The Institute for Security Studies says anti-corruption measures targeting traffic police, not just SAPS, are vital to improve safety in SA's major cities and that traffic cop corruption tarnishes all policing in South Africa. The ISS report further adds that soliciting bribes is deeply embedded in traffic policing in South Africa. Six of the nine national surveys conducted since 2003 that asked about bribery, identified traffic police as the government service most frequently linked to corruption. To unpack this Udo Carelse spoke to David Bruce, Independent Researcher and Consultant at the Institute for Security Studies
This week, Dr. Florencia Guerzovich, Independent Researcher and Evaluator, and Tom Shipley, Research Fellow for the Governance & Integrity, Anti-Corruption Evidence programme at the CSC, explore whether the corruption field has a learning problem. Against the backdrop of debates around 'success' and 'failure' in anti-corruption, they talk to Professor Robert Barrington about approaches to Monitoring, Evaluation and Learning (MEL). The discussion covers the basics of what MEL is and the role it has to play in building knowledge on anti-corruption effectiveness; the current state of practice for MEL; what can be learnt from other sectors; and what changes might be needed to shift towards more adaptable, learning-focused approaches. The South China Sea is a major world shipping route bordered by a number of countries including China, the Philippines, Taiwan, Malaysia, all of whom have staked claims to various zones in this vast expanse of water. But tensions have grown in recent years between China who claim the majority of the South China Sea for themselves and the Philippines. Lately these tensions have escalated into a series of dangerous encounters as the two countries seek to enforce their right to disputed reefs and outcrops in these contested waters. At the heart of this particular dispute lies a rusting warship, which belongs to the Philippine navy. It has been berthed on a submerged reef, the Second Thomas Shoal, since 1999, an outpost that the Philippine government claim belongs to them. The Sierra Madre is manned by a small Filipino crew who need a continual supply of provisions from the mainland, but the supply ships are encountering increasingly dangerous stand-offs with the Chinese coast guard in the South China Sea. The Chinese claim these encounters are just aimed at blocking an ‘illegal transportation' of supplies. But there are concerns that this regional dispute could spark a wider conflict between China and the US, who are treaty-bound to come to the defence of the Philippines, should it come under attack. So, on this week's Inquiry, ‘What can a rusting warship tell us about tensions in the South China Sea?' UFO Research Center of Pennsylvania - Butch Witkowski has been an Independent Researcher since 1989 when Butch, along with 4 other people, witnessed a UFO of unbelievable size quietly hover above a mountain in Tucson, Arizona. The UFO was sighted at approximately 6 p.m. and the craft appeared to be estimated at 4 - 5 football fields in length and 5 - 6 stories high. They all agreed on what we had just seen. However, calls to the Sheriffs Department, the news media, and the local Air Force base yielded no information. It was as though it never happened. They knew that what they had witnessed that day was incredibly important, and Butch needed to know just what he had seen. Being that his background was in Law Enforcement, Butch began his own investigation into the UFO Phenomenon. To date Butch has investigated or been involved in 1175 investigations of the UFO and Alien Abduction phenomenon. Butch is the Director of UFO Research Center of Pennsylvania, Former Chief Investigator, Star Team Investigator, and State Section Director for MUFON as well as a former Pennsylvania Law Enforcement Officer. www.paufosearch.com

A True Anarchist is one who refuses to make violent claims of ownership over another living beings property and refuses to support those who are willing to perform violent acts in order to make claims of ownership over another living beings property. The understanding of Natural Law and Objective Morality, alongside remaining responsible for what are our Free Will choices and seeking the abolition of any and all ruling classes; these are the modern day praxes of any True Anarchist. Has this always been the case? Just what has the modern day True Anarchist learned from the past? What did the progenitors of this philosophy get correct? What did they get wrong? UFO Research Center of Pennsylvania - Butch Witkowski has been an Independent Researcher since 1989 when Butch, along with 4 other people, witnessed a UFO of unbelievable size quietly hover above a mountain in Tucson, Arizona. Gabriel Licina is a leader in the world of independent science and was at the forefront of the biohacking culture. His work showed that exciting technology can be created from the home using networking, education, and freedom. I expected someone known as a Biohacker to be resistant to regulations and quality concepts, but I quickly learned the opposite. On this episode, Gabriel joins Leslie and I to talk about Biohacking, how he became an Independent Researcher, his research, and how the regulations are still important in this space for safety and progress. You can learn more about Gabriel here: https://www.scihouse.space/
For over 28 years Beverly served as a MUFON Field Investigator in Iowa. - with also an intense interest in the paranormal since the mid-1960s. In the 1990s she finally allowed it to be known that she is also an “experiencer,” that she's had encounters with ETs since early childhood – which, at her age she points out, harks back many decades. This led to her speaking on the subject of encounters when invited by media and at various gatherings/conferences in Iowa and around the country. She also taught 34 series of UFO Adult Education classes for the Des Moines, Iowa School District for many years, beginning in the mid-1990s, until the school district actually shut down their entire adult education program in 2019. Her interest in the PARANORMAL and the exploration of consciousness eventually led to The Monroe Institute, where on six different occasions she was privileged to attend their 5-day residential programs, geared toward the exploration of consciousness. As an investigator, she's always been front-line oriented, having investigated hundreds of cases, many of them “encounter” cases. She considers interaction with witnesses as beneficial on a reciprocal basis – that is, BOTH the witness and the investigator learn. In July, 2020, Beverly decided to leave MUFON and simply become an Independent Researcher

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: ‘EA Architect': Updates on Civilizational Shelters & Career Options, published by Tereza Flidrova on June 8, 2022 on The Effective Altruism Forum. For the past 9 weeks, I have been on the mission of figuring out how to use my education and skills as an architect and urban designer to pursue a high-impact career (see my previous post on ‘Becoming an EA Architect: My First Month as an Independent Researcher'). In this post, I would like to share general updates on the progress made by me and a growing community of interested people working on civilizational shelters as well as an update on my exploration of different high-impact career options where I can utilise my skills as an architect. Since I have spent the majority of the last 5 weeks taking on a supporting and operational role for the shelters project (working under Linch as part of the FTX Regranting Program), I will start this article by providing comprehensive updates on civilizational shelters in general. I will touch on the Incubation Environment we set up and briefly introduce the upcoming Shelters Weekend. I will further describe my personal interests within shelters, focusing on where I can employ my architectural background, including working on a precedents report, starting a Google Earth precedents map and the possibility of starting a podcast. Watch out for a bonus movie tip regarding shelters! I will further provide updates on my involvement in office space design and other topics I am interested in as an ‘EA architect'. I will share updates to the ‘Career Options as an EA Architect' database I have developed. I also want to share a reading list on architecture for anyone here interested in an inspiring read from a different field to theirs. Increasing Civilizational Resilience with Shelters Incubation Environment After I published my 1st article, I was happy to see more people are seriously considering redirecting their careers to working on shelters. We have started to collaborate with Sebastian Lodemann and a couple of anonymous collaborators, with Linch as well as others joining us as advisors, under the loosely defined “Temporary Incubation Environment for Shelters”. The goal of this is clear: we want to see well-thought-through solutions for civilizational resilience built/implemented ‘in the real world' over the next few years. We employ the term “civilizational resiliency” because we plan to consider the widest possible array of proposed solutions from e.g. protecting uncontacted people to creating an underground, reinforced bunker. If you feel like you should be part of this, fill in this form. Shelters Weekend An incredible opportunity for the shelters project has been put forward by Joel Becker and Owen Cotton-Barrat who are looking to organise an event in Oxford this summer, August 5th to 8th. We are looking at posting information about the event within the upcoming two weeks and will be recruiting for the event right after the post. Keep an eye out for this post! Personal research updates: Shelters Precedents Report I have been working on the Shelters Precedents Report mapping a broad range of existing shelters and precedents that we might study and learn from, ranging from government refuges for continuity of government programmes, government refuges for citizens, private shelters, islands, submarines, peoples living in seclusion, seed banks and more. I would like to be in the position of sharing a draft that everyone can use to learn more about different precedents soon. Anyone interested in helping me with this (or wanting to help with a particular section you know lots about) or willing to mentor me as I progress my work on the report, feel free to get in touch. I have further started to map precedents in Google Earth. Feel free to take a look & add any precedents you feel should be...

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: Becoming an EA Architect: My First Month as an Independent Researcher, published by Tereza Flidrova on May 12, 2022 on The Effective Altruism Forum. I am on the mission of figuring out how to use my education and skills as an architect and urban designer to pursue a high-impact career. For a long time, I did not think there were many intersections between EA and architecture. However, this spring I am trying to prove my past self wrong. Having come to the Bahamas as an FTX EA fellow, I have quit my job in urban design in Oxfordshire to devote all my time and resources to potentially making a major career shift into the EA/longtermist spaces. This post (my first one on EAF, so bear with me) is about the first month of my exploration. By writing it, I hope to gain insights from the EA community, connect with like-minded people, gather feedback or advice, and perhaps inspire people with similar skillsets to come and join me on my mission. So far, I have identified 4+ major categories where my skills might be useful and spend different amounts of time pursuing them. They are: Refuges from biological and nuclear threats Design of spaces for disease mitigation Office space design Charter Cities All else (so far, things like graphic design or Street Votes) 1. Refuges Building refuges to protect from biological and nuclear threats could increase chances that humanity would recover from a global catastrophe (Beckstead 2015). It seems plausible that devoting my time to help kickstart the project of building refuges (or superbunkers, as described by Linch and Ajay in their post) could be valuable. Linch offered me mentorship and resources (as part of the FTX Regranting Program) to explore ways to fit in. Spending last month on initial learning and research, I plan to next work on: a comprehensive Superbunkers Precedents Report (including examples from existing governmental and private bunkers, submarines, remote research stations and experiments, space explorations, peoples living in seclusion, etc. and comparing things like costs, size and level of protection); and creating materials (currently imagining 10ish slides very clearly stating and illustrating the main points) for PR and marketing purposes to be used to contact potential suppliers and funders to get a better understanding of what's feasible/achievable; to maximise my learning experience while potentially starting to produce outcomes. In the longer term and the most optimistic scenario, I hope that helping to progress work on superbunkers might lead to attracting a potential CEO that could take ownership of the project (as Linch and Ajay described in their post from last month, this will be a crucial milestone for superbunkers). 2. Spaces for disease mitigation Nonpharmaceutical Interventions (NPIs) such as designing buildings for sustainable disease mitigation can play an important role in helping to slow the spread of illnesses and prevent future pandemics (“Nonpharmaceutical Interventions (NPIs)” 2020). After the COVID-19 pandemic, there might be a capacity to implement new design solutions to provide the required protection from virus attacks, adding more layers to the defence system of our built environment (Megahed and Ghoneim 2020). It seems that the design and user experience of such interventions could be an impactful cause to focus on during the upcoming years. My discussions with people in the space so far indicate that designers or architects could aid researchers to implement interventions into the built environment and public spaces in ways that make them more effective. Websites like Building Survey, developed by Arvie Violett to assist different sizes of buildings with different budgets and preferences in choosing the most suitable interventions, show an example of how architects could contribute. I b...

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: As an independent researcher, what are the biggest bottlenecks (if any) to your motivation, productivity, or impact?, published by Linch on February 17, 2022 on The Effective Altruism Forum. See companion question here. I realized that after I posted my previous question that asking that question might be a "solution in search of a problem." I'm interested in what people perceive to be their biggest bottlenecks in doing great work in independent research. Thanks for listening. Today's episode revisits a former topic and provides some closure to the Allan Inquiry regarding foreign influence into down regulating Alberta's energy industry. We previously explored the Nemeth Report which was provided to the Allan inquiry as supporting evidence to this situation. Joining us again today is Dr. Tammy Nemeth. Dr. Nemeth earned her PhD in history from the University of British Columbia, and now works as an Independent Researcher and Historian based in the UK. Dr Nemeth co-founded the History Network (H-Net) and H-Energy (history of energy) discussion network, an organization hosted by Michigan State University (https://networks.h-net.org/h-energy). Dr. Nemeth was the editor and book review editor for 13 years, commissioning and editing book reviews and round-table discussions. She has also served as a peer reviewer for academic press and journals. Dr. Nemeth has also been a guest lecturer at Jacobs University in Germany, where she taught the geopolitics of energy and the environment, and has published several articles and book chapters on Canadian and international energy issues. Most recently Dr. Nemeth has taken to the airwaves to continue delivering truth and reason with her own podcast call the Nemeth Report. Her podcast can be found at: https://open.spotify.com/show/30ISmX59yGdjz1oe4PXVqT Today we will review the findings of the Allan inquiry, and discuss the near vacuous response that it received, other than the bleatings of climate alarmists, and left wing academics and politicians shouting down the research and pandering their usual unsubstantiated and utterly unscientific narrative that CO2 and fossil fuels are the root cause of climate change. We will also examine the deleterious consequences of abandoning reliable fossil fuel energy sources, and provide evidence that the Earth's climate is in fact cooling and entering into a Modern Grand Solar Minimum. Today's episode is arguably one of the most important discussions that has taken place here on the program. This statement is in no way intended to diminish the importance or value of any of our previous guests, however, the information presented in today's program will shock you to your core. Joining us today is Dr. Tammy Nemeth. Dr. Nemeth earned her PhD in history from the University of British Columbia, and she now works as an Independent Researcher and Historian based in the UK. Dr Nemeth co-founded the History Network (H-Net) discussion network H-Energy (history of energy), an organization hosted by Michigan State University (https://networks.h-net.org/h-energy). Most recently Dr Nemeth has authored the report and its supplement entitled, "A New Global Paradigm: Understanding the Transnational Progressive Movement, the Energy Transition, and the Great Transformation Strangling Alberta's Petroleum Industry,”. This report was generated for the Public Inquiry into Anti-Alberta Energy Campaigns known as the Allan Inquiry. You will in fact never hear any of this information discussed on the mainstream media. Why? Is it a conspiracy theory or patently false and preposterous information? Absolutely not. Rather this discussion will inform you clearly as to why what you hear on mainstream media is a script being read by actors. A script which has been developed largely by non-elected, non-governmental groups whose aim it is to control every aspect of your life, that of your children, and one which aims to determine our collective future. How are they attempting to accomplish this goal? Via the dismantling of our modern society and our present energy systems using the spectre of climate alarmism and the false narrative that CO2 is a harmful and toxic pollutant. The shift which is occurring all around us is at the core of the Great Reset, the Great Transformation, the 4th Industrial Revolution - this is the defining objective of the Transnational Progressive Movement. To contest the Great Reset, or resist it, one must understand it. To that end, drawing upon over a thousand website and newspaper articles, reports, speeches, video conference proceedings, academic journal articles, and books I am pleased to present an in-depth discussion and analysis of Dr. Nemeth's landmark report. Please take some time to review this highly important report - https://albertainquiry.ca/sites/default/files/2021-01/Nemeth%20Report.pdf https://albertainquiry.ca/sites/default/files/2021-01/Nemeth%20Report%20%28Supplement%29.pdf
