Los 33 diputados de Vox están dispuestos a apoyar una mayoría constitucional en el Congreso que permita formar Gobierno sin el respaldo de "quienes pretenden destruir los fundamentos de la Constitución". Đầu tháng 3/2023, truyền thông Nhật Bản loan tin Liên minh Quân sự Bắc Đại Tây Dương - NATO sẽ mở một văn phòng liên lạc tại Tokyo từ đây đến năm 2024. Một số nhà quan sát đánh giá việc thắt chặt quan hệ giữa NATO và Nhật Bản cho phép củng cố chiến lược chống xâm nhập dựa trên răn đe của Nhật Bản. Nhưng số khác lại cho rằng việc NATO can dự sâu vào khu vực chỉ làm suy giảm an ninh và ổn định của vùng châu Á – Thái Bình Dương. Trang mạng Nikkei Asia ngày 03/05/2023, cho biết kế hoạch mở văn phòng liên lạc tại Tokyo đã được tổng thư ký NATO Jens Stoltenberg thảo luận với thủ tướng Fumio Kishida trong chuyến thăm Nhật Bản hồi cuối tháng Giêng năm 2023. Nếu thành hiện thực, đây sẽ là văn phòng đầu tiên của NATO tại vùng châu Á – Thái Bình Dương. Cho đến nay, nhiều văn phòng tương tự đã được mở bên cạnh Liên Hiệp Quốc tại New York và Tổ chức Hợp tác và An ninh châu Âu ở Vienna, thủ đô nước Áo, cũng như tại nhiều nước khác như Ukraina, Moldova, Gruzia, Bosnia-Herzegovina và Koweit. Về phần mình, Tokyo cũng có ý định thành lập một phái bộ độc lập bên cạnh khối NATO khi tách rời phái bộ hiện nay ở đại sứ quán Nhật Bản ở Bỉ và bổ nhiệm một đại sứ mới.Chiến lược chống xâm nhập dựa trên răn đeTuy nhiên, theo nhận định của nhà nghiên cứu Antoine Bondaz, trả lời RFI Tiếng Việt ngày 31/05/2023, mối quan hệ đối tác giữa Nhật Bản và NATO không phải là điều gì mới mẻ. Ngay từ đầu thập niên 1990, đôi bên đã có những cuộc tiếp xúc đầu tiên, đặt nền tảng cho các cuộc đối thoại và quan hệ hợp tác mà bước tiến quan trọng là năm 2014 : Nhật Bản và NATO ký kết một Chương trình Hợp tác và Đối tác Riêng biệt. Chương trình này đã được triển hạn vào tháng 6/2020. Antoine Bondaz : « Mối quan hệ tương tác ngày càng thường xuyên hơn. Các bộ trưởng Nhật Bản đến tham dự nhiều sự kiện của NATO. Kể từ năm 2022, và nhất là từ thượng đỉnh Madrid (Tây Ban Nha), đích thân thủ tướng Nhật Bản đến dự thượng đỉnh của NATO. Rõ ràng là từ 10 năm gần đây, có sự gia tăng các tương tác và hợp tác giữa Nhật Bản và NATO. Giờ thì điều đó đang được hợp thức hóa qua việc mở một văn phòng liên lạc của NATO tại Nhật Bản. »Nhìn từ Nhật Bản, việc thắt chặt quan hệ với NATO còn nhằm củng cố hơn nữa chiến lược chống xâm nhập dựa trên sự răn đe. Vị thế quân sự của Nhật đang dần thay đổi khi nước này đưa ra một Chiến lược An ninh Quốc gia mới và cho tăng dần mức ngân sách quốc phòng lên đến 2% của GDP, phù hợp với mức đóng góp dự kiến của các thành viên NATO. Trên trang mạng The Diplomat, nhà nghiên cứu về Nhật Bản, ông Matthew Venoit, thuộc Trung tâm Stimson, cho rằng những động thái trên của Nhật Bản cho thấy nỗi bất an ngày càng lớn của Tokyo đối với tình hình an ninh trong khu vực, xuất phát từ những hành động của các nước láng giềng – cụ thể là cuộc xâm lược Ukraina của Nga, các vụ thử tên lửa của Bình Nhưỡng và đà gia tăng quân sự mạnh mẽ của Trung Quốc. Một quan điểm cũng được Antoine Bondaz đồng chia sẻ: Một mặt Nhật Bản muốn khẳng định là không bị cô lập, qua mối quan hệ đồng minh với Mỹ, qua việc xích lại gần với Hàn Quốc và nhất là mối quan hệ hợp tác ba bên Washington – Tokyo – Seoul ngày càng chặt chẽ. Mặt khác, Nhật Bản cũng thể hiện mong muốn xích lại gần hơn với châu Âu trong việc chia sẻ thông tin, hay hợp tác đối phó với sự trỗi dậy của Trung Quốc. Nhưng bên cạnh đó, cũng còn có nhiều thách thức khác, cụ thể hơn, cần nhiều sự hợp tác trong lĩnh vực quân sự. Nhà nghiên cứu Đông Bắc Á phân tích tiếp :Antoine Bondaz : « Chẳng hạn như thúc đẩy việc các trang thiết bị do NATO sử dụng có thể tương thích với thiết bị được dùng tại châu Á, bất kể là do Mỹ, Nhật Bản hay Hàn Quốc sử dụng. Hiện tại vẫn còn ít sự tương đồng tác chiến, nghĩa là quân đội châu Âu không nhất thiết sử dụng cùng loại thiết bị, cùng tiêu chuẩn, hay chuẩn mực như của Nhật Bản. Ở đây đúng là có vấn đề về tương đồng tác chiến giữa hai thực thể. Rộng hơn nữa, từ góc độ Nhật Bản, đây còn là một thông điệp mạnh mẽ cho Trung Quốc rằng nước này không thể đơn phương thay đổi và bằng vũ lực nguyên trạng của khu vực, dù là ở eo biển Đài Loan hay rộng hơn nữa. »Nhật Bản – NATO và những điểm tương đồngTheo ông Matthew Venoit, Nhật Bản có nhiều lý do chính đáng để xem NATO là trung tâm trong chiến lược răn đe của mình. Tokyo muốn nhắc nhở « liên minh quân sự lớn nhất trong lịch sử » về các mối đe dọa an ninh toàn cầu quan trọng ở vùng Đông Á. Nhưng đồng thời Tokyo cũng có thể cân nhắc phòng ngừa thái độ do dự của Washington đối với các đồng minh trong việc thực hiện chiến lược quốc phòng mới đầy tham vọng của Mỹ.Sự xích lại gần này còn được giải thích bởi những mối bận tâm chung giữa các đồng minh của NATO và Nhật Bản, bất kể là liên quan đến Nga hay là Trung Quốc. Đại sứ Đan Mạch tại Nhật Bản, Peter Taksoe-Jensen, trả lời Nikkei Asia hồi tháng Năm từng bày tỏ quan ngại về những tác động của Trung Quốc cho an ninh xuyên châu Âu, và cho rằng việc « NATO duy trì các mối quan hệ với những đối tác trong khu vực là điều quan trọng. » Trong « khái niệm chiến lược » được công bố năm 2022, NATO lập luận rằng Trung Quốc đang đặt ra « nhiều thách thức mang tính hệ thống » đối với an ninh châu Âu – Đại Tây Dương, dù rằng Nga vẫn là « mối đe dọa trực tiếp và đáng kể nhất cho an ninh của các đồng minh ».Theo nhận định của Antoine Bondaz, rõ ràng ngày càng có những thay đổi trong cách đánh giá các ưu tiên của NATO và Nhật Bản trong những năm gần đây, cho thấy những điểm tương đồng lợi ích trong nhiều hồ sơ, kể cả vấn đề khủng hoảng hạt nhân và tên lửa đạn đạo Bắc Triều Tiên hiện nay.Antoine Bondaz : « Trước đây tại Nhật Bản, người ta thường hay sử dụng thành ngữ nói rằng "châu Âu thấy đầu gấu nhưng chỉ thấy đuôi rồng, còn Nhật Bản thì có xu hướng thấy đầu rồng và chỉ thấy đuôi gấu". Điều đó có ý nghĩa tượng trưng là ưu tiên của châu Âu và Nhật Bản đối với Nga và Trung Quốc là rất khác nhau. Giờ thì họ thừa nhận cả hai cùng một lúc. Châu Âu và Nhật Bản đều xem Nga và Trung Quốc như một vấn đề an ninh chính, đương nhiên luôn với một quan điểm từ châu Âu : Nga vẫn là một ưu tiên và theo quan điểm Nhật Bản, Trung Quốc mới là mối bận tâm chính. »Đương nhiên, thông báo mở văn phòng liên lạc của NATO tại Nhật Bản đã khiến Bắc Kinh nổi dóa, cảnh báo một « NATO Thái Bình Dương ». Năm 2022, bộ Ngoại Giao Trung Quốc, thông qua lời phát ngôn viên Triệu Lập Kiên, đã mạnh mẽ chỉ trích NATO « đang vươn vòi đến tận châu Á – Thái Bình Dương, tìm cách xuất khẩu tâm lý Chiến Tranh Lạnh và làm hồi sinh sự đối đầu giữa các khối. » Bởi vì, tại châu Á – Thái Bình Dương, liên minh quân sự NATO ngoài Nhật Bản, còn có các đối tác khác là Úc, New Zealand và Hàn Quốc, trong khuôn khổ Asia Pacific Partners, còn được gọi tắt là AP4. Nếu như NATO biện minh rằng việc mở văn phòng liên lạc tại Tokyo sẽ cho phép liên minh quân sự tham vấn định kỳ với Nhật Bản và các đồng minh chủ chốt khác, tăng cường các quan hệ hợp tác trong các lĩnh vực không gian mạng, chống tin giả, và ngăn ngừa các hiểm họa từ những công nghệ mới nổi, thì Trung Quốc xem đấy như là một « hành động bành trướng sang phía đông, vùng châu Á – Thái Bình Dương, can dự sâu hơn vào các vấn đề khu vực, một mưu toan phá hủy hòa bình và gây bất ổn cho khu vực (…) ».Hợp tác Nhật Bản – NATO : Lợi bất cập hại ?Đối với Bắc Kinh, thông báo này còn khẳng định nỗ lực của Mỹ kềm hãm Trung Quốc khi cho « phát triển các mô liên kết » giữa các đồng minh và đối tác ở châu Âu và tại vùng Ấn Độ-Thái Bình Dương. Quả thật, theo phân tích của Antoine Bondaz, thông báo NATO sắp mở văn phòng liên lạc còn nhằm khơi dậy nhận thức của Liên Hiệp Châu Âu trước những thách thức tại vùng Ấn Độ-Thái Bình Dương do sự trỗi dậy của Trung Quốc đặt ra.Hoa Kỳ muốn châu Âu hoạt động tích cực hơn tại khu vực để đối phó với Trung Quốc, dù Washington không chút ngây thơ và không hy vọng rằng châu Âu sẽ giữ một vai trò tác chiến quân sự tại vùng Ấn Độ - Thái Bình Dương vào lúc khối 27 nước đang vất vả đối mặt với cuộc chiến tranh tại Ukraina. Antoine Bondaz nhận định tiếp :Antoine Bondaz : « Điểm thứ hai là vì không có khả năng triển khai lực lượng sang Ấn Độ - Thái Bình Dương, ngoại trừ một số nước như Pháp, Anh và có thể thêm Đức, Ý và Hà Lan, do vậy, ở đây mong muốn của Mỹ là không những NATO hiện diện thực sự tại vùng Ấn Độ - Thái Bình Dương, mà cả những nước thành viên, các đồng minh của NATO nhận thức được các vấn đề có liên quan đến sự trỗi dậy của Trung Quốc và tham gia cùng với Nhật Bản, bên cạnh Mỹ nhằm thực hiện một chiến lược cản trở Trung Quốc đơn phương thay đổi và bằng vũ lực nguyên trạng trong vùng. »Chỉ có điều, chiến lược này của Mỹ còn đào sâu thêm mối nghi kỵ đã có từ xa xưa của Trung Quốc đối với khối NATO. Bắc Kinh luôn phản đối việc NATO bành trướng sang phía đông và mở rộng nhiệm vụ để tiến hành các chiến dịch ngoài khu vực. Trung Quốc chưa bao giờ quên vụ tòa đại sứ của mình ở Beograd bị NATO dội bom nhầm năm 1999, làm thiệt mạng nhiều người. Theo quan điểm của chuyên gia Kelly Grieco, Reimagining U.S. Grand Strategy Program, trực thuộc Trung tâm Stimson, trên trang mạng The Diplomat, sự hiện diện ngày càng lớn của NATO và mối quan hệ hợp tác thực tế của khối này với các nước vùng Ấn Độ - Thái Bình Dương có nguy cơ bị diễn giải như là một hành động tấn công, đe dọa, và như vậy có thể dẫn đến những phản ứng tiêu cực. Trung Quốc có thể sẽ tăng cường hợp tác với Nga, với hệ quả là một vòng hành động – phản ứng sẽ gây ra những bất ổn an ninh cho châu Âu và vùng Ấn Độ Thái Bình Dương. Trong bối cảnh này, câu hỏi đặt ra : Liệu rằng một hợp tác quân sự giữa châu Âu và Nhật Bản thông qua NATO có sẽ kém hiệu quả hơn so với mối quan hệ hợp tác kinh tế giữa Tokyo và châu Âu qua trung gian Liên Hiệp Châu Âu, trong khi NATO trong trước mắt cũng không có năng lực quân sự đủ để triển khai tại châu Á ? Về điểm này, chuyên gia Antoine Bondaz nhận xét:Antoine Bondaz : « Đúng là trên phương diện hợp tác quân sự, rõ ràng là khả năng tiềm tàng thấp hơn so với bình diện hợp tác kinh tế, nhất là bởi vì châu Âu không có năng lực triển khai lực lượng đến vùng Ấn Độ - Thái Bình Dương, ngoại trừ các nước Pháp, Anh… Dù vậy, vẫn còn nhiều khả năng hợp tác tiềm tàng trong lĩnh vực công nghiệp quốc phòng. Đây là những điểm nên nhắm đến, hiện đã có nhiều mối quan hệ hợp tác, chẳng hạn như họ đang nghĩ đến dự án sản xuất chiến đấu cơ thế hệ mới giữa Vương Quốc Anh, Ý và Nhật Bản. Trong nhiều lĩnh vực khác cũng có thể có những hợp tác. (PCNA) today announced an agreement with Electrify America, LLC to provide the first all-electric Porsche, the Taycan, with three years of charging at Electrify America public stations across the country. This charging benefit will be included in the price of the Taycan. In addition, Porsche U.S. dealers will install their own fast-charge kiosks. Porsche will also offer home charging technology. Taken together, these three components will make up a comprehensive power network for the Taycan when it launches late this year. Electrify America highway and metro stations, and many Porsche dealers, will offer DC fast charging at rates up to 350 kilowatts. Using 800 volt technology and the combined charging system (CCS) plug, the Taycan will be able to add more than 60 miles of range in four minutes – the fastest in today's automotive market. Taycan buyers will receive three years of unlimited 30-minute charging at Electrify America locations, comprised of more than 300 highway stations in 42 states as well as more than 180 sites in 17 metro areas. Each location will have an average of five charging dispensers, with some having as many as 10. The Electrify America highway stations will have a minimum of two 350 kW chargers per site, with additional chargers delivering up to 150kW. The highway stations will be spaced along multiple routes and no more than 120 miles from each other. Nationally, the distance between highway stations will average 70 miles. The electric excavator is currently biting its time testing but is set to show at a fair this May." reports Electrive: "Codenamed Z-line (for zero emission), this version of the Cat 323F is a 25 ton machine that handles itself all-electrically. While the machine looks like a regular Cat 323F, it got green stickers that qualifies it as the eco option. It obviously got no air filter and no exhaust pad. Inside, the entire engine has been replaced with an electric motor, controllers and heavy duty batteries. The Li-ion battery is said to be large enough for 5 – 7 hours in operation and charges quickly as there is the possibility of fast charging at a 400 or 1000V power supply. It took the Pon engineers eleven months to electrify the heavy-duty machine during which they worked closely with Caterpillar. We recently identified the AP4 transcription factor as a c-MYC-inducible mediator of epithelial-mesenchymal transition/EMT in colorectal cancer (CRC). Here we report that AP4 is down-regulated after DNA damage in a p53-dependent manner. p53 repressed AP4 via inducing the microRNAs miR-15a and miR-16-1, which are encoded by the DLEU2 gene and represent tumor suppressors in chronic lymphocytic leukemia. miR-15a/16-1 acted via a conserved seed-matching sequence in the AP4 3’-UTR. Ectopic miR-15a/16-1 also down-regulated AP4 expression and induced mesenchymal-epithelial transition (MET) of CRC cells. Induction of miR-15a/16-1 was necessary for p53-induced MET and mediated, at least in part, inhibition of migration by p53. Down-regulation of AP4 was necessary for miR-15a/16-1-induced MET and suppression of migration and cell cycle progression. Furthermore, constitutive ectopic expression of miR-15a/16-1 in xeno-transplanted CRC cells suppressed the formation of lung metastases in NOD/SCID mice. In addition, ectopic AP4 suppressed the expression of miR-15a/16-1 by direct occupancy of E-boxes in the vicinity of the two alternative DLEU2 promoters. Finally, expression of miR-15a and DLEU2 was significantly down-regulated in primary colon and colorectal cancer samples, which displayed elevated AP4 protein levels, a marker previously shown to correlate with distant metastasis and poor survival. In conclusion, miR-15a/16-1 and AP4 therefore constitute a double-negative feed-back loop, which may serve to stabilize epithelial and mesenchymal states, respectively. During CRC progression, and presumably in other tumor entities, the deregulation of this circuitry by inactivation of p53 or/and DLEU2, or activation of AP4 may contribute to metastasis.
