Las normas de uso del carril de aceleración en España están reguladas por el Reglamento General de Circulación (RGC), aprobado por el Real Decreto 1428/2003, complementado por las normas técnicas de la Dirección General de Tráfico (DGT). 1. Definición y finalidad Carril de aceleración: tramo de calzada destinado a permitir que los vehículos que se incorporan a una vía —normalmente una autovía o autopista— aumenten progresivamente su velocidad para integrarse de forma segura con el tráfico que circula por la vía principal. Referencia legal: • Artículo 74 del Reglamento General de Circulación (RGC). • Artículo 19 del Texto Refundido de la Ley sobre Tráfico, Circulación de Vehículos a Motor y Seguridad Vial (Real Decreto Legislativo 6/2015). 2. Normas básicas de uso a) Obligación de usarlo correctamente El conductor que se incorpora a la vía debe utilizar la totalidad del carril de aceleración para adaptar progresivamente su velocidad a la del tráfico principal antes de entrar en él. (Art. 74.1 RGC) • No debe detenerse ni circular a velocidad excesivamente baja dentro del carril. • El objetivo es alcanzar una velocidad similar a la del flujo de la vía principal, sin obstaculizarlo. b) Prioridad de paso Los vehículos que ya circulan por la vía principal tienen prioridad sobre los que se incorporan desde el carril de aceleración. (Art. 57 RGC) • El vehículo que se incorpora debe ceder el paso si no puede hacerlo con seguridad. • Si es necesario, debe detenerse al final del carril, aunque no sea lo deseable, para evitar una colisión. c) Señalización obligatoria • El conductor debe señalizar la intención de incorporarse mediante el intermitente izquierdo, con antelación suficiente. (Art. 109 RGC) • Una vez incorporado, debe apagar el intermitente inmediatamente para no confundir al resto de usuarios. d) Prohibiciones En el carril de aceleración está prohibido: • Detenerse o estacionar (salvo emergencia). • Circular marcha atrás. • Utilizarlo para realizar adelantamientos. • Incorporarse a velocidad claramente inferior a la del tráfico, generando riesgo u obstáculo. 3. Obligaciones de los conductores que circulan por la vía principal Aunque el vehículo que entra no tiene prioridad, el Reglamento también impone obligaciones de cooperación a los vehículos que circulan por la vía principal: “El conductor que circula por el carril derecho facilitará, en la medida de lo posible, la incorporación de los vehículos procedentes del carril de aceleración, cambiando de carril o moderando su velocidad.” (Art. 74.2 RGC) Esto significa: • Si el carril izquierdo está libre, puede cambiar temporalmente para facilitar la incorporación. • Si no puede cambiar de carril, debe moderar ligeramente la velocidad si es seguro hacerlo. • No se exige frenar bruscamente, pero sí actuar con cortesía vial y previsión. 4. Distancias y velocidad recomendadas Aunque el RGC no establece cifras fijas, la DGT recomienda: • Alcanzar una velocidad similar (±10 km/h) a la del tráfico de la autovía antes de incorporarse. • Mantener una distancia de seguridad longitudinal con el vehículo precedente. • Usar todo el tramo disponible del carril, sin incorporarse antes de tiempo. 5. Sanciones por uso incorrecto El uso inadecuado del carril de aceleración puede conllevar sanciones administrativas: • Incorporación sin ceder el paso o sin señalizar: multa de 200 € (sin pérdida de puntos). • Detención injustificada en el carril de aceleración: multa de 200 €. • Incorporación con riesgo o provocando accidente: sanción de 500 € y 6 puntos por conducción temeraria, según los artículos 76 y 77 de la Ley de Tráfico. 6. Buenas prácticas recomendadas por la DGT y la normativa europea UNECE • Planificar la incorporación con antelación, observando los retrovisores y el tráfico por el espejo lateral izquierdo. • Usar todo el recorrido del carril para acelerar progresivamente. • Evitar incorporaciones bruscas o cambios de carril de última hora. • No circular a velocidad de ciudad dentro del carril de aceleración. • En motocicletas, adaptar la trayectoria para mantener visibilidad lateral respecto a turismos y camiones. 7. Cada semana en Onda Cero junto a Agustín Bravo, Sergio Alberto Gama y Beatriz Martínez analizamos la seguridad vial. Juan Carlos Toribio (Responsable de Seguridad Vial en IMU). Crítica al B+3 (125 cc con carnet B): o Oposición técnica de Toribio cuando se tramitó: sin práctica de moto no debe autorizarse. o Fundamento: conducción de moto requiere contramanillar (romper efecto giroscópico); coche ≠ moto. o Vigente solo en España: con B + 3 años permite motos hasta 125 cc y 11 kW (14 CV). o Efecto: incremento de siniestralidad en el tramo 125 cc por falta de formación específica. • Denuncias de IMU y tiempos de corrección de la vía: o Dependen de: (1) intención del funcionario, (2) presión social/mediática, (3) presupuesto. o Reparaciones “baratas” (p. ej., sustituir señal) se resuelven antes que firmes degradados largos. o Ejemplo: Puerto de Lunada se reactiva tras siniestro mortal y denuncia técnica de IMU. o Hay casos en que no se arregla nada pese a la denuncia. • “Carreteras ilegales” y narrativa institucional: o Estrategia comunicativa (DGT) que oculta deficiencias de la vía y traslada toda la culpa al conductor. o Ejemplo campaña 23–29 junio (obras): 240.170 controlados; 14.058 denunciados (5,85%). Titular oficial: “solo el 10% respeta”, que Toribio califica de falso (≈95% sí respeta). o Baja calidad técnica en investigación de accidentes: currículo policial omite estado/conservación de la vía y faltan medios de medida. o Falta de formación en muchos agentes locales; investigación con preparación equivalente a la de un conductor medio. o Presiones internas cuando se denuncian deficiencias de conservación. o En Guardia Civil: EXAD 4/2020 manda “informar” del mal estado, pero no activar la obligación de denunciar (art. 87 LSV; art. 4 proc. sancionador). • Marco legal/técnico recordado: o LSV art. 57 y RGC art. 139: mantener la vía en las mejores condiciones posibles de seguridad (estado del arte/normas técnicas). o CE art. 9: obligación de la Administración de cumplir la ley. o CP art. 385.2: delito por no restituir la seguridad vial teniendo obligación. • 29 patologías (ejemplos destacados) que el ciudadano puede identificar: o Firme: falta de regularidad funcional; coeficiente de rozamiento ≈ 0,60 (en servicio); prohibición de áridos/sustancias deslizantes sin señalización previa. o Trazado: curvas de radio decreciente; peralte negativo. o Ancho funcional: mínimo 3,0 m por carril (muchas vías con 2 m o menos) y necesidad de arcenes. o Señalización vertical: visible, no deteriorada ni caducada; duplicación de limitaciones de velocidad a la izquierda en calzadas de varios carriles.  Relevancia en radares: si se adelanta y la señal solo está a la derecha, puede recurrirse. o Saturación de señales (p. ej., entradas de túneles en Madrid): exceso impide su correcta asimilación. • Qué pueden hacer los ciudadanos: o Exigir cumplimiento del marco legal (CE art. 9). o Formular denuncias/quejas documentadas (fotos, PK, fecha/hora) para dejar constancia y ayudar a las víctimas si ocurre un siniestro vinculable al estado de la vía. o Recordatorio del tipo penal aplicable (CP 385.2). • Fauna (especies cinegéticas/domésticos) en convencionales: o Problema: muchas veces no acuden los cuerpos policiales; se pide al ciudadano que envíe fotos (déficit de plantilla/medios). o Actuación del ciudadano: llamar 112 y reportar; buscar y documentar señal de peligro de animales. o Prevención: si hay visibilidad, separarse del borde derecho y centrar la trazada para mejorar el ángulo de visión y la reacción (sin invadir sentido contrario y solo con visibilidad suficiente). • Consejos generales de conducción: o Tiempo de respuesta medio: 2 s → a 120 km/h se recorren 66 m sin actuar. o Mirada: “lejos y a lo grande”; a menor velocidad, se puede acercar la mirada, pero siempre planificando. o Atención permanente (obligación legal): evitar distracciones, incluso ante cartelería institucional que pueda distraer. • Mensaje a la Administración: o Cumpla la ley (CE art. 9) y el derecho a la seguridad de los ciudadanos (CE art. 17). The Responsible Gambling Council over the past week announced the release of a Gambling, Marketing and Advertising report that was funded by Flutter Entertainment. RGC CEO Sarah McCarthy was in Ottawa with Ontario Minister of Tourism, Culture and Gaming Stan Cho, OLG head honcho Duncan Hannay and other executive types for the opening of the PlaySmart Centre inside the spanking new Hard Rock Hotel & Casino in the nation's capital. Speaking of McCarthy, who at the beginning of the year succeeded Shelley White as the new boss of the Toronto-based RGC, she joined colleague Elaine MacDougall for a conversation with your humble host during the Canadian Gaming Summit in June. We asked the new CEO about her decision to leave the Rick Hansen Foundation to lead the Council, and her transition into the new role. Minter: Gonna be hard to keep him. Has the chance to follow MacDonald's career path. Worth keeping? Absolutely. Please offer him whatever you can to stay because he is incredible. But what can we offer other than money that NFL can match when he's already shown he's at that level? Life after Harbaugh? Michigan was the 2nd team to win a National Championship with a majority Black coaching staff (2022 Georgia) and the only one with a Black coordinator or co-coordinator. These guys are as/more responsible than Harbaugh for creating the culture at Michigan. Moore (to HC), Clink, Hart (to RGC), Newsome (to OL), Elston (title bump?) are all guys with a greater connection to Michigan than Harbaugh. If Jay was smart he'd stick around too (Sam thinks he follows his dad). Need to think about the next 10 years of college football. Where teams are going to offer your backups $hundreds of thousands to transfer and your recruits more to sign. Someone here needs to leverage the school to make changes, and push to change the mechanism for player compensation from daddy moneybags to a share of TV revenue and contracts. How does Michigan compete in a world where you have to recruit your team each offseason? If Jim stays is he here for good? No. He's a unicorn; unless he's not having success at Michigan the NFL is going to be interested, because there aren't a lot of Bill Walshs or Pete Carrolls who can have success at both levels.

In a down-to-the-wire KCBS Team of the Year battle, Jordan Kirkpatrick and Janky Leg BBQ came through in clutch fashion.
