The U.S. military possesses a deep and extensive body of cyber expertise in uniform in the National Guard and Reserve force in particular. Leveraging this expertise effectively, both in a way that is productive for the military, and that is fulfilling and meaningful for the servicemember — which results in benefits for recruiting, retention, and continued development of this expertise — has been an ongoing challenge. This productive employment is even more challenging while in reserve status, resulting in attrition of this critical force. There is a national imperative, as well as clear statements from military cyber leadership, to effectively utilize all available resources to include the National Guard and Reserve force to meet the nation's cyber challenges. About the speaker: Dave Schroeder works to enable and advance intelligence and security research and partnerships at the University of Wisconsin–Madison. He is passionate about creating connections and bringing the rich and dynamic expertise at UW–Madison to the most pressing global security challenges. Dave serves as a Cyber Warfare Officer in the Wisconsin Army National Guard, and previously served a Navy Cryptologic Warfare Officer. The focal point is the recent designation of cartels and their members as Foreign Terrorist Organizations (FTO) and/or Specially Designated Global Terrorists (SDGT). Unlike in the past, where counter-narcotics sanctions had a limited impact on day-to-day business operations, these new rules introduced a different risk landscape. The spotlight is not simply on the widely-publicized foreign terrorist organizations but rather on the lesser-known yet impactful, specially designated global terrorist (SDGT) actions. These SDGT designations empower the US Treasury's terrorist finance tracking program, effectively increasing surveillance on Mexican payments, thus posing new challenges and risks for domestic companies. Tribes in California are urging President Joe Biden to designate three new national monuments in order to protect what the tribes say are natural and cultural treasures. The proposed Sáttítla National Monument would cover 200,000 acres in northeastern California important to the Pit River and Modoc Nations. The California State Assembly also signed onto the push to designate 627,000 acres as the Chuckwalla National Monument and almost 400,00 acres as the Kw'tsán National Monument. The effort comes as the 10th Circuit Court of Appeals is expected weigh in on a challenge to President Biden's use of the Antiquities Act to set aside some 1.5 million acres of land, including the Bears Ears National Monument in Utah. Achieving 30% Protection for the Ocean by 2030: Challenges and Implementation Issues The goal of achieving 30% protection for the ocean by 2030, known as the 30 by 30 campaign, faces significant challenges due to international relations and implementation issues. The podcast episode highlighted key points that shed light on potential obstacles to reaching this ambitious target. International Relations: The 30 by 30 campaign is not only a biodiversity initiative but also a matter of international relations. Countries participating in the campaign may have varying motivations for reaching the 30% protection goal.
