Lucinda Rouse and Dami Adewale are joined by Claire Gauci, public safety campaigns and programme manager at the Canal and River Trust, and Emily Rayner, senior consultant at the behaviour change and communications agency Claremont.Claire describes how a video intended to educate teenagers about water safety fell flat, prompting the charity to adopt a co-design approach involving a youth group in Wigan.She explains how the process led to a realisation that social media was not an effective way to reach the target audience for its water safety campaign, with young people expressing a preference for an interactive classroom environment.Emily outlines the principles of co-design and some common methods used in successfully co-designed campaigns. She suggests some cost-effective ways to embark on co-design in the absence of generous budgets.Also in the episode, Dami recounts his two days in court as the judicial review opened into the Charity Commission's inquiry into Kids Company. Warren: Barnabas Aid — also known as Barnabas Fund, which aids persecuted Christians — is being investigated by the Charity Commission in the United Kingdom. On Sept. 17, the commission opened a statutory inquiry into the ministry based on allegations of a “£15m ($20 million) hole in the finances of its global network,” Christina: Additionally, Barnabas Aid is almost three months late in filing its latest financial accounts, according to the Charity Commission's website. Warren: In August, Patrick Sookdheo, founder of Barnabas Aid, was suspended from his role in the organization due to concerns about financial mismanagement and a toxic work culture. Noel Frost served as chief executive of the international organization, according to the Church Times. He also was removed from his position earlier this year due to allegations of misconduct and financial impropriety. A Barnabas spokesperson told The Telegraph the investigation is ongoing, and “if it reveals that there has been any financial wrongdoing, then we are committed to recovering it.” Christina: Barnabas Aid has offices in several countries, including the United States, and also has an international office called Nexcus International. Warren: Nexcus was previously called Christian Relief International (CRI), but the name was changed to enable Barnabas Aid to “provide aid to countries where Christianity is prohibited,” according to Barnabas Aid USA CEO Jeremy Frith. Although the Commission noted that there had been a "lack of clarity" around historical conflicts of interest and a lack of formal process for identifying conflicts of interest, "in practice no issues arose" and "there is no evidence to suggest that there were any unmanaged conflicts of interest regarding funds the charity received from the FTX Foundation or that any trustee had acted in a way contrary to the interests of the charity." They also note that subsequent to FTX's collapse, "Both the finance and legal teams at the charity have been strengthened and policies have been bolstered or created with more robust frameworks." I'm pleased that the charity commission recognises the improvements that have been made at EV. Lucinda and Emily are joined by James Cusack, chief executive of Autistica, to debunk some common misconceptions about neurodivergence and neurodiversity.James, who is autistic, describes his own professional journey and his conviction that workplaces are enriched by colleagues who think in different ways.He suggests basic workplace adjustments to accommodate neurodiversity to the benefit of all employees and points listeners to Autistica's Employer's Guide to Neurodiversity for further guidance.Also in the episode, news editor Andy Ricketts shares his thoughts on new social media guidance published by the Charity Commission which has allayed the concerns of some in the sector about the role trustees are expected to play in monitoring employees' social media activity. Most of the town of Lahaina, which served as the first capital of the former Kingdom of Hawaii has been destroyed, along with many of the sacred sites of Hawaii's indigenous religion as wildfires ripped through the region. Mokihana Melendez, who teaches aspects of Hawaiian traditional culture, talks to William Crawley about the significance of the religious and cultural heritage that has been lost. In February 2009 The Preston Down Trust applied to the Charity Commission of England and Wales to renew its charitable status. In June 2012 the Charity Commission rejected this application on the basis the doctrines and practices of the PBCC as practiced by the Trust did not meet the test for public benefit as set out in charity law. This resulted in a hearing being scheduled in the First Tier Tribunal so the courts could decide if the PBCC practices and doctrines met the legal threshold for charitable status. That hearing never went ahead. Join us as we explore what happened as a result of the 2012 decision and unpick exactly what the Charity Commissions concerns were, especially in relation to the reports of detriment and harm resulting from the practices of the PBCC. Regulators are there to give guidance about change and this is what the PBCC assured the Commission they were willing to undertake in order to retain their charitable status. The formal agreement for change happened in 2014. But have the PBCC changed? Has the detriment and harm to both their members and ex members stopped? Prism is a UK-based charity that is changing the face of philanthropy. Prism's mission is to increase the flow of funds into the charitable sector, through creating efficiencies in the process of giving. Prism offers a unique and straight-forward alternative to setting up a charitable foundation, enabling donors to give tax-efficiently without the administrative hassle. Since its inception in 2005, Prism has facilitated over £550m in donations to thousands of charities across the world. In this episode, we dive into the different services offered by Prism, including Donor Advised Funds and Collective Funds. We explore how their innovative approach is revolutionising mid to high level giving in the UK, and also discuss the rise of the Philanthropy Paradox. Earlier today, the Charity Commission for England and Wales announced a statutory inquiry into Effective Ventures Foundation UK (EVF UK). We issued a short statement acknowledging the inquiry. As the recently appointed Interim CEO of EVF UK, I also wanted to say a bit more to the community. As you might imagine, writing this post feels a bit tough for a bunch of reasons. It's a sensitive topic, there are lots of complicated legal issues to consider, and it's generally a bit weird to write publicly about an agency that's in the middle of investigating you (it feels a little like talking about someone in the third person without acknowledging that they're sitting at the dinner table right next to you). One thing I really want to do is avoid speaking for the Charity Commission, which makes me hesitant to speculate too much about why exactly they chose to begin this inquiry, etc. But I'm going to do my best to figure out what's helpful to say here. Summary Effective Ventures Foundation UK (EVF UK) is the UK charity which, together with Effective Ventures Foundation US (EVF US), acts as host and fiscal sponsor for a wide range of projects including CEA, 80,000 Hours, and others. Following the FTX collapse, the Charity Commission for England and Wales has opened an inquiry into EVF UK's financial situation and its governance and administration by its trustees. We were not particularly surprised by the Commission's decision to open an inquiry. As it notes, some FTX-linked entities (such as the FTX Foundation) and related individuals were major donors to EVF UK, and there was the potential for a variety of conflicts of interest with respect to governance (e.g., two of EVF UK's board members were affiliated with FTX Foundation). Especially given the scale and profile of the FTX collapse, it makes sense that the Commission wants extra visibility into whether we're appropriately protecting our property, managing potential conflicts of interest, and generally complying with UK charity law. The UK board and executive team are cooperating in full and the Commission has confirmed that the trustees have fulfilled their duties by filing a serious incident report. Sharing updates in the midst of an ongoing inquiry is legally complicated, so there will probably be some limitations to the updates we'll provide before the inquiry is complete. But we'll do our best to share whatever (if anything) is legally sensible. What is Effective Ventures Foundation UK? For context, EVF UK is the UK charity which, together with EVF US, acts as host and fiscal sponsor for a wide range of projects, including CEA, 80,000 Hours and others. Everything in this post is only referring to the UK entity since that's the entity which is regulated by the Charity Commission. (You can read more about the structure and role of EVF UK here.) What is a statutory inquiry? The Charity Commission is a regulator whose responsibilities include: Preventing mismanagement and/or misconduct by charities; Promoting compliance with charity law; Protecting charities' property, beneficiaries, and work; and Safeguarding the public's trust and confidence in charities. A statutory inquiry is one tool the Commission has for establishing facts or collecting evidence related to these responsibilities. Opening an inquiry gives the Commission information gathering powers; they can require a charity to send relevant information or documents and they can require individuals to answer questions. The Commission also has wide-ranging powers for protecting charities and ensuring compliance. After the last episode of OUTCAST UK we had to turn off comments on our George Floyd chat after the video got the attention of people on Tik Tok denying that it was a murder and making baseless claims to discredit the victim and the family. We made this bonus episode to comment on this initially. Then it became important to also bare witness to the latest act of police violence against people of colour. In the United States,  LA Police repeatedly tasered Keenan Anderson, an unarmed black man who later died in hospital, the latest in a wave of deaths at the hands of the LAPD in the first few weeks of 2023. The high school english teacher and father flagged officers down for help after a car accident.  The same thing happened here, people began to blame the victim for their own death. There is a pattern. In the UK the case of Ngozi Fulani being victim blamed after flagging up what many believed to be evidence of structural racism in the royal household, later having the charity commission investigate her organisation. According to The Voice "SISTAH SPACE boss Ngozi Fulani was cleared of wrongdoing by the Charity Commission, but some are questioning why the charities regulator launched an investigation in the first place. The announcement of the investigation by government-appointed quango last month came after a torrent of race-hate on social media aimed at Fulani, and criticism of her in mainstream newspapers." News of her being cleared by the commisssion was not picked up by most of the UK press.  What ties all these together? Victim blaming.  Then moments before we made this bonus episode, a man in Manchester tweeted about his experience of racism from cis gender white gay men in the city. It says reasons for this could include 'the “loss of your charity's money or assets” or “harm to your charity's work or reputation”'. Here is more information about serious incident reporting.I have not seen any comment about this from CEA or anywhere else. Whilst the FTX fallout is serious, I wasn't aware of clear direct implications for CEA, so this seems like new information. Readers of the Forum may be donors to CEA and CEA is still soliciting donations through its website, so I think it's important to get a clear public picture of any problems. The public appointments system struggles to appoint candidates in a timely and efficient way. It has been dogged by controversy in recent years, from media speculation over the appointment of new chairs of Ofcom and the BBC to delays at the Charity Commission and the Competition and Markets Authority. Politicians, officials, candidates and the public have expressed frustration with the process. The Institute for Government's report, Reforming Public Appointments, proposes a package of reforms including clearer data on the causes of delays, fewer ministerial decision points, and an expansion of regulation to include more roles.
