I reckon Labour has completely lost the plot this week. It started on Monday with its daft idea of taking GST off fruit and vegetables. And then, yesterday, it announced that it wants to sting us for more tax on fuel to help pay for all the new roads it wants to build. A plan which I think National is quite rightfully calling a copycat plan - given that, what Labour is talking about, is pretty much what National is already promising if it forms the next government. National says there's a truckload of money around the world that it would tap into to pay for these new roads. Labour, though, says ‘if you want it, you've gotta pay for it'. So $1.4 billion would come from extra fuel taxes; and $2.9 billion would come from other taxes we pay. Then there's other money from down the back of the chair. But Labour's hypocrisy is astounding. This is a political party that is out there right now saying it's “in it for us”; that it's got a "laser-like focus" on helping us deal with the cost of living. That's what Chris Hipkins said a while back. So it starts the week saying it's going to help us out by making the supermarket shop cheaper for us all by taking the GST off fruit and vegetables. Which has, very quickly, turned into a complete farce because - ever since the announcement - we've had our most senior government politicians in the news talking about canned fruit, salads and chopped-up watermelon. If Clive James was still around, he'd have a field day with all of this wouldn't he? Remember that time on one of his TV shows when he took the mickey out of New Zealand's Crimewatch show because all the stories seemed to be about really minor stuff? An egg being thrown at a Hillman Hunter or a Vauxhall Viva - that sort of thing. Imagine what he'd be saying now? Seeing our Finance Minister answering questions about whether-or-not we should be paying GST on the tomatoe in our burgers? Or whether a salad with mayonnaise qualifies for no GST versus a salad with no mayonnaise. So I think we can safely say that the GST thing's been a real cluster for Labour this week. But then, it takes the cluster next level with this announcement that it wants us to pay more tax on our petrol and diesel. Taking the GST off fruit and veges and then adding more tax on fuel is utter nutbar behaviour. I don't know how many people have said to me this week that, if Labour was really serious about helping us deal with the cost of living, it would be making fuel cheaper because whether or not we drive a vehicle, the price of fuel has an impact on us. The more expensive fuel, the more expensive anything and everything that has to be delivered somewhere gets. The last time I looked, there wasn't a giant veggie garden out the back of Pak n Save or row and row of fruit trees. They have to be transported. So you make fuel more expensive, what's going to do to the price of fruit and veggies? I just can't believe Labour on this one. Yes, we need more money to build and maintain roads. And, yes, one option is for us to pay more tax to make it happen. But just say that and we'll decide whether we like it or not. But don't come out one day and say ‘ooh, we know life's really hard at the moment so we're going to do everything we can to make things cheaper for you” and then, a few days later, tell us that you want us to pay more tax on fuel. It's almost like Labour has decided that yeah, it was really cool winning that huge majority last election, so let's see how far we can go in the opposite direction this election. So the question today is “are we being ripped-off big time by the Government's latest version of its water reforms?” That's the question. And my answer is a resounding “yes”. And it's the rip-off bit of the “Affordable Water Reforms”. Until yesterday, they were called the 3 Waters reforms. Today, they're known as the “Affordable Water Reforms”. You may already know my view on the money the Government's previously put on the table in exchange for the water assets currently owned by local councils. I'll get to that. But, first, let's remember what these reforms are all about. A few years back, in Havelock North, a whole lot of people got really crook and a few people actually died after the drinking water up there got contaminated. And, quite rightly, after that happened everyone sat up and wanted to know how that sort of thing could happen in the modern day and councils all around the country got a bit spooked. Because they didn't want the same thing to happen in their neck of the woods. So, in Christchurch for example, the council started looking underground to see what sort of shape its water infrastructure was in - and it wasn't pretty. There was a particular issue with the well heads. Which meant, potentially, all that beautiful Canterbury water was coming out of the aquifers but, by the time it reached your kitchen, it could've been contaminated a bit because of the state the wellheads were in. So panic stations at council HQ and they started putting chlorine in the water to protect us. And they got on with the job of repairing the well heads. That was the band-aid bit. Then the Government stepped in and said “we don't trust you councils to do the right thing anymore”. That isn't exactly what they said, but you get the gist. And so it came up with the 3 Waters reforms. Which, basically, meant that councils wouldn't be responsible anymore for drinking water, wastewater and stormwater - and four new entities would be set-up around the country to take over. But, for the Government to take over and make decisions about what happens with water services, it needed to actually own the infrastructure that delivers water to houses and businesses. The infrastructure that takes the wastewater away from houses and businesses, and the infrastructure that gets rid of stormwater. Pipes, pumps - all that stuff. Which are worth a truckload of money. In Christchurch city, for example, the pipes and pumps and all the other stuff owned by the Christchurch City Council is valued at about $6.9 billion. And guess what the Government offered to pay for it when it first came up with the 3 Water plan? $120 million. And ever since that $120 million's been on the table, I've likened that offer to paying an as is/where is price for a house that's had all its earthquake repairs done. $120 million in exchange for $7 billion worth of assets was just offensive. But yesterday, it got a whole lot worse. Because instead of offering $120 million for assets $7 billion worth of assets - the Government's reduced the offer to $30 million. $30 million in exchange for billions of dollars of assets. The reason for this, of course, will be the fact that the Government has to find money to set up 10 new water authorities around the country - instead of the four it originally proposed in the first version of its reforms. Which, in a way, is a bit of a tale about being careful what you wish for. Because councils all around the country have been saying having just four water authorities is crazy. So the Government's said “fine, we'll give you 10. But that's going to cost, so we'll pay you less money for your assets”. There is going to be a lot to unpack after this lockdown.We all knew it would be highly probably Delta would make it to our shores. The global scientific and medical communities and the scenes we watched on TV made it clear Delta had shifted Covid into a whole new league.I think we all assumed a country with an elimination strategy would have been thoroughly preparing for a case in the community and the capacity surge that would come with it.But the slow vaccine rollout, overwhelmed testing stations and hiring of contract tracers in the middle of a lockdown are just a few of the glaring areas where our preparation has been found wanting.And please don't for a moment think I am talking about those working on the ground – the swabbers, jabbers, contact tracers, transporters and LAB technicians are working all hours in difficult circumstances and I think I speak for all of us when I say we're incredibly grateful.It's not their fault there aren't enough of them.In particular, I'm really feeling for the nurses.They're now expected to work even if they're a close contact. Sure, there are conditions attached, but that there's now one self-isolation rule for us and another for essential workers shows how unprepared and desperate we are for staff. The Government only last week made the required amendment to Section 70 of the Health Act 1956 to enable this to happen.And then yesterday Auckland Hospital staff spoke out about some nurses having to wear N95 masks that haven't been fitted properly. A nurse warned this can make masks "useless" against highly-infectious Delta. This sounds crazy, but is one of the many examples of how our essential workers weren't prioritised to be ready for a community outbreak.It's worth noting The Ministry of Health (MOH) has revealed 59 essential workers have tested positive for COVID 19 - nearly a fifth of the current outbreak.All this comes on top of pre-existing nursing shortages across New Zealand, and ongoing issues around pay and working conditions that have seen many, including our much needed ICU nurses, heading to better opportunities over the ditch.It's this stressed and stretched workforce that's now also needed to run the Covid testing and vaccination programmes.You've be forgiven for questioning what the government has learnt over the last 18 months. I'm sure they'd thought strategically about a Delta outbreak community – perhaps captured on files of paper and in presentations; but where did they think they'd get the appropriate staff to deal with a capacity surge?Robbing Peter to pay Paul isn't a long term solution.

It’s easy to feel guilty about having to chase invoices, especially around January when bank accounts are recovering from a festive binge. But listen, unless you are a bank, if someone is not paying their invoice, it’s coming out of your pocket. That’s why it’s so important to make sure your customers pay on time. If you don’t collect their payment, then you’re going to struggle to pay your own bills. You don’t want to be in a situation where you have to rob Peter to pay Paul. In my case, I’ve even had to refuse to train children as their parents haven’t paid on time. It’s a horrible situation to be in, but it’s a vital part of running a business.
