Luke Graziani, is a U.S. Army Veteran with 4 deployments to Iraq and AFG. After checking his email on February 13, he cringed after reading he was being fired from his public affairs officer role at The Bronx VA Hospital. He shares how despite having stellar performance reviews from his supervisor, the letter from DOGE cited “job performance” as one of the reasons for his termination. Graziani also describes how this move will force other VA staff (who don't even work at the hospital) to pick up the slack, and how there is still no official word on whether his supervisors appeal for an exemption will be heard, or if he'll ever be allowed return to work. Depuis quelques années, le Rwanda se prépare à devenir un centre financier, pour attirer les entreprises. Il s'agit de réunir les opérateurs économiques et les pourvoyeurs de capitaux, comme les banques ou les fonds d'investissement, mais aussi de créer un environnement favorable au secteur privé. Un pari réaliste, selon les autorités de Kigali. C'est en 2020 que Kigali pose les bases de ses ambitions dans le secteur financier. Pendant quatre ans, le Rwanda va d'abord s'astreindre à mettre en place un environnement favorable aux entreprises. Un objectif quasiment abouti désormais, selon Jean-Marie Kananura, responsable des investissements de Rwanda Finance, la structure chargée de faire du pays une place financière continentale. « Nous sommes un pays où il est facile de créer une entreprise, d'opérer et qui peut être utilisé comme une base pour mener un projet d'expansion. En anglais, on dit Proof of concept country. Vous venez, vous testez votre solution. Si ça marche bien, vous pouvez vous étendre sur le continent. »Les atouts d'un petit pays dans la région des Grands lacsSur un continent où les centres financiers sont encore trop rares, le Rwanda use des atouts d'un petit pays, au milieu d'une zone économique en croissance. « Si vous regardez Singapour, Dubaï, le Luxembourg, remarque Patrick Dupoux, associé au sein du Boston Consulting Group, souvent c'est un petit pays, entouré par des pays plus importants, qui peut devenir un centre financier en misant sur certains atouts, comme la stabilité et une certaine continuité dans les politiques économiques, et qui peut prétendre à devenir un centre financier. »Encore des défis avant de concurrencer MauriceSi une centaine de sociétés a déjà implanté un bureau au sein du centre financier, le pays, pour réussir son pari, doit aussi attirer des banques. Une douzaine sont déjà présentes, dont AFG holding, qui souhaite se développer dans la région des Grands lacs. « Nous sommes intéressés par les avantages qu'offre Kigali, explique Romeo Bouba, directeur général adjoint du groupe bancaire panafricain. Déjà par son positionnement géographique, car c'est un pont entre l'Afrique de l'Ouest, l'Afrique australe et même l'océan Indien.
