Dr. Rajeswari (Raji) Pillai Rajagopalan is the Director of the Centre for Security, Strategy & Technology (CSST) at the Observer Research Foundation, New Delhi. She is also a Senior Fellow at the Australian Strategic Policy Institute (ASPI) in Canberra. In 2020, she was Co-chair for a thematic group on “Strategic Technologies” for Science, Technology, and Innovation Policy (STIP 2020) work, attached to the Office of Principal Scientific Advisor, Government of India and Department of Science and Technology, Government of India. Dr. Rajagopalan was the Technical Advisor to the United Nations Group of Governmental Experts (GGE) on Prevention of Arms Race in Outer Space (PAROS) (July 2018-July 2019). She was also a Non-Resident Indo-Pacific Fellow at the Perth USAsia Centre from April-December 2020. As a senior Asia defense writer for The Diplomat, she writes a weekly column on Asian strategic issues. Dr. Rajagopalan joined ORF after a five-year stint at the National Security Council Secretariat (2003-2007), Government of India, where she was an Assistant Director. Prior to joining the NSCS, she was Research Officer at the Institute of Defence Studies and Analyses, New Delhi. She was also a Visiting Professor at the Graduate Institute of International Politics, National Chung Hsing University, Taiwan in 2012.Dr. Rajagopalan has authored/ co-authored or edited more than ten books including ORF-Global Policy Journal Special Issue, Future Warfare and Technology: Issues and Strategies (2022), Military Ambitions and Competition in Space: The Role of Alliances (2021), Global Nuclear Security: Moving Beyond the NSS (2018), Space Policy 2.0 (2017), Nuclear Security in India (2015), Clashing Titans: Military Strategy and Insecurity among Asian Great Powers (2012), The Dragon's Fire: Chinese Military Strategy and Its Implications for Asia (2009). Mike Dana retired in 2019 after thirty-seven years of service in the United States Marine Corps, having last served as the Director of the Marine Corps Staff. During his decades of service, he was the head logistician for the Marine Corps, deployed ten times, and served on joint duty three times, including in the Indo-Pacific. He has developed particular expertise in autonomous systems and additive manufacturing.

Based on an independent analysis of unclassified aerial imagery, it looks like the Chinese military may be seeking to harness airfields adjacent to the Taiwan Strait for permanent, sustained operations in the event of an attack. Existing and newly installed hardened aircraft shelters afford secure facilities for maintenance, refueling, and rearmament in the event of surge operations during conflict. These airfields may also be instrumental in a broader PLAAF strategy to conduct large-scale attack drone operations against Taiwan. About the Lecture Not many events of the late 20th century are as important and foreboding as the seizing of 11 athletes at the Munich Olympics in 1972. Black September, a Palestinian group, held the Israeli captives during a long drama observed over T.V. by as many as one billion people. Then, at a nearby airfield, German police botched a counterterrorism effort and the hostages were murdered by their Palestinian captors. While five of the terrorists perished in the ensuing firefight with German authorities, three escaped overseas and, in a style archetypal for the business of terrorism, they gave a press conference. Politics, sentiment about Germany, feeling for and against Israel, strategy, media, and counterterrorism were all themes of that month – and years of discussions and plans that ensured. The Germans set about forming an elite CT team – which in turn helped stand up U.S. and European counterparts. States were stirred to begin countering terrorism: appeasement was rebalanced by some aggressiveness in official postures and law-making. Even so, using force remained rare – except in the case of Israel which opened a careful assassination plan against terrorist infrastructure overseas. About the Speakers Dr. Christopher Harmon wrote his political science dissertation on terrorism in the early 1980s and continued that work as Legislative Aide for Foreign Policy to a member of Congress and, much later, director of counterterrorism studies programs at the Marshall Center in Germany for the U.S. government. A professor at civilian and military graduate schools including the Naval War College, Dr. Harmon began teaching courses at The Institute of World Politics after 9/11 — on terrorism, and later on counterterrorism. He now serves as a full-time professor at IWP. Lead author or editor of eight books, he serves as Distinguished Fellow at the Brute Krulak Center for Innovation and Future Warfare at Marine Corps University. Mr. Aaron Danis is a career terrorism and counterterrorism specialist, holding a Bachelor's degree in Military Studies and a Master's degree in Security Policy Studies. He is a retired U.S. Army intelligence officer, and has served in the Naval Criminal Investigative Service, the U.S. Coast Guard, the Treasury Department, the U.S. Nuclear Regulatory Commission, and the Office of the Director of National Intelligence. There has been a great deal of energetic discussion recently over the Marine Corps' adaptation for future conflict, "Force Design 2030." In this special #BruteCast episode, we welcome two additional voices to the debate. Cols Tim Barrick and Matt Jones (both USMC, retired) will look at some of the questions raised by Force Design 2030's vision. Tim Barrick is currently the Wargaming Director for the Brute Krulak Center for Innovation and Future Warfare at Marine Corps University. He is the lead designer of the Marine Corps' Operational Wargame System. Tim retired as a colonel in 2021 from the Marine Corps after 29 years of service. His last tour on active duty was as Director for the Wargaming Division in the Marine Corps Warfighting Lab. He also served as the commanding officer of the Marine Corps Tactics & Operations Group as a colonel and 1st Tank Battalion as a lieutenant colonel. He is a graduate of the Marine Corps War College, the Naval War College, American Military University, and the U.S. Naval Academy. Col Barrick recently authored the piece "On Future Wars and the Marine Corps: Asking the Right Questions" at War on the Rocks. Matt Jones is a retired Marine Corps Infantry Officer. His career crossed the fields of both infantry and light armored reconnaissance, with platoon and company command in 3rdBattalion, 9th Marines; company command with 3rd Light Armored Reconnaissance Battalion; MEU Battalion Landing Team XO for 1stBattalion, 1st Marines; and battalion command of 3rdLight Armored Reconnaissance Battalion. He also held command of the Marine Corps Tactics and Operations Group, and performed staff duty as G3 and Chief of Staff of I Marine Expeditionary Force. #TeamKrulak is proud to present one of the crown jewels of both our Krulak Scholars program and Non-Resident Fellow outreach. Capt Casey Lamar, USMC, and Dr. Leah Windsor first started collaborating on a research project while Capt Lamar attended Expeditionary Warfare School in AY20-21. That project went from a research paper to a presentation that has been highlighted in academic conferences, most recently at the 2022 U.S. Strategic Command Deterrence and Academic Alliance Conference. We were excited to learn more about their work in this #BruteCast! Capt Lamar and Dr. Windsor examined the style and substance of linguistic similarity between the U.S. and host countries for troops. They looked at the relationship between troop drawdowns, base closures, and significant policy shifts alongside stylistic (syntactic/semantic) similarity. Cold War: dissimilarity. Post-Cold War (1990-2010): similarity. Post-post-Cold War (2011-present): massive dissimilarity. They also modeled the content similarity of language between the U.S. and other countries in the world. The goal of this research is to use this data to help explain countries' alignment with the U.S., and the ebbs and flows of closeness and differences regarding the presence of U.S. troops. Dr. Leah Windsor is an Associate Professor in the Department of English (Applied Linguistics) and the Institute for Intelligent Systems at The University of Memphis where she directs the Languages Across Cultures lab. She is PI on an NSF grant studying multimodal communication. Her book with Dr. Kerry F. Crawford, The PhD Parenthood Trap, is available with Georgetown University Press. She serves on the Editorial Board of International Studies Quarterly and International Studies Perspectives. She is also a 2020-2021 Non-Resident Fellow for the Brute Krulak Center for Innovation and Future Warfare at Marine Corps University. Captain Casey LaMar is an Intelligence Officer currently serving with 13th Marine Expeditionary Unit. He graduated from George Washington University, where he studied International Affairs and Arabic. He was previously published in the Journal of International Negotiation and Small Wars Journal. Today we chat with Dr. Aimée Fox, Senior Lecturer for Defence Studies at King's College, London. Aimée earned her Ph.D. at the University of Birmingham, working under Freind of the Pod Jonathan Boff, and she also served as a Teaching Fellow in the History of Warfare at Birmingham. Aimée was also a Visiting Scholar at the Australian Defence Force Academy at the University of New South Wales, Canberra. Her first book, Learning to Fight: Military Innovation and Change in the British Army, 1914-1918, was published by Cambridge University Press in 2018, winning the Templer Medal for Best First Book as well as the British Army Military Book of the Year for 2018. Aimée has also published her work in The English Historical Review, War & Society, and War in History, and she is editing a scholarly edition of the papers of Major General Guy Dawnay for the Army Records Society. Her research has been funded by the UK Arts and Humanities Research Council and she has held fellowships from the Australian Defence Force, The Australian War Memorial, The Brute Krulak Center for Innovation and Future Warfare at the US Marine Corps University, and the Royal British Legion. Having only finished her Ph.D. in 2015, Aimée has already been elected a Fellow of both the Royal Historical Society and the Higher Education Academy, and she is a Trustee of the Society for Military History. She served on the Editorial Advisory Board of the Journal of Military History and is presently a member of the Editorial Advisory Board of the British Journal for Military History. Perhaps most impressively, she's got more than 8,000 Twitter followers @DrAEFox. She is currently pursuing two research projects: first, an exploration of the importance of social relations, gossip, and informal networks to the process of innovation, and the ways in which the social politics of military organizations help or hinder innovation with a particular focus on the role of command and leadership; and secondly, an examination of the emotional mobilization of women during the First World War, exploring how intimacy, feelings, labor, and family were co-opted and exploited by the British military and the ways in which this was negotiated and contested by women. Along with Michael Finch and David Morgan-Owen, Aimée also has a forthcoming edited collection of outstanding essays titled Framing the First World War: Knowledge, Learning and Military Thought, to be published by the University Press of Kansas as part of Modern War Studies. Solutions for such are sought, and from the experience with renewable energy development, such solutions are instituted far more readily if they are profitable. Halophytes - salt plants grown on cheap land (deserts and wastelands) using cheap water (saline, seawater) pumped by cheap photovoltaics - uniquely provides the requisite scale and effects to solve land, water, food, energy, and climate problems. The use of Halophytes as a solution to climate and ecosystem issues brings into production vast new regions; some 44% of our land is deserts/wastelands. There are some 10,000 different Halophyte, which can grow massive amounts of food, release large amounts of the 70% of fresh water now used for agriculture to direct human use. We could literally green the planet and remove CO2 from the atmosphere since Halophytes sequester some 18% of their CO2 uptake. Halophytes are biomass, and can be used for green fuels and petrochemical feed stocks, obviating the need for petroleum based production of such. Overall, the business, climate, and ecosystem benefits are extraordinary. No new technology is required, impacts on climate and ecosystem are prompt and inexpensively obtained. August Cole is an author exploring the future of conflict through fiction and other forms of “FICINT” storytelling, and serves as a Non-Resident Fellow for the Krulak Center at Marine Corps University. In today's podcast, John Amble talks to August Cole of the Atlantic Council's Art of Future Warfare project and B.J. Armstrong, a historian and naval officer, about how we approach the critical task of forecasting the future of warfare. In the discussion, we examine the comparative merits of history and fiction as sources of lessons with which to understand, make predictions about, and prepare for warfare in the future. Somewhat sadly, this podcast's title isn't entirely accurate. I had the distinct pleasure of sitting down with PW Singer and August Cole to talk about their new book, Ghost Fleet: A Novel of the Next World War.  Yes, these two wonks wrote some fiction and it's an impressive piece of work. In Ghost Fleet, they bring us into the future - not too far away - and show us how this war could very well be fought, examining the social, political, and technological issues through the eyes of a massive cast of characters. The way they portray military technology and its myriad effects was, in particular, fresh and interesting.
