Depot owner calls increases 'illegal' A Cold Spring property owner who alleges that Philipstown illegally raised the assessments for the Depot restaurant and seven Main Street buildings is suing the town, the village, the county and the Haldane school district. In a lawsuit filed Oct. 29 in state court in Carmel, Depot owner Greg Pagones seeks to overturn the 2024 assessments on the restaurant and a group of properties his firm, Cold Spring Main Street Properties LLC, bought in February 2023 for between $768,000 and $2.3 million. Pagones alleges that Philipstown assessor Brian Kenney "selectively" raised the assessments from 2023 as part of a practice of revaluing properties when they are sold. That practice is illegal under state and federal law, Pagones argues, because it discriminates against buyers such as himself "by excluding comparable or similar properties from reevaluation." The lawsuit also names Kenney as a defendant and asks a judge to award court costs and a refund of the "illegal, unequal or excessive taxes," and to prevent the municipalities and school district from enforcing any tax liens on the properties for failure to pay. Assessed values are the percentage of market value on which properties are taxed. With the estimated market values raised, assessments increased on the properties by amounts ranging from $39,600 for 80 Main St., which Pagones bought for $768,000, to $128,050 for 93-97 Main St., which he purchased with 89-91 Main St. for $2.3 million. Pagones also owns buildings at 55 Main St., 57 Main St., 59-63 Main St., 79 Main St. and 1 Depot Square. The buildings each faced "significant" tax increases, he said, including a 20 percent rise from the school district. Five of the properties were among eight classified as "attached row buildings" that sold in Cold Spring in 2023 and 2024, according to the lawsuit. Assessed values increased on seven of the properties, Kyle Barnett, Pagones's attorney, said in court filings. There were no increases on properties with the classification that were not sold, he said. Property owners can challenge their assessed values each year by petitioning their local Board of Assessment Review by the fourth Tuesday of May. If a board refuses to reduce an assessment, owners can undertake a small-claims assessment review by a hearing officer in state court. Pagones, in an email exchange on Sept. 20, acknowledged missing the May deadline but sought to "work something out" with Kenney for 2025. None of the properties have been renovated, he said. In the exchange, Kenney said the properties were "reviewed for condition," as the town does with properties that sell or those that "appear to have been improved, updated or have building permits." Kenney also said that part of the increase reflects Haldane's latest budget, which raised the tax levy for 2024-25 by 2.8 percent, adding about $203 annually to the taxes on a home valued at $500,000. "I don't believe any of these changes result in an overvaluation," Kenney wrote. New York State encourages assessors to conduct annual revaluations of each commercial and residential property, but costs and a lack of manpower are barriers, said Rob Bick, president of the New York State Assessors Association. Philipstown has gone 28 years since its last townwide revaluation, in 1996, the longest gap of Putnam's six towns. In September 2023, Philipstown Supervisor John Van Tassel cited cost as an obstacle. "In a perfect world, we would have the money to 'reval' the whole town every year," he said. "That would certainly be the easiest fix. We don't have that money. And that's why prior Town Boards and supervisors have not done it." Absent a municipal-wide review, assessors generally raise values after owners complete additions or renovations that boost the property's value, said Bick. If those changes occurred between the last physical inspection and a property's sale, the buyers may see their assessments increase, he said. Raising an assessment...

I'm Naimah Callachand, and today I'm joined by David Bick, the principal clinician for the Newborn Genomes Program at Genomics England, and he's going to explain more. Okay, so first of all, David, please, can you tell me what is the generation study? David: The Generation Study is a research study organised by Genomics England in partnership with the NHS. So what is the study exactly? We know that children are born every day with treatable genetic conditions. What we want to do in this study is we want to find those children and treat them before they become sick. We know that if we can find these children early in life, we can keep them healthy. Naimah: Can you tell me a bit about how the study was designed? David: Yes, this study was designed to look for genetic conditions that are treatable, and we went about looking for which conditions to include through an extensive evaluation that involves specialists, laboratory specialists, the NHS and patients from different support groups. And through this process, we identified more than 200 conditions that are treatable, and we are including those in the study. Naimah: And David, you mentioned the conditions list there. You can also find an additional podcast on our website where you go into more detail as to why the conditions on that list were chosen initially for the study. Can you tell me how this fits in with the current newborn screening program? David: The current newborn screening program looks for a smaller number of conditions, nine conditions. It has been extremely successful and is an extremely important program, and so we're looking to see how our program could be an adjunct to the current screening process. Naimah: How would people take part in this study? David: What we're going to do is we're going to ask couples in mid-trimester, in the middle of pregnancy to join in the study, we're going give them a number of opportunities to learn about the study and those that sign up. We plan to obtain cord blood from the placenta after birth. And as you may recall, the placenta is discarded and so this cord blood would normally simply be discarded, but we can take this umbilical cord blood and test it for genes. We expect it to expand to perhaps 40 trusts across the country. Naimah: And David, the NHS is already under quite a lot of pressure at the minute. What will this study mean for the NHS? What impact will it have? David: That has been one of the main concerns as we went forward with thinking about the study was to make sure that we did not add additional burden to the NHS. But it's important to realise that the children that we're looking for already have the condition, they're going to become ill. And our plan is, our hope is that if we can find them before they become ill, we will actually relieve stress on the NHS system. Let me give an example. There is a condition called biotinidase deficiency. Here is a condition where the child who has it, is unable to recycle a vitamin called biotin. Well, biotin is something you can pick up at the health food store, and so these children. Need to be given extra biotin every day. Very, very inexpensive, very, very safe. But if you don't find these children before they become ill, they can become quite seriously ill. So if we can find these children before they get sick, get them started on this very simple, very inexpensive, very safe medication vitamin. In fact, this will actually save money for the NHS, but also help the NHS function more effectively. And most importantly, to allow parents to have the knowledge that they have done something for their child, which will prevent their child from becoming ill. Naimah: Some parents might want to know if their child's data is being kept safe. What are you doing to ensure this? David: Data safety is very important to us. We know that this information is extremely sensitive, and so our data protection is a very high priority. We're controlling very carefully who will have access to the data. There are groups that we do want to work with this data. We want researchers and the pharmaceutical industry to work with this data to improve treatments. We know that there are many, many genetic conditions for which there is no treatment. Those conditions are not on our panel, and so we're hoping that the information that we learn from these genomes can be used to improve the care of conditions that exist, that are treatable, but most importantly, to find treatments for conditions that are currently not treatable. And one way that we're doing this is we're going to ask families to stay with us for several years after the program starts. Once we have screened families, we're going to find some that are going to be screened positive, in which case we would look to see whether they have the condition or not, and then go ahead and start treatment. We also, unfortunately, in a screening situation, we know that we're going to miss some cases, and so again, we want to stay in contact with families so we can know how to improve the testing, but most importantly, to understand how the test works, how screening works using genome and determine whether this makes sense to include all patients that are born in England going forward. Naimah: And can you just finally tell me where you expect this study to go? In the coming months? David: What we hope is that one day we'll reach a point where we can find and treat children who have treatable conditions before they get ill. this would really make our healthcare system a real healthcare system. We would find children before they get ill. In this way we can keep children healthy and help them lead and live their best lives. The Newborn Genomes Programme is delivering the Generation Study in partnership with the NHS. The study will explore the possibilities of whole genome sequencing in newborn babies, including to identify a wider range of rare genetic conditions current NHS newborn blood spot test. To do this, we have undertaken significant engagement work to identify the genetic conditions that should be looked for and fed back to families. In this episode of the G Word, Vivienne Parry, Head of Public Engagement at Genomics England, speaks to David Bick, Principal Clinician for Newborn Genomes Programme at Genomics England. They discuss the process behind determining the provisional list of over 200 conditions caused by genetic changes in more than 500 different genes and how this list may change during the course of the study as new evidence emerges. At 15 years old, Ian Bick built a party promotion business that generated thousands of dollars in revenue a month. Emily Bick, UW-Madison Entomology Professor explains what we can expect this year from this pest and how farmers can take proactive measures to mitigate its impact on their crops. Corn rootworm beetle pressure persists. Based on the high adult corn rootworm pressure observed last August, southern and western Wisconsin corn producers have been advised to closely review their rootworm management plans for 2023. “Corn rootworm can cause extensive damage to corn crops,” says Bick. “Larvae feed on roots in late spring and early summer, causing stalks to tip over. Adults feed on leaves and silks in the late summer, inhibiting pollination. When he was just a teen he got a taste of success putting on massive shows with the biggest names in music but soon found himself in over his head. The phrase "it takes a village to raise a child" is often used to emphasize the importance of community and support in the upbringing of a child. It's a reminder that parenting is not just the responsibility of a single individual, but a collective effort that involves everyone in the child's life.As a parent or care-giver or adult with children, it can be challenging to balance work, household responsibilities, and taking care of our children. However, it's important to remember that children have limited understanding of the world and everything they learn comes from seeing what people around them are doing. Adults have the largest role to play in creating the environment that lead to healthy and thriving children. When a child lacks the support and guidance of a strong network, they may resort to negative coping mechanisms to try and fill the void. This could involve engaging in risky behaviours, acting out, or even vandalising property and stealing cars to feel a sense of power or control. One of these is using alcohol to medicate trauma and stress that often lead to alcohol use disorders and addiction. Addiction can have serious negative consequences on a person's health, relationships, and overall well-being. As a caregiver, you play a crucial role in helping prevent the development of alcohol use disorders.Dr Pandey, is an Assistant Professor of Psychiatry at State University of New York Downstate Health Sciences University that recently published a paper showing that positive parenting/ caregiving environments offers a protective effect on adolescents brain development, neurocognitive function, risk, and resilience for alcohol use disorder (AUD) via both genetic and socio- environmental factors. Children who experience poor parenting tend to have atypical brain development and greater rates of alcohol problems. Across several studies, exposure to childhood maltreatment and poor-quality parenting and care-giving has been correlated with global changes in brain development as well as changes in circuitries that support higher-level emotional and cognitive functioning (Bick & Nelson, 2016; Teicher et al., 2016).It is hard for one person to take care of the health of children. It's essential that the we all step up and takes an active role in the life of a child/adolescent. This can include things like volunteering at schools, mentoring, or simply lending an ear when a child needs someone to talk to.
