PHARR, Texas - How does Pharr punch above its weight to secure state and federal funding for transportation projects, not just in the city but the Rio Grande Valley as a whole.Mayor Ambrosio Hernandez gave his assessment in his 2024 State of the City address.“The City of Pharr is proud to have spearheaded and played a monumental role in our regional historical transportation infrastructure accomplishments. Now how does the city achieve or even influence this type of success?” Hernandez asked.“Well, the real magic occurs behind the scenes, working diligently with our state officials, RGV mayors and county leadership as we continue to capitalize and work diligently through our city departments with our state partners to see all transportation projects through completion.”The State of the City address was held Jan. 18 at the Pharr Events Center. Mayor Hernandez led with a recap of his administration's accomplishments in transportation and international bridge accomplishments.Hernandez said that 2015, the city commission was “instrumental” in securing more than $700 million in state and federal funding for major transportation projects. “These vital transportation projects within our city limits alleviate traffic, congestion and improve the flow of transportation, freight and indeed commerce. But ultimately benefiting the entire Rio Grande Valley.”Another big thing the City Pharr was “instrumental” in, Hernandez said, was the “historic” merger, in 2019, of three Rio Grande Valley metropolitan planning organizations. The merger of the three entities led to the creation of the RGV MPO. “We now have a seat at the table with the big boys, giving us access to billions of dollars in funding to improve and expand roads and transportation infrastructure that was previously inaccessible to the RGV,” Hernandez said, proudly. “Reflecting back on that it was an honor to have served as the inaugural chairman of the RGV MPO.”Spurred by the creation of the RGV MPO crucial transportation projects in Pharr have become a reality, the mayor boasted. One of the flagship projects spearheaded by the RGV MPO was the I-69 interchange expansion, he said. “The I-69 C or better known to us as the 281 Exchange Interstate project, is a prime example of Pharr's many impactful transportation projects and I'm proud to say that our Pharr leadership spearheaded this amazing project.”Hernandez said more than $300 million has been allocated by the Texas Transportation Commission, through TxDOT and the RGV MPO. “This (281 Exchange Interstate) project was one of the major achievements during our administration. This monumental project will lead to change for the betterment of South Texas. That's what we call impactful.”Another project Hernandez spoke proudly of is the International Bridge Trade Corridor. “IBTC has been a top legislative priority for the city since 2015. This massive infrastructure haul is the main fragment that will provide a direct connection for all commercial trucks to eventually act as a sole corridor. This project is fully funded with $287 million and is now a TXDOT sponsored project and is designated as State Highway 68 and Spur 81,” Hernandez said.Hernandez also spoke about the State Highway 365 Tollway. He said this new state highway in Hidalgo County is being developed by Hidalgo County Regional Mobility Authority specifically for heavy commercial vehicles. The Pharr leadership helped the RMA secure $295 million for the project, Hernandez said. HCRMA is a “true Pharr partner,” he said. EDINBURG, Texas - RGV Metropolitan Planning Organization Executive Director Andrew Canon has announced his departure from the group. Canon has held this position, plus that of one of its predecessors. Hidalgo County MPO, for almost 20 years.In an exclusive interview with the Rio Grande Guardian International News Service, Canon said he had been mulling the decision for many months. He said he came to the decision partly because of family considerations.Canon's last day at the MPO will be towards the end of October. According to an RGVMPO press release, Canon played “a pivotal role in the transformation of the Rio Grande Valley, overseeing significant milestones in the region's transportation infrastructure.” Notably, the press release said, his “astute leadership” helped when RGVMPO was formed through the merger of the Brownsville MPO, the Harlingen-San Benito MPO, and the Hidalgo County MPO.By merging the three legacy MPOs, the Valley MPO became the 5th largest MPO by population in the state of Texas.“Mr. Canon's stewardship also played a significant role in effectively overseeing multiple phases of key projects, including but not limited to the I-2/I-69 Interchange, the 365 Tollway, the International Bridge Trade Corridor, the Veterans International Bridge Expansion, State Highway 550 – Future I-169, South Parallel Corridor, and State Highway 68,” the press release said. “His keen oversight and strategic direction further enhanced the transportation landscape within the Rio Grande Valley.” The press release concluded with this commentary: “The Rio Grande Valley Metropolitan Planning Organization is enthusiastic about the prospects of Mr. Canon's future endeavors as he continues to serve the state of Texas. Using data from comparable long-term toll road leases worldwide, http://click1.e.reason.org/kdlpzpzkkmtjzvwsjrzdvjbmwsjpltzgvmwbmbthmprvt_imnhvghcdwymczvdymbd.html (the Reason Foundation report) estimates that the medium-range net proceeds (after paying off outstanding Illinois Tollway bonds) would be $19.4 billion for a 50-year lease of the Illinois Tollway. The state would likely be able to choose to receive that money in either a lump-sum up-front payment or annual lease payments. Five U.S. toll roads have entered into long-term leases in recent years, including the Chicago Skyway and Indiana Toll Road. The Chicago Skyway lease is now held by a consortium of Canadian public pension funds and the Indiana Toll Road lease is held by a consortium of U.S. pension funds. “Chicago paid off nearly $1 billion in debt with its Skyway lease proceeds, while Indiana fully funded a 10-year transportation improvement program,” said Robert Poole, author of the study and director of transportation at Reason Foundation. “Today, most toll road leases limit annual toll rate increases to the rate of inflation, so drivers shouldn't fear that. The lease agreement would ensure meaningful state oversight of the toll rates and key performance indicators for the Illinois Tollway while providing greater accountability and transparency for the public and toll-payers.” http://click1.e.reason.org/xjgcycyllhgtyrkbtpyjrtnhkbtcdgymrhknhngvhcprd_imnhvghcdwymczvdymbd.html (The study) stresses that each state must determine the best uses for the money from a deal, but outlines three possible uses of the proceeds Illinois would receive from a long-term lease: Funding major unfunded transportation needs, such as some of the $45 billion worth of projects in the 2019 Rebuild Illinois Plan. Reducing state debt, with the aim of achieving a higher bond rating than the current BBB-, to permit financing at lower interest rates. Reducing the unfunded liability of state public employee pension funds. The $19.4 billion net proceeds could cover 14 percent of these funds' 2018 unfunded liabilities. In 2019, Gov. J.B. Pritzker raised the idea of monetizing the Illinois Tollway to address the state's public pension debt. Former Illinois State Senator Jeff Schoenberg, who was assistant majority leader, made a similar proposal, citing a Credit Suisse estimate suggesting a 75-year lease could generate gross proceeds of $23.8 billion, slightly less than the Reason Foundation study's mid-range gross valuation of $25.8 billion. “As an investor-financed business, a toll road company would likely speed up modernization efforts on the Illinois Tollway,” Poole said. “The state could also ensure there are significant penalties for failing to meet performance metrics and that the lease could be terminated if the company continually failed to measure up to expectations.” Many modern toll roads in Australia, France, Italy, Portugal, and Spain are operated under long-term public-private partnership (P3) leases. The report examines how these countries have utilized P3s, surveys the companies and investment funds that are most active in this sector, and reviews how to lease revenues can be put to use. The study provides estimates for the proceeds that nine state-owned toll road systems could generate via long-term leases.

Have you thought of buying land west of the MetroPlex? I moved to this area 20 years ago after I bought my first home in Stephenville when I was 19. Before I bought that home, though, I looked for land anywhere from Springtown south to Meridian and 70 miles west of Fort Worth. The price of property just seemed way too high back then. Now, I can’t help thinking, “If I could only go back 20 years.” Lately, we’ve shown several clients land properties that they want to live on or use as a recreational weekend getaway. Land close to Fort Worth is getting harder to find, and the searches are moving further and further away. With a new Tollway and I-20, though, those properties are easier to access. “Land close to Fort Worth is getting harder to find.” If you’ve ever thought about buying land, now is the time to do so.
