Minnesota Gov. Tim Walz and Lt. Gov. Peggy Flanagan have announced a plan to distribute tens of millions of dollars to child care providers, which have continued to remain open despite the COVID-19 pandemic. The aid is intended to help providers stay in business, even while attendance has been lower than normal, which has hit their bottom lines hard.
This is Derek Miller Speaking on Business. The federal CARES Act stimulus program offers funds for states to administer for their local economic comeback. The legislature has dedicated some of those resources to fund the COVID-19 Displaced Worker Grant Program & COVID-19 Impacted Businesses Grant Program, both administered by the Governor's Office of Economic Development. This initiative, entitled “Learn and Work in Utah,” will provide training for those displaced due to the coronavirus. It includes support for the Utah System of Higher Education's Custom Fit program and several other workforce training programs to provide education and training to displaced workers. As part of this program, the Department of Workforce Services will create a dashboard to identify unemployment and job opening trends to match workers with jobs. This strategy aligns with the next 100 days plan from Utah Leads Together. GOED will also disburse $25 million through a Shop in Utah grant to those hurt by the pandemic. To qualify, businesses must offer a discount or other concessions with an estimated value to consumers of at least 50% of the grant amount. Jeff Rhoades, Senior Policy Advisor of the Oregon Governor's Office, joins us to discuss the future of regulations in Oregon. Rhoades hopes that the cannabis industry will eventually be set up like the wine industry, and also anticipates that we will see a relaxing of federal regulations in the near future. "Situational awareness is critical in any stressful environment, but particularly so in the midst of disasters. Knowing how events — manmade or natural — are unfolding can be the difference between life and death. Are you fleeing toward flood waters, or away from them? Are you moving toward a plume of toxic gas, or away from it? During the aftermath of hurricane Katrina, communications in New Orleans broke down. The floods that followed the federal levee collapse made things worse. There was a large communications project in post-Katrina New Orleans that sought proposals to unify all public safety and first responder communications in the city going forward. I knew some of the people on one of the teams that worked to win the contract. Their effort ultimately floundered over an intellectual property dispute. Since 2005, Louisiana has been hit by an inordinate number of disasters since 2005's deadly duo of hurricanes Katrina and Rita. Gustav and Ike. The BP Gulf Gusher. Isaac. The great floods of 2016 ranging from Shreveport river flooding to Monroe storm flooding, to two severe hits in the Florida Parishes (spring and August) and then the great August floods that ranged from Lake Arthur to Kentwood, and all points in between. Ezra Boyd has a Ph.D. in geography from LSU. He's worked for the Lake Pontchartrain Basin Foundation on a number of projects, including one on storm surge that is ongoing. The state is committed to spending $50 Billion trying to save Louisiana's coast and coastal communities from the ravages of rising seas, sinking land and climate change. There will be more natural disasters in our future, not fewer. Rising temperatures in the Gulf of Mexico and in the atmosphere mean more moisture in the air. The floods of last August had all the earmarks of being the product of climate change. Nearly 12 years after Katrina and Rita, disaster responders still work under data handicaps that limit the effectiveness of their work, particularly in the immediate wake of the event. Boyd's DisasterMap.Net is moving towards remedying that situation. In our conversation, he explains how he's pulled data from a variety of sources into his DisasterMap website to enable near real-time data of the situation on the ground before responders can get out onto the ground. He's invested a lot of time and effort doing this. First, identifying the sources, then teaching himself JavaScript so that he could write the code that enables him to add layers of data to his site. Traffic from Google. Weather-related data from the National Weather Service and other sources. Information on shelters from the RedCross and official sources like the Governor's Office of Homeland Security. During the August floods, Boyd identified a potential niche for his firm — helping guide people from harm's way to places of safety. He the experience of helping family, friends and even total strangers last August as waters rose opened his eyes to the need. He's still working on how to get there. In addition to DisasterMap.Net, Boyd puts his geography, cartography and data skills to work on individual projects for NGOs working on things like mapping petrochemical accidents to working on community planning for storm surge events. Eric Lamoureux has served the State of California in multiple communications assignments. He’s served in his current position of Inland Region Administrator at the Governor's Office of Emergency Services (Cal OES) since August, 2013. As administrator he leads emergency and disaster response coordination efforts for the State of California. From November 1999 through September 2007, Eric worked his first stint for Cal OES where he served as chief of the department’s Office of Public Information. He was responsible for managing the state’s Emergency Public Information (EPI) system, directing the activities of the State’s Joint Information Center, and was California’s lead emergency services spokesperson. Mr. Lamoureux coordinated State EPI efforts following 9/11 andmanaged the State’s Y2K Joint Information Center. Mr. Lamoureux began his career in 1993 with the California Integrated Waste Management Board where he handled media relations activities, managed three successful statewide environmental education campaigns, and edited the agency’s award-winning “Waste Watcher” newsletter. Mr. Lamoureux studied Government-Journalism at California State University, Sacramento, and Journalism at American River College in Sacramento. Experts shared their favorite facts about the bird, reasons for the population decline in the last century and the methods and strategies behind the collaborative efforts of state groups and agencies to protect the species. Panelists included State Rep. and Leadore cattle-rancher Merrill Beyeler , state biologist for the Natural Resources Conservation Service of the U.S. Department of Agriculture Trisha Cracroft , director of the Governor's Office of Species Conservation Dustin Miller and staff biologist in the sage grouse program for the Idaho Department of Fish and Game Ann Moser.
