Elena Segura ABOUT THE GUEST Elena Segura leads a national initiative of the Archdiocese of Chicago to develop and implement Pastoral Migratoria, which she founded in 2008 as an immigrant-led ministry for service, justice, and accompaniment in parish communities. Pastoral Migratoria is based in the methodology of Aparecida, whose main architect was (now) Pope Francis. Chicago area participants include 200 Hispanic lay leaders across 40 Hispanic parishes. The Dioceses of Stockton (CA) and Kansas City–Saint Joseph (MO) launched their pilot programs last year. Ten dioceses interested in starting this ministry took part in the inaugural Instituto Pastoral Migratoria in Chicago in July 2018. The goal is to create a national network. Since the 2005 inception of the Catholic Campaign for Immigration Reform, Elena directed the archdiocese's local Immigration Ministry, facilitating formation of pioneering networks of 200 priests, 54 religious orders, and immigration liaisons in 124 native-born congregations. In this episode, I speak with Ana Chavarin. Ana Chavarin is a member of St. John the Evangelist Parish in Tucson, Ariz., and formerly an organizer for Pima County Interfaith. During her over 10 year tenure as an oganizer, she was awarded the 2019 Cardinal Bernardin New Leadership Award from the U.S. bishops' Catholic Campaign for Human Development. In 2018 she won a US Conference of Catholic Bishops (USCCB) award for Hispanic Catholic Leaders and was also recognized by the Arizona Daily Star for her community achievements. Ana has helped the immigrant community address issues of community safety, drug abuse, rights of the undocumented, and how to become a citizen. Most recently she helped launch the first printing of parish identification cards in Tucson. In our conversation we talk about her religious upbringing and the influential roles her grandparents paid in her youth. Additionally, she shares the story of how she originally came to the United States. Other themes our conversation touch on includes the importance of getting involved in your community, speaking up when you see injustice, and not just that, taking concrete steps to change those conditions. He also served as the Diocesan Director for Migration and Refugee Services (MRS). Brian served as the Diocesan Director of the Catholic Campaign for Human Development and the Director of Catholic Relief Services. He was also the Diocesan Liaison for the Northeast Ohio Diocesan Council of St. Vincent de Paul. With over 27 years of service, Brian provided coordination for the health and social ministries of the Church. He created opportunities for Church and community leaders to understand and be formed in Catholic social doctrine. Brian was Secretary of the National Board of Trustees for CCUSA and chaired the National Advisory Council of the USCCB.Brian holds a Bachelor of Philosophy degree from The Pontifical School of Philosophy. He holds a Bachelor of Arts in Politics from The Catholic University of America, Washington, D.C. Brian is completing his Ph.D. at M.I.T. and has completed doctoral work in Organizational Leadership at Youngstown State University. ABOUT THE GUEST Ralph McCloud is the Director of the Catholic Campaign for Human Development (or CCHD), the domestic anti-poverty program of the United States Conference of Catholic Bishops. CCHD works to break the cycle of poverty by helping low-income people participate in decisions that affect their lives, families and communities and by educating people on poverty and justice. Ralph has served as the national director for fifteen years. Prior to working at the USCCB, Ralph worked as Division Director of Pastoral and Community Services in the Diocese of Fort Worth, Texas. While in this position, Ralph served four terms on the Fort Worth City Council from 1997 – 2005 and 3 terms as Mayor Pro Tempore. He currently serves on the board of the Catholic Mobilizing Network. Ralph is a member of St. Teresa of Avila Parish in Washington DC where he serves on the Finance Council and is a lector. He has served as President of the National Association of Black Catholic Administrators and as a board member of both the National Black Catholic Congress and the Roundtable Association of Social Action Directors. Also, he chaired the County Homeless Commission and was named Tarrant County's First Racial Reconciliation Award Winner by the Tarrant County Community of Churches. He is also the recipient of the State of Texas Courage Award from the Texas Coalition to Abolish the Death Penalty. In 2009, he was awarded the History Maker Award from the Archdiocese of Atlanta in 2009 and Catholic Charities USA's Martin Luther King Keep the Dream Alive Award in 2010. Those 66 organizations received funding approval from 46 of the 196 dioceses of the United States. Some other figures of note: Of the $11,249,000 distributed by the CCHD in FY 2020-2021, $3,430,000 went to organizations acting against Holy Mother Church, which is 30.4% of the grant total. Since 2004, the organizations identified in this report have collectively received $16,633,000 in grants from the CCHD. The average grant to an offending organization is $51,969. 47 out of the 66 organizations profiled in this report are in Direct Violation of Catholic moral or social teaching. Not tomorrow, today. And I remember going and I remember this feeling like I busted my tail the last four years to get through college. This is what my parents told me I needed to do in order to make it, and I just graduated and here I am. And, what's wrong with this picture?" Catholic Teaching and the Death Penalty Catholic teaching offers a unique perspective on crime and punishment. It begins with the recognition that the dignity of the human person applies to both victims and offenders. It affirms our commitment to seek justice, comfort and support victims and their families, while acknowledging the God-given dignity of every human life, even for those who do great harm. Catholic teaching on human life is rooted in the belief that all life has inherent dignity and is a gift from God that must be respected and defended from conception until natural death. In his encyclical The Gospel of Life, Pope John Paul II challenged followers of Christ to be “unconditionally pro life.” He reminded us that “the dignity of human life must never be taken away, even in the case of someone who has done great evil. Modern society has the means of protecting itself, without definitively denying criminals the chance to reform” (Gospel of Life, 27). The Catechism of the Catholic Church explains that “the traditional teaching of the Church does not exclude recourse to the death penalty, if this is the only possible way of effectively defending human lives against the unjust aggressor. If, however, non-lethal means are sufficient to defend and protect people's safety from the aggressor, authority will limit itself to such means” (CCC, 2267). The test of whether the death penalty can be used is not the gravity of the offense, but whether it is absolutely necessary to protect society. The Catechism adds that today “the cases in which the execution of the offender is an absolute necessity ‘are very rare, if not practically nonexistent'” (CCC, 2267). In 2005, the Catholic bishops of the United States issued, A Culture of Life and the Penalty of Death. In the document the bishops stated that the gift of life must be respected and protected; “that every life is a precious gift from God (see Gn 2:7, 21-23) and that we are all created in God's image and redeemed by Jesus Christ, who himself was crucified. They acknowledged that sentences such as “life in prison without parole” provide non-lethal alternatives and called for an end to the use of the death penalty in the United States, stating “it is time for our nation to abandon the illusion that we can protect life by taking life.” Ending the death penalty would be one important step away from a culture of death and toward building a culture of life. (United States Catholic Bishops, 2005. A Culture of Life and the Penalty of Death) From a Victim's Family… “No one in our family ever wanted to see the killer of our brother and his wife put to death. We felt instinctively that vengeance wouldn't alleviate our grief. We wanted this murderer in prison so he could never hurt another person. But wishing he would suffer and die would only have diminished us and shriveled our own souls. Hatred doesn't heal. Every time the state kills a person, human society moves in the direction of its lowest, most base urges. We don't have to make that choice. Our lawmakers have the capacity to help us abolish the death penalty and along with it, the fantasy that it will make the pain go away.” —Mary Bosco Van Valkenburg, whose brother and sister-in-law were murdered. What You Can Do Pray for victims of crime and their families, those who have been wrongly convicted, and those awaiting execution. Taking life whether done by a perpetrator or by the state, diminishes and undermines the sanctity and dignity of human life. “We cannot teach that killing is wrong by killing. We cannot defend life by taking life.” Learn about Catholic social teaching, U.S. criminal justice policies, and the policies in your state. Advocate by contacting your elected officials. Discuss Catholic teaching on the death penalty and what steps could be taken at the state and national level to curtail or end its use. This is especially important as most advocacy and activity related to the death penalty occurs at the state level.
