Let's talk about your 2020 article “A Bizarre Pair: Counterinsurgency Lessons for Cyber Conflict.” That is a bizarre pair. Can you lay the groundwork for us, please? (Healey) Sure, absolutely. Cyber has long been realized, back to at least the early 90s, as an interesting method of irregular warfare. Some of the very first writing on this—people like John Arquilla and Dorothy Denning and Winn Schwartau—would write about how technology-dependent societies are going to be open to asymmetric attack because of these cyber vulnerabilities and cyber capabilities—especially the United States, which has historically had these oceans, and we didn't have to worry about direct attack—that adversaries could use cyber as irregular warfare to affect us. In fact, we could use cyber as irregular warfare against them. We could have advantages by being a high-tech power. And so that aspect had been relatively well written about. The effects of it were maybe exaggerated; we thought maybe cyber would have more impact then, in the 90s, than we do 20-odd years later. But the ideas were relatively well baked. What I was trying to do with this article is to flip that around—to say, we're 20-plus years into fighting irregular warfare ourselves, especially counterinsurgency and civil wars, so what can we take from those hard-won lessons? To think and apply them to fighting and winning in cyberspace. (Host) You laid out some pretty specific lessons. Can you walk us through those? What lessons can cyber take from counterinsurgency? (Healey) The lessons that I took—of saying, “Boy, what can we learn about how to win in cyberspace based on the lessons from irregular warfare”—really fit in three areas. The least interesting, I thought, was on deception: For both cyber and irregular warfare, the attackers are relying on deception to succeed. That was a parallel, but I wasn't quite sure what we take from that. The other two, I thought there were stronger recommendations. First is that cyber conflict really depends on the host nation. Now, the host nation in this case isn't an actual nation; it is the technology companies, the main cybersecurity companies that are out there. And they are creating and maintaining the terrain of cyberspace. I had helped set up the very first cyber command back in 1998. One of my friends from there went on to Verizon. And he said, “Jay,
The Tyrannosaurus Rex Is Having An Identity Crisis There are few creatures, present or extinct, that hold the iconic status of the Tyrannosaurus rex. In museums and dinosaur media, this powerful, lumbering reptile often plays a starring role. But new research argues that the T. rex should really be classified into three separate species: Tyrannosaurus rex, Tyrannosaurus imperator, and Tyrannosaurus regina. This paper has been met with a wide range of reactions: some paleontologists have said this discovery could shake our understanding of dinosaur classifications, and could cause a headache for museums. Other experts say the paper is a load of bologna. In other science news, a new strain of coronavirus was discovered in Canadian deer. This finding could shed more light on how the virus mutates and jumps between animals and people. Joining Ira to talk about these topics and other news of the week is Sabrina Imbler, science reporting fellow for The New York Times. Once Again, Transgender And Nonbinary Kids Are Under Attack In Texas Pilar Hernandez was hoping the nightmare for her family was over. For months last year, transgender advocates in Texas fought a group of bills in the Legislature seeking to ban transition care by arresting parents and delicensing doctors who provide transition care to children. Several of those bills died, but the ordeal scared Hernandez, the mother of a 17-year-old transgender boy in Houston. Last week, those fears resurfaced: Attorney General Ken Paxton issued an opinion that defined providing access to certain gender-affirming treatment as child abuse, leaving some parents worried about the safety of their families and some advocates concerned about the well-being of trans kids in Texas. “I had this fantasy that this year we'll be able to at least rest a little,” Hernandez said while fighting back tears. “I think we all have post traumatic stress syndrome from last year, so this brings everything back.” The AG's definition is opposed by major medical organizations, such as the American Academy of Pediatrics, the Pediatric Endocrine Society and the American Medical Association, which say these treatments are within the standards of care and often lifesaving. Read more at sciencefriday.com. What's The Role Of Cyber Warfare In Russia's War With Ukraine? When Russia invaded Ukraine a week ago, some experts predicted full-scale cyber warfare. It hasn't happened—at least not yet. Russia did launch a few small cyber attacks against Ukraine, including malware which would have wiped Ukrainian government and bank data. It was thwarted. Banks in the United States are now beefing up their security in anticipation of potential Russian cyber attacks in retaliation to the recently imposed sanctions. But how worried should we be about a global cyber war? Jason Healey, senior research scholar at Columbia University's School of International and Public Affairs, based in New York City, joins Ira to discuss the intricacies of Russian cyber warfare. The World According to Sound: Antiphonal Duets Some birds, especially those in the tropics, sing what are known as “antiphonal duets.” These are duets where there is a rapid alternation of notes sung by each bird. Sometimes there is just a gap of a few milliseconds between the part sung by each bird. The tight-knit duets help mating birds locate each other. The World of Sound team took the duets of several pairs of wrens recorded by Dr. Nigel Mann and separated the parts of the two birds. By separating the vocalizations of each bird, you can hear how perfectly the two parts fit together. At the end of the piece you hear a bird whose mating call never gets answered. It's a Kaua‘i ‘ō ‘ō bird that was recorded in 1984 by James Jacobi. It was one of the last recordings made of an ō ‘ō bird. The species is now extinct.

That's the question I debate with David Kris and Nick Weaver as we explore the ways in which governments are using location data to fight the spread of COVID-19. Phone location data is being used to enforce quarantines and to track contacts with infected people. It's useful for both, but Nick thinks the second application may not really be ready for a year – too late for this outbreak. Our interview subject is Jason Healey, who has a long history with Cyber Command and a deep recent oeuvre of academic commentary on cyber conflict. Jay explains Cyber Command's doctrine of “persistent engagement” and “defending forward” in words that I finally understand. It makes sense in terms of Cyber Command's aspirations as well as the limitations it labored under in the Obama Administration, but I end up wondering whether it's going to be different from “deterrence through having the best offense.” Nothing wrong with that, in my view – as long as you have the best offense by a long shot, something that is by no means proven. We return to the news to discover the whole idea of national security sunsets looking dumber than it did when it first saw the light of day (which is saying something). Several important FISA authorities have fallen to the floor, Matthew Heiman reports. Thanks to Sens. Rand Paul and Mike Lee, I might add (Nick blames President Trump, who certainly stepped in at a bad time). Both the House and the Senate passed measures to keep FISA authorities alive, but the measures were completely different and out of sync. Maybe the House will fix that this week, but only for a couple months. Because of course we'll be rested and ready in the middle of a contagion and a presidential campaign for a debate over Sen. Paul's proposal to make it harder to wiretap and prosecute Americans who spy for foreign governments. Maybe some aiming should have come before naming and shaming? The US has dropped the Mueller team's charges against a sponsor of Russian electoral interference, Matthew tells us. There's another major leak about government skullduggery in cyberspace, David tells us, and WikiLeaks is, uh, nowhere to be seen. That's because the skulldugging government in question is Vladimir Putin's, and WikiLeaks is looking more and more like it is in cahoots with Putin. So it falls to a group called Digital Revolution to publish internal FSB documents showing Russia's determination to acquire a huge DDOS network, maybe enough to take whole nations offline. Alan Cohn makes a guest appearance to discuss the role that DHS's CISA is playing in the COVID-19 crisis. And it has nothing to do with cybersecurity. Instead, CISA is ensuring the security of critical infrastructure around the country by identifying facilities that need to keep operating, notwithstanding state lockdown orders. We talk about the federalism crisis that could come from the proliferation of critical infrastructure designations, but neither of us expects it soon. Here's a surprise: Russia is deploying coronavirus disinformation, claiming that it is a US bioweapon. Uncharacteristically, I find myself praising the European Union for flagging the campaign. Nick talks about the ambiguity of the cyberattack on Norsk Hydro, and I raise the risk that companies may stop releasing attribution information pointing to nation states because doing so may undercut their insurance claims. Finally, we wrap up the story of ex-Uber autonomous driving executive Anthony Levandowski, who has pled guilty to trade-secret theft and is likely headed to prison for a year or three.

The White House released a new national cybersecurity strategy last fall. Is it working? Two cyber experts think they have the answer. Federal News Network's Scott Maucione spoke with Jason Healey, senior research scholar at Columbia University's School for International and Public Affairs, and Neil Jenkins, chief analytic officer at the Cyber Threat Alliance, on Federal Drive with Tom Temin.
The rate and intensity of cyber attacks on financial institutions has increased in recent years, but the risk that these attacks pose to our financial stability remains understudied in the financial industry and among regulators and policymakers. What would it look like if malicious actors took direct aim at the systemic stability of U.S. financial institutions? On October 11, Susan Hennessey spoke to three senior research scholars from Columbia’s School of International and Public Affairs who are taking early steps to find the answer: Katheryn Rosen, former deputy assistant treasury secretary for financial institution policy; Jason Healey, former White House cyber adviser on the Bush administration; and financial-stability expert and former Federal Reserve official Patricia Mosser. They talked about how to understand financial stability, the unique risks that cyber threats pose to it, and what gaps remain in how to mitigate those risks.

It has always been easier to attack than to defend on the Internet, even back to 1979 when it was written that "few if any security controls can stop a dedicated" red team. We all accept this as true but the community rarely ever looks at the longer term implications of what happens to the internet if one side has a persistent advantage year after year, decade after decade. Is there a tipping point where the internet becomes no longer a Wild West but Somalia, a complete unstable chaos where the attackers don't just have an advantage but a long-term supremacy? This talk will look at trends and the role of hackers and security researchers. Jason Healey is the Director of the Cyber Statecraft Initiative of the Atlantic Council, focusing on international cooperation, competition and conflict in cyberspace, and the editor of the first history of conflict in cyberspace, A Fierce Domain: Cyber Conflict, 1986 to 2012. He has worked cyber issues since the 1990s as a policy director at the White House, executive director at Goldman Sachs in Hong Kong and New York, vice chairman of the FS-ISAC (the information sharing and security organization for the finance sector) and a US Air Force intelligence officer. He is a board member of Cyber Conflict Studies Association, lecturer in cyber policy at Georgetown University and author of dozens of published essays and papers. Just in 2013 presented or spoke in Brussels, Rome, Istanbul, Reykjavik, London, Tallinn, Stockholm, Munich, Seoul, Bali, New York, New Orleans, Las Vegas, San Francisco, and Washington, DC.
