Ep 196: The Failure of Recovering America's Wildlife Act

Aptitude Outdoors Podcast

Wildlife conservation is a cause that garners widespread public support. Many people recognize the urgent need to protect endangered species and their habitats. Yet, when it comes to the critical issue of funding these initiatives, a striking disconnect emerges. Despite vocal advocacy for conservation, translating this support into financial commitments often proves difficult. This reluctance to allocate new or increased funding sources places a disproportionate burden on hunters and anglers, who have traditionally shouldered the financial load through mechanisms established nearly a century ago. The recent failure of the Recovering America's Wildlife Act (RAWA) serves as a prime example of this conservation conundrum. Public Support vs. Funding Resistance Public opinion frequently favors robust wildlife conservation efforts. Surveys and polls consistently show that a significant majority of Americans support measures to protect at-risk species and their habitats. This sentiment is reflected in the broad bipartisan support that conservation bills often receive in legislative bodies. However, this support tends to wane when discussions turn to how these initiatives will be funded. The gap between public support and financial commitment is starkly illustrated by the legislative journey of RAWA. This bill aimed to provide $1.3 billion annually to state and tribal wildlife agencies, enabling them to implement comprehensive conservation plans for species of greatest conservation need (SGCN). Despite the bill's widespread popularity and bipartisan backing, it ultimately failed due to an inability to agree on a funding mechanism. This pattern is not unique to RAWA; it is a recurring theme in the history of conservation legislation. Existing Funding Mechanisms: Pittman-Robertson and Dingell-Johnson Acts Since the early 20th century, the financial backbone of wildlife conservation in the United States has been the Pittman-Robertson Act (1937) and the Dingell-Johnson Act (1950). These acts impose excise taxes on hunting and fishing equipment, directing the revenue to state wildlife agencies for conservation purposes. This model has generated billions of dollars over the decades, funding crucial conservation projects and habitat restoration efforts. The reliance on these funds means that hunters and anglers have played a pivotal role in financing conservation. Their contributions have supported a wide array of species and habitats, benefiting not only game species but also non-game wildlife and broader ecosystem health. However, this model also places a significant financial burden on a relatively small segment of the population, which raises questions about the fairness and sustainability of relying so heavily on these groups. The Failure of the Recovering America's Wildlife Act RAWA's failure highlights the broader issue of finding politically acceptable funding sources for conservation. The act, which had the potential to transform wildlife conservation funding by providing a stable and substantial financial base, was ultimately left out of the year-end omnibus spending package. The primary reason for its exclusion was the inability to agree on a funding mechanism. Initially, RAWA's funding was to come from revenue generated by new regulations on cryptocurrency transactions. This proposal, like several others before it, failed to gain sufficient support in the Senate. The lack of consensus on how to finance the bill, despite its clear benefits and widespread backing, underscores the broader challenge of securing reliable funding for conservation. Funding Mechanism Challenges The difficulty in agreeing on new funding mechanisms is not a new problem. Over the years, various proposals have been made to generate additional revenue for conservation efforts, but many have failed to gain traction. This resistance stems from a variety of factors, including political disagreements, concerns about tax increases, and the complexity of implementing new revenue streams. The reliance on hunters and anglers through the Pittman-Robertson and Dingell-Johnson Acts reflects a reluctance to explore alternative funding sources. These acts have been incredibly successful in generating funds for conservation, but they also highlight the limitations of relying on a narrow funding base. Expanding the funding pool to include other sectors and stakeholders is essential for creating a more equitable and sustainable model for conservation financing. The Path Forward The failure of Recovering America's Wildlife Act is not the end of the road for wildlife conservation. Proponents of the bill remain committed to reintroducing it in the current Congress, with the hope of finding a funding mechanism that can secure bipartisan support. This ongoing effort reflects a broader recognition that conservation is not just a priority for hunters and anglers but for all Americans. To address the funding challenge, conservation advocates are exploring a variety of strategies. These include leveraging public-private partnerships, seeking contributions from industries that benefit from healthy ecosystems, and promoting voluntary conservation efforts. Additionally, there is a growing push to educate the public about the importance of funding conservation efforts and the long-term benefits they provide. The National Wildlife Federation (NWF) and other major conservation organizations continue to play a critical role in advocating for sustainable funding solutions. They work with lawmakers, industry leaders, and the public to build support for innovative funding mechanisms that can meet the needs of 21st-century conservation. Conclusion The story of the Recovering America's Wildlife Act illustrates the complex dynamics of wildlife conservation funding. While public support for conservation is strong, translating this support into financial commitments remains a significant challenge. The reliance on hunters and anglers through traditional funding mechanisms like the Pittman-Robertson and Dingell-Johnson Acts underscores the need for a broader, more inclusive approach to conservation financing. As conservation advocates work to reintroduce RAWA and explore new funding strategies, the goal remains clear: to ensure that the full diversity of America's wildlife can thrive for future generations. Achieving this goal will require a collective commitment to finding sustainable and equitable funding solutions that reflect the shared responsibility of all Americans in preserving our natural heritage.

The RAWA meeting with the club, how the lads feel about things off the pitch generally and the brilliance of the wonderful Malcolm Bramley. The Ownership; Does Chris like Kyril? Does Martin like Juan? Is Gav using Maurice like a sock puppet or is it his turn for the Wee Phillie treatment? How do the lads feel about where the club is right now and how do they feel going forward? So many questions, so little time. There's just so much going on aye. The lads got together to chew the fat about our win against Stoke on Saturday and all the mayhem surrounding the club as we approach the end of the January window! Apples, pears, Pritchards and cockney stuff. Bosh. What's the crack? WE WON. Doesn't that feel a bit better? Well played Mason; Young Burstow had one of his best performances, if not the best so far, in a Sunderland shirt. Congratulations to the lad for getting his first goal for the club! Alex Pritchard apparently plain refused to pull on his shirt this weekend. The lads debate how reasonable this is given his seniority and responsibilities and judge the fan reaction they've seen so far to the news. ABDOULLAH! The lad comes good again! Take a bow; Pierre Ekwah found the net again also! What did we make of the performance overall - does it look like we're starting to see any significant changes? How are Gav and Martin (who had no strong feelings on Michael Beale's arrival) feeling about the microanalysis of pressers and interviews; Beale got in trouble for calling out personal insults (when asked about them) and got himself in more bother trying to explain what he meant. Could he have handled that a bit better? Did the following wave of clickbait bullshit from impossible to navigate sites built by Satan's minions help matters? Would the Alex Neil approach to journalists work better for him or should he ask the group what their favourite chocolates are? RAWA meeting minutes and Speakman speaks; so did we learn anything new? How we feeling about the approaching end of the window? Nervous? Relaxed? Wanting a signing or three? All this and more! Ha'way the Lads!#SAFC #EFLChampionship #EFL Hosted on Acast. Hundreds of thousands of people have demonstrated globally in outrage at Israel's genocidal bombardment of Gaza. In the Middle East in particular, protests have been massive, faced state repression, and evoked memories of the Arab Spring revolutions. In Egypt, for example, protestors marched to Tahrir Square for the first time since 2013. In Jordan, protestors faced regime and security forces preventing them from reaching the border to show solidarity with Palestinians. The liberation of Palestine has long resonated throughout the Middle East and North African region. This connection is deeper than just sympathy: the settler-colonial project of Israel, its backing by US imperialism, and the complicity of the Arab regimes with Zionism reflect on the oppression of the people of the region more broadly. Because of this, one of the long-held slogans of the Palestinian left has been that the road to Jerusalem flows through Cairo, Damascus, and Amman, that Palestinian liberation will have to be achieved through regional revolt and revolution. This panel of revolutionaries from around the region will talk about the inextricable ties between Palestinian liberation and liberation across the region, and its special relevance in this crucial historic moment. Speakers Hossam el-Hamalawy is an Egyptian journalist and scholar-activist, currently based in Germany. He's also a member of the Egyptian Revolutionary Socialists, and was among the organizers of the 2011 uprising in Egypt. Soheir Asaad is a Palestinian feminist and political organizer and a human rights advocate. She received a Master's degree in international human rights law from the University of Notre Dame (US). Soheir is the advocacy team member of Rawa, for liberatory, resilient Palestinian community work. She is also the co-director of the “Funding Freedom” project. Previously, Soheir worked in legal researcher and international advocacy in Palestinian and regional human rights organizations. Dr. Banah Ghadbian (they/them) holds a Phd in Ethnic Studies from the University of California, San Diego. Their PhD dissertation, "Ululating from the Underground: Syrian Women's Protests, Performances, and Pedagogies" looked at the ways women and children in Syria utilize theatre, protest, graffiti, and freedom school spaces in the Syrian Revolution. Dr. G has taught using theatre and social justice curricula at the Syrian Women's Association in Amman, Jordan and with displaced Syrian and Palestinian youth in the Arab Youth Collective of San Diego, among many other places. Dr. G holds a masters in Ethnic Studies and a BA in in Comparative Women's Studies and Sociology. Banah is an Assistant Professor of Comparative Women's Studies at Spelman College where they also serve as faculty advisor for the Students for Justice in Palestine. Banah is a member of Palestinian Feminist Collective. ————————————————————— This event is sponsored by Haymarket Books and is part of Until Liberation: A Series for Palestine by Haymarket Books cosponsored by Palestinian American Organizations Network, Mondoweiss, Spectre, Dissenters, Tempest, Palestine Deep Dive, The New Arab, and more.

Born and raised in Wisconsin, Thiede worked with Wisconsin Department of Natural Resources for 18 years. Before starting with AFWA, Thiede served as the Regional Administrator for the United States Environmental Protection Agency Region 5. His experience working at the state and federal level makes Thiede especially attuned to the needs of North America's fish and wildlife agencies. Among AFWA's top policy priorities is RAWA, which would dedicate $1.3 billion to state wildlife agencies to implement science-based recovery plans. An additional $97.5 million would go to Tribal agencies. These conservation and restoration efforts will help ensure fish and wildlife species do not become endangered, saving tax dollars along the way by avoiding expensive "emergency-room" actions. Expressing hope that our grandkids inherit the same amazing breath of wildlife that folks took for granted when they grew up. 15:28 - How much latitude will state agencies will have when they spend the money provided by Recovering America's Wildlife Act? Turns out, the actual program is built completely by each individual state agency. Please note: States all have what are called state wildlife action plans, if you are interested for your state be sure to google “(your state) wildlife action plan” 17:06 – Senator Heinrich points out -- the current programs which support these state wildlife action plans are completely inadequate to implement them. The need outstrips the support. RAWA would allow the agencies to implement these plans. 18:01 – “What the catch? There's gotta be a catch? Nothing can be this perfect…” Right now, sportswomen and sportsmen have a lot of input with state agencies because their dollars fund the agencies. This diverse trio of public land and wildlife enthusiasts examines current funding mechanisms and explores opportunities to advance conservation funding into the future. At one point in the discussion Jesse asks about the potential to increase voluntary contributions from the general public. Every species on the planet has a purpose and a role to play in the health of our diverse ecosystems. Maintaining and promoting maximum biodiversity on the landscape is critical for robust species of all wildlife. Join us as we speak with Richard "The Bugman" Fagerlund about the importance of insects to the natural world. We talk about the devastating effects humans have had on insect populations.
