Discovery Islands in the 2024 Interim Housing Needs Report

Cortes Currents

Roy L Hales/Cortes Currents - According to the 2024 Interim Housing Needs Report, in the next two years Cortes Island will need another 95 new housing units and Area C will need another 270. The studies underlying assumptions are that the Discovery Island's population will continue to grow by 8% over the next few years. One of the key findings is that “there is a need for housing that is affordable and accessible for those on a fixed income, particularly within the rental market. An aging population presents a greater need for at-home care options and smaller housing units that allow for downsizing. Seniors are also more likely to be living with a disability or activity limitation than other age groups and may have to pay for all household expenses on a fixed income” Another sector identified in the report was renters who are expected to face continued challenges because the increase to their housing costs will continue to be greater than increases in income. Around 45% of the renters who responded to recent surveys indicated they were paying unaffordable rents.  This is particularly alarming when you consider that a quarter of the respondents to Campbell River's most recent Point in Time Count stated had been homeless for less than 6 months and the #1 cause they cited was not enough income to pay rent.  There are currently 145 rental units on Cortes Island and 250 in Area C. Three of the comments cited in the report:  “This is a crisis that needs to be dealt with. The number of folks online that are desperate for housing is shocking. Any renter is at the mercy of their landlord to become homeless.”  As a small business owner and someone who grew up on Quadra Island, I see the struggle younger generations are going through to find housing. Rentals are increasingly hard to come by and finding property to buy for a young family trying to make a living on the island is not possible. There are younger generations that have grown up on the island and want to stay but just can't make it without some kind of affordable housing. As a business owner, I am experiencing a lack of labour options because of this.”  “There is a huge lack of affordable housing on Cortes. People are in a constant search of a place to live; some are elderly, many are young. People live in cars, vans, tents, derelict boats. People request a place to bring a trailer or a trailerable home.”    By 2041 Cortes Island is expected to need another 241 units and Area C another 633 units.

The Uncertain Future of BC's Fish Farms

Cortes Currents

Roy L Hales/ Cortes Currents - The future of fish farms in British Columbia is uncertain. On June 7, Judge Paul Favel supported the Ministry of Fisheries decision to not renew the licenses of 15 fish farms in the Discovery Islands, and denied a joint application by industry and the Laich-kwil-tach Nation for a judicial review. At the end of this month the licenses of the remaining 66 fish farms still operating in this province will expire.  It has been a month since the current  Fisheries Minister, Dianne Lebouthillier, reassured the industry that, “In the mandate letter, I'm asked to put in place a transition plan. It doesn't say that we have to close everything, that we have to close all the aquaculture centres. It really means working to put in place measures to protect wild salmon. I've confirmed that there will be no closure of aquaculture centres in 2025.” Independent biologist Alexandra Morton explained,  “The  recent decision by Judge Favell was a big surprise because DFO staff appear to have worked quite actively in support of the salmon farming industry, particularly the aquaculture management division.  That's why there's an ethics commission, right now, that was launched into how they're handling the science. They made it difficult for the minister to win this lawsuit.  They offered the companies the opportunity to pay for their licenses before the minister had made her decision. So in court, the industry lawyers brought up that the companies had paid for their licenses, they expected them.”   “For reasons like that, and many others, the lawyers cautioned us that we probably would lose this judicial review. We lost the last one as well. So the minister had to go back and make a new decision.  The companies launched a judicial review on the new decision and  we won. The industry is  almost certainly going to appeal the decision.”   “This is going to drag on and on and on, but what the decision did was it alerted the Canadian government to the fact that they can close the salmon farms. They do have what is needed. Their concerns are valid.”   When Judge Favel made his decision about the Discovery Island fish farms, he weighed the opposing concerns of two groups of First Nations.  Seven of the closed fish farms are within traditional territories of the Wei Wai Kum First Nation, We Wai Kai Nation and Kwiakah First Nations, collectively known as the Laich-kwil-tach Nation. Another of the closed farm sites, Raza Island, is off the northern tip of Cortes Island.  In a press release last year, Wei Wai Kai Chief Councillor Ronnie Chickite declared, “This court challenge is not about whether we support fish farming or not – it is about our inherent right as title holders to decide how our territory is used, and determine for ourselves if, when, and how fish farms could operate in the future. We strongly believe the minister's decision to not reissue licences in our territories was a political decision heavily influenced by nations who do not have title in our territory.”  Yet many Indigenous Nations are dependent on sockeye salmon that pass through the Discovery Islands en route to the Fraser River. Judge Favel reasoned, “The Minister owed a deep level of consultation to Indigenous peoples outside the Discovery Islands since the right and potential infringement is of high significance to the Aboriginal peoples and the risk of non-compensable damage is high. Fraser River salmon play a significant role in the exercise of Aboriginal rights by many Indigenous peoples and the risk to the health of the Fraser River salmon posed by fish farms in the Discovery Islands is unacceptably high. In contrast, the risk of non-compensable damage to the Laich-kwil-tach and Klahoose is low because the impact of a decision not to reissue licences is the loss of economic benefits from their territories, which is quantifiable and compensable.”

Manda Aufochs Gillespie, Executive Director of the Cortes Foundation added, “We have quite a bit of flexibility in how organizations plan on using those funds. They can be for projects or for core operating support that could go over up to three years. Discovery Island Sea Snail Species Threatened By Warming Oceans

Cortes Currents

Play Episode Listen Later Nov 30, 2023 8:09

Roy L Hales/ Cortes Currents - A new study found that a species of Sea Snails found on the beaches of Cortes, Quadra and neighbouring Discovery Islands is already experiencing ocean temperatures beyond their comfort zone. According to the associated UBC press release, oysters will survive as the oceans warm up, but the Nucella lamellosa might not.
“I conducted a research study using a combination of field and lab experimental methods to answer the big question: are marine ecosystems going to be able to keep up with the rate of environmental change that they're experiencing? We know that species can respond to ocean warming by moving, by genetically adapting, or by acclimatizing within generations. Every species is going to have a different ability to employ those strategies based on its traits,” explained Lead author Dr Fiona Beaty, from the University of British Columbia.
“A snail, which is the species I looked at, can't move very far quickly. So we're going to expect that as snails are experiencing ocean warming, they're going to have to genetically adapt or acclimatize to cope with warming conditions. We know that populations have different abilities to do that.”
“I specifically chose this species of marine snail, Nucella lamellosa, because I anticipated that it would be vulnerable to ocean warming due to its life history traits. It lays egg capsules and the babies crawl away from the eggs, and it's a snail.  It's highly likely that the species' genetics are quite localized within the Salish Sea. This is one of the warmest parts of that species range. So we can expect that populations here are already among the most warm adapted out of the species.”
“I wanted to see how two populations along BC's coast are going to respond to future warming. I found that one population looks like it's going to probably be okay as its seawater warms because the temperatures that it's experiencing right now are quite far away from the upper maximum temperatures that it can tolerate and grow. Whereas another population in our beautiful Salish Sea is a lot more vulnerable because it's already experiencing seawater temperatures that are quite stressful, and the seawater here is warming at twice the global average rate of warming, so it's quite a different picture, even though these two populations are only 400 kilometres apart.”
Cortes Currents: “Where was your study area?” Fiona Beaty: “My field sites were just south of Departure Bay. Two sites, one at Cedar Boat Launch and one at Blue Heron Park, south of Nanaimo. And then my other field sites were up on the central coast of BC. My research was in partnership with the Hakai Institute and I worked at their research station on Calvert Island.”
“I didn't do any sampling around Cortes or Quadra, but Cortes and Quadra fall in the middle between my sites.  They are at the northern extent of the Salish Sea, so we can anticipate that species that live around those shorelines might very well have similar vulnerability to climate change, although I will note that there is a higher current around the Discovery Islands.”
Beaty directed Cortes Currents to a video depicting the expansion of warmer than normal ocean waters into our area, as well as the rest of the Salish Sea, every summer between 2016 and 2022. (Look under ‘Supporting Information' at the bottom of the linked page.)
Fiona Beaty: “Even though snails in the Salish Sea can't just up and go to the central coast very easily, unlike a bird or a fish species,  they can move around in the intertidal, and they do.”

Ep 457 - Can Fish be Farmed on Land? Guest: Tony Pantages By Stuart McNish   In February 2023, federal Fisheries Minister Joyce Murray announced that licenses for 15 open-net Atlantic salmon farms around British Columbia's Discovery Island will not be renewed – a planned cancellation that has now been delayed in large part due to concerns raised by indigenous leaders, who point to problems associated with moving fish farms on shore.   Norway has generated a depth of knowledge and experience in the field of land-based salmon farming in state-of-the-art recirculating aquaculture systems and is leading the way, including identifying challenges. According to Norwegian SciTech News, “ land-based fish farming is not free of challenges. The sector suffers from mass mortalities and fish meat tainted with an earthy flavour because the biological conditions in land-based facilities are difficult to control and very young fish are sensitive to poor water quality. In the worst cases, many thousands of smolt can die relatively suddenly, which can lead to major losses.”   BC-based Octaform has developed a land-based construction system that is addressing the issues associated with land-based fish farms in Norway and around the world, and is poised to offer the same technology and construction methods to the sector in BC. Tony Pantages, the CEO of Octaform, says, “We have a technology that addresses the issues related to land-based fish farming.”   We invited Tony Pantages to join us for a Conversation That Matters about protecting wild salmon through the use of new tank materials and construction materials and processes.   Learn More about our guests career at careersthatmatter.ca   Join me Sept 19 for Conversations Live - A Vancouver Sun Town Hall https://www.conversationslive.ca/

Helps me enter into a more contemplative, even meditative state. It seems to untie the spiritual or emotional knot that I didn't even notice was there. But now it's better. Just taking a moment to be -- to really be -- in this space and just be Here. I feel the same way when I'm hiking in the hills, walking through a forest, or even just sitting at the edge of a pond in my neighborhood. It feels nice to just be, even if only for a moment. To take a moment to pause, to step away, and to be Here With The Magic. Walt Disney wholeheartedly believed that our ability to experience joy, happiness, hopefulness, and peace could be found more generously in nature than in any other context or setting. It's no so surprise, then, that the man who would create and later inspire the building of so many themed experiences around the world, most known for their E ticket attractions, would also be deliberate in ensuring that more nature-oriented spaces would find a home in the parks -- offering an oasis in the midst of the more thrilling adventures being experienced just steps away. Today we enjoy the tranquility of the dining gardens of Flame Tree Barbecue. The first time I visited, I was struck by the juxtaposition of it all. How could a place with this name play host to such a restorative space. But it does. Veiled in the smoky, enticing aroma of a summertime barbecue, this place, loosely inspired by Balinese gardens, is actually perfect for a picnic or an afternoon of relaxation. Like the guests dining here, tropical birds find sustenance by the water's edge, their vibrant hues and harmonies reflected in the rhythms and flowers all around us. Glances of sunlight peek through the leaves rustling gently in a mild breeze. In the distance, we hear the melody and percussion of passing character flotillas -- Animal Kingdom's water-based version of a cavalcade. Away from the crammed queues and itineraries of digital genies, this is a place that invites a breath, a pause, a lull in the action in favor of, well, absolutely nothing. A richly overgrown garden, hidden away in the heart of Walt Disney World, preserved for the joy-seekers and the finders, keepers - the ones who know that Magic can come from anywhere, and the ones who desire more than anything to be Here.

Every corner of the hemisphere is preparing for the realities of winter; the chill in the air, the anticipation of the first snowfall. Even those parts of the world who don't experience some of the more frigid moments of the fourth season can still sense the shift. Suddenly, we are moved by an inclination to add more layers and crave a warm beverage. Perhaps the most exciting indication that winter is upon us once more is the highly-anticipated approach of the holiday season. Twinkling lights, love and laughter and togetherness with the people we like best, and warm memories become the stuff of our daydreams and plans. Everywhere we turn, smiles seem more genuine and signs of hope and celebration adorn every shop and street corner. (5:51) Hardly the exception to the rule, the merriest time of year is upon us once again, and every nook and cranny of Walt Disney World has been dressed for the occasion. Breathtaking lights and stunning decorations have begun to spring up in every space, while holiday music regales visitors to this most Magical, festive place. At Disney's Animal Kingdom, the yuletide celebration is a deeply meaningful testimony to the way different parts of the world engage in the season, their traditions and stories. Upon entry into Discovery Island, we can immediately feel the holiday cheer that has layered itself over the story of this vibrant, exotic place. We have stumbled upon a village evidently in the midst of its celebration of the Solstice, with frosted garlands adorning each rooftop and column, accented by intricate wooden animal carvings, woven stars and elegant snowflakes. Warm lights illuminate long winter nights, and beautiful lanterns, each decorated with a different woodland creature, flicker in the moonlight. As we meander around the towering, majestic Tree of Life, we are enlivened by vibrant drum beats and xylophonic harmonies playing some of our favorite holiday tunes. The waterfalls of the surrounding gardens provide a space of zen and contentment. Here, all is calm, all is bright. (7:11) The “Merry Menagerie” entertain travelers with music and exquisitely-crafted, life-sized puppets. Polar bears, foxes, penguins, and reindeer interact with their new friends, scampering about and leaving cheer and awe wherever they wander. (7:38) We bid a friendly farewell to our new arctic acquaintances and head across the bridge to Africa. Here, the holidays are lively, and endlessly joyous. The mandinka harp and the djembe play a fun and enticing rhythm, welcoming everyone to the Ivory Coast village and the seasonal festivities. We are just passing through, but it would be impossible not to pause Here and revel in the jubilation all around us. In a culture with such rich history, compelling stories, and time-honored traditions, we receive an open invitation to be Here and to celebrate with them. (8:31) All throughout the village of Harambe, a vibrant display of colors and textures hang from rooftop to rooftop. Made from repurposed materials, wild grass and painted gourds, these decorations are an amalgamation of the resourceful people who work together to make their home beautiful and bright. Ornaments made from tin and clay, ribbons made from patterned textiles, and wooden carvings of savanna wildlife are strung up along electrical wires, from balconies and doorways. The Village of Harambe is a an exhibition for the senses, and testament to the joy that is a way of life Here. Their holiday is not governed by opulence or evaluated in terms of excess. Rather, this is a people who celebrate simplicity, contrive happiness from their humble circumstances, and find Magic in the mundane. (9:18) We can carry their spirit on with us as we visit yet another nation and its holiday traditions. Asia, a vast and incomprehensible array of cultures steeped in millennia of fascinating history, is a continent which celebrates in a very different way than many of us are accustomed. Many traditions of Hindus as well as Jains, Sikhs and some Buddhists celebrate Diwali, the Festival of Lights, during the Hindu lunisolar month Kartika, occurring between mid-October and mid-November. Diwali lasts five days and is both a tribute to the harvest and to the coming new year. It is a celebration of hope, of gratitude and new beginnings, and of the triumph of light over darkness. (9:58) In Asia, there is no Christmas tree, no caroling, no manger scene. Here instead we find rows of brightly-colored lanterns hung above and all around us, representing the pursuit of ultimate happiness and the opportunity to walk in the light. Beaded garlands are accented by ornate hamsa symbols and lotus flowers, offset in brilliant color by golden marigolds, orange gerberas, and red carnations. Enchanting music plays throughout the kingdom of Anandapur, bringing light and life through the rhythms of tabla drums and the melodies of a sitar and the mesmerizing shehnai. We are transported; this place and its traditions a complete departure from what many of us know. And yet, something is familiar… Like the celebrations we found in Harambe, the Diwali rituals are rooted in philosophies we not only recognize, but that we share. Joy, light, peace, harmony, and togetherness…all components of celebrations the world that comprise a mosaic masterpiece of global unity. These holidays, we are coming to realize, are beautiful because of the rituals that make them unique, but are Magical because of the common threads we find woven through them all. (11:24) Still, what's the holiday season without a little whimsy? Dinoland, U.S.A., the roadside amusement park experiment of the wacky Chester and Hester, certainly seems to have brought out all the most…ostentatious decor to suit the occasion. Big band music and jazzy vocals echo above the carnival bells and dings, welcoming us to the Christmas party of prehistoric legend. (12:34) Streets lined with tinsel candy canes and a neon rooftop Santa scene are among the most eye-catching yuletide displays. Even the skeleton of a massive Brontosaurus at the Boneyard has been draped in lights and given a jolly hat to boot. Though it might be tempting to stay and swing the night away, one last holiday spectacle is calling to us, and it's sure to be the most enchanting one yet. (14:00) Under the cloak of darkness, the Tree of Life seems a formidable shadow against the star-strewn sky. We find ourselves back in the open clearing of Discovery Island, watching, waiting. Then, like the star that led three wise men from the Far East and the light that glowed brightly for the wandering Israelites, the Tree of Life bursts into being. Light and spirit awakened, the Tree tells a story as old as time itself, of creation and wonder and the most joyous time of year. (16:40) Set to a score of heartwarming holiday music, the Tree of Life whispers and sings in Magical harmonies of joy and peace, stillness and irrepressible hope. Whispers of the gentlest snowfall on a cold, winter's night crescendo into an aurora borealis, a winter dream brought to life as our journey comes to its end. (20:15) Once again, we are reminded of the essence of our humanity that shines so brightly at this time of year - that we are all beings who are drawn to light, restored by hope, and uplifted by joy. Where we come from, who we are, and how we celebrate are the unique and luminescent details that create such a beautiful tapestry of our global story, but it is those commonalities that weave the golden threads of love and light throughout the entire narrative. (24:50) And so, as we embrace once again on the warmth and excitement of this holiday season, may we remember the Magic that unites as all, that brings us together as one people of many colors, one tapestry of many patterns, one candle burning brightly to light up a world that so ardently needs it. (28:15) Happy holidays to you and yours. May you find peace and joy in each and every moment.

Here at Disney's Animal Kingdom, the pathways are overgrown with richness that has nothing to do with currency. The stories and legends passed down from generations of peoples and tribes echos through the trees, in the tall grass, in the distant roar of a lion. [04:09] A Balinese pan flute enchants our entrance into Discovery Island today. It is early, the sun barely having created over the horizon, dewdrops still clinging to each blade of grass. [05:57] Tingkliks and drums join the procession as we meander downhill and into the open heart of the Animal Kingdom. [06:43] All around us, exotic birds greet the morning from the skies, wings raised in a soaring salute. Otters and antelope and all manner of non-avians swim and scavenge in their own lush sanctuaries, occasionally contributing a splash or a call to the harmony of nature's cacophony. [07:24] The entrancing flute gives way to a more lively sound as we approach the towering Tree of Life. The epicenter of this enchanted temple of nature, the Tree of Life is a beacon of solidarity for all who thrive here. Surrounded by lush gardens, cascading waterfalls, and towering trees still stunted in its wake, this Tree is a gallery of an entire ecosystem, encompassing land and sea in its ornate depiction of life. [08:34] The babble and rush of water can be heard spilling into the rivers that wind around the island, crashing over the sound of the instruments playing their diligent summons of our collective spirit. [10:04] Winding pathways lead us into the heart of the Tree's shady embrace, a lush jungle of vitality and serenity. A chorus of banjos, guitars, and other quintessentially Western instruments join the xylophonic trills and maracas, a celebration to mark the dawn of a new day, a new adventure. [12:20] In an attempt to mitigate their wait time at any number of popular attractions, so many travelers hasten off in one direction or another, neglecting this place and its clandestine treasures. But we, our journey just beginning on this island of discovery, move inward along the meandering trails, eyes and ears synchronous in their attempt to soak it all in. [20:35] The joyful warbling of songbirds rises still above the careening waters, a piquant soprano note to accent the baseline percussions. Their interlude welcomes back the stringed instruments, who have brought chimes and bells along to join the sharp flutes and woodwinds. [23:12] Whether you've walked the pathways of this island on dozens of occasions or none at all, this place holds an unwavering peace that is felt rather than seen. It is heard in the modulation of nature and instrument, tribal human vocals joining the avian ones. [24:22] The deeper we move into the embrace of the Tree of Life, the more we have to remind ourselves that we are somehow still in the middle of a theme park. This oasis seems entirely apart from the roller coaster thrills and sweet, sticky indulgences that occupy the attentions of most visitors. [30:24] It is our retreat from the chaos, our opportunity to experience nature's invincible joy. Here in this sanctuary, we find revival and freedom. Our hideaway is alive with wonder and majesty and, if you listen closely and attune your spirit to the cadence of the wind, a perceptible note of Magic. Listen closely, allow it to fill you up. Satu'li Bowl Recipe from Pandora - The World of Avatar*Recipe from favfamilyrecipes.comHow to Make Satu'li bowlsThough these bowls seem to have a lot of ingredients, the preparation part really isn't that hard. Most of it is mixing marinades/dressings and letting them sit overnight. Here's how to make them:Prepare marinades for chicken and beef and marinate meat (separately) in the refrigerator overnight.Prepare creamy herb dressing and allow to set overnight (this is very important, you want those flavors to combine or it won't taste right)On the day of serving, remove beef from the refrigerator and allow to come to room temp (about 1 hour). Roast at a low temperature for 3-4 hours or until beef has an internal temperature of 130-degrees. Allow beef to rest and then slice into thin slices.Prepare the lo mein noodles and allow to cool (you can serve them warm but they are served chilled at Animal Kingdom).Grill the chicken and dice into bite-sized pieces.Prepare the slaw by making the easy dressing and tossing with carrots and cabbage. To arrange the bowls, place the noodles in each bowl and top with chicken, beef, slaw, and boba balls. Serve with the dressing on the side or over the meat.Ingredients20 ounces lo mein noodlesjuicy boba "popping" balls (for garnish)Slow Roasted Beef3lb beef roast (you won't use ALL the roast, but to make it work for slicing you will want to make the full amount and just use as much as you need)1/2 cup olive oil1/4 cup red wine vinegar3 Tablespoons fresh minced garlic1 Tablespoon Italian seasoning2 teaspoons rosemary1 teaspoon thyme1 teaspoon onion powder1/2 teaspoon red pepper flakeskosher salt and pepper to tasteGrilled Canteen Chicken2 pounds boneless chicken thighs (or chicken breasts)1/4 cup canola oil3 Tablespoons apple cider vinegar3 Tablespoons fresh minced garlickosher salt and pepper to tasteCrunchy Slaw1 cup carrots (shredded into matchsticks)1 cup cabbage (shredded)3 Tablespoons olive oil3 Tablespoons white vinegarkosher salt and pepper to tasteCreamy Herb Dressing1 cup mayonnaise1/4 cup water1/4 cup lemon juice1/4 teaspoon ground sumac (see notes above)1/4 teaspoon ground cardamom1/8 teaspoon ground turmerickosher salt and pepper to tasteInstructionsCook lo mein noodles according to package directions. Drain well and allow to cool. Toss in 1 tablespoon olive oil and refrigerate until ready to eat. (see notes above)For the Slow Roasted Beef:Place beef roast in a large Ziplock bag.In a medium-sized mixing bowl, whisk together olive oil, vinegar, garlic, Italian seasoning, rosemary, thyme, red pepper flakes, sale and pepper until well combined.Pour mixture over the roast and seal the bag, pressing out as much air as you can and marinate in the refrigerator overnight. When beef has finished marinating, discard excess marinade and place roast in a roasting pan (uncovered). Roast at 200-degrees for 3-4 hours or until internal temperature reaches 130-degrees.Remove from oven and cover with foil and allow to rest for 30-40 minutes.Using a sharp carving knife, slice into very thin slices to serve over your Satu'li bowls. For the Grilled Canteen Chicken:Place chicken thighs in a large Ziplock bag.In a small mixing bowl, whisk together olive oil, vinegar, garlic, salt, and pepper.Pour mixture over the chicken and seal the bag, pressing out as much air as you can and marinate in the refrigerator overnight.Remove chicken from bag and discard excess marinade.Grill over medium heat until chicken is completely cooked through (165-degrees). Remove from grill and cover with foil. Allow to rest 10-15 minutes.Cut chicken into cubes and serve over Satu'li bowls. For the Crunchy Slaw:Place the shredded carrot and shredded cabbage in a medium-sized mixing bowl.In a small mixing bowl, whisk together oil, vinegar, salt, and pepper.Toss mixture with the carrot/cabbage mixture until well coated.Serve immediately over the Satu'li bowls. For the Creamy Herb Dressing:Combine all ingredients in a blender or food processor. Pulse or blend until well combined.Cover and refrigerate overnight.Note: When you first make the dressing it will have no color to it. After it sets you will notice the natural color from the spices will make it look light green, just like in the park.Assembling the Satu'li Bowls:Divide lo mein noodles between 6 pasta-sized bowls.Add about 1/2 cup chicken and 1/2 cup sliced beef to each bowl (or just divide evenly).Add slaw to each bowl and top with about 2 tablespoons of boba balls.Serve with 1/4 cup creamy herb dressing per bowl (on the side or drizzled over the meat).
