Sverige har idag inget utvecklat drönarvapen, samtidigt som Ukrainakriget tydligt har visat att framgång på slagfältet är svårt att nå utan drönare.För att Sverige snabbt ska få en drönarförmåga arbetar just nu flera hundra personer på Totalförsvarets forskningsinstitut, Försvarsmakten och Försvarets materielverk gemensamt för att bygga en sådan.– Det är bråttom att identifiera vad det är vi behöver, säger Per Olsson på arméstaben, ansvarig för projektet.Det har visat sig ganska svårt att hitta ett drönarsystem som klarar kyla, vind och snöfall – element där de svenska drönarna främst kommer att användas i händelse av krig.– Vi ska ju hjälpa till uppe i Nordkalotten – norra Sverige och norra Finland – och det är en väldigt speciell miljö. Många av de system som finns på marknaden idag är inte riktigt anpassade för det här extremt kalla klimatet, säger Lars Forssell, som forskar på drönare vid FOI.Det pågår ett arktiskt drönarrace där framför allt Ryssland ligger långt fram tack vare sina lärdomar från Ukraina. Kingdom Hearts: Chain of Memories follows Sora and his friends as they explore the mysterious Castle Oblivion while battling Organization XIII, a new group of antagonists in the series. The game introduces new characters and plot lines that further expand the Kingdom Hearts universe and set up the premise of Kingdom Hearts II. The game uses a new card-based battle system rather than its predecessor's real-time combat system.Though it was not as successful as the other Kingdom Hearts games, Kingdom Hearts: Chain of Memories received positive reviews and sold well. It was praised for its story, graphics, and full-motion videos (FMV) but its card-based battle system was criticized. When it debuted in Japan, the game sold over 100,000 units in 48 hours. Kingdom Hearts: Chain of Memories was remade for the PlayStation 2 as Kingdom Hearts Re:Chain of Memories, which was packaged with Kingdom Hearts II Final Mix and released in Japan in March 2007. The remake was released in North America on December 2, 2008, and was remastered in high definition (HD) and included in the Kingdom Hearts HD 1.5 Remix collection, which was released in 2013 for the PlayStation 3 (PS3), and later for PlayStation 4 (PS4), Xbox One, and personal computer (PC).Kingdom Hearts: Chain of Memories is a combination of a role-playing video game and a collectible card game. There is an experience point system that can be used to increase the character's maximum health and Card Points, or to learn new skills. The cards are used in the progression of the story and in combat. The game features a world map and a battle screen. The world map is an isometric area where the player traverses rooms. Enemies inhabit the world and track the player to engage in combat, which is initiated when the player and an enemy come into contact. Försvarets materielverks uppdrag är att rusta upp det svenska försvaret så att Sverige ska kunna försvara sitt territorium och fungera som Nato-allierad – och att leverera militärt stöd till Ukraina. Göran Mårtensson har varit generaldirektör sedan 2016. Under den perioden har anslagen till Försvarsmakten och FMV ökat år för år, särskilt efter Rysslands fullskaliga invasion av Ukraina. Mellan 2021 och 2024 tredubblade FMV sina beställningar, från 18 till 68 miljarder kronor.Men samtidigt som beställningarna ökat så har andelen materiel som levereras enligt plan minskat. 2022 låg leveransindex på 97 procent, förra året 73 procent, enligt FMV:s årsredovisning, något som Officersutbildningen rapporterat om.Göran Mårtensson säger att den främsta orsaken till förseningarna är att försvarsindustrins produktionskapacitet är för låg. Ett sätt att få industrin att våga skala upp produktionen snabbare än de redan gör är att staten går in med olika former av ekonomiskt stöd. ”Exempelvis, om det inte är tillräckligt med att lägga större och längre beställningar så kan det ju vara att ge garantier för en viss produktion under en viss tid. Det kan ju också vara att gå in och göra investeringar i maskiner i tillverkningsindustrin. Och det kan ju också vara statligt ägande. Men det är som jag sa, det är ju en politisk fråga att ta ställning till.”, säger Göran Mårtensson.Andra länder i Europa har större åtaganden i försvarsindustrin genom exempelvis direkt statligt ägande, påpekar FMV i sitt senaste budgetunderlaget till regeringen. Fyra brigader till 2030Enligt det senaste försvarsbeslutet ska Sverige ha fyra brigader till 2030. Frågan är om allt materiel kommer hinna vara på plats på bara fem år.”Jag bedömer att den organisationsbestämmande materielen kommer att vara på plats för de fyra brigaderna.”, säger Göran Mårtensson.Enligt uppgifter till Ekots lördagsintervju kommer det bland annat att vara svårt att hinna få fram ledningssystem till brigaden i Skåne.”Det finns ju en plan nu på hela ledningssystemet, implementering, och den pågår ju redan nu. Sen finns det ju alltid, det kan uppstå störningar i leveranser, och det får man ju hantera under resans gång. Men det är inte så att de kommer att stå utan ledningssystem. De har ju redan ledningssystem idag, utan det vi gör nu är ju byta ut och förbättra det.”, säger Göran Mårtensson.Beroende av amerikanska vapenEuropa och Sverige är idag starkt sammanflätade med amerikansk försvarsindustri, runt hälften av alla komponenter i ett JAS-plan kommer från USA. Nyligen aviserade EU-kommissionen ett EU-länderna bör köpa mer försvarsmateriel inom unionen och öka vår autonomi på området.Donald Trumps närmande till Ryssland har skapat osäkerhet om USA:s säkerhetspolitiska inriktning och väckt oro kring Sveriges beroende av amerikanska vapen. Göran Mårtensson säger att samarbetet än så länge fungerar väl.”Vi har med USA historisk och lång tid tillbaka ett väldigt gott samarbete. Och de har försett Sverige med teknologi och teknik under hela kalla kriget och även fram till idag. Och de relationerna vi har haft har varit mycket bra. Och de har levererat, även under förra Trump-administrationen, så hade vi inga störningar kopplat till de avtalen som vi har. Och man ska också komma ihåg att det här är ju ett ömsesidigt åtagande. De köper ju också försvarsmateriel från Sverige. Det har fungerat mycket bra så här långt och jag hoppas att det ska göra det framgent också.”Men det är ingenting som ni förändrar i er relation till USA och era utbyten?”Vi har inte gjort det så här långt. Och sen då får ju framtiden utvisa om det skulle utvecklas på ett annat sätt. Då får vi ta ställning till det då. Men relationerna som vi har med USA när det gäller materielsamarbetena har fungerat mycket bra. Sverige började tillverka egna ubåtar som Hajen, Svärdfisken och Tumlaren under tidigt 1900-tal. Men på 1990-talet säljs varvet Kockums till tyska ägare som enbart verkar ha ambitionen att lägga ner tillverkningen och på så sätt bli av med en konkurrent. Varvet förfaller, personalen flyr och förhandlingarna om nya ubåtar strandar.Till slut gör Försvarets materielverk, FMV, en kupp. En morgon 2014 överraskar de med två lastbilar för att säkra svenska intressen, de kommer för att hämta ritningar och motorer som de äger rättigheterna till.– Det som hände var att staten gick in och säkrade våra tillgångar så att de inte skulle försvinna ut ur landet. Resten är belagt med sekretess, jag kan inte gå in mer på det, säger Veronica Wåtz, projektledare på FMV. Inte långt senare kan Saab köpa Kockums och FMV lägga en beställning på två nya ubåtar, A26, eller Blekingeklassen som den kommit att kallas.Ubåtar ska verka utan att synasJämfört med de äldre ubåtarna som kallas för Gotlandsklassen så tar A26 det här med att vara osynlig ett steg längre. Den ska vara svårare att upptäcka i vattnet och har inget periskop till exempel. Den ger också ifrån sig mindre buller ombord.– Vi lägger oerhört mycket kraft på det och kraven på A26 är betydligt hårdare ställda än vad det har varit på tidigare ubåtsklasser, säger Veronica Wåtz på FMV.Med de två nya ubåtarna som man började bygga 2015 och fortfarande håller på med så kommer Sverige sammanlagt ha fem ubåtar, men de nya, som skulle varit klara 2023, dras med kraftiga förseningar och ökade kostnader. Bland annat för att Kockumsvarvet var i så dåligt skick när Saab tog över.Och det börjar bli dags för ett nytt beslut om framtiden för svensk ubåtstillverkning.– Jag skulle säga att det är mycket bråttom att dra igång processen, och det beror inte i första hand på att de här ubåtarna inte kommer att vara kvar länge för det kommer de att vara. Två av Gotlandsklasserna har ju precis moderniserats och kan vara i tjänst många år framöver.
