11.31 Club. She discusses the importance of using one's brain and why she always says yes when an opportunity arises. Welcome to the final episode of our Black History Month special with guest, Carlton King Born the son of West Indian parents in a 1950's northern English mill town, Carlton King would in the early 1970's be offered the opportunity  to sign as a professional footballer for the local third division club. Rejecting this offer, after sixth form, Carlton would first work as an electrical engineer, before working as a professional club DJ in Germany. Later still Carlton would become Britain's highest ranking Black secret intelligence officer. Carlton would spend more than a quarter of century in Scotland Yard's Special Branch (MPSB), Her Majesty's Secret Intelligence Service (MI6), the NPOIU (National Public Order Intelligence Unit) and SO1 Specialist Protection Unit. In these units Carlton would be engaged in countless national security and secret intelligence operations at home & abroad, including in warzones and the playgrounds of the rich and famous. Consequently, Carlton was known to many world leaders, from Blair to the Clintons', Schroeder to Sir John Major, Shimon Peres to Angela Merkel, HRH The Prince of Wales to Princess Diana. Carlton has worked with most nations' specialist police, secret intelligence and national security agencies and military special-forces. Hence, Carlton's operations have spanned the Cold War, the IRA years, the wars in the Balkans, Iraq and Afghanistan, the covert war on terror and the struggles against extreme left-wing, extreme right-wing, activist Animal Liberation and subversive public disorder operations in London, the UK and beyond. For several years Carlton was a highly successful MI6 counter-terrorism case officer. Case Officers are the top quarter of MI6 officers who, for want of a better description, perform the real life James Bond role. Sir John Major has said he is "wary" and "dubious" about Theresa May striking a deal with the DUP to give her government a majority. The former Conservative prime minister, who was one of the architects of the peace process in Northern Ireland, told the World at One the peace process in Northern Ireland was "fragile" and "under stress" and said there was a danger the UK government wouldn't be seen as impartial if it was "locked into a parliamentary deal at Westminster with one of the Northern Ireland parties". Sir John said he had sympathy with Theresa May trying to shore up her parliamentary position but that she could carry on without a deal, an option he said would be without "baggage". Andy Torbet spent ten years in the British forces as a paratrooper, diver and bomb disposal officer before turning his hand to television. His father Tom Major was a music hall performer who, with his first wife Kitty, toured as Drum and Major. Sir John reflects on his father's life and explores the origins of music hall in the pleasure gardens of the 18th century to its decline with the arrival of radio and cinema. 'My Old Man: a personal history of Music Hall' is published by Harper Press. Caitlin Moran is a columnist and writer. Her new book Moranthology is a collection of her columns written during the last 20 years. She looks back on her early life, raised with seven siblings on a Wolverhampton council estate, and how she turned to writing and journalism at 15. Moranthology is published by Ebury. Colin Blumenau is an actor who is directing Mansfield Park at the Theatre Royal, Bury St Edmunds. He is also directing a rehearsed reading of Lovers' Vows, the scandalous play which is featured in Jane Austen's novel.
