Former Chinese Premier Li Keqiang, once seen as a reform-minded contender to the country's top leadership role, died of a sudden heart attack early Friday in Shanghai, state media reported. He was 68 years old. Li, who was nominally China's No. 2 leader until late last year, served as the country's premier – traditionally in charge of the economy – for a decade from 2013 to March this year under strongman leader Xi Jinping. During his time in the role, Li navigated the world's second-largest economy through a challenging period of rising technology and trade tensions with the United States, mounting government debt and unemployment, and the Covid-19 pandemic. In his final year in power, the economist by training had been a strong voice warning of challenges to China's economy amid widespread Covid-19 lockdowns. He backed efforts to boost employment and maintain economic stability. As the news of Li's death broke Friday morning, social media users circulated a line from Li's annual address to China's rubber stamp parliament in 2022, where he pledged that, “No matter how the international environment may change, China will keep the course of wider openness.” Li, known to use his English language skills on occasion in appearances outside the mainland, was seen as representing a different approach to China's ties with the world, at a time when the country's relations with the West have grown increasingly strained. “China and the United States have common interests,” Li said in response to CNN's question at his annual press conference in March 2021. “The two countries need to put more energy on their common ground and expand converging interests.” Li is also remembered for his focus on addressing societal ills – with social media users on Friday also pointing to his 2020 comments noting that China still had 600 million people with a monthly income of 1,000 yuan ($137). Those remarks came at a time when China was touting its success in lifting millions out of poverty as a point of national pride. Li, a highly educated technocrat with degrees in law and economics, was considered friendly to the private sector. He was seen to have an increasingly diverging economic policy stance from Xi, who tightened party control over the economy. A reform-minded leader Li is widely seen as a protege of Xi's predecessor, Hu Jintao, who presided over an era of rapid growth in China from 2002 to 2012. The men shared economic sensibilities and rose to power through the Communist Party's Youth League, once seen as a training ground for future leaders. The faction was known for producing reform-minded leaders hailing from humble family backgrounds, but its influence is believed to have been crushed by Xi since he came to power. The relationship between Li and Hu was in the spotlight last year when the former top leader was unexpectedly led out of the closing ceremony of the October 2022 Communist Party Congress, where Xi further consolidated power. In a moment of drama during a usually highly choreographed event, Hu was escorted from the room, pausing on his way out to pat a stony-faced Li on the shoulder, who nodded and turned to watch the former leader depart. State media later suggested Hu left due to health issues. Under Hu, Li was named to the party's top leadership body, the Politburo Standing Committee, in 2007. He previously held key roles as party chief in industrial Liaoning province and was provincial leader of Henan, an agricultural base. Born in Anhui, Li spent his late teens doing manual labor with the Dongling Production Brigade in the eastern province during the Cultural Revolution, a decade-long social and political upheaval launched by late Chinese leader Mao Zedong. Li was among the first batch of students to sit the college entrance exam after it was reinstated following the end of the Cultural Revolution. In 1978, he enrolled at the prestigious Peking University, where he studied law and later obtained a doctorate in economics. Unlike Xi, Li is not considered one of China's princelings hailing from a prominent party family. He held positions in the Communist Youth League Central Committee during the 1980s and 90s. His time in the top echelons of China's Communist Party came to a close last October, when he was not named to the party's Central Committee during a twice-a-decade leadership reshuffle that saw Xi surround himself with key allies. Then 67, Li was one year short of the unofficial retirement age for senior Chinese Communist Party leaders. Larry Fink of Blackrock appeared on Fox Business and called Bitcoin and "international asset", said it is "digitizing gold", and call it "hope". He all the major Bitcoin narratives other than getting rid of trusted third-parties. It was kind of a sales pitch for his upcoming Bitcoin ETF, and seemed as if he is trying to box the SEC into a corner where they have to approve it. Nolan and I gave a status report of the Bitcoin ETFs and speculated on a new multipolar world. We are told the poles in this new world will be US, Russia, and China, but it is shaping up to be BRICS vs Davos vs Wall Street. We riff on that idea for a while. Next, we listen to a WEF spokesman being excited about CBDCs. His comments sound so dystopian that I don't know how any big money will willingly choose to use it. Nolan and I have slightly different opinions on this and we explore that. Up next, I outline the surprise reshuffle of leadership at the People's Bank of China. The Party Chief and Governor, who were both just reappointed at this year's Communist Party Congress are out, and the former Deputy Governor, Pan Gongsheng is in. Pan is known for his expertise in foreign exchange and his unwavering order following, with the Three Red Lines policy, tech and Bitcoin crackdowns, and more. We conclude that the Chinese Communist Party (CCP) is panicking over the crashing yuan. Lastly, I wanted to provide an update on the Reverse Repo total from the Federal Reserve. There's also no sign of an end to COVID lockdowns – which have hamstrung business and manufacturing since the start of the pandemic. Since the start of this century, China's economic growth was the envy of the world, but in 2022, it'll be the first year since the 1990s that economic output will fall behind the rest of Asia. President Xi says the economy is now his top priority, but his focus in his first two terms was to consolidate power and increase political control. Will his new term be any different? All eyes have been on China recently as the 20th Communist Party Congress drew to a close, and Xi Jinping was confirmed as leader for a historic third term. Joining us this episode to discuss the outcome of the congress and more is one of the UK's leading academics on China, Kerry Brown. He's a prolific author, and started his career as a diplomat in the British embassy in Beijing in the 1990s. This show was recorded live in London about a week and a half ago in conjunction with the Lau Institute at King's College, where Kerry is Professor of Chinese Studies.We talked about two of his most recent books: firstly, Xi: A Study in Power, which looks at the rise of China's leader and where his rule might be headed. And secondly, a fascinating collection that Kerry has put together with Gemma Chenger Deng called ‘China Through European Eyes'. In it, they take excerpts from writings on China by thinkers from Marco Polo to Voltaire, and Karl Marx to Simone de Beauvoir, looking at the ways in which they have interacted with and interpreted the country.

The full extent of the damage caused thus far by Hurricane Ian, let alone its longer-term repercussions for Florida and the eastern seaboard as the storm progresses further north are unknown. What is already clear, however, is that Ian will necessarily require national attention and resources on the home front at a problematic moment.   The nearly simultaneous closure through apparent sabotage of Russian natural gas pipelines to Europe is further roiling the front created by Vladimir Putin's ongoing invasion and, now, annexation of parts of Ukraine. The effect, and presumably the intent, is to intensify pressure on Ukraine's European supporters to demand Kiev's capitulation to Kremlin demands. Unfortunately, these developments constitute distractions from the third front: the prospect that after next month's Communist Party Congress, dictator Xi Jinping will be emboldened to engage in aggression towards Taiwan, and perhaps us.   This is Frank Gaffney.

China security officials death sentence: Two senior Chinese security officials, including a powerful former justice minister, were sentenced to death with a two-year reprieve for corruption and abuse of power as the anti-graft campaign of President Xi Jinping gathered new momentum ahead of the next month's Communist Party Congress which is expected to endorse a record third term for him. Fu Zhenghua, former Justice Minister and one of China's most powerful police chiefs, was on Thursday sentenced to death with a two-year reprieve by the Intermediate People's Court of Changchun in northeast China's Jilin Province for corruption amounting to USD 17.3 million and abuse of power. Hours later, the same court gave a similar sentence to former Jiangsu official Wang Like. He was also sentenced to death with a two-year reprieve for bribery, conniving with criminal gangs and faking identity cards, official media here reported. Wang is a former member of the Jiangsu Provincial Committee Communist Party of China (CPC) and former secretary of the CPC Jiangsu Provincial Committee politics and law committee, state-run People's Daily online reported. Chinese media reported that Fu received a suspended death sentence to be commuted to a life sentence in two years. Fu's conviction followed the jailing of three former regional police chiefs for corruption on Wednesday, all accused of disloyalty to Xi and being part of a “political clique” led by former public security vice-minister Sun Lijun, the Hong Kong-based South China Morning Post reported. The convictions coming ahead of October 16 CPC Congress, which is widely expected to confer a rare third five-year term for Xi, set off speculations that the anti-graft campaign has picked up new momentum. The anti-corruption campaign started by Xi, 69, after he came to power in 2012 sent shock-waves across China as over a million officials, including dozens of top military officers, were punished. Xi, who heads the CPC, the military, besides the Presidency is due to complete his ten-year tenure later this year. He is widely expected to be endorsed for a record third term by the CPC's once-in-a-five-year Congress. If endorsed, he will be the first CPC leader after founder Mao Zedong to continue in power beyond two terms and perhaps for life. Fu, 67, was once regarded as a rising star in the ruling Communist Party of China, (CPC) as he led the investigation into former security czar Zhou Yongkang, who along with his family and officials worked with him bore the brunt of the anti-graft campaign. Zhou, the highest-ranking politician of the previous Hu Jintao administration, was sentenced to life in prison in 2015 for corruption and abuse of power. One new development is a recent study in Hong Kong that found that one of the two main Chinese vaccines offers very little resistance against it. Health security expert Nicholas Thomas of Hong Kong's City University says the Chinese government is now in a race to deliver booster vaccines to its population, while stopping Omicron from leaching across its porous land borders. It comes at a sensitive time, with the Beijing Winter Olympics to begin in February, and the government seeking to gently deflate a property market bubble ahead of a politically sensitive Communist Party Congress in October. But independent economist Andy Xie says that when push comes to shove, the government would rather lockdown the entire national economy rather than let Covid get out of control. An astonishing scene unfolded in Cuba over the weekend as thousands took part in anti-government demonstrations across the island.In Bejucal, a town south of Havana, protesters cheered, "Libertad, libertad!" ("Liberty, liberty!")This was a rare moment in a nation that typically cracks down hard on dissent. Protesters took to the streets to express frustration with food shortages and high prices amid the coronavirus crisis. Related: US human trafficking report elicits anger from several countriesCuban President Miguel Díaz-Canel, however, said the demonstrations were stirred up on social media by Cuban Americans in the United States.Several videos of the protests circulated online throughout the weekend. Hundreds of government supporters also took to the streets in counterprotests. Historian Lillian Guerra has written extensively about the politics of Cuba and has been following the protests from her home in Gainesville, Florida. She joined The World's host Marco Werman to talk about the significance of the demonstrations over the weekend. Related: Cuban Americans appeal to Biden over immigrationThe videos from Sunday looked like protests you might see anywhere around the globe. But this is Cuba. How unusual is it for people to come out in the streets and voice their grievances on the island?Lillian Guerra: Really, there has been nothing like this since the first three days of January 1959, when another dictatorship was toppled, that of [Fulgencio] Batista, and that the new revolutionary government, not yet communist, led by Fidel Castro, was attempting to take power and very fearful at the time that the military might try to stage an interventionist or transitional government instead. So, this is nothing like what we've seen before.And the extent is not just that Cuba doesn't have very many street protests. When we have street protests, they tend to be in Havana, they tend to be very small and they're immediately repressed. Everybody is jailed, taken away and whatever violence that is done to them is done behind closed doors. So, this is different because you have the magnitude and you have the protests happening from Oriente, the far eastern province of Cuba, all the way, really, to the end of the island. And I have to say that it is not just heartening to see the kind of courage that Cubans have, but what I see there is a tremendous degree of power that they feel now that they have to speak their voice.So, we heard the shouts of libertad or "liberty." What do the protesters want? What are the issues?I think that there are a number of sparks to this. There has been a lot of fuel over the course of the last year and a half as COVID has intensified already-existing scarcities, has revealed the degree to which the government is unwilling to make any kinds of economic reforms that would broaden the access that Cubans have to the capitalist sector of the economy that is not controlled by the government. Children have been isolated at home, as well. They haven't been able to attend school. So, you have multigenerational conversations happening in the home analyzing what's going on in the street because there have been very long ration lines.So, are Cubans dissatisfied with a few things that are not going right and basically asking their government to do better? Or do these protests suggest a wider dissatisfaction with the entire socialist system? What is your read?Oh, I definitely think that what they're calling for is an end to the communist state. And I think that, you know, for at least the 27 years that I've been traveling and living in Cuba, I have seen that most Cubans, unless they're militants of the Communist Party — and only about 10% are — feel that they want a different government, and they want multiparty elections, etc. They would love to have freedom of the press.They have, sort of, created it through social media, but they don't have it, you know, and I do think that the degree and tenor of these protests, the fact that people are openly calling for patria y vida, "life and fatherland," and denouncing the state as a dictatorship openly, these are things that we have never seen before and we have never seen them last more than two to three minutes, literally. And this is just extraordinary. Cuban President Miguel Diáz-Canel has labeled the protesters "vulgar criminals." We know Cuba is known for putting dissidents in prison, and many of these protesters were arrested. Are those protesters now in danger? And where does this leave any semblance of a movement?The problem here is that the Cuban state cannot put the finger on any one group. And so, there is no organized opposition. These are protests that are not necessarily spontaneous, but that have gained credibility and ground and numbers. And so, you can't tell everybody. What you can do is cut off their Wi-Fi and their internet and prevent them from broadcasting the videos of what is happening.And I think that that is something they did overnight. They will surely try to do it again. Those who are in prison, who knows what will happen to them? I mean, they are seen as anti-Cuban mercenaries of a foreign power, which is, of course, the United States. And it is utterly absurd to accuse them of being that. But this is the line that the Cuban state has taken for 60 years when it comes to its opponents and its critics.Do you think the protests are going to continue? I mean, how deep is the desire for communism to end?I have no doubt that they will continue. I don't know that they will be able to take this kind of scale, because the Cuban state has massive resources allocated toward both uniformed and un-uniformed security forces. So, the repression will be dramatic and it will continue parallel to whatever protests there might be, big or small. I do think that once you have this kind of explosion, you can't turn back the page of history.You march forward. And this is, I think, going to be clear to Cubans. I don't think that the Cuban state is suddenly going to reverse course, you know, and drop all of the positions that it very recently broadcast and took in its latest Communist Party Congress. So, as long as they're going to stick to non-negotiation of anything and one-party rule and a constitution that mandates loyalty to that one-party rule, we have a standoff between state and nation.​​​​​​This interview has been edited and condensed for clarity.
