In episode 210 of America Adapts, Dr. Carolyn Kousky, Associate Vice President for Economics and Policy at the Environmental Defense Fund, returns to discuss the climate challenges in Florida's property insurance market. She outlines how Florida faces significant economic risks due to hurricanes and other disasters, with 36 presidential disaster declarations since 2000. The episode delves into the complexities of the state's insurance system, focusing on three key programs: Citizens Property Insurance Corporation, the Florida Hurricane Catastrophe Fund, and the Florida Insurance Guarantee Association. Dr. Kousky addresses the reliance on smaller insurance companies; the critical role of reinsurance; and the impact of climate change on insurance pricing and availability. Doug and Carolyn have a broader conversation about the insanity of the Florida system of the existing property insurance market and how it could lead to price gouging for Florida citizens living in less at risk areas of the state. Also, the ‘hot take' for this episode! https://www.americaadapts.org/episodes/house-of-cards-florida-and-property-insurance-in-the-age-of-climate-change Topics covered: Evolution of Florida's Property Insurance Approach State Programs Providing Insurance in Florida The Role of Reinsurers and Insurance Companies Transparency in Catastrophe Modeling in Florida Impact of Sea Level Rise on Florida's Insurance Market Cross-subsidies and Assessments in Florida's Insurance Market Climate Equity and Fair Pricing in Florida's Insurance Market Balancing Risk Reduction and Insurance Access Price gouging inland communities to subsidize coastal communities' insurance rates Guest Recommendation: Jessica Dandridge, Water Collaborative of Greater New Orleans Transcript of episode available here. Quotes from the episode: Dr. Carolyn Kousky: Politically, there's often an appetite to just ignore the risk and not address it because addressing it can be hard and might be costly, but failing to address it is also setting us up for much higher future costs. …we need to view the crisis in our insurance markets as a signal for how high risk is, and that we have to invest aggressively and quickly in much more climate adaptation in order to lower that risk to a manageable level… Doug Parsons: Climate change is like gravity. … there's no arguing with it. It's just going to happen. …but you are living in Gainesville, you're being responsible, you haven't gone to the coast. Isn't raising that person's rate a form of price gouging because you don't have as much risk and yet they're raising your rate , that's price gouging. Extreme Risk (Star Trek: Voyager, S5 E03) was recommended by James (he/him), who said: I also ‘like' Extreme Risk. I think Roxann Dawson's acting is super subtle and she does grief really well. Really resonated with me with my own personal grief. As you probably know it's after the news all the Marquis are dead and she is grieving. She isn't her typical angry self (which for her is odd) she's just numb. She does things like taking silly risks to ‘feel' something. And she gets riskier and riskier. I was the rock for my family after my dad suddenly passed away in a car accident, 2 weeks before my 27th bday. Even though I was the youngest I was also the ‘smart and calm one'. My mum and sister were so emotional and I had to close down to hold them up (if that makes sense). I was back at work after a few days. Organised the funeral and sorted stuff with the police. I was numb though. I've worked all this stuff out but did engage in some silly behaviours a few years later that were not okay. Made worse by being in a bad relationship. Numbness was safe. I've saw that episode again about 18 months ago (5 years after my dad and 6 months after a breakup) and I just got her vibe. Her numbness and behaviours. As I already said, her performance is really fucking on point. The half Klingon that was all fire. Now so subtle and carrying on. I love Trek, all iterations but subtle acting ain't a usual part of its wheelhouse. So this was so refreshing. The Bolshevik Biden administration recently launched the federal "Extreme Risk Protection Order Resource Center", which will be pumping federal tax dollars into the states to implement so-called "Red Flag" laws, which flagrantly violate the 2nd, 4th and 5th Amendments.Tune in and hear why Royce believes that ERPO's will soon be issued on a mass scale and encompass entire groups of people and mass confiscations, and that the federal government will use our own tax dollars against us to make this happen in as many states as already have such Constitutionally reprehensible, illegal laws. Since there is no federal "red flag" law, the feds will essentially use the states that do as their puppets to go after and disarm anyone they don't like, and new criteria that triggers an ERPO will soon be developed in their favor. So, all of you "Domestic Violent Extremists" (as we've been labeled by the FBI and DOJ) beware!!Stay tuned on this issue!!Support the showBuy Paul Eberle's book "Look at the Dirt"Paul Eberle (lookatthedirt.com)The Deadly Path: How Operation Fast & Furious and Bad Lawyers Armed Mexican Cartels: Forcelli, Peter J., MacGregor, Keelin, Murphy, Stephen: 9798888456491: Amazon.com: Books
A funny thing happened when Zach Abraham of Bulwark Capital Management joined us on the show. We intended to talk about the riskiest investments that people are making with their money, and we do touch on that. I had only intended to briefly mention the conspiracy theory that big corporations like BlackRock are buying up entire neighborhoods, but dove into the confirmation of this theory. It appears that sixty percent of neighborhoods will be brought up by hedge funds by 2036. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: SBF, extreme risk-taking, expected value, and effective altruism, published by vipulnaik on November 13, 2022 on The Effective Altruism Forum. NOTE: I have some indirect associations with SBF and his companies, though probably less so than many of the others who've been posting and commenting on the forum. I don't expect anything I write here to meaningfully affect how things play out in the future for me, so I don't think this creates a conflict of interest, but feel free to discount what I say. NOTE 2: I'm publishing this post without having spent the level of effort polishing and refining it that I normally try to spend. This is due to the time-sensitive nature of the subject matter and because I expect to get more value from being corrected in the comments on the post than from refining the post myself. If errors are pointed out, I will try to correct them, but may not always be able to make timely corrections, so if you're reading the post, please also check the comments to check for flaws identified by comments. The collapse of Sam Bankman-Fried (SBF) and his companies FTX and Alameda Research is the topic du jour on the Effective Altruism Forum, and there have been several posts on the Forum discussing what happened and what we can learn from it. The post FTX FAQ provides a good summary of what we know as of the time I'm writing this post. I'm also funding work on a timeline of FTX collapse (still a work in progress, but with enough coverage already to be useful if you are starting with very little knowledge). Based on information so far, fraud and deception on the part of SBF (and/or others in FTX and/or Alameda Research) likely happened and were likely key to the way things played out and the extent of damage caused. The trigger seems to be the big loan that FTX provided to Alameda Research to bail it out, using customer funds for the purpose. If FTX hadn't bailed out Alameda, it's quite likely that the spectacular death of FTX we saw (with depositors losing all their money as well) wouldn't have happened. But it's also plausible that without the loan, the situation with Alameda Research was dire enough that Alameda Research, and then FTX, would have died due to the lack of funds. Hopefully that would have been a more graceful death with less pain to depositors. That is a very important difference. Nonetheless, I suspect that by the time of the bailout, we were already at a kind of endgame. In this post, I try to step back a bit from the endgame, and even get away from the specifics of FTX and Alameda Research (that I know very little about) and in fact even get away from the specifics of SBF's business practices (where again I know very little). Rather, I talk about SBF's overall philosophy around risk and expected value, as he has articulated himself, and has been approvingly amplified by several EA websites and groups. I think the philosophy was key to the overall way things played out. And I also discuss the relationship between the philosophy and the ideas of effective altruism, both in the abstract and as specifically championed by many leaders in effective altruism (including the team at 80,000 Hours). My goal is to encourage people to reassess the philosophy and make appropriate updates. I make two claims: Claim 1: SBF engages in extreme risk-taking that is a crude approximation to the idea of expected value maximization as perceived by him. Claim 2: At least part of the motivation for SBF's risk-taking comes from ideas in effective altruism, and in particular specific points made by EA leaders including people affiliated with 80,000 Hours. While personality probably accounts for a lot of SBF's decisions, the role of EA ideas as a catalyst cannot be dismissed based on the evidence. Here are a few things I am not claiming (some of these are discussed ...
Life is a collection of experiences. Joy, sorrow, excitement, boredom, the list goes on. Sometimes it's hard. This week, it's everything. First up: a transporter malfunction creates a super-Borg that is hungry for knowledge and experience, while the regular Borg are hungry for his advanced tech in "Drone". After that: "Trek" does psych again (I know, but it's a little better this time, sort of) as Torres deals with the knowledge of knowing her Alpha Quadrant Marquis friends are almost all dead in "Extreme Risk". Also this week: Roomba costumes, illogical safety protocols, and transporter accidents! Note: we spoil S.1 of Discovery pretty hard in the blog discussion [Timestamps: Drone: 01:43; Extreme Risk: 31:55; talkin' transporters: 01:02:09] [Bloggo: https://at.tumblr.com/sshbpodcast/scotty-dont-beam-me-up-yet-im-taking-a-sh/yafqvaejqwzo]

I am hearing from several directions that Net Economic Value (NEV) High and Extreme Risk Ratings are Surging. In this episode we discuss what NCUA is doing about it and what that means for you. NCUA Chairman Todd Harper recently stated "The NCUA is aware of industry concerns about how examiners will supervise for market risk, given rising interest rates. Interest-rate risk has long been a supervisory priority for the NCUA. We know that credit unions have planned accordingly for changes in interest rates over the years, even more so since the last update in the NCUA's supervisory procedures in 2017.The NCUA, as a result, is now developing guidance for examiners on how to work with credit unions whose sensitivity to market risk and other risks has increased due to the ongoing uptick in interest rates and related economic uncertainty. We will continue to treat all credit unions equitably during the examination process in the months ahead."What form might this guidance take? Give a listen to hear my thoughts.
We are going to have a conversations about policies and suggestions involving gun safety. We will use ideas from EveryTown, and some Republican comments and ideas. Joining us is our brother and friend adam from Adam Has A Beard. this is an open discussion and single subject, So I will add information from our note but the order is fluid. Thank you for listeningSome of these ideas are from the every town research site. https://everytownresearch.org/solution/extreme-risk-laws/Pick An Org That matches your valueshttps://giffords.org/action/gun-owners-for-safety/To me the problem is there is one organization that protects the rights of all gun owners by expanding the definition of gun owner. I think the NRA protects its members and all gun owners by representing the rights of the fringe element in the gun Owner category. Knowing there is another option for sensible gun owners to me is important to highlight. There are good groups that support and defend gun ownership while also being a part of the conversation about gun safety by advocating for their members. Please if you are a NRA member, Consider joining a more ethical version over at GiffordsExtreme Risk Laws - The Red flag lawsWhen a person is in crisis and considering harming themselves or others, family members and law enforcement are often the first people to see the warning signs. Extreme Risk laws, sometimes referred to as “Red Flag” laws, allow loved ones or law enforcement to intervene by petitioning a court for an order to temporarily prevent someone in crisis from accessing guns.Close the Charleston LoopholeUnder federal law, gun purchases may move forward by default after three business days—even if a background check has not been completed. While 90% of federal background checks are completed in minutes, those that take longer than three business days are four times as likely to be denied.Block Concealed Carry ReciprocityFederal concealed carry reciprocity (CCR) legislation would gut state standards for who may carry hidden, loaded handguns in public. CCR would force each state to recognize the concealed carry standards from every other state, even those that have dramatically weaker standards—and those that don't require any permit at all.Call it mental Illness/fund accessibility To Health care People that kill are ill. They are disturbed they are out of the norm and should seek mental health treatment immediately. Anyone that kills must be mental ill. But in the end they must first admit they have a problem, and seek out help. Background Checks on All Gun SalesBackground checks are the foundation of any comprehensive gun violence prevention strategy. Current federal law requires that background checks be conducted whenever a person attempts to buy a gun from a licensed gun dealer. This is to ensure that the buyer is not legally prohibited from having the gun.Require Prohibited People to Turn in Their GunsRequiring people to turn in their guns when they become legally prohibited from having them helps keep guns out of the wrong hands. Under federal law, there is no affirmative requirement that people who are prohibited from having guns turn in firearms that they already have.Burn some books alter history and remove all grievance People are getting too much information. They are learning too much and maybe even being indoctrinated into a woke life style that may lead to deviant and radical views. Removing the liberal rhetoric will calm the mind and lower the threat level. Secure Gun StorageGun owners can make their homes and communities safer by storing their guns securely. This means storing them locked, unloaded, and separate from ammunition. Securing firearms protects children and adults by preventing unintentional shootings and gun suicides.Prohibit People With Dangerous Histories From Having GunsPeople with dangerous histories should be prohibited from having guns. Federal law prohibits gun possession by certain categories of people. States also set standards for who is too dangerous to have guns. People prohibited by federal or state law will fail a background check if they try to buy a gun from a licensed dealer.Elect Radical liberal DemocratsOf course the average democrat may say they have a gun and therefore support gun owner rights, but there is a new wave that believes they should take our guns out right. If we can rig the elections before the dumb Republicans we can take everyones guns and keep killing babies for our pedofile death lizard people agenda. Gun Owner Safety TrainingStates should require a person to complete safety training prior to purchasing a gun or carrying a gun in public. Training ensures that gun owners are educated on the responsible practices for handling and using firearms, storing them securely at home, as well as carrying guns in public.Gun Dealer ReformLaws on how gun stores conduct their business have not been strengthened since the 1960s. Congress should pass comprehensive gun dealer reform.Smart Guns and Gun Safety FeaturesA personalized—or “smart”—gun is a firearm that employs authorized-use technology, like the thumb scan or passcode available on many smartphones, to turn stolen guns and guns accessed by children into harmless pieces of steel. If widely implemented, it would be a game-changer for keeping guns out of the hands of children and criminals.Accept the inevitable In a country that values and protects gun owner rights. This stuff. Dead kids at school being killed by a kid in body armor. Murders at Memorial Day events, places of worship, even on a bipartisan baseball field. It's just gong to happen now and then. Sometimes it's not the real estate agents or even the attorneys that cause a deal to fall apart! Many times it could be the loan officer not doing their job properly or just being too aggressive during the process that causes the buyer and the seller to have great risk. But what does this all mean? How does it happen? I've got your answers right here!

In our previous CNA Justice Talks podcast, we discussed the challenges facing correctional agencies related to recruitment and retention and innovative ways agencies have worked to address the current crisis. In this episode, Hildy Saizow leads a discussion with Josh Horwitz and Elliot Harkavy about extreme risk protection orders. Saizow, Horwitz, and Harkavy discuss the development of these laws, what types of gun violence they are designed to stop, stakeholder roles in implementing the laws, and future areas of action to prevent gun violence.

What is and is not proper rules when riding a bike around town or on the open road, we get some help from an expert. Plus, Oregon just put out a new grant to help restaurants survive the governors Extreme Risk Rating for 15 counties, but some are finding that plan no help at all. We go to Richland Oregon for that story. To see the video click here.
On Friday, Oregon Gov. Kate Brown officially put fifteen counties into what's known as the “extreme risk” category. That means a return to stricter capacity limits on places like movie theaters and gyms — and a complete ban on indoor dining. It affects counties where some of the biggest cities in the state are located, including Portland, Eugene, Salem, Bend, and Medford. We hear what this means for three restaurant owners: Betsy McDonald of The Lemon Tree, Carlo Lamagna of Magna, and Valarie Rachelle of the Oregon Cabaret Theatre.
Restaurants and gyms are pretty frustrated that they are being hit the hardest by the governors new restrictions and there's nothing to suggest people are transmitting covid from their businesses. Also, local leaders around the state question the governors matrix and are asking for a halt, a pause and a reexamination of what is going on here. Click here to watch video
Deschutes County is among 15 counties that will be moving back into Extreme Risk, permanent restaurant parklets in the downtown area, and the Bend Farmers Market opens on Wednesday. We take a look at going back to Extreme Risk, parklet details, and a COVID-friendly farmers market.
On Tuesday, Oregon Gov. Kate Brown announced that 15 counties will move to the extreme risk category effective Friday. Patrick Allen, the director of the Oregon Health Authority, gives details on the update.
The recent mass shooting in Indianapolis sparked a national conversation about “red flag” laws, or Extreme Risk Protection Orders. Dr. Josh Sharfstein talks with Dr. Shannon Frattaroli of the Johns Hopkins Center for Gun Violence Prevention and Policy, and Josh Horwitz of the Coalition to Stop Gun Violence about ERPOs and what went wrong in Indiana, and what needs to be done to implement laws effectively that keep firearms from people at high risk of harming themselves or others.

The government has been warned the Bluff aluminium smelter is at extreme risk of sea level rise, with "catastrophic" consequences including possible fatalities. A risk assessment to Treasury says it is almost certain the sea will breach the smelter's huge toxic landfill within a century. There are 'no existing controls' to tackle this. The smelter is rejecting the findings which went to Treasury last October - months before the Government said it was almost 'completely blind' about contamination at Tiwai Point. Phil Pennington is looking into this.
As we approach Deschutes County's move out of the Extreme Risk category on Feb. 12, we talk about what this will mean for restaurants and take a look into the status of vaccines in the county.

On the evening of 8 December 1980, John Lennon was shot and killed in the front entrance of his home in NYC. His murderer was a one-time Beatles fan who had traveled from Hawaii to New York with a .38 special revolver that he had purchased six weeks prior from a shop in Honolulu, Hawaii for 169 dollars. However, the shooter had planned the killing over several months, and had shared his plans with his wife. Had an Extreme Risk Law (sometimes called a “red flag” law) been in place at that time, the shooter may not have been able to maintain his access to this firearm.Recently, Hawaii joined 18 other states and the District of Columbia in codifying an Extreme Risk Law that would enable family members, co-workers or police to obtain court orders blocking access to firearms for people who show signs they could pose a danger to themselves or others. To discuss John Lennon's life and death, and what gun violence prevention is like 40 years later, hosts Kelly and JJ are speaking with Senator Karl Rhoads of Hawaii, President of Brady Kris Brown, Academy Award-nominated documentary producer and podcaster Michael Epstein, and founder and Executive Director of Safer Country Paul Friedman.Mentioned in this podcast:John and Yoko: Above Us Only Sky (Netflix)LennoNYC (PBS)Murder in House Two (Crowd Network) Gun Violence Prevention Protection Laws (Safer Country)John Lennon: The Bermuda Tapes (Why Hunger) Help support the podcast and Brady's mission by clicking here! For more information on Brady, follow us on social media @Bradybuzz or visit our website at bradyunited.org.Full transcripts and bibliographies of this episode are available at bradyunited.org/podcast.National Suicide Prevention Lifeline: 1-800-273-8255. B'Elanna's losses and traumas provoke a wicked bout of depression and dangerous coping behaviors, leaving her clueless friends on Voyager absolutely and inexplicably befuddled as to why she isn't her usual, ebullient self. Can they connect the very connectable dots in time to help her gain some emotional footing? What the hell is up with attitudes toward mental health in the 24th century? For that matter, what the hell was up with attitudes toward mental health in the late 20th century? Does the Delta Flyer look cool? Is “Extreme Risk” GOOD… or is it GARBAGE?

Extreme Risk Protection Orders (ERPOs) allow families or law enforcement officers to petition a court to temporarily restrict a person’s access to guns. The petitioner must submit evidence that this person is a danger to themselves or others. ERPOs save lives, allowing the people who are most likely to notice when a loved one or community member becomes a danger to take concrete steps to disarm them. The nation’s first ERPO law was passed in 1999 in Connecticut, in response to a mass shooting at the state’s lottery headquarters that left four people dead. ERPOs otherwise sat largely ignored legislatively until 2014, when a young man in Isla Vista, California, committed a string of shootings that left six people dead and more than a dozen injured. Many of the victims were students at the nearby University of California, Santa Barbara. Prior to the shooting, the gunman displayed concerning behavior, prompting a welfare check from police; however, because he had not violated any laws, authorities took no action to disarm him. Following advocacy led by Brady California, lawmakers passed California's ERPO law by the end of the year.ERPOs again rose to national attention following the mass shooting at Parkland, Florida in 2018. Over the next 12 months, nearly a dozen states followed suit with California, with similar laws going into effect in Nevada and Colorado in the early days of 2020. Nevertheless, misinformation about ERPOs persists. To get to what ERPOs actually are, and how they are used to save lives, JJ is joined by Kelly Sampson, legal counsel at Brady, and Raul Campillo, a San Diego prosecutor, deputy attorney, and member of the city's GVRO unit.Mentioned in this podcast:Extreme Risk Protection Orders (Brady)What is a Gun Violence Restraining Order? This week on New Mexico in Focus, correspondent Antonia Gonzales looks at sports gambling, with a focus on Isleta Resort and Casino. A 2018 U.S. Supreme Court decision opened the door for previously banned commercial sports betting, and a number of New Mexico tribes have opened sports books at their casinos. Ms. Gonzales examines how and why Isleta Pueblo chose to open its sports book, what business is like, and what other tribes are weighing before they act. Correspondent Gwyneth Doland travels to Santa Fe to talk to lawmakers about the push for an extreme risk firearm protection order law. The controversial bills, sometimes referred to as “red flag” measures, would let the state temporarily take a gun from someone found by a court to be a danger to themselves or the community. Doland speaks to lawmakers who both favor and oppose such a law. Gene Grant and The Line opinion panel debate the worth of an agreement between two “nuisance” convenience stores and the city of Albuquerque. The stores have agreed to stop selling alcohol in mini and pint-sized bottles and to better self-police their properties. The Line also examines the progress of Senate Bill 115, the cannabis legalization bill, that passed its first committee along party lines on Tuesday. For the final topic, The Line looks at New Mexico’s problem with a backlog of wage theft complaints linked to the enforcement of the state’s minimum wage law.

Wie geht's eigentlich B'Elanna?
In this episode of the podcast, Jill is discussing Extreme Risk Laws, also known as Red Flag Laws, which enable a family member or police officer to obtain a court order to prevent a person from possessing firearms when a court is convinced that there are "red flags" that show that the person is at risk of harming themselves or others. There are currently 17 states with Extreme Risk Laws in place and it is uncontroverted that the laws are helping to prevent deaths by suicide, mass shootings and other deaths via firearms. So, why are some people against these laws being enacted? Is it true that they are unnecessary? Do they really violate the 2nd Amendment? Why is it that many states only enact these laws after there has been a mass shooting? Attorney Rosensweig discusses all of this and more in this episode.

In Victorian Britain a number of such disasters struck in various sectors of industry and society as the rapidly changing and largely unregulated profit-oriented economy threw up all manner of hazards from cheap lodging houses to unsafe modes of transport to toxic rivers. The Victorian response to such tragedies was to set-up statutory regulatory bodies, which by the mid-twentieth century had developed into an extensive system of life-preserving regulatory inspectorates overseeing the economy's proclivity to throw-up new and unsafe commercial products and practices. However, British society has now been subject to several decades of economies and cost-cutting reductions of the functions and scope of these publicly-funded bodies, sometimes characterised in the media as 'red tape' holding back 'enterprise'. As the Grenfell Tower enquiry proceeds it seems to uncover an underfunded, broken, fragmented and ineffective regulatory system in modern Britain, signifying the unlearning in recent decades of the harsh lessons learned by our Victorian predecessors: that an insufficiently monitored and inspected free market pays insufficient attention to the protection of human life in its search for profits. This event is hosted by History & Policy.

In this episode of To The Journey, Char and Tristan rewrite "Extreme Risk" with one major change: Janeway takes B'Elanna's place as the character who's numbed from depression. Since Janeway was dealing with depression in "Night," Voyager's Season Five opener, it seemed natural fit to continue the storyline.
