In January 2024, protests erupted across Nairobi, Kisumu and Mombasa as Kenyans demanded justice for women killed in a wave of femicides. The government promised action, launching a 90 day task force to deliver recommendations to President William Ruto. But that deadline has long passed and there's still no clear plan. BBC Africa Daily's Mpho Lakaje speaks to feminist activist Editar Ochieng and policy expert Kavinya Makau to explore why progress has stalled, what's happening behind the scenes and their thoughts on whether Kenya is truly committed to ending femicide.
À Kampala, c'est ce 13 janvier 2025 que doit reprendre le procès de l'opposant Kizza Besigye qui, selon son épouse, a été kidnappé il y a deux mois au Kenya, avant d'être transféré de force en Ouganda. Pourquoi le président Yoweri Museveni fait-il poursuivre son opposant historique par un tribunal militaire ? Est-ce parce qu'il en a peur, un an avant la présidentielle de février 2026 ? Florence Brisset-Foucault est maîtresse de conférence en sciences politiques à l'université Paris I et affiliée à l'université de Makerere, à Kampala. Elle répond aux questions de Christophe Boisbouvier. RFI : Depuis le 20 novembre, l'opposant Kizza Besigye comparaît devant la justice militaire ougandaise pour « possession illégale d'armes à feu dans le but de déstabiliser la sécurité nationale ». Est-ce que ce chef d'accusation est crédible ? Florence Brisset-Foucault : Alors, ce n'est pas la première fois que Kizza Besigye a été accusé de collusion avec des rebelles armés pour renverser le gouvernement. Ça avait déjà été le cas en amont de l'élection présidentielle de 2006. À l'époque, les accusations n'avaient absolument pas tenu et il avait finalement été blanchi. Pour cette fois, on ne sait pas encore, mais en tout cas, ça fait partie de ces formes classiques de décrédibilisation de l'opposition, qui sont utilisées par le régime.Alors ce qui frappe tout de même, c'est que Kizza Besigye, qui est médecin, qui est civil, comparaît devant un tribunal militaire ?Oui, tout à fait, et ça, ça fait partie des nouveautés, je dirais, des quatre ou cinq dernières années en Ouganda. Et ça continue, même s'il y a quelques années, en 2022, il y avait eu une décision de la Cour constitutionnelle qui disait que c'était illégal de poursuivre des civils en Cour martiale. Mais ça se poursuit et il n'est pas le seul à être dans ce cas. Il y a quelques jours, son avocat, Eron Kiiza, qui est lui aussi un civil, a été condamné à neuf mois d'emprisonnement pour outrage à la Cour par une Cour militaire également, en quelques heures et visiblement en toute irrégularité.Donc, ça ressemble à du harcèlement judiciaire ? Kizza Besigye disait lui-même, il y a quelques années, qu'il avait été arrêté des dizaines de fois et qu'il avait arrêté de compter. Donc oui, je pense que ce qualificatif est tout à fait idoine.L'épouse de Kizza Besigye, Winnie Byanyima, qui dirige le programme Onusida pour le monde entier, affirme que son mari a été kidnappé en novembre à Nairobi, puis transféré de force à Kampala. Ce n'est quand même pas très courant. Comment se fait-il que le Kenya ait laissé faire cela ?Oui, Winnie Byanyima a parlé de « paradis des kidnappeurs » pour parler de la capitale du Kenya, Nairobi. Donc, c'est évidemment une formule très forte. Là encore, Kizza Besigye n'est pas le seul opposant étranger à avoir été arrêté récemment dans la capitale du Kenya. Il y a eu aussi des opposants turcs, sud-soudanais, rwandais, nigérians qui ont fait les frais de cette pratique. Concernant les Ougandais, ce n'est pas le seul non plus. En juillet dernier, il y a une trentaine d'opposants ougandais qui s'étaient rassemblés du côté de la ville de Kisumu, dans l'ouest du Kenya, qui ont été aussi arrêtés violemment, puis mis dans des camionnettes et transportés de l'autre côté de la frontière pour être ensuite emprisonnés en Ouganda, donc ça faisait longtemps que ce n'était pas arrivé.Dans les années 1980-1990, le docteur Kizza Besigye était le médecin personnel de Yoweri Museveni. Mais, depuis 25 ans, il est son principal opposant. Il a aujourd'hui 68 ans, soit 12 ans de moins que le chef de l'État ougandais. Est-ce que Yoweri Museveni en a encore peur ? C'est difficile à dire. Cette arrestation a surpris beaucoup de monde, parce que Besigye n'était plus tellement sur le devant de la scène politique, c'était une autre figure de l'opposition, Bobi Wine, qui avait pris la suite, notamment lors de l'élection présidentielle de 2021, la dernière élection présidentielle, et Besigye était plutôt en retrait. Donc, on a été un peu surpris de cette arrestation. Moi, la manière dont j'interprète les choses, c'est que c'est une démonstration de force et une manière pour Museveni de montrer que c'est toujours lui qui tient les règles du jeu.À la présidentielle de l'an prochain, tout laisse penser que Yoweri Museveni, qui est aujourd'hui âgé de 80 ans, va se représenter pour un septième mandat. Quelles sont les chances de l'opposition face à lui ? Les chances de l'opposition… Elle est extrêmement fragmentée, éclatée, avec beaucoup de mal à créer des liens et à s'accorder pour une candidature unique. En 2021, Besigye ne s'était pas présenté, ce qui avait permis à Bobi Wine, entre autres, d'avoir un score tout à fait correct de 35 %. En tout cas, un score qui correspondait au score de Besigye à l'élection de 2016. Donc on ne sait jamais. Mais étant donné le passé récent, je ne suis pas très optimiste pour l'opposition.Depuis trois ans, l'un des fils de Yoweri Museveni, le général Muhoozi Kainerugaba, qui est chef d'état-major de l'armée ougandaise, aspire ouvertement à succéder à son père. Mais en septembre dernier, il a promis qu'il soutiendrait son père une dernière fois pour la présidentielle de 2026. Est-ce que ce fils impétueux n'est pas en train d'affaiblir le camp du président ? Ce qu'il faut voir, c'est qu'il y a aussi un autre joueur dans cette arène autour de la question de la succession. C'est le gendre en fait, qui s'appelle Odrek Rwabwogo, qui est marié à la deuxième fille du président, la pasteure Patience Museveni Rwabwogo, et qui a été au départ assez critique de Museveni, puis qui s'est rapproché de lui. Et il y a quelques mois, il y a eu une violente dispute entre Muhoozi, donc le fils, et Rwabwogo, le gendre, sur les réseaux sociaux. Et beaucoup d'Ougandais interprètent cela comme étant une dispute par rapport à la question de la succession.

Join us as our distinguished guest, Microbiologist 71A MAJ Amanda Roth, delves into the intricacies of her role and shares her unparalleled expertise in the field. MAJ Amanda L. Roth was born in Seoul, South Korea and grew up in the suburbs outside Minneapolis, Minnesota. She earned her Associates of Applied Science degree in Medical Laboratory Technology through the Community College of the Air Force as an enlisted airman and a Bachelor of Science degree in Clinical Laboratory Science on the Montgomery GI Bill as a civilian in 2007. MAJ Roth graduated from Creighton University in 2012 where she studied multidrug-resistant bacteria and received a PhD in Medical Microbiology and Immunology in the laboratory of Dr. Nancy Hanson.Following her commission into the U.S. Army in 2013, MAJ Roth served in multiple positions under the Bacterial Diseases Branch at the Walter Reed Army Institute of Research in Silver Spring, Maryland. In 2017, she was the first scientist accepted into the Army Medical Department's Program Management Acquisitions Internship Program at the US Army Medical Materiel Development Activity at Fort Detrick, Maryland. After completing this internship, she deployed for 11 months to U.S. Central Command as the Theater Microbiologist under 1st Medical Brigade in support of Operations Spartan Shield, Inherent Resolve, and Freedom's Sentinel. From 2019-2021, MAJ Roth was the Director of the Infectious Disease Program at the US Army Medical Research Directorate—Africa, based in Kisumu, Kenya, where she oversaw the execution of over $25M of research, development, and surveillance activities of infectious diseases of military relevance alongside Eastern African. In addition to her graduate degree, MAJ Roth is a certified Medical Laboratory Scientist (American Society of Clinical Pathologists). She also holds Defense Acquisition Workforce Improvement Act Practitioner certifications in Program Management and Engineering and Technology Management and is a member of the Army Acquisition Corps. MAJ Roth volunteers extensively in both the 71A and 8X Medical Acquisition communities and is currently the Graduate Education Manager for the former and the Deputy 8X Consultant for ETM to the Office of the Surgeon General for the latter. Currently MAJ Roth is the Assistant Product Manager for MC4, the Army's Program Management Office for Operational Health Information Technology (OHIT) solutions. Le mois dernier, dans la perspective de la COP28 qui se tient actuellement à Dubaï, l'OMS a d'ailleurs dévoilé un nouveau cadre pour construire des systèmes de santé résilients face au changement climatique et à faible émission carbone. À Kisumu, dans l'ouest du Kenya, l'hôpital Aga Khan a déjà amorcé sa transition. De notre envoyée spéciale à Kisumu,Des rangées de panneaux photovoltaïques recouvrent une partie des toits de l'hôpital Aga Khan de Kisumu, d'où l'on aperçoit le lac Victoria. James Onguru, chef de projet, pointe du doigt l'installation la plus proche : « Ceux-là, on s'en sert pour produire de l'eau chaude. Elle est ensuite stockée dans les réservoirs noirs là-bas ».Un peu plus haut, d'autres produisent une partie de l'électricité consommée par le bâtiment : « Quand l'ensoleillement est maximal, ils peuvent couvrir jusqu'à 60 % de nos besoins en énergie ».Des besoins que l'hôpital tente de réduire grâce à des ampoules LED ou des détecteurs de mouvement dans certaines pièces. Mais certains appareils médicaux consomment beaucoup d'énergie. Dans le cadre de ses efforts de décarbonation, l'hôpital a aussi pris des mesures plus spécifiques.Les panneaux solaires servent aussi à faire tourner les machines de ce petit local blanc. Bashir Ahmad, responsable des équipements de santé de l'hôpital, explique de quoi il retourne : « C'est la pièce où l'on produit de l'oxygène. 21 % de l'air est composé d'oxygène. La machine prend l'air ambiant, capture l'oxygène et enlève les autres gaz. En le produisant nous-même, nous évitons des émissions carbone liées au transport ».La technologie comme principale difficultéLes efforts pour lutter contre le changement climatique s'invitent jusque dans le soin des malades : « En anesthésie, il y a aussi certains gaz comme le protoxyde d'azote. Il est utilisé comme un gaz porteur, mais c'est un gaz à effet de serre. Donc, on a réduit l'utilisation du protoxyde d'azote et on utilise de l'air à la place. Cela fonctionne de la même manière et c'est sans danger ».L'une des principales difficultés dans la route vers la décarbonation de l'infrastructure est la technologie, assure Pacifique Mukamusangwa, chargée du projet zéro émission nette : « Beaucoup de technologies qui sont recommandées ne sont pas encore ici sur le marché au Kenya. Et celles qui sont là sont un peu plus chères ».L'hôpital assure avoir déjà réduit de 40 % ses émissions de gaz à effet de serre depuis 2021. How do we identify community and natural resource needs? What are people doing to thrive as well as survive? Executive Director Nelson Muiru of Kijabe Environment Volunteers (KENVO) talks with Jeff Ishee, Mary Sketch Bryant, and Eric Bendfeldt for a second episode on how they seek to balance the everyday social and financial needs of people and communities in the Central Highlands of Kenya in East Africa with important natural resource needs. Farming is a primary livelihood and source of sustenance for many people in rural Kenya. At the same time, people and communities rely on forests for timber and charcoal for everyday use and as a source of income. Therefore, it is essential to understand community needs and what people require to thrive while balancing and communicating how indigenous forests provide critical ecosystem services such as water catchment, erosion control, air purification, and pollinator habitat that benefit the local community, towns along the Kikuyu Escarpment, and even cities like Nairobi, Nakuru, Kisumu, and Mombasa. Beatrice Williamson is a distinguished leader known for her warmth, humor and commitment to learning. She was born January 19, 1976 in Kisumu, the third largest city in Kenya. From the age of nine years old until her second year of college, Beatrice received a scholarship for education from Swedish missionary Anna Lanson. Education was what Beatrice needed to rise above her circumstances and realize her potential. “Aunty Bea” as the Maisha children affectionately call her, came to The United States in 2001. She founded Pamoja International Ministry to provide outreach services to international students in Oklahoma. She also consults regularly with international executives from a variety of fields to help create synergistic solutions to impacting problems these students face. In the meantime, Beatrice's family, living in the village of Kano, just outside of Kisumu, expressed the need and dire situation of the orphans and widows living in their community. The fruition of Beatrice's dream began in 2006, when she founded Maisha Project in response to this call for help. Now, her passion is to reach out to orphaned and destitute children and provide them with the same opportunity Anna Lanson gave her. By making a difference in the lives of the children from her home village, Beatrice strives to create a brighter future for the next generation. The youngest of six children, Lisa Cupolo grew up in the Honeymoon Capital of the World: Niagara Falls, Canada. At thirteen, she was diagnosed with Juvenile Rheumatoid Arthritis, and spent much of her teens and twenties battling illness. She has spoken about how this trial was actually one of the blessings of her life, because it led her to writing. She learned to escape, creating stories when reality got difficult, and she imagined herself living the lives of her characters, and in the real world, she became an observer. Always a spiritual seeker, Lisa has a BA in philosophy from The University of Western Ontario. In her second year, her single mother put a second mortgage on their suburban home so Lisa could study in Nice, France. That changed everything. She spent the next decade in Europe and her health improved dramatically. She completed a graduate degree in Portrait Photography from The London Institute in England and worked a stint as a paparazzi photographer in London and published celebrity photos in Hello Magazine and The Daily Telegraph and travel shots with Dorling Kindersley and Thomas Cook travel guidebooks. She continued to dream of being a writer.Back in Canada, her professional life turned toward championing artists, as a photo editor at a stock agency in Toronto and at the Banff Centre for the Arts supporting visual artist residencies. She spent a year in Kisumu, Kenya working at an orphanage and traveling in east Africa and eastern Europe. After reading Carol Shield's novel, "Unless," Lisa knew she had to pursue her passion for writing and was offered an entry level job at HarperCollins back in Toronto. While there, she wrote in the early mornings before work. In time, she became a literary publicist and represented some of her favorite writers: Elmore Leonard, Neil Gaiman, Lionel Shriver, Helen Humphreys, among others, and threw some terrific literary parties with Brick Magazine. When she met her husband, writer Richard Bausch, Lisa moved to Memphis, Tennessee, where they had their daughter Lila. She completed an MFA in fiction at the University of Memphis and began publishing stories and finished her novel. They now live in Southern California and Lisa is at work on a memoir and teaches creative writing at Chapman University. This summer, William Higgins took his first trip as an EMM non-resident missionary. To get to his final destination, William flew to Doha, Qatar, then to Nairobi, Kenya, and finally to Kisumu. From Kisumu they drove down to Migori, about three and a half hours, where the school is that he would be teaching, the Mennonite Anabaptist Theological College.

In 2008, after moving to the port city of Kisumu in western Kenya, Paula Abuor decided to open up her house to other LGBTQ people. Meeting in bars and parks was just too risky - and, as one of Kenya's LGBTQ ‘elders', she really wanted young Kenyans setting out on their queer journeys to have a safe space where they could be themselves, embraced by love when their families and friends wouldn't accept them. That's how Annette Atieno found herself there - when she was outed by a relative and her mum sent her away from the family home in Nairobi to Kisumu. Annette takes us on a poignant journey to meet Paula and other people from that era. In doing so, we delve into an important chapter in Kenya's LGBTQ history - and Annette reflects on the role Paula and her Kisumu house played in her own queer journey. We are proud to have partnered on this episode with Africa Writes 2021 festival. Africa Writes is the Royal African Society's literature festival. Each festival showcases established and emerging talent from the African continent and its diaspora in what is now the UK's biggest celebration of contemporary African writing taking place over an exciting weekend at the British Library.
