Released 19 December, 2022 In 2014 NATO's Centre of Excellence-Defence Against Terrorism (COE-DAT) launched the inaugural course on “Critical Infrastructure Protection Against Terrorist Attacks.” As this course garnered increased attendance and interest, the core lecturer team felt the need to update the course in critical infrastructure (CI) taking into account the shift from an emphasis on “protection” of CI assets to “security and resiliency.” What was lacking in the fields of academe, emergency management, and the industry practitioner community was a handbook that leveraged the collective subject matter expertise of the core lecturer team, a handbook that could serve to educate government leaders, state and private-sector owners and operators of critical infrastructure, academicians, and policymakers in NATO and partner countries. Enabling NATO's Collective Defense: Critical Infrastructure Security and Resiliency is the culmination of such an effort, the first major collaborative research project under a Memorandum of Understanding between the US Army War College Strategic Studies Institute (SSI), and NATO COE-DAT. The research project began in October 2020 with a series of four workshops hosted by SSI. The draft chapters for the book were completed in late January 2022. Little did the research team envision the Russian invasion of Ukraine in February this year. The Russian occupation of the Zaporizhzhya nuclear power plant, successive missile attacks against Ukraine's electric generation and distribution facilities, rail transport, and cyberattacks against almost every sector of the country's critical infrastructure have been on world display. Russian use of its gas supplies as a means of economic warfare against Europe—designed to undermine NATO unity and support for Ukraine—is another timely example of why adversaries, nation-states, and terrorists alike target critical infrastructure. Hence, the need for public-private sector partnerships to secure that infrastructure and build the resiliency to sustain it when attacked. Ukraine also highlights the need for NATO allies to understand where vulnerabilities exist in host nation infrastructure that will undermine collective defense and give more urgency to redressing and mitigating those fissures.

This podcast analyzes these concerns. It compares Russia's assaults with previous strikes against research reactors and nonoperating nuclear plants in the Middle East and clarifies what new military measures and policies will be needed to cope with military operations against large, operating nuclear plants. US Army and Pentagon officials, as well as military and civilian staff, will discover ways to mitigate and reduce future military harm to civilians in war zones and understand the operational implications of military assaults on and seizures of civilian nuclear facilities. Welcome back to Decisive Point, Henry. It's great to chat with you again. (Henry D. Sokolski) Well, thank you for having me.  Host Absolutely. My pleasure. In your article, you note that Russia's seizure of Ukraine's nuclear plant in Zaporizhzhya should inspire the US to adjust its military planning and policies when it comes to hostile military forces and operating nuclear plants. What about this situation inspired your article?  (Sokolski) Well, I think what got me going was something halfway around the globe in Taiwan. The election of the current president in 2016 came with a pledge to shut down their nuclear power plants. They had three and one partially constructed. And when I went and visited, it occurred to me that one of the strongest arguments in support of the government's position was not being made, and that was that these plants were targets, and . . . uh, the more I looked into that, the more I discovered that, indeed, the Chinese were targeting those plants and planning to target them and that the radiation releases, depending on the time of the year, could be quite remarkable and devastating. And I . . . I worked that, and then I started looking around the world. By the time Zaporizhzhya occurred, I was ready. So that was six years of research that I had been doing on this topic and . . . and problems there. Host So this isn't the first nuclear plant to be attacked. How is this situation different from other attacks? (Sokolski) Well, it's different in several ways. First of all, this is the first nuclear power plant to be attacked . . . uh, we have lots of history in the Middle East of plants being attacked, but they either weren't operating, or they weren't power plants. Power plants are big.

There are new claims of Russian shelling close to the Zaporizhzhya nuclear plant facilities in Russia. They came Monday only hours after international pleas to spare the area around Ukraine's main nuclear plant from attacks. Nikopol is on the the opposite bank of the Dnieper River and about 6 miles downstream from the plant and came under fire three times during the night from rockets and mortars. As the war in Ukraine nears its six-month mark, officials say there will soon be referendums on the captured regions joining Russia. Russian authorities say a car bomb killed the adult daughter of an influential political theorist who is often referred to as “Putin's brain.” The Moscow branch of the Russian Investigative Committee said preliminary information indicated a bomb exploded in the SUV driven by 29-year-old Daria Dugina. An adviser to Ukraine's president denied Ukrainian involvement in the car bomb attack. Rep. Liz Cheney says the Select Committee to Investigate the January 6th Attack on the United States Capitol has been talking with lawyers of former Vice President Mike Pence about testifying. Three law enforcement officers in Arkansas have been suspended after a video posted on social media showed a suspect being held down on the ground and beaten by police. Major champion and golf course architect Tom Weiskopf has died of pancreatic cancer. His wife says Weiskopf died Saturday at their home in Big Sky, Montana. Weiskopf's contributions to golf go far beyond his 16 PGA Tour wins and his British Open title at Troon in 1973. He was blunt and accurate when he worked as a TV analyst. And he was equally successful as a golf course architect. Weiskopf was diagnosed with cancer in December 2020. Laurie Weiskopf says he was still working on design projects in the week leading to his death. Tom Weiskopf was 79. CNN ended its ‘Reliable Sources' program after 30 years. Indiana's Republican governor has begun a visit to Taiwan, following two recent high-profile visits by U.S. politicians that drew China's ire and Chinese military drills. Gov. Eric Holcomb will focus on economic exchange, particularly semiconductors, and is expected to meet with Taiwan's President Tsai Ing-wen. Former Vice President Mike Pence said he refused to leave the Capitol on Jan. 6 during an interview in Iowa with The Associated Press.  In sports, the Yankees finally won, the Astros avoided a sweep, the Dodgers kept rolling, the Mets padded their lead in the NL East, the Brewers and Cardinals won, and Patrick Cantlay moved into position to win a huge paycheck. The Ford Motor Co. says it plans to appeal a $1.7 billion verdict against the automaker after a pickup truck crash claimed the lives of a Georgia couple. A Georgia jury returned the verdict late last week. A horror movie convention promoter says it is assisting authorities following charges against actor Gary Busey involving alleged sexual offenses at an event in New Jersey earlier this month. The 78-year-old actor was charged Friday with fourth-degree criminal sexual contact, attempted criminal sexual contact and harassment after the Aug. 12-14 Monster Mania Convention in Cherry Hill. Walmart, the nation's largest employer, is expanding its abortion coverage for employees after staying largely mum on the issue following the Supreme Court ruling that scrapped a nationwide right to abortion. In a memo sent to employees on Friday, the company said its health care plans will now cover abortion for employees “when there is a health risk to the mother, rape or incest, ectopic pregnancy, miscarriage or lack of fetal viability.” Transportation Secretary Pete Buttigieg is telling airlines to do a better job of helping stranded travelers or they will face new regulations. Buttigieg wants airlines to provide lodging for passengers stranded overnight. He also says they should give out meal vouchers when flights are delayed three hours or longer. Apple regularly issues updates to the software powering the iPhone, and sometimes it's OK to dawdle when it comes to installing them. But that's not the case with its latest — an upgrade that Apple released Wednesday to close a security hole that could allow hackers to seize control of iPhones and several other popular Apple products. —The Associated Press  See omnystudio.com/listener for privacy information.

In Episode 121 of the CounterVortex podcast, Bill Weinberg notes the grim irony that on the week of International Chernobyl Disaster Remembrance Day, Russian regime and state media figures issued blatant threats to use nuclear weapons in the Ukraine war. This follows criminal recklessness by Russian forces at the Chernobyl and Zaporizhzhya nuclear plants, which itself constituted an escalation on the ladder of nuclear terror. These events clearly illustrates how nuclear power and weapons constitute a single unified threat, and make imperative our deconstruction the industry propaganda about how the "no safe dose" dictum is now obsolete (no, it isn't, actually), and sophistries such as the "Banana Equivalent Dose." Amid the relentless plans to revive the nuclear industry in US, China is undertaking a major thrust of nuclear development, with similar plans afoot in France. And this as economies are increasingly based on energy-intensive and socially oppressive activities like "crypto-mining." Nonetheless, respectable environmentalists now advocate a continuance of reliance on nuclear power as an alternative to fossil fuels. But their assumptions are predicated on the continuance of dystopian "normality"—exactly what needs to be challenged.
