The North Gauteng High Court in Pretoria has granted the government's application to place the South African Post Office (Sapo) in business rescue, putting a halt to ongoing liquidation proceedings and paving the way for a R2.4-billion taxpayer bailout. Sapo was placed in provisional liquidation in February due to its failure to pay rent and other liabilities, but its provisional liquidators did not oppose the application. The judgment, delivered by Judge Elmarie van der Schyff following an urgent hearing in Pretoria, confirmed the appointment of Anoosh Rooplal and Juanito Martins Damons as joint interim rescue practitioners. Roolpal has been overseeing the liquidation of VBS Mutual Bank since 2018 and will now also help guide the process of looking to prevent Sapo from being wound up and its assets sold off. The appointment of the business rescue practitioners must be ratified by a meeting of the majority of Sapo's creditors. Judge Van Der Schyff said placing the state-owned utility in business rescue would allow the government to inject the much-needed R2.4-billion in funding it has committed to providing. "It is gleaned from the minister's papers, and no objective reason exists to doubt the correctness of the evidence provided under oath, that Cabinet has not only pledged to provide Sapo with the initially earmarked R2.4-billion, but also indicated its intention to support Sapo's application for an additional R3.8-billion in the October budget," she wrote in the judgment. In addition to the already announced cash bailout, "there is a further possibility of continued government funding to see Sapo through the business rescue process," the state's application reads. The Sapo's provision liquidation came after a case brought by property company Withinshaw. It also owes hundreds of millions of rands in unpaid salaries to its staff, retirement and medical funds, the SA Revenue Service, landlords, and other suppliers. Turnaround hopes Mondli Gungubele, the communications minister, is pinning his hopes that the business rescue process - which offers temporary protection against creditors - will save as many jobs as possible. "The purpose of this application is to avoid the destruction of the Sapo by placing it under business rescue," said Gungubele in the court application. "This will give Sapo the space and time it needs to restructure its affairs and implement a turnaround plan under the supervision and direction of the business rescue practitioner. There is a reasonable prospect of Sapo being rescued." Sapo has been making annual losses of more than R2-billion the past three years. Of its 1 266 branches, fewer than a quarter were profitable, its 2022 annual report reads. To return Sapo into an operational state and solvency, the minister's plan approved by Cabinet and filed as part of the court application, seeks to reduce about R1.33-billion in employee costs. This would cut 7 000 jobs in Sapo, leaving just under 5 000 employed by the postal services company. Sapo's current workforce is just under 12 000 employees. "The harsh reality is that the facts point to it that Sapo's workforce needs to be extensively curtailed for Sapo to survive, but business rescue proceedings are prone to have a less severe impact on the workforce than final liquidation," wrote Judge Van Der Schyff. This remedy will be robustly opposed by the trade unions that represent employees at Sapo. The Democratic Postal and Communications Union (Depacu), which was represented in the court proceedings, said it would resist any attempt to cut jobs at the utility. The union's secretary general, Livy Zwane, said Depacu is the majority union representing about 63% of the Sapo employees. The funding committed by the government could be increased as the government has already indicated its support for increased funding should the entity be placed in business rescue, said Gungubele in the court application. No state funding, however, would be available should Sapo...

University of Auckland Audiology Professor, Grant Searchfield says older people with undetected and untreated hearing loss are at risk of more rapid cognitive decline. With an ageing population, in the next 20 years, people with dementia is set to double. Professor Searchfield says multiple studies of ageing populations have shown that people with normal hearing, or with hearing normalised through the use of hearing aids have better cognition - than those with hearing loss who are not using aids. He says a Government subsidy for the devices, while not a cure for dementia, could potentially reduce the escalating costs of dementia care.

Common factors for longevity from the neuropsychiatrist with oversight of one of the world's largest studies of centenarians, is reaching 150 possible?. Much of Professor Perminder Sachdev's work relates to the epidemiology of dementia and cognitive ageing. In particular, the focus is on identifying risk factors for dementia, especially those that can be modifying, in diverse communities, so that strategies can be developed to help delay the onset of dementia. The idea behind this is that if dementia can be delayed by even 1-2 years, it will lead to a significant reduction in disease burden.
Oklahoma's teacher shortage led to a record-breaking 3,780 emergency teaching certifications issued in 2022. From 2001-2018, Oklahoma's enrollment in university education programs dropped by 80%. As the state's schools struggle to fill classrooms with teachers holding standard teaching certificates, provisionally certified teachers have had to step in to fill the gap. But do students lose out when hiring traditionally certified teachers becomes a luxury this teacher-strapped state can't afford?

In this episode of Money Tales, our guest is Rikki Quintana. For most of her adult life, Rikki has been haunted by a vivid image of a woman in a flower sack dress, sitting under a bridge with a shopping cart. That woman is the personification of Rikki's bag lady syndrome that she recently came to terms with. This fear stemmed from a chaotic childhood where Rikki couldn't rely on the adults in her life to do what was needed to take care of her. With maturity and focus, Rikki came to realize that no amount of money could cure the bag lady syndrome. It was a hypothetical problem, and not a real problem she faced. Rikki grew up in a chaotic family in which she called herself the “white sheep in a family of black sheep.” That took the form of being the rule-following perfectionist of the family with a focus on security, control, and risk avoidance. This outlook served her well as a “straight A” student and later as a lawyer, working for large prestigious law firms and their Fortune 500 clients. But eventually, after more than 30 years of practicing law, that linear focus on the standard external measures of success wasn't enough. Instead, she felt herself called to re-engage in what always spoke to her heart- international and inter-cultural relationships and communication. (She was a language major as an undergraduate, but then took the risk-averse career path to law.) Rikki founded HoonArts Fair Trade in a blind leap of faith in 2014. In retrospect, she's grateful that she didn't know what she didn't know! Starting from “ground zero” as the first person to work on building a US market for handicrafts from Tajikistan, HoonArts is now a verified fair trade business, working with artisan groups in 3 Central Asian countries. With customers on 4 continents, HoonArts is helping to empower over 100 artisans, mostly rural women. Rikki is passionate about using her long-term partnerships with master artists to open a doorway to this amazing region. In the process, she's had to completely redefine her relationship to money, risk, success, and failure. Dr. Roger Seheult is a multidisciplinary medical doctor, as well as the co-founder of MedCram, a medical education platform with the mission to demistify medical concepts for people worldwide. Dr. Seheult is currently an Associate Clinical Professor at the University of California, Riverside School of Medicine and an Assistant Clinical Professor at the School of Medicine and Allied Health at Loma Linda University.
