Notre correspondante Emmanuelle Chaze est allée rencontrer des réfugiés dans les régions de Dnipropetrovsk, à 250 km à l'ouest des combats, mais aussi près de Donetsk où des habitants ont choisi de rester chez eux malgré les combats. //The Wire//1700Z November 21, 2024////PRIORITY////BLUF: RUSSIA LAUNCHES POSSIBLE ICBM IN UKRAINE IN LIKELY RETALIATORY STRIKE FOR UKRAINE'S PRIOR ATACMS TARGETING.// -----BEGIN TEARLINE------International Events-Europe: Overnight Russia conducted a possible ICBM (or MRBM) attack in the Ukrainian district of Dnipropetrovsk. The exact target of the strike is unknown (nor likely matters much) as multiple munitions were observed to be striking the area from many miles away, possibly indicating the use of Multiple Independently Targetable Reentry Vehicles (MIRVs). As such, it's very likely that this strike was more about sending a message rather than its targeting effectiveness in the battlespace. The exact missile used remains unconfirmed, however the payload of each warhead was obviously a conventional munition or an inert training warhead.-----END TEARLINE-----Analyst Comments: Some sources (mostly of Ukrainian origin) claim Russia launched an RS-26 RUBEZH ICBM from Astrakhan, which in the absence of any quasi-reliable information is just as good a theory as any. Other theories suggest it may have been a new experimental Medium-Range Ballistic Missile (MRBM) so as to have an increased payload capacity. Various unnamed “western sources” have claimed that Russia did not launch an ICBM, and that the strike was carried out by some other experimental weapons platform.If confirmed to be an ICBM strike, this would mark the first use of Intercontinental Ballistic Missiles in combat. Considering this potential, and this new development being outside the scope of normalcy, American officials might do well to change their perspective and re-examine their decisions. It doesn't make it right, or even moral. But if Russia is willing to use an ICBM in Ukraine, even a conventional one, perhaps a reexamining of the situation might be worthwhile. Generally speaking, when a man uses an ICBM one might be inclined to think he is rather serious. Right now, bureaucrats in Washington are surely reading reports written by some junior analyst, and scoffing at the attack being conducted with conventional (or even training) warheads…completely oblivious to the fact that if this was an ICBM (or even some new MRBM), and one that that had been outfitted with its standard payload, they might not be alive to read that report in the first place.Speaking more strategically from a prepared citizen perspective, much can be learned from the first non-training use of an ICBM launch. We now have a wealth of data to consider, and the early-warning indicators that this launch was about to take place.Multiple indicators were present, and observable by the public, over the past 24 hours. Though at the time, none were definitive proof of what was about to happen. American strategic radio traffic on the High Frequency Global Communications System (HFGCS) increased significantly in the hours before the launch, with many radio messages being sent yesterday evening. Seeing as absolutely zero E-4B NIGHTWATCH or E-6 MERCURY aircraft were observed on flight tracking websites…this absence was probably a clue. HFGCS radio chatter usually involves these aircraft, so no aircraft showing up on flight tracking sites could indicates that aircraft were indeed airborne…but flying with their transponders turned off as they would do in a time of war. These airframes are critical components of America's strategic force, with the main mission of coordinating communications in the event of a nuclear war.On the other side of the wire, Russian strategic aircraft were also observed to be making slightly abnormal flights. Again, not enough out of the ordinary to be worthy of mention on their own, but in hindsight Russia's version of their “doomsday” planes were absolutely conducting operations in support of this launch.All of this points to the challenges of predicting major world events. De notre correspondante à Kiev,Pour la première fois depuis presque trois mois, la Russie a lancé une nouvelle fois un barrage de 120 missiles et 90 drones sur plusieurs régions ukrainiennes. Leurs cibles : les infrastructures énergétiques du pays, déjà fortement endommagées, comme l'explique Pavlo Bilodid, porte-parole de DTEK, plus grand fournisseur privé d'énergie en Ukraine.« C'était la dixième attaque cette année, et ils ont fait comme d'habitude, avec les mêmes méthodes : envoyer un grand nombre de missiles et de drones. En Ukraine, les troupes russes se rapprochent chaque jour un peu plus de la ville de Pokrovsk et dévastent les communes alentours. Sous le feu constant de cette ligne de feu qui se rapproche, des milliers de civils, parfois déjà déplacés de villes et villages plus à l'est, doivent prendre la fuite. Il en est cependant qui font le chemin inverse et qui bravent tous les dangers pour revenir sur leur lieu de vie, comme Sasha, cet apiculteur prêt à tout pour sauver ses abeilles. De notre envoyée spéciale à Myrnohrad, Au milieu de dizaines de ruches en bordure d'un champ de tournesols, Sasha est fier de toutes les espèces d'abeilles qu'il cultive depuis presque 20 ans. « Celle-ci, c'est une jeune abeille, elle sort tout juste, ce sont ses premiers jours de vie et son premier vol, s'émerveille cet apiculteur passionné. Elle doit s'envoler pour repérer où est sa maison et se souvenir de tout. Et chaque jour, elle volera de plus en plus loin ».Ce n'est pourtant pas ici que cette abeille, comme les milliers d'autres — 60 000 par ruche, confie Sasha — continueront de butiner, car la ligne de front est à seulement quelques kilomètres. Mais il est revenu pour récolter son miel et évacuer ses ruches dans un lieu plus sûr. Une tâche dangereuse, qu'il entreprend en pleine conscience : « La ligne de front n'est vraiment pas loin, on entend tout d'ici. C'est dangereux de passer la nuit sur le site, on ne peut pas protéger les abeilles et on ne peut tout simplement pas rester sur place », explique l'apiculteur.Sasha sait qu'il effectue sans doute sa dernière récolte de miel ici, un sentiment de gâchis causé par la guerre et de nostalgie après des années passées ici en toute quiétude : « On se préparait le petit-déjeuner nous-mêmes, on avait des petits tabourets, un poêle à bois et un poêle à gaz. On buvait du thé, tout était là, on s'amusait ici. II y avait toujours du monde, des invités, des enfants. C'était le paradis, il y avait des gens... Maintenant, on est juste deux retraités ! », regrette Sasha.Depuis notre rencontre, Sasha a réussi à évacuer ses abeilles dans la région voisine de Dnipropetrovsk, où lui aussi s'est mis à l'abri — tout relatif — des bombes russes, pour le moment moins nombreuses dans cette région.

C'est dangereux de passer la nuit sur le site, on ne peut pas protéger les abeilles et on ne peut tout simplement pas rester sur place », explique l'apiculteur.Sasha sait qu'il effectue sans doute sa dernière récolte de miel ici, un sentiment de gâchis causé par la guerre et de nostalgie après des années passées ici en toute quiétude : « On se préparait le petit-déjeuner nous-mêmes, on avait des petits tabourets, un poêle à bois et un poêle à gaz. On buvait du thé, tout était là, on s'amusait ici. II y avait toujours du monde, des invités, des enfants. C'était le paradis, il y avait des gens... Maintenant, on est juste deux retraités ! », regrette Sasha.Depuis notre rencontre, Sasha a réussi à évacuer ses abeilles dans la région voisine de Dnipropetrovsk, où lui aussi s'est mis à l'abri — tout relatif — des bombes russes, pour le moment moins nombreuses dans cette région.

SERHEII PLOKHY - A COMPLETE HISTORY OF UKRAINE AND RUSSIA'S WAR SINCE 2014Serheii Plokhy, legendary historian and author, provides a comprehensive overview of the origins of Ukraine and Slavic cultures, Ukrainians history of both independent statehood and subjugation to Russia, the role of language as a tool for imperialism, and how Ukraines tradition of pluralism has evolved in recent times into a nation fully capable of fighting its war of independence.Serheii Plokhy is legendary in Ukraine and in academic circles worldwide, widely considered to be the greatest living expert in Ukrainian history. He is prolific, with a book coming out every year for the last 20 years. His book, The Gates of Europe, A History of Ukraine, is widely considered to be the definitive history of Ukraine.Plokhy is the Mykhailo Kruszewski, Professor of Ukrainian history at Harvard since 2013 where he has served as the director of the Harvard Ukrainian Research Institute, where he leads a group of scholars working on Mapa the digital atlas of Ukraine. He was born Ukrainian and between 1983 and 1991, Plokhii taught at the University of Dnipropetrovsk, where he was promoted to the rank of full professor and held a number of administrative positions during perestroika. In 1996, after a number of visiting appointments as the Ramsey Tompkins Professor of Russian history at the University of Alberta, Plokhy joined the staff of the Canadian Institute of Ukrainian Studies, where he founded the Research Program on Religion and Culture. As part of the Peter Jacyk Center for Ukrainian Historical Research he participated in the publication of the English-language translation of Mykhailo Hrushevskys History of Ukraine-Russia.
