The scale and horror of the First World War were possible only after the Nineteenth Century's double revolution in the nature of war. Warfare -- including weaponry, strategy, and command -- had remained mostly unchanged for three centuries, from the early integration of firearms in the 1400s until the French Revolution; the campaigns of Napoleon unleashed a new era of mass mobilization and nationalistic fury, while a series of haphazard improvements massively multiplied the killing power and reach of firearms, tearing open a battlefield "killing zone" unlike anything that prior generations of soldiers could have imagined. We follow both the breakdown in the old distinctions between war and civil society and the breakneck advance in land and sea warfare that set the stage for the nightmare of World War I. Since 2014, there has been an outpouring of literature on the First World War that has moved the field in exciting new directions. Over thirty books have been released by Canadian academic presses over the past almost four years, including titles on conscription, shell shock, and the memory of the war. But before these books were published, Mark Humphries wrote an intriguing 2014 article in the Canadian Historical Review about the historiography of the First World War in Canada and where he thought the field should lead next. Among several other revealing insights, he urged future scholars to adopt a transnational approach that would challenge the exceptionalist literature that characterizes Canadian First World War history-writing. But where has the field gone since? Mark has some thoughts. In the ancient and medieval worlds men fought for booty and in doing so aligned their personal motivation with that of the monarch or the state they served – given that the latter’s aim was conquest. After 1789 the motivations of citizen soldiers were seen as political and patriotic, and, however much the strains of combat called personal patriotism into question, the latter legitimated the military profession. Since 1945 patriotism has gone out of fashion. American studies of combat motivation have stressed factors internal to the military, such as small group loyalties: the arguments have become circular and inwardly focused – professional soldiers fight well because they are professional soldiers. This logic creates a division between the motivation to fight and the political legitimacy of fighting which is potentially unsustainable over the long term, at least in western democracies.

Napoleonic imagery suggests that decisive battlefield success leads to victory in war, but Napoleon lost his war. The relationship between what happens within a war and its eventual outcome is not one to which military historians have devoted much attention; their scholarship has focused on the making of war not on the making of peace. Diplomatic historians have not been of much help, tending only to pick up the story once hostilities are over, so ignoring the contacts between the two parties within a war or the modification of their objectives by one or both sides in order to make an agreement possible. The problems are not just collective, but also personal, beginning with the decision of an individual soldier to surrender. In the ancient world surrender would probably lead to slavery or summary execution. Although the granting of rights to prisoners of war increased the incentive to surrender, there is little evidence that it has caused wars to end sooner.

Strategy has attracted much recent attention in UK public policy debates, principally because of its absence from the direction of current conflicts. Before 1945 strategic thought used history as its core discipline but since then history has either dropped out of the equation or been misapplied. There was admittedly an apparent contradiction in strategic theory’s attention to the past; the principal policy function of strategy is predictive and its application in real time pragmatic. Here the challenges are to reconcile not just the perspectives of strategic theory and strategy in practice, but also the differences between civilians and the military. Finding satisfactory institutional frameworks for strategy-making is as important as thinking strategically.

To take successful military action, you do not only need soldiers, aircraft or warships. The support of the society and political leadership is crucial in sustaining armed action. Yet public involvement in current debates about the future of the military has been very limited, as old ideas of 'leaving it to the professionals' prevail. So what happens when society becomes divorced from the business of defending itself? In liberal Britain, some sections of society seem more and more alienated from military action. Using force clashes with modern concerns about human rights and risk-avoidance. New forms of media have cut through the more sanitised portrayal of war in the mainstream media, adding to public concern. And politicians, scarred by the unpopularity of recent military actions, noting the grief which every single casualty prompts, are likely to be ever more wary of future warfare. Within the military too there is change, and friction. New technology is taking armed action further away from old ideas of heroism and codes of conduct. These days lawyers sit in army headquarters challenging military decisions. Many in the military appear frustrated by what they see a lack of popular and political understanding of their role. In this programme Dr Kenneth Payne, military specialist at King's College London, explores how deep these tensions run, and what they mean for Britain's military future. He asks too whether Britain's experience is different from that of other countries, such as the US.
