Cities around the world are facing a host of challenges. As the Organization for Economic Cooperation and Development observed recently, "places are rethinking how to stay competitive on the global stage. Technological change, the green transition and shifting global value chains are reshaping local economies." Join Eugenie Birch, Co-Director of Penn IUR, and William Glasgall, Penn IUR Fellow and Volcker Alliance Public Finance Advisor, as our panel of current and former global mayors examine what cities should do now to set their future agendas for growth and shared prosperity. Speakers include Steve Adler, former Mayor, Austin, Texas; Stephanie Miner, former Mayor, Syracuse, New York; Nasiphi Moya, Mayor of Tshwane, South Africa; and Jaime Pumarejo Heins, former Mayor of Barranquilla, Colombia. Notable Quotes: “Today, the (Barranquilla) waterfront gets 10 million people visiting a year, from all types of places, from all of the socioeconomic strata of the city. It paid for itself because when we reappraised the land around it, within seven years, we were able to recuperate the investment." - Jaime Pumarejo Heins “As a city, we must be creative about how we fund our needs. We want to ramp up revenue collection, but we don't want to do that without taking care of the root cause, which is economic growth.” - Nasiphi Moya (Syracuse, New York, is currently facing) “a $27 million deficit—and that's with a 2 percent tax increase. Normally, when this kind of thing happens, you would turn to the state or even the federal government to ask for help. But given the uncertainty that's going on with the federal government, and this idea that there's a recession, there's not going to be that kind of aid coming through.” - Stephanie Miner (The [Austin, Texas] city council is) “projecting a $13 million shortfall this year, projected to go up to $35 million in the next couple years. We have stagnant sales tax revenue and a property tax revenue constraint imposed by our legislature.” - Steve Adler Be sure to subscribe to Special Briefing to stay up to date on the world of public finance. Austin is no stranger to autonomous vehicles — a decade ago, this is where the first fully autonomous car ride took place, and then-Mayor Steve Adler declared Austin the “Kitty Hawk of driverless cars.” Late last year, Waymo rolled out service for Austinites on an insider waiting list, and our guest, Dan Weinstock, got approved to ride. Since then, he's racked up 60 rides in the self-driving cars, and has the stories to prove it. Recently, the company partnered with Uber, and Uber customers can now opt-in to get picked up by a robot car. Would you take one? America's hottest growth cities and states are facing challenges as they deploy resources to handle the recent pickup of domestic and international immigration to the South and West. US Census data show that Texas and Florida showed a net gain of almost 1 million residents in 2022; they and the rest of the ten fastest-growing states added a total of 1.6 million people. Will this influx help keep these states out of recession? What are the budgetary demands on infrastructure, housing, public safety, education, and the environment, and how will governments tap into recent federal infrastructure legislation? Our panel of experts includes Mayor Steve Adler, former mayor, Austin, Texas; Alex Adams, budget director, Idaho; Matthew D. Chase, chief executive officer and executive director, National Association of Counties; Darryl Martin, county administrator, Dallas County, Texas; and Anna Roach, chief executive officer and executive director, Atlanta Regional Commission. Notable Quotes: “What our approach has been is to assume that a lot of it is one time in nature, so our revenue forecast projects that we'll have about $5.5 billion in ongoing revenue and we've structured our ongoing expenses at $5.1 billion.” - Alex Adams “We built more houses per capita last year than any city in the country and it still wasn't enough. We're going to have to do a better job with the land development codes so that we can build more densely and higher in our main community areas within the city.” - Mayor Steve Adler “What we're also finding is the areas of the country that are really growing tend to be the suburban or exurban areas around these major metropolitan areas. And we're really starting to see real tension between deploying new clean energy, like solar and wind farms, versus housing development versus agricultural land.” - Matt Chase “We've seen a 4% reduction in homelessness this year but we are experiencing an increase in homelessness among our veterans, our youth and our families which I believe is due in part due to the housing affordability crisis.” - Darryl Martin “We are doing innovative things like developing a new concept called Aerotropolis Atlanta that has been successful and has been in the works for many years and it's been in operation for several years.” - Anna Roach Be sure to subscribe to Special Briefing to stay up to date on the world of public finance. New details show that lawsuits filed by five APD officers regarding flawed crowd control devices and training related to the George Floyd protests have targeted the city, Mayor Steve Adler, Travis County DA Jose Garza, and a collection of social justice groups including Black Lives Matter and the Austin Justice Coalition. Meanwhile, five more protesters have filed lawsuits against the city over injuries they suffered during the protests. Local COVID positivity rates have risen into double-digit territory - now 19%, similar to numbers seen at the beginning for the Omicron wave in early January. Mixed results for advocates of LGBTQ-friendly bars on 4th Street: Austin's Landmark Commission has chosen not to recommend historic zoning for the area, but additional concessions to the existing businesses have come from the developer seeking to build a high rise on the block. The Downtown Austin Alliance has released its annual State Of Downtown report, showing that commercial building and leasing, business growth and residential sectors are all booming. The Austin City Council is set to consider new policies aimed at making the process of building accessory dwelling units or ADU's easier for Austin homeowners. Couch-surfers rejoice: the ATX Television Festival returns to downtown Austin this weekend. And, today's our last chance at some rain before several consecutive days of potentially record-breaking heat begin - likely also leading to all-time electricity demand highs for the beleaguered Texas power grid.

On this episode we talk with Jason Stanford, former chief of communication and community engagement for the Mayor of Austin, Steve Adler. We speak to him about the Great Breakfast Taco War, the book he co-authored, Forget the Alamo, and other taco wars. We begin with José telling us how Texans take everything personally. Especially as it relates to food. That character trait or flaw, whatever you'd like to call it, occasionally causes a big to-do. One of those occasions occurred in February 2016. That's when Eater.com writer Matthew Sedacca's story about Austin being the birthplace of the breakfast taco. Many San Antonioans lost their minds and took to social media. A  tongue-in-cheek Change.org petition to ban Sedacca from Texas was also published. Eventually, Eater quietly revised the text to state Austin popularized the breakfast taco. But the writer's misunderstanding of the Texas staple remained. In his story, the journalist writes, “The recipe is simple: take a tortilla, and stuff with desired breakfast ingredients—eggs, processed yellow cheese, pork, etc.” Anyone who has glanced at a breakfast taco menu in San Antonio and South Texas knows this is untrue. The range is great, including carne guisada, barbacoa, pork chops. The diversity is greatness. Soon after, Texas radio stations got involved, TV stations threw in their hats too. Then the mayors got involved. The vitriol was palpable. Austin Mayor Steve Adler didn't help things. He held rallies where he shouted the bona fides of Austin tacos and even in a fervor declared he would lead a march on San Antonio.   It was never known if that claim was scripted but there were scripted takes on the breakfast taco war and other things. The person behind that was Jason Stanford. Stanford's newsletter explained that San Antonio didn't understand that Austin's mayor was joking at the time. Like many of Austin's moves, it was a PR stunt with a sprinkling of cynical humor. San Antonio was ultimately a punchline. FACO: “Remember The Alamo” is a phrase sprinkled with racism. It's a dog whistle.   TAQUOTE: “The odds always favor the tortillas like the salsa flavors of the taco.”   SOCIAL MEDIA Jason Stanford: https://twitter.com/JasStanford   Isidro Salas: https://twitter.com/10ktacos   José R. Carter and Keri honor Walter Williams, who passed away this week, by reading several quotes from the prolific and brilliant economist. Next they observe the memory hole into which the obsequious media has thrown the name "Ellen Page," replacing it with the woke actress' new moniker, Elliot Page. Who starred in the movie "Juno" as a pregnant teenage girl? A guy named, "Elliot," don't you remember? Some intermittent frivolity ensues when Keri announces that her pronouns include the phase "your mom." The two then wonder if there is a French Laundry in Cabo San Lucas as they contemplate the revelation that Austin Mayor Steve Adler was vacationing there while admonishing Austin residents back home to "stay home and be safe." His later apology for "confusing" people with his hypocritical behavior is then treated with all the reverence it deserves. This sparks a discussion about how the left uses words solely as magic spells for manipulating others, rather than as referents to an objective reality. Finally, Keri and Carter flip through the recently leaked slide deck used to indoctrinate San Diego teachers into the "White Privilege" cult of unearned guilt and leftist activism. Carter provides a rule of thumb to expose their moral code: “You shouldn't be able to sin while in a coma."
