A Lighthouse Reports e a Bloomberg conduziram uma investigação que revela casos de irregularidades nos processos de recenseamento e eleitoral em Moçambique, um dos países mais pobres do mundo, onde "sistemas sofisticados de recenseamento eleitoral se tornaram um meio para o partido no poder, a Frelimo, manter o controlo", explica a jornalista Beatriz Ramalho da Silva que fez parte da investigação. RFI: A Lighthouse Reports e a Bloomberg conduziram uma investigação onde revelam detalhes sobre o contrato de recenseamento eleitoral assinado pelo governo moçambicano com o consórcio moçambicano Artes Gráficas e com empresa estrangeira Laxton. A investigação, intitulada "Promessa falhada dos sistemas biométricos", decorreu durante um ano e destaca várias irregularidades sobre o recenseamento e sobre o processo eleitoral em Moçambique. Que conclusões se tiram desta investigação?Beatriz Ramalho da Silva: Esta é uma investigação que é parte de uma série maior que estamos a fazer na Lighthouse Reports sobre as falsas promessas da tecnologia biométrica. O que encontramos em Moçambique, onde o enfoque é o sistema de recenseamento eleitoral, é uma situação de uma família muito bem conectada à Frelimo, que é beneficiada em milhares de euros através de contratos eleitorais e que nas últimas eleições, tanto 2018 como 2023 trouxeram esta empresa estrangeira Laxton para providenciar o recenseamento.O que descobrimos que acontece em 2018, através de, nomeadamente organizações locais de observação e da União Europeia, é que houve uma série de irregularidades, ou seja, inflação de eleitores em locais simpáticos à Frelimo e depois complicações no recenseamento de eleitores em áreas de oposição. Falámos com pessoas próximas do governo e que trabalhavam para a Laxton, esta empresa estrangeira, que nos disseram que os técnicos informavam os seus superiores dentro da empresa, de que havia tentativas de manipular o equipamento, de suprimir o recenseamento da oposição. Isto podia passar por equipamento desconectado ou alocado propositadamente a áreas sem corrente eléctrica.O que nós conseguimos apurar, em primeiro lugar, foi que esta empresa tinha conhecimento e que escolheu não actuar sobre isto, ou seja, ignorou aquilo que lhe foi colocado pelos seus técnicos. Naturalmente, há uma responsabilidade não só do lado do governo moçambicano, mas das empresas estrangeiras que vendem estas tecnologias, pois elas devem assegurar que a transparência na forma com a tecnologia é utilizada. Mas, para além disso, o que também conseguimos apurar foi que em 2023 foi aprovado um segundo contrato por ajuste directo, ou seja, uma situação excepcional no valor de 127 milhões de dólares para esta empresa Laxton em consórcio com Artes Gráficas e o que descobrimos foi que dentro do sector, ou seja, dentro do órgão eleitoral moçambicano, tivemos acesso a documentos que demonstram que havia uma série de reservas e preocupações quanto ao custo e a viabilidade técnica da proposta desta tecnologia.No entanto, o governo acaba por renovar este contrato com a empresa estrangeira Laxton, um contrato dispendioso e o executivo acaba por recusar lançar um concurso público?Exactamente. Segundo o que apuramos, ao falar com um antigo alto funcionário dentro do governo, parte da razão para o qual a Laxton teria sido escolhida como fornecedora era pelo facto de terem sido contratados anteriormente. Deveria ter havido a possibilidade de reutilizar estes kits de identificação móvel, ou seja, os kits utilizados para o recenseamento para reduzir custos. Mas em vez disso, houve uma apresentação feita para um equipamento completamente novo, por um preço que esta fonte chamou de "assustador". Tivemos acesso a documentos que mostram que funcionários dentro do órgão eleitoral consideravam que este equipamento seria frágil, seria lento, que poderia haver dificuldades de transporte para as zonas rurais, ou seja, havia uma série de reservas.Houve, nomeadamente, a introdução de um novo cartão de eleitor, que é um cartão PVC, ou seja, supostamente mais durável, que iria substituir os que tinham sido emitidos em 2018. O que acontece é que tivemos acesso as atas de uma reunião confidenciais que mostram que funcionários dentro do governo puseram em causa os benefícios destes cartões, dado o facto que em Moçambique o recenseamento não é permanente, tem de ser feito a cada cinco anos, ou seja, não havia uma boa relação de custo benefício. Inclusive uma pessoa dentro da CNE chamou esta introdução dos cartões de PVC como um artifício para fazer aumentar o preço e depois, naturalmente, em 2023, constatou-se os mesmos padrões de irregularidades que tinham sido vistos em 2018 e, aliás, os observadores locais disseram que foi ainda mais acentuado os problemas que viram no terreno.Na investigação são citadas várias fontes anónimas, há medo em denunciar estes processos de irregularidade?Absolutamente. As pessoas têm bastante receio no que toca a falarem sobre o facto que a Frelimo suprimiu o recenseamento da oposição, que houve irregularidades, que há também uma família conectada ao governo que repetidamente recebe milhares de euros em contratos directos e, curiosamente, uma das pessoas que são referidas na peça Shafee Sidat é um presidente do município em Moçambique e também recebe dinheiro, digamos, para contratos eleitorais. E toda a gente com quem falei tinha bastante receio e tivemos que proteger a sua identidade. Inclusive as pessoas que falaram e dando o seu nome fizeram no também com reservas.Como é que surge a ideia de fazer esta investigação? Durante vários processos de recenseamento e processos eleitorais houve organizações da sociedade civil, observadores que denunciaram irregularidades. Este foi o vosso ponto de partida?Em parte, como eu dizia anteriormente, esta é uma investigação que é parte de uma série maior que estamos a fazer na Lighthouse Reports e onde examinamos contratos de tecnologia biométrica em diferentes países africanos, quer seja pela introdução de cartões de cidadão e depois para demonstrar que, de facto, aquilo que é vendido como uma promessa de maior transparência ou democratização acabam por abrir caminhos para novos modos de irregularidades. O que se constata em Moçambique é uma tecnologia que é vendida, mas que acaba, na verdade, não só para criar uma nova via de irregularidade, como também para trazer um negócio lucrativo para empresas estrangeiras e empresários locais em Moçambique. Era claro que teríamos que nos debruçar sobre o recenseamento eleitoral e aí foi peça chave ter todos os relatórios das pessoas que estão no terreno, ou seja, observadores locais fazem este trabalho, às vezes com poucos recursos e fazem um trabalho excelente de denunciar todos os temas dentro do recenseamento e também observadores da União Europeia. A partir daí, soubemos que tínhamos que examinar ainda mais o que é que estava por trás disto e também qual era a responsabilidade da empresa estrangeira que foi trazida para trabalhar em Moçambique.Que metodologia utilizada para conduzir a investigação?O que fizemos primeiramente falámos com várias pessoas que estavam intimamente implicadas no processo eleitoral, portanto, várias entrevistas com pessoas dentro do governo, dentro dos órgãos eleitorais, dentro desta empresa Laxton, e a partir daí, criarmos um caminho onde conseguimos ter acesso a documentos internos e atas, reuniões confidenciais e outro material que fez com que a investigação fosse possível.Tentaram confrontar as autoridades moçambicanas; representantes do governo da Frelimo, o gabinete da Presidência com os resultados desta investigação e não obtiveram resposta?Exacto. Tivemos conhecimento através de relatórios de observadores locais e eleitorais tanto da parte da União Europeia, como outras pessoas que estão no terreno, nomeadamente uma organização de anti-corrupção em Moçambique, CIP, que fizeram vários relatórios sobre isto, revelavam que havia várias tentativas de desligar o equipamento em zonas onde haveria um maior número de eleitores pela oposição. Ou seja, este equipamento era desligado e diziam que eram avarias. Havia uma restrição para que estes eleitores não se conseguissem recensear. Havia questões em que o equipamento era deliberadamente posto em zonas sem electricidade. Isto depois que também foi dito por técnicos dentro da Laxton, da imprensa estrangeira, situações onde impressoras paravam de funcionar. Ou seja, criava se como, digamos, uma artimanha para dizer que o equipamento aqui não funciona, mas na verdade eram muitas vezes situações de manipulação ou situações criadas para que os eleitores da oposição não se pudessem recensear. Em 2018, aquilo que se constatou, por exemplo, aqui novamente, é que depois há uma inflação no número de pessoas recenseadas em zonas simpáticas à Frelimo é muito menor número de pessoas que são recenseadas da oposição. Portanto, isto tem uma repercussão muito real naquilo que é o exercício de cidadania dos moçambicanos.Na investigação, a dada altura, pode-se ler que um dos "objectivos principais era recensear os nossos", que o objectivo não era atingir uma meta diária de recenseamento, mas recensear potenciais eleitores que "pudessem votar no partido no poder, portanto, na Frelimo".Exactamente. Nós tivemos acesso a uma série de mensagens e isto foi bem reportado em Moçambique, tivemos acesso a mensagens de WhatsApp onde havia um director distrital do STAE da Beira de uma zona de Moçambique que estava a instruir os seus técnicos a recensear selectivamente os eleitores, ou seja, apenas a recensear eleitores da Frelimo. Portanto, eram situações bem coordenadas para a supressão do recenseamento de alguns eleitores.Moçambique tem eleições gerais a 9 de Outubro. Há razões para ter apreensões quanto ao que está a ser preparado pela Comissão Nacional de Eleições e pelo Secretariado Técnico de Administração Eleitoral. Em que medida é que a falta de independência e transparência da CNE e do STAE pode vir a comprometer a confiança pública no processo eleitoral?Acredito que aquilo que esta investigação demonstra é que há, de facto, reais preocupações da forma como o sistema eleitoral é gerido. O que vemos aqui é uma enorme falta de transparência e de irregularidades só na parte do recenseamento. Acho que quem acompanha o processo eleitoral em Moçambique acompanhou as eleições autárquicas, onde houve uma nova onda de irregularidades e portanto penso que a situação em geral é preocupante e sabemos que este equipamento e estas tecnologias são utilizados para criar novas avenidas para promover outras irregularidades.

I veckans avsnitt av ”Så in i Själen” så möter ni spökjägarna bröderna Tony Martinsson och Niclas Laaksonen. Tillsammans har de startat LaxTon Ghost och undersöker paranormal aktivitet i hemsökta hus och byggnader. Det som fick dem in på det spåret var en tragisk händelse inom släkten 1988, då deras kusiner omkom i en brand på julaftonen. Kort efter branden började det hända oförklarliga saker i deras omgivning. Händelser som bröderna började dokumentera. På så sätt växte deras intresse för paranormala aktiviteter. Det intresset har följt bröderna genom livet och för fyra år sedan, tillsammans med sina respektive, Linda och Sofia, startade de organisationen LaxTon Ghost Sweden, med inriktning på att undersöka just paranormala aktiviteter i olika byggnader. I Borås har de dessutom byggt upp ett museum fyllt av hemsökta föremål. Och det var där jag träffar dem.
