Lowenthal (D-CA42), Gregorio Kilili Camacho Sablan (D-MP), Barbara Lee (D-CA13), Jared Huffman (D-CA02), James R. Langevin (D-RI02), Eric Swalwell (D-CA15), Derek Kilmer (D-WA06), Suzan K. DelBene (D-WA01), and Julia Brownley (CA-26) as original cosponsors. Congressman Garamendi is a senior member of the House Committee on Transportation and Infrastructure. Senator Murray is the Assistant Democratic Leader of the Senate Democratic Caucus and sponsored landmark ferry legislation in the 112th, 111th, 109th, and 108th Congresses. “With rising sea levels due to man-made climate change and increasing congestion on our bridges, I strongly support expanding ferry service across the Bay Area. I am thrilled to partner with Senator Murray from Washington State on this much-needed legislation to improve ferry service for commuters and visitors alike. Our ‘Ferry Service Expansion Act' would provide more federal funding to help retrofit diesel WETA ferries to reduce emissions and eventually replace the entire Bay Area fleet with zero-emission ferries built by skilled American workers,” said Congressman Garamendi. Specifically, the “Ferry Service Expansion Act” would: Increase funding for both the Federal Highway Administration's formula and the Federal Transit Administration's competitive grant programs to the levels requested by the Public Ferry Coalition. Provide $640 million total from fiscal years 2023 to 2026 in formula grants from the Federal Highway Administration's Ferry Boats and Ferry Terminal Facilities Formula Program, a $180 million increase over current law. Provide $450 million total from fiscal years 2023 to 2026 in competitive grant programs from the Federal Transit Administration's Passenger Ferry Grant Program, a $300 million increase over current law. Provide a one-time $1.25 billion investment in federal transit funding for passenger ferries serving urbanized areas like San Francisco-Oakland and Seattle. Allow States to use their federal Surface Transportation Block Grant (STBG) for hovercraft ferry projects. Under current law, only “watercraft” ferry projects are available, not hovercrafts performing the exact same overwater transit service. In December 2020, the Bay Area Council released a feasibility study for employing hovercraft to provide ferry service in the South Bay. Make all Census Bureau-designated rural areas nationwide eligible for Ferry Service for Rural Communities Program established under 2021 Bipartisan Infrastructure Law (Public Law 117–58). Make the 85% federal cost share permanent for the replacement or retrofit of diesel-powered ferries that substantially reduce emissions. Under current law, this more generous federal cost share will end after fiscal year 2025. Normal cost share if 80% for toll roads, bridge, tunnels, and ferry projects. Apply “Buy American” and Davis-Bacon prevailing wage requirements to the two newly authorized ferry grant programs established under the 2021 Bipartisan Infrastructure Law. Make privately operated passenger ferries eligible to register Capital Construction Funds with the Maritime Administration (MARAD), which allow vessel operators to forgo paying federal business taxes on such vessels provided all that forgone tax payment is reinvested in constructing new US-flagged vessels in American shipyards. Under current law, only cargo vessels and commercial fishing boats are eligible for this special tax exemption. Bill welcomes author Iris Graville to the show. Her profiles and personal essays have been published in national and regional journals and magazines. Her first book, Hands at Work—Portraits and Profiles of People Who Work with Their Hands, received numerous accolades including a Nautilus Book Gold Award, Independent Publishers Award, and an Indie Next Generation Book Award. Her second book, Bounty, combines photographs, profiles by Iris, and recipes to present an intimate, behind-the-scenes view of what it takes to bring food from earth to table on Lopez Island. Her latest is a  memoir, Hiking Naked—A Quaker Woman’s Search for Balance, is a personal narrative of what she learned in the remote mountain village of Stehekin, WA about work, community, and leadings of the Spirit. Hiking Naked was named a finalist in the Pacific Northwest Writers Association Nancy Pearl Contest. In August 2018, Iris was named the first writer-in-residence with the Washington State Ferries.

Did you know that half our carbon emissions in Washington State come from the transportation sector? Half of that amount comes from our own personal cars, but the rest of those emissions come from trucks, trains and ferries. So what kinds of changes COULD we make to reduce our carbon footprint? In this podcast, Steve Johnson and Randal Samstag, board members of Bainbridge Island's Climate & Energy Forum, talk about the work of five local environmental organizations -- Climate Action Bainbridge, EcoAdapt, Sustainable Bainbridge, Friends of Island Power and Citizens Climate Lobby -- that are exploring this very question. Their Forum hosts a monthly series featuring speakers and discussion topics to increase our community's awareness and response. This month, the topic is on the electrification of our transportation system. Steve and Randal talk about what we can do to cut these emissions. For example, they highlight the benefits of buying an electric car and getting our local power from a cleaner, renewable source. They also note work already underway to have more electric buses and ferries. Joining this podcast via Skype to talk about the opportunities to improve our rail system, Bill Moyer, co-author of “Solutionary Rail: A Campaign to Electrify America's Rails While Creating Clean Energy Corridors," offers a vision for what can be done in the United States (see link here). All Aboard! In this episode of “Who's On Bainbridge”, podcast host Jason Goyette sits down with Captain Ty Anderson. Captain Anderson retired in December of 2014 after working for the Washington State Ferry for 30 years.  In our podcast, Ty will share with you how he became a ferry boat captain, following in the footsteps of  4 generations of sailors in his family. Ty's career at sea has included serving as a deckhand at the age of 16, to running a yacht for an oil company.  He has worked in the engine room of a research vessel for the University of Washington, and in his final years he served with Washington State Ferries on the Bainbridge Island / Seattle run.  He has some great tales to tell. Captain Anderson will also discuss his role in addressing changes needed for the increase in bicycle traffic by making sure that the ferry system is adapting docks, access areas, and the boats themselves. In his time behind the wheel he has seen it all, from a baby being born on the way to Seattle, to being at the initial launch of the Tacoma. Back by popular demand, the Virginia V – the last of the Mosquito Fleet steamships – will cruise around Bainbridge Island on July 20th from 3 to 6pm.  Fully-restored, pipes and whistles prepped and shined and her engine ready to roll, the Virginia V will leave from City Dock in Winslow, directly south of Waterfront Park. Take a gentle cruise around the island as the steamer passes by more than 30 former ferry landings that served Bainbridge at different times in the community's development. Suquamish Historic Preservation Officer Dennis Lewarch will be on board to highlight the shoreline areas frequented by indigenous people and discuss the geology and archaeology of Bainbridge. In this episode of “What's Up Bainbridge,” BCB host Annie Osburn interviews Karen Beierle, board member and volunteer of the Bainbridge Island Historical Museum. Listen to Beierle highlight fun facts about the 125-foot Virginia V (a National Historical Landmark Steamship built in 1922) and the famed Mosquito Fleet, a predecessor to the Washington State Ferries system.   This event is a fundraiser for Bainbridge Island Historical Museum and includes a box dinner, ferry landing map and cruise program, bottled water and no host bar (operated by the Virginia V Foundation – www.virginiav.org).
