À la tête du Move Forward, son parti progressiste, Pita Limjaroenrat a raflé le vote populaire aux dernières législatives thaïlandaises et a failli renverser la table en devenant Premier ministre. Il a raté la nomination d'un cheveu face au poids des élites conservatrices. Cependant, son programme infuse déjà la société et pourrait déboucher sur une mini révolution politique d'ici à quelques années. Démilitariser, démonopoliser, décentraliser. En trois mots, il a décapé la campagne des législatives. La jeunesse thaïlandaise a bien sûr voté pour lui. Tous les étudiants qui ont grandi avec la junte militaire et qui n'en peuvent plus d'un système corseté par les généraux ont cru jusqu'au bout en ce député de 42 ans, formé dans les meilleures universités thaïlandaises, intello diplômé d'Harvard et du MIT. Mais Pita a séduit au-delà de son électorat naturel. Son parti, le Move Forward, est allé gratter des voix à Bangkok et dans le nord du pays. Avec 151 sièges sur 500, une coalition progressiste semblait possible et l'ancien monde tout près de disparaître, jusqu'à ce qu'il se réveille.   « La Constitution telle qu'elle est actuellement a justement été faite pour pouvoir bloquer les propositions jugées inacceptables et il n'a pas eu suffisamment de soutien au Sénat pour passer », affirme Marie-Sybille de Vienne, professeure émérite à l'Inalco et spécialiste de la Thaïlande. « Lorsque le Move Forward, un parti d'une réforme constitutionnelle, a voulu toucher à ce qui tournait autour de la monarchie, d'abord abolir l'article 112 sur le lèse-majesté, a été une ligne rouge. C'était radical, alors que ce qu'il fallait, c'était en modifier l'application, en la restreignant de manière considérable, sans la supprimer », ajoute-t-elle.Par deux fois, Pita se heurte au mur du réel. Il a besoin des sénateurs pour devenir Premier ministre, mais ces derniers, aux ordres de l'armée, ne le laisseront jamais passer. Deux votes, deux échecs, et pas le temps de respirer. La Cour constitutionnelle thaïlandaise l'accuse très opportunément d'avoir violé la loi électorale et ordonne la suspension de son mandat de député. Il ne sera pas chef du gouvernement. En tout cas, pas cette fois-ci.Pita l'étoile filante a-t-il fait tout cela pour rien ? « Quand vous lisez le programme déposé et lu par l'actuel Premier ministre devant l'Assemblée, il a bien annoncé une réforme constitutionnelle et il a annoncé une réforme majeure de l'armée en reprenant une des grandes revendications du mouvement roi qui était la suppression du service militaire, qui est par conscription et par tirage au sort et qui dure deux ans. Donc, on ne peut pas dire que le Move Forward ait perdu son audience, tant s'en faut. Et la réforme constitutionnelle avec un comité d'experts juridiques qui va travailler dessus, il est évident qu'elle va supprimer la désignation du Premier ministre par les deux chambres réunies. À la limite, je dirais que la composition de Sénat est secondaire. Ce qui est essentiel, c'est qu'il soit dégagé du choix d'un Premier ministre que le choix du Premier ministre repose exclusivement sur une Chambre des députés élus. Et c'est bien ça qui est sous le coude dans la réforme constitutionnelle », explique Marie-Sybille de Vienne. On verra d'ici à la fin de la mandature si le progressisme à la Pita a de l'avenir, lui n'a que 42 ans et reste très populaire. But the party's leader, Pita Limjaroenrat, is blocked from becoming prime minister because Thailand's military-backed senate believes he's unfit to rule. Also, since Russia pulled out of the Black Sea Grain Initiative in July, its troops have been attacking Ukraine's ports, destroying 220,000 metric tons of grain in the past week alone. But US Ambassador to the UN Linda Thomas-Greenfield says the grain deal could be brought back to life. And, more than 100 years ago, many Europeans, especially Italians and Spaniards, migrated to Argentina. Now, some of their descendants are returning to Europe, once again chasing economic stability. Plus, Tijuana's All-Star Little League team heads to the World Series.

Bangkok đang đánh mất hào quang kinh tế. Khác với Việt Nam, Thái Lan  không tranh thủ được xung khắc Mỹ-Trung Quốc để thu hút đầu tư nước ngoài. Quyền lực trong tay tập đoàn quân sự từ 2014, những rạn nứt trong hàng ngũ quân đội, thái độ thân Bắc Kinh khiến Bangkok đang mất lợi thế của một con rồng châu Á. Những khó khăn kinh tế “đang ở phía trước”. Hai tháng sau bầu bầu cử Quốc Hội, Thái Lan vẫn chưa có chính phủ mới. Thủ tướng mãn nhiệm, tướng Prayut Chan O Cha đã từ chức. Toàn cảnh chính trị rối renỨng viên duy nhất đứng đầu nội các, Pita Limjaroenrat, chủ tịch đảng Khao Klaï (Move Forward -Tiến Bước) bị điều tra và có nguy cơ mất tư cách nghị viên. Đảng của ông tuy về đầu trong cuộc bầu cử hôm 14/05/2023 và giành được 152 trên tổng số 500 ghế tại Quốc Hội. Dù vậy, có thể ghế thủ tướng sẽ được dành cho một đảng khác – chẳng hạn là đảng Pheu Thai - Người Thái yêu Người Thái của gia đình tỷ phú Thaksin. Được đa số cử tri ủng hộ, đảng Khao Klaï có chủ trương đòi cải tổ chế độ quân chủ, nên ít có khả năng nhà vua ban hành sắc lệnh để đảng này điều hành đất nước. Để thay thế tướng Chan O Cha, người ra tranh chức thủ tướng phải hội đủ 372 phiếu của Quốc Hội Lưỡng Viện. Khi biết rằng đa số tại Thượng Viện trong tay phe quân đội và được nhà vua yểm trợ, hy vọng Pita Limjaroenrat trở thành thủ tướng đang thu hẹp lại dần.Trước ngần ấy trở ngại, giới chuyên gia đồng loạt cho rằng toàn cảnh chính trị Thái Lan ít có triển vọng nhanh chóng ổn định. Trên đài RFI, chuyên gia Đông Nam Á, Sophie Boisseau du Rocher, Trung Tâm Châu Á thuộc Viện Quan Hệ Quốc Tế Pháp IFRI nêu bật một “tình huống nẩy lửa” khi biết rằng liên minh cầm quyền sắp tới giữa hai đảng về đầu trong cuộc bầu cử Thái Lan vừa qua, (tức là giữa đảng Khao Klaï của ông Pita và đảng Pheu Thai của gia đình Thaksin vốn được thành phần ở nông thôn ủng hộ) sẽ là một mối liên minh “tùy theo tình huống”. Nhà chính trị học Eugénie Merieau, giảng dậy tại đại học Paris 1 - Panthéon-Sorbonne nói rõ hơn : về nhì trong cuộc bầu cử hôm 14/05/2023, đảng Pheu Thái (đảng này giành được 141 ghế ở Quốc Hội) đã lập tức tuyên bố liên kết với phe của ông Pita. Mục tiêu của gia đình Thaksin - với cô con gái của nhà tỷ phú đang sống lưu vong này trong cương vị chủ tịch đảng, là trở lại cầm quyền. Do vậy “không loại trừ khả năng đảng Pheu Thai đi tìm một điểm tựa khác”. Yếu tố chính trị và viễn cảnh kinh tế kém tươi sángTrong hoàn cảnh đó, Thái Lan liệu có thể là một điểm đầu tư an toàn ? Trên đài RFI tiếng Pháp giáo sư David Camroux, trung tâm nghiên cứu quan hệ quốc tế CERI trường Khoa Học Chính Trị Paris Sciences Po ghi nhận Thái Lan đang đánh mất hào quang của một “con rồng, con cọp châu Á” : “Vế kinh tế là phông nền trong chương trình của đảng Move Forward. Đảng này chủ trương dỡ bỏ các đại tập đoàn trong tay các doanh nhân Thái gốc Hoa, mà chính thành phần này thống lĩnh cỗ máy kinh tế Thái Lan. Có từ 70 đến 80 % dân số Thái Lan là nông dân, dù vậy các lĩnh vực công nghiệp dịch vụ và phát triển rất mạnh. Hiện tại quốc gia này đang chịu hai áp lực cạnh tranh rất lớn : Du lịch Thái Lan, động lực chính đem lại tăng trưởng và chiếm hơn 10 % GDP, thì đang bị Việt Nam qua mặt. Về công nghiệp, Thái Lan lâu nay được mệnh danh là chiếc nôi của ngành sản xuất xe hơi Đông Nam Á thì nay đang bị Indonesia cạnh tranh, nhất là trong lĩnh vực sản xuất xe điện, do Indonesia giàu các kim loại hiếm cần thiết để chế biến các bình điện. Hai thí dụ đó cho thấy Thái Lan đang trong thế kẹt và những khó khăn kinh tế đang ở phía trước. Thêm vào đó, khác hẳn với trường hợp của Việt Nam, Thái Lan đã không tận dụng được tình thế trong cuộc đọ sức thương mại Mỹ-Trung. Các doanh nghiệp nước ngoài trên con đường đi tìm những bãi đáp mới thay thế Trung Quốc đã không mấy chú ý đến Thái Lan như là họ đã quan tâm đến Việt Nam ”. Kèm theo đó là cái vòng luẩn quẩn giữa vế kinh tế và nguy cơ bất ổn về chính trị. Giáo sư David Camroux : “Đằng sau những vấn đề kinh tế đó thì còn có khá nhiều hệ quả về mặt xã hội và chúng tác động nhiều đến các tầng lớp trẻ. Tương tự như tại Trung Quốc, nhiều thanh niên Thái Lan có bằng cấp cao nhưng họ không tìm được việc làm xứng đáng. Thất vọng và bất mãn đó nuôi dưỡng tinh thần bài chế độ quân chủ ở Thái Lan”Trung Quốc một nhà bảo trợ “cồng kềnh” Ngân Hàng Thế Giới hồi tháng 4/2023 dự phóng GDP Thái Lan năm nay tăng 3,6 % và tỉ lệ này thấp hơn nhiều so với thành tích 5 % trong suốt giai đoạn từ 1999 đến 2008. Năm 2021 dưới tác động của đại dịch Covid kinh tế Thái Lan tụt giảm mất hơn 6 %. Xét về chỉ số phát triển con người Thái Lan bị sụt hạng trong ba năm liên tiếp. Cơ quan thẩm định tài chính S&P và Ngân Hàng Phát Triển Châu Á trong báo cáo gần đây nhất ghi nhận kinh tế Thái Lan “phục hồi chậm”.Trong bản thống kê vừa cập nhật hôm 17/07/2023 Tổng Cục Du Lịch Thái Lan ghi nhận : trong sáu tháng đầu năm 2023 Thái Lan đón 1,4 triệu lượt khách du lịch, chủ yếu là khách Trung Quốc, Nga và từ các nước láng giềng châu Á chung quanh. Để so sánh, năm 2019 trước Covid Thái Lan là điểm hẹn của từ 7 đến 10 triệu du khách một năm. Vào lúc mà ngành du lịch bảo đảm từ “15 đến 20 % thu nhập cho cả nước, tùy theo cách tính”, đây là một khó khăn mà Thái Lan cần nhanh chóng vượt qua.Nhìn đến một lĩnh vực khác là công nghiệp, bảo đảm 1/3 GDP, nhiều nghiên cứu quốc tế báo động chỉ số về năng suất công nghiệp của Thái Lan sụt giảm. Điều đó có nghĩa là cỗ máy sản xuất của nền kinh tế phát triển thứ nhì trong ASEAN “kém năng động”.  Trở lại với chỉ số tăng trưởng, năm 2022 GDP Thái Lan tăng 3,4 % theo báo cáo của Ngân Hàng Thế Giới, thua xa Việt Nam hay Malaysia, thậm chí thua cả Philippines. Một trong những lý do giải thích điều đó là Thái Lan đã không thu hút được đầu tư nước ngoài như trong trường hợp của Việt Nam.Dưới tác động kép một mặt là từ dịch Covid và chính sách chống dịch nghiêm ngặt của Trung Quốc, mặt khác là từ xung đột thương mại Mỹ-Trung, nhiều tập đoàn đa quốc gia bắt đầu di dời cơ sở khỏi Hoa Lục và chọn điểm đến là Ấn Độ hay Việt Nam. Điều bất thường là với cơ sở hạ tầng khá hơn so với nhiều nước trong khu vực Đông Nam Á, nhưng Thái Lan lại không được các doanh nghiệp nước ngoài xem là một điểm đến “ưu tiên”. Theo nhà chính trị học Eugénie Merieau, yếu tố Trung Quốc dường như là điểm bất lợi trong bài toán này.“ Trong dịch Covid vừa qua, Thái Lan chọn dùng vacxin Trung Quốc. Đó chính là điều khiến tập đoàn quân sự đang cầm quyền bị chỉ trích, bởi vì thuốc của Trung Quốc kém hiệu quả hơn là của Âu, Mỹ. Đó chính là lúc mà công luận ý thức được là chính quyền trong tay thủ tướng Prayut Chan O Cha từ sau cuộc đảo chính 2014 đang xích lại gần với Bắc Kinh cho dù điều đó có bất lợi cho người dân đi chăng nữa. Dù vậy Bangkok từ trước cuộc đảo chính luôn có lập trường thân Trung Quốc. Hoàng tộc cũng rất thân với Bắc Kinh. Song Thái Lan có truyền thống thân Mỹ. Đừng quên rằng Thái Lan từng là thành trì của Mỹ để kềm tỏa phe cộng sản tại Đông Nam Á trong Chiến Tranh Lạnh. Hoa Kỳ yểm trợ cả từ bên quân đội đến triều đình Thái Lan ”.Chuyên gia về Đông Nam Á viện Quan Hệ Quốc Tế Pháp IFRI Sophie Boisseau du Rocher giải thích thêm :“Vào thập niên 1970 Hoa Kỳ dựa vào cả bên quân đội lẫn gia đình hoàng tộc thì giờ đây Bắc Kinh đi lại đúng nước cờ của Mỹ. Kèm theo đó là những tác động về tình hình nội bộ Thái Lan như kết quả bầu cử hôm 14 tháng 5 vừa qua cho thấy, có nghĩa là đa số cử tri không tán đồng cặp bài trùng giữa bên quân đội với hoàng gia. Từ 2014 Thái Lan đã ngừng các công cuộc cải tổ cần thiết để hiện đại hóa cỗ máy sản xuất và điều đó đã có lợi cho các đối tác của chính quyền Bangkok trong Hiệp Hội Đông Nam Á ASEAN, đồng thời chính quyền Thái Lan đã lệ thuộc nhiều hơn vào Trung Quốc (...) Chỉ nội thí dụ chính quyền Thái Lan mua tàu ngầm của Trung Quốc với cái giá đắt hơn so với thị trường đã làm dấy lên nhiều tranh cãi ngay trong hàng ngũ quân đội. Điều đó cho thấy đang có những rạn nứt âm ỉ bên quân đội và đó là một sự phân hóa giữa các thế hệ trong giới sĩ quan. Một phe chủ trương kiểm soát, điều hành đất nước bằng mọi giá và một cách không minh bạch, còn bên kia thì cởi mở và tìm cách đưa ra hình ảnh của một nước đang ‘lột xác' để trở thành một nền kinh tế lành mạnh và hiện đại” … Trên đài RFI cựu giáo sư trường Khoa Học Chính Trị Paris David Camroux ghi nhận những khó khăn kinh tế của Thái Lan vẫn “ở phía trước”. Song quốc gia Đông Nam Á đang bước vào một giai đoạn chuyển tiếp về chính trị, kinh tế, về dân số và kể cả về địa chính trị. Dân số Thái Lan đang trên đà lão hóa, lực lượng lao động có khuynh hướng sút giảm từ hai năm trở lại đây. Ngoài ra như giáo sư David Camroux trường Khoa Học Chính Trị Paris vừa nêu, vị trí “con rồng châu Á” của nước này càng lúc càng bị một số đối tác khác trong ASEAN mà đứng đầu là Việt Nam thách thức. Trong điều kiện đó giải pháp còn lại là Thái Lan dứt khoát phải nâng cao trị giá gia tăng trong dây chuyền sản xuất, tức là đầu tư nhiều hơn nữa vào giáo dục, vào cơ sở hạ tầng và nâng cao năng suất lao động. Cùng lúc tương tự như rất nhiều các quốc gia khác trong khu vực, Thái Lan cũng cần tránh rơi vào thế phải chọn phe trong cuộc đối đầu giữa hai nền kinh tế lớn nhất thế giới là Trung Quốc và Hoa Kỳ, đồng thời tránh để biến mình thành một sân sau của Trung Quốc trên bàn cờ thương mại.

Depuis le 13 juillet, la Thaïlande tente de désigner son nouveau Premier ministre. Suite à sa victoire aux législatives du 14 mai dernier, la coalition pro-démocratie emmenée par le parti réformiste Move Forward a logiquement présenté son leader, le réformiste Pita Limjaroenrat. Mais, celui-ci n'a pas réussi à rassembler suffisamment de voix pour être désigné par le Parlement. Résultat : un second vote aura lieu mercredi prochain 19 juillet, un vote en forme de dernière chance pour Pita de devenir chef du gouvernement. En cas de nouveau revers, celui-ci a effectivement indiqué qu'il jetterait l'éponge. Eugénie Mérieau, maîtresse de conférences en droit publique à l'université Paris 1 Panthéon-Sorbonne et auteure de « ​​​​​Idées reçues sur la Thaïlande » aux éditions Le Cavalier Bleu, décrypte pour RFI les enjeux de cette séquence politique.

Thailand's recent elections produced a shock result. A popular progressive party called Move Forward won the most seats. But the leader of the government has not yet been named as the country moves through its procedures for verifying the election results. If the head of the party, Pita Limjaroenrat, is successful, it will mean civilian rule for the first time in over a decade. But the path to that role is far from smooth. There are many challenges as military coups and court rulings have cut many previous political careers short.
