Dawn M.K. Zoldi (Colonel, United States Air Force Retired) is a licensed attorney, an U.S. Air Force veteran and the founder and Chief Executive Officer of P3 Tech Consulting, connecting people who have a passion for advanced tech platforms with the plans, programs, policies and information they need to succeed. Ms. Zoldi was admitted to the Bar of the Supreme Court of the Commonwealth of Pennsylvania in 1992 and commissioned through direct appointment in the Air Force in July 1993. In her almost 25 years of active duty as a member of the Judge Advocate General's Corps as a military attorney, she performed a myriad of duties at various command echelons in the continental U.S. and deployed forward. Upon retirement from active duty in 2018, she spent two years with the Office of the Air Force General Counsel as the Business Matters Attorney for the U.S. Air Force Academy and an additional one on faculty as the Deputy Director of the Academy's Center for Character and Leadership Development. She is an internationally recognized expert on unmanned aircraft systems and advanced air mobility law and policy and a recipient of the Woman to Watch in UAS (Leadership) Award 2019. Drone carries human kidney over Las Vegas desert in what could be the future of organ transportation Researchers at MissionGO and the Nevada Donor Network, an organ procurement organization, announced last week two successful test flights carrying a human organ and tissue via drones in Las Vegas. The first flight on Sept. 17 transported research corneas from one hospital to another about 2½ miles away. The second flight delivered research kidneys 10 miles, from an airport to a location outside a small town in the Las Vegas desert. It marked the longest organ delivery flight in drone history, surpassing the distance of a historic April 2019 flight, when staff now with the MissionGO team transported a kidney from the Living Legacy Foundation in west Baltimore to the University of Maryland Medical Center downtown. Organs are usually transported via commercial aircraft, but the coronavirus pandemic has drastically reduced the number of flights available. A kidney can survive outside the body for 36 to 48 hours after it has been recovered, according to the federal Health Resources and Services Administration. A study published in August 2019 in the journal JAMA Internal Medicine found the United States discards about 3,500 kidneys a year. Meanwhile, nearly 100,000 Americans are on the waiting list for a kidney transplant, and about 12 people die each day, according to the National Kidney Foundation. Although the Las Vegas kidney was for research purposes only, scientists who took biopsies before and after the flight concluded there were no changes to the tissue architecture and cell viability. 2. Walmart is using drones to deliver Covid-19 tests Walmart launched a pilot drone delivery program Tuesday that will drop off Covid-19 tests to homes within a one-mile radius of the North Las Vegas store. Customers will receive a text from DroneUp when the Quest Diagnostics (DGX) test is on its way. And depending on where there are cars and trees, the kits will land on people's driveways, front sidewalks or backyard. Delivery, which can take as little as five minutes, will be free. The samples can then be sent via FedEx to a Quest lab, which will send out results digitally. Test results typically arrive in two days. 3. What is DJI Local Data Mode? Here’s how it keeps drone flights secure Local Data Mode essentially works as a kill switch, blocking the app in use from sending data back and forth over the internet. This includes data being sent to DJI or third-party servers. The rest of the device and apps still remain connected to the internet. When using DJI’s drone apps, data is often sent between the app and DJI or third-party service providers’ servers. This allows the app to check for software updates, firmware updates, and collect relevant location data, such as maps and geofencing restrictions. By turning Local Data Mode on you would lose all of the above functions but gain more control over your privacy. To prove to the world that Local Data Mode does exactly what it says, DJI got an independent auditor to come in and tear it down. FTI Consulting, the company behind the audit found that DJI isn’t doing anything dodgy behind the scenes.

We invited Dan Elwell back on the podcast in his new role as Deputy Administrator of the FAA. Last time we spoke with him, Dan was taking up the mantle of Acting Administrator and had just told the InterDrone audience the FAA was “open for business.” This year, his InterDrone focused on how the FAA was supporting that business through the UAS IPP and UPP programs. Whenever there’s a changing of the guard, everyone in the industry holds their breath to see what it will mean. On the podcast, Dan addresses the recent appointment of Steve Dickson as the new Administrator of the FAA and assures the drone world he is a UAS advocate. Him and Steve are impressed by what is already being done in the space and are legitimately invested in its future.

The First PX4 Developer Summit in Zurich marked an inflection point for the developer community and the industry as a whole. More than 200 developers from 20 countries filled the halls of ETH Zurich, the birthplace of PX4, to learn how they could contribute to the fastest growing open source code base for UAVs. The core developers in the community are committed to making the code base accessible and reliable for the enterprise user down to the hobbyist. With the advent of drones they've grown to include remote pilots among their membership. Aside from political advocacy and promoting the safety in the skies, they provide training and legal services to their members. They are on team pilot and looking out for the operators. Kat Swain is responsible for leading the UAS “Drone” membership and programs at AOPA and joined the association in 2016. Before joining AOPA, Kat was Vice President for Measure UAS, a technology startup providing commercial drone service to several business verticals. Mike Pehel is the newly appointed chairman of InterDrone, a massive drone show based in Las Vegas, NV. While Mike isn't a drone pilot himself, he has vast knowledge and can provide a 20,000' view of the drone industry. Why isn't he a drone pilot? Well, he lives on Long Island, and is unfortunately dominated by controlled airspace. Yes, there are ways around it, but as a recreational pilot it can be too much tape to deal with just to get off the ground. The good news for us is that Mike is concentrating his efforts on InterDrone. InterDrone is the largest commercial drone event in North America, and will be held at the Rio in Las Vegas, Sept 3-6, 2019. In this episode, we chat about everything from drone delivery, to drone pilot licensing. Licensing is a topic that I'm fond of, as I feel there is room for improvement in countries that aren't conducting flight reviews. Why is it good enough just to complete a written exam, but not show your flight skills in the field? Some might say it's not a big deal, but think of a comparison to your automobile drivers license. Can you imagine just writing the test, and then being handed your license? Right? I think that every country should employ flight exams, to ensure that they're handing the keys over to capable drone pilots. Transport Canada recently added this requirement to their new licensing system, and I suggest that the FAA should follow suit. As for drone delivery, we discuss what it could look like, and my prediction for what industries are going to be the winners. Currently everyone wants their toothbrush delivered by Amazon, however I think that medical services will be the ultimate beneficiary of drone delivery. Now, we just need the UTM to catch up to the already capable flying tech.

Sharon is an international speaker, panelist and facilitator on the topics of drones, board governance and executive mentoring. She has taken the stage to share her passion for drones from the Smithsonian National Air and Space Museum in Washington, DC to the World of Drones Congress in Brisbane, Australia. Sharon has been a long time friend of InterDrone and currently sits on our advisory board. Every woman or man in the drone industry could learn a lot from Sharon's experience, and there's plenty of it in this episode.

Guest Parker Gyokeres is the owner of Propellerheads, an FAA Part 107 licensed business providing aerial photography and medium/heavy lift cinematography, thermal imaging, NDVI multispectral and 3F photogrammetry. Parker is an award-winning U.S. Air Force photojournalist, a freelance author, UAV subject matter expert and photographer. He serves as a member of the board of directors for the Professional Society of Drone Journalists, and he advises national clients on the design, operation, and deployment of advanced aerial systems for use by photographers, surveyors, cinematographers, and military contractors. Topics InterDrone InterDrone 2016, the International Drone Conference and Exposition, was held September 7-9, 2016 in Las Vegas. They had 3,500 attendees from 54 countries, with 155 exhibitors and speakers. Parker tells us how this year's event was very different from last year's. DJI Mavic Pro DJI's new Mavic Pro has folding arms and is smaller than the Phantom. Sensors handle obstacle avoidance, tracking of the subject, autonomous landing, and indoor stability. The camera shoots 4K video at 30 fps and full 1080p HD at 96 fps. The Mavic handles live video streaming and even employs gesture control. Parker attended the DJI announcement and tells us all about it. Lessons from a Shoot At a shoot, Parker's drone had a little “encounter” with a barge on the river. The story is humorous but it also contains some good lessons for drone operators.

Drone hobbyists find flaws in "close call" reports to FAA from other aircraft AMA Responds to the FAA's Drone Sighting Report The Academy of Model Aeronautics took a closer look at the reports of 764 close-call incidents with drones reported by the FAA in August (Pilot Reports of Close Calls With Drones Soar in 2015). According to the AMA report New AMA Analysis: FAA Data Reveals Complex Picture of U.S. Drone Activity [PDF], the FAA data (FAA Releases Pilot UAS Reports) shows that only 27 incidents were called “near misses” by the pilots and evasive action was taken 10 times. Some altitudes reported by pilots were too high for a UAV (19,000 - 51,000 feet) and the data included sightings of public agencies and commercial operators, as well as military flights. The AMA says: Some sightings appear to involve people flying responsibly and within the FAA's current recreational guidelines. Many things in the air – from balloons and birds to model rockets and mini blimps – are mistaken for, or reported as, drone sightings even when they are not. A number of sightings have occurred over or around stadium events, wildfires, power plants and other critical infrastructure. These raise different concerns from pilot sightings. In almost 20 percent (142) of the reports, local law enforcement either wasn't notified or it was unknown whether local law enforcement was notified. KAP doesn't want new UAV regs to unnecessarily ground farmers Keystone Agricultural Producers of Manitoba (KAP) president Dan Mazier views drones as tools for farmers, and recognizes the need for regulations, but he doesn't want them to be onerous. Mazier says, “KAP would like dialogue before they (Transport Canada) make regulations. If they are going to put a certain regulation in, at least consult farm groups or farmers and ask how they can work with it.” Transport Canada says it will amend regulatory requirements for UAVs in 2016 and proposes to create UAV classifications, establish aircraft marking and registration requirements, address personnel licensing and training and create flight rules. Bill on drones heads to Gov. Jerry Brown's desk Senate Bill 168 has passed the California legislature and was sent to Governor Jerry Brown for consideration. This legislation seeks to address problems seen when drones interfere with emergency responders like firefighters. It would increase the fines for drone operators who interfere with emergency responders, and it would grant immunity to emergency responders who damage or destroy unmanned aircraft during emergency operations. Other legislation in the pipeline at the Federal level introduced by California Legislators:: H.R. 3025, the Wildfire Airspace Protection Act of 2015, would make it a criminal offense to launch a drone that interferes with fighting wildfires on federal land.
