It would be easy to look at the House of Representatives and assume that the members of the Freedom Caucus — and not Speaker Kevin McCarthy — are the ones who are actually in charge. Washington Post senior congressional correspondent and columnist Paul Kane speaks with Rep. David Joyce about the latest with the negotiations in Congress over the debt ceiling and the role of moderates in forging compromise in a narrowly divided House.
This week on the Hemp Podcast, U.S. Congressman David Trone, a Democrat from Maryland's sixth district, is our guest. Trone recently introduced The Free to Grow Act, which he says will end discriminatory policies that are keeping people from entering the job market in the hemp industry. The 2018 Farm Bill which legalized industrial hemp as a commodity crop prohibited anyone with a felony drug conviction in the past 10 years from obtaining a license to grow hemp. Trone believes this prohibition goes against the idea that once you've done your time, you should be able to participate fully in the economy. “I think all of us in America believe in second chances,” he said. “We've all made mistakes. And if someone makes a mistake, they go to jail. But then after that, when they come out, we want them to get a job and build a family and be successful and not go back to jail.” The Free to Grow Act has bipartisan support in the House, citing co-sponsorship from David Joyce, R-Ohio, Nancy Mace, R-S.C., and Chellie Pingree, D-Maine. “So together, all of us are working to get this through,” Trone said. Giving people a second chance is big issue for Trone, who said he recently founded a Second Chance Caucus in Congress. “I got 20 Republicans and 20 Democrats. And together, you know, we're working all kinds of legislation to help people that have been in prison stay out of prison when they're done paying their time,” he said. Trone said he thinks getting the Free to Grow Act into the the 2023 Farm Bill is the most likely route to getting this bill signed into law. Trone also weighed in on the 2023 Industrial Hemp Act, recently introduced in the Senate, that aims to separate industrial hemp grown for fiber and grain from CBD and medicinal cannabis by removing the burdensome regulations that the hemp industry says is holding the industry back from reaching its full potential as a food ingredient and raw material for manufacturing. While there is as of yet no companion bill in Congress, Trone said, “We're going to take a good look at that. We certainly 100% support cutting all burdensome regulation.” Trone is no stranger to the demands of running a farming operation, having grown up on a farm in Adams County, Pennsylvania. “We had a 200-acre farm, mostly corn, wheat, a lot of hay. Then we had 55,000 layers and we purchased chicken eggs from other laying operations all through Lancaster. So I used to drive trucks all through Lancaster picking up eggs,” he said. Not just chickens, but hogs too, he said. “We finished around 600 hogs at a time and turned them over. Buy 'em at 40 and sell 'em at 220 — so I understand that business.” “Here in Congress, I'm one of the few people that really gets farming, having done it for, you know, decades.” Learn more: Rep. In this episode of the Pacey Performance Podcast, Rob is speaking to Director of Sport Science at the University of Louisville, Ernie Rimer. Ernie joined Rob and JB Morin a few weeks ago for a roundtable on force velocity profiling but because of sprint profiling being such a huge topic, we got him back to go into more details. In the first half of this episode we talk sprint modelling. Ernie gives us a detailed analysis of how we can measure an athlete sprint and then use that data to understand where their weaknesses are and create meaningful interventions to improve them. He uses football (soccer) positions as a great example of how we can use one sprint model to look into different areas of the sprint to create benchmarks and compare player against player. In the second half of the episode we chat about strategic periodisation. This was a topic discussed a long time ago with Sam Robertson after he and David Joyce published a paper on this. How can we work with technical coaches to assess each opponent and manipulate training load in the weeks leading up to and following each match? If we rank an opponent down, are we able to train that bit harder leading up to the game, or can we ease off and give the players extra recovery time? We have a look at the factors which cannot be controlled like the weather, playing surface or game time and marry that up with the factors we can control. Friends,Welcome to the challenges of 2023. Today I want to talk about one of the first. When the 118th Congress is sworn in tomorrow, Republicans will hold very narrow control of the House — 222 seats to the Democrat's 213. The first thing they'll do is vote for the next Speaker (who'll determine the agenda for the House, what bills make it to the floor, the fate of critical legislation such as spending bills, and the House's negotiating positions with Senate leaders and the White House).The most likely is the current Republican House Leader, Kevin McCarthy. He could squeak by with 218 votes, a bare majority of House members. But if just 5 Republicans vote against him, he won't make it. (Technically, he could be elected with fewer than 218 votes if he persuades Republican lawmakers who don't want to vote for him to instead vote “present” or to miss the vote entirely.)To get the votes he needs, McCarthy will have to cozy up to the MAGA “Freedom Caucus,” which includes bizarro extremists like South Carolina's Ralph Norman (who as late as January 17, 2021 urged Trump to invoke martial law), Andy Biggs of Arizona, Ohio's Jim Jordan, Scott Perry of Pennsylvania, Paul Gosar of Arizona, Georgia's Marjorie Taylor Greene, Colorado's Lauren Boebert, and some 30 others, none of whom you'd want to invite to dinner. For their support, the Freedom Caucus is demanding that any member be able to call a vote at any time to oust McCarthy (a “motion to vacate the chair”) if he strays from their hard MAGA line. (Under current rules, only party leaders can bring such a motion.)Which would put McCarthy on a very short leash controlled by the Freedom Caucus (with Trump indirectly controlling them). In effect, Trump and the Freedom Caucus would call many of the shots — on committee assignments, investigations (Joe Biden, Hunter Biden, the FBI), and key issues like raising the debt ceiling (they'll demand that McCarthy refuse — imperiling the credit of the United States and catapulting the nation into an economic crisis). Does this mean the rest of us have to sit back and allow a tiny minority of extreme rightwing MAGA House Republicans controlled by Donald Trump to hijack congressional Republicans, who in turn will hijack the entire House, and thereby much of Congress?No. There's an alternative, and I urge House Democrats and the few remaining “moderate” Republicans to take it: Make Ohio's Republican Rep. David Joyce the Speaker of the House. House Dems and moderate Republicans could come up with the 218 votes to put Joyce over the top. Why Joyce? He's the new chairman of the Republican Conference Group, a group you probably never heard of (years ago it was called the “Tuesday Group”) because it flies under the radar. It's a collection of the remaining 40 or so Republican moderates. I say “moderate” only in comparison to the rest of the Republican House. The Conference Group at least wants the government to function. Joyce would be acceptable to most current Republican representatives, even though the Freedom Caucus won't want anything to do with him. During Trump's presidency, he voted in line with Trump's stated position 91.8% of the time. And he voted against impeaching Trump for his role in the Jan. 6 insurrection. In other words, But Joyce is not a MAGA Republican. He refused to sign the Texas amicus brief that tried to overturn the results of the presidential election. He was also one of the few Republican House members who did not object to the counting of electoral college votes on January 6, 2021. Since Biden became president, Joyce has voted in line with Biden's positions over 30 percent of the time. He was one of 35 Republicans who joined all Democrats in approving legislation to establish the January 6 commission to investigate the storming of the US Capitol. He and 46 other Republicans voted for the Respect for Marriage Act, codifying the right to same-sex marriage in federal law. Overall, Joyce's politics are similar to Democratic Senator Joe Manchin's. “Everybody's a Joe Manchin,” Joyce said a few weeks ago. Joyce wants to keep swing-district Republicans out of the harm's way coming from the Freedom Caucus and other MAGA conservatives. He saw what happened to Ohio Republican candidates viewed as too close to Trump's MAGA wing: The state's House delegation shrank from an eight-member edge for Republicans to just five because voters rejected several MAGA GOP candidates. “There's some exotics that like chaos, they thrive in chaos because that's how they get the media,” Joyce told the Washington Post. Given that the likeliest alternative will be a Speaker McCarthy beholden to the Freedom Caucus, Joyce should be Speaker — and he could be if House Democrats support him. I urge them to do so. Irish Travellers, known in their own language as Mincéirs or Pavees and in Irish called ‘An Lucht Siúil or, ‘The Walking People', are a nomadic ethnic minority in Ireland with a distinct history, culture and identity. Historically, Travellers were called Tinkers, a reference to their trade as tinsmiths, and they also made a living through engaging with the settled community; by buying and selling animals, or through seasonal farm labour. They've also long been renowned as singers, musicians and storytellers who brought news, tales, songs and music from townland to townland, parish to parish and county to county as they travelled around Ireland. As a minority group however, Ireland's Travellers they have long-faced discrimination on the basis of their ethnicity, and are often reported as the subject of explicit prejudice in Irish society. For this episode of the podcast, I hope to enter into an exploration of Traveller culture and identity, and I'm honoured to be joined by David Joyce; an advocate for the Traveller community who has worked as both a barrister and a solicitor, and Áine Furey, a singer, musician, tour guide and alumna of the Department of Irish Folklore here at UCD. Just when we thought we knew a little bit about heart transplantation, enter Dr. David Joyce, a cardiothoracic surgeon and the Director of the Heart and Lung Transplant Program at The Medical College of Wisconsin. In my conversation with Dr. Joyce, he clearly explains several extraordinary advancements in heart transplantation that are about to become a reality in the United States. The first is the use of the DCD (Donation after Cardiac Death) heart transplant, which will increase the number of possible donors by as much as 70 or 80%,, And he also discusses the use of drone transport of donor organs in our current system of organ transplantation, which will reduce the risks and technical challenges associated with the transport of organs using manned-aircraft which is currently the order of the day. Finally, I discuss the use of artificial intelligence for the purpose of donor and recipient selection in the transplant process, which will eliminate the subjective nature of the selection process which creates emotional distress for the selection committees. This is a fascinating discussion with a truly extraordinary heart and lung transplant doctor in our global community. Don't miss this episode!!
