A federal immigration agent who shot and wounded a man in north Minneapolis this winter pleaded not guilty Friday to federal charges of lying to the FBI. Prosecutors say ICE agent Christian Castro shot through the door of a Minneapolis home, injuring Julio Sosa-Celis, and later lied to investigators about what happened. A federal judge set Castro's bond at $75,000 with conditions. Castro also faces state assault charges in connection with the shooting.An outside investigation into St. Paul Mayor Kaohly Her found she engaged in “offensive and inappropriate behavior” with city employees, but did not substantiate allegations that she sexually harassed or retaliated against employees. The findings were released Friday and outline steps for Her to take, including workplace conduct training. Her says she will comply. The investigation followed a complaint filed by Police Chief Axel Henry.Early voting for the midterm elections begins Friday in Minnesota. Community leaders are encouraging people to make a plan to vote and are organizing efforts to help people get to the polls and understand their voting rights. Mail-in voting procedures in Minnesota have not changed from past years. Residents can vote in person starting Friday, and voting information and locations are available through the Secretary of State's office.

A U.S. Immigration and Customs Enforcement officer who shot and wounded a man in north Minneapolis this winter was arrested Wednesday in downtown Minneapolis. Christian Castro faces federal charges for allegedly lying to the FBI about the January shooting, in which he fired through the closed door of a home and wounded a man from Venezuela. Castro also faces state assault charges. He appeared in state court Thursday and is scheduled to appear in federal court Friday.The latest U.S. Drought Monitor shows the extent of drought in Minnesota largely unchanged over the past week, although conditions have improved in some areas. Much of northeastern Minnesota moved from severe to moderate drought after recent rainfall. About 71 percent of the state remains in some level of drought, with especially dry conditions in the Twin Cities, Red River Valley and east-central Minnesota.Minneapolis police have released body camera footage showing officers' encounter with the gunman during a mass shooting at an apartment complex earlier this month. The September 2 shooting left two residents dead and several people wounded, including two officers. The gunman, Carlton Johnson II, was fatally shot by police. The footage shows four officers' perspectives on an exchange of gunfire in a ninth-floor hallway.Several first-time candidates are running for local office in Pine Island and other Minnesota communities this fall, driven by concerns about new hyperscale data centers. Pine Island's City Council approved Google's plan for an 88-acre facility that could eventually expand to more than 400 acres. City Council candidate Tosca Wohl says she was prompted to run by concerns about transparency. Data centers have become an issue in races around the state, with some candidates supporting moratoriums or additional regulations.

And he missed the deadline to pay for a recount. But he's not letting that stop him! He's suing everyone in sight demanding they surrender proof that the entire thing was rigged.   MAIN SHOW:   Florida Republicans are embroiled in a massive corruption scandal involving $10 million in taxpayer dollars for children's prescriptions, laundered through First Lady Casey Desantis's charity, and used for partisan political purposes, including defeating a marijuana legalization referendum. CBS in Miami got the grand jury report.   Judge Fernando Rodriguez, Jr. rebuffed Minnesota's motion to force Texas Gov. Greg Abbott to extradite ICE agent Christian Castro. Castro shot a man in Minneapolis and then lied about it, including filing a false police report. He was indicted in Minnesota, but Texas refuses to sign an extradition warrant, and now Castro has been released from jail.   Judge Cooper held a hearing today on the future of the Kennedy Center, after the board voted again to chisel Trump's name into the marble on the front of the place.   Judge Indira Talwani ordered the state plaintiffs to file an amended complaint in their effort to block the Trump administration seizing control of mail-in voting pursuant to Trump's executive order. An ICE agent charged with felony assault in Minnesota walked out of a Texas jail Thursday after Gov. Greg Abbott let a 90-day holding period expire without signing an extradition warrant. Christian Castro is accused of shooting Julio Sosa-Celis of Venezuela through the closed door of his Minneapolis home, then falsely claiming Sosa-Celis attacked him. Hennepin County Attorney Mary Moriarty had asked Abbott to extradite Castro to Minnesota after his arrest in Texas in May. A filing with the state Supreme Court seeks dismissal of Mike Lindell's bid for a hand recount. Lindell failed to formally request and pay for a recount by a Monday deadline. He lost the GOP primary to Lisa Demuth by 45,000 votes.The Minnesota State Fair opened Thursday morning, with crowds already filling the streets. Some fairgoers lined up as early as 24 hours before the gates opened for a chance to be first inside. Visitors are enjoying a warm, sunny day at the fair, with long lines already forming for donuts, coffee and crop art.The union representing Chisago County workers who have been on strike for nearly four months says it has reached a tentative contract agreement. Teamsters Local 320 says the three-year deal is slated for a ratification vote Friday. The union says the agreement addresses two main sticking points, including a wage increase of more than 20 percent over three years and health insurance through the Teamsters. About 125 union members have been on strike since May 1.

Rescue teams searched Thursday for hundreds of missing people along the Nepal–China border, where a deadly torrent of water and mud several stories high swept through communities a day earlier following a glacier collapse.Videos of the disaster showed people running, before the floodwaters swallowed them up and washed out buildings and bridges. More than 350 people were killed, police said, and more than 1,000 were missing, including scores of foreigners and pilgrims. Hundreds of others have been displaced across the Himalayan region.An Immigration and Customs Enforcement (ICE) officer charged with shooting a Venezuelan immigrant and lying about it during the immigration crackdown in Minneapolis was released from a Texas jail Thursday, after a judge declined to order his return to Minnesota.The ICE officer, Christian Castro, was released in the morning from a detention center in Brownsville.

Christian Castro, the ICE agent wanted on violent felony charges in Minnesota, is likely to be released from the Cameron County Jail today as the 90-day limit on his detention expires, and Governor Greg Abbott continues to refuse to extradite him. Houston law enforcement officials failed to show at a Houston City Council inquiry into ICE cooperation by their officers. Polling shows a continued souring on Trump and the GOP among Latino communities, especially in South Texas. The charges against Sosa-Celis were quickly dropped, and in May state officials charged Castro with second-degree assault and one count of falsely reporting a crime and court issued a warrant for his arrest. Attorney Chris Madel can't believe he agrees with Hennepin County Attorney Mary Moriarty on anything, but he's fully behind her decision to charge an ICE officer in the shooting of Christian Castro in January. Minnesota prosecutors have charged an Immigration and Customs Enforcement agent in the January shooting of a Venezuelan man in north Minneapolis. The Hennepin County Attorney's Office says ICE agent Christian Castro fired through the front door of a duplex, striking Julio Sosa-Celis in the leg. Authorities say a downed power line sparked the wildfire that's burning on the North Shore of Lake Superior and has destroyed more than 30 buildings.Those stories and more in today's evening update from MPR News.
