Die neuen Drohnenregularien für 2021 im Schnellüberblick - es wird dauern, bis sie wirklich da sind...!Für uns Drohnen-Piloten sollte das Jahr 2021 eine wahre Erleichterung mit sich bringen! Wollte doch die EASA EU-weit verbindliche und einheitliche Regelungen „auf den Markt“ bringen, mit denen wir, einmal registriert, quer durch die ganze EU reisen und unsere Drohne einsetzen können. Vorbei die Zeiten, in denen ein Italienurlaub für eine Aufnahme von oben bereits Wochen vorher durchgeplant werden will. Oder eine Reise nach Kroatien mit diversen Übersetzungsaufträgen, Kopien und Zertifikaten und das alles per Post ausgetauscht werden musste. Aber, wie ihr seht, scheine ich für Anfang 2021 ein wenig zu spät dran zu sein, mit diesem Blogpost… wirklich? Für uns Drohnenpiloten gibt es viel Neues / Bild-Quelle: privat Ich hatte Euch hier im Blog zu den Regularien aus 2017, die aktuell nach wie vor Gültigkeit haben, bereits einen Mehrteiler gemacht, um, vor allem den §21b LuftVO, der für uns Drohnenpiloten wirklich alle (damaligen) Neuerungen und Regularien beinhaltete, zu erklären und zu beschreiben. Das könnte bald alles Geschichte sein – nun, nicht wirklich alles, aber zumindest ein Teil des Ganzen. Wobei… wahrscheinlich auch nicht, da Deutschland die Regularien der EASA wohl wieder in die LuftVO, SERA und keine Ahnung wohin noch einfließen lassen wird, und damit auch weitere nationale Regulierungen beachtet werden müssen. Das ist heute aber noch wesentlich mehr Zukunftsmusik als das, was die EASA selber als Drohnenregelungen für das Jahr bzw. ab dem Jahr 2021 vorgesehen hat – aktuell ist der Start hierfür auf Ende Januar und/oder sogar bis Ende April verschoben! Und klar, verschoben wegen der „aktuellen Sondersituation mit Corona“ – das ich nicht kotze! Ein Dreivierteljahr später und es kommt immer noch jeder mit der Ausrede Corona um die Ecke! Soll uns aber nur recht sein, bleibt uns mehr Zeit – und nun direkt rein in die Details der EASA und des LBA, was uns Drohnenpiloten so ereilen wird, im Jahr 2021. DISCLAIMER: Das wird jetzt auf einmal ein Haufen Info, da es wenig Sinn macht, das in mehrere Blogpostings aufzuteilen. Und, ganz wichtig: noch ist nicht alles final entschieden und erst recht noch nicht in nationale Verordnungen und Gesetze umgesetzt. Hier kommt der aktuelle Stand, Ende Dezember 2020. Haltet Euch selbst weiter auf dem Laufendem und auch nach dem dann wirklich aktuellen Stand einer gesetzlichen Umsetzung! /Disclaimer Registrierung Person Drohnenpilot Wichtigste Neuerung: ab 31.12.2020 (aktuell verschoben auf NACH den 30.04.2021!) muss sich jeder Betreiber, egal ob männlich, weiblich, diverse und sonstiges registrieren. Oder Gesetz-deutsch gesagt: natürliche Personen. Info dazu gibt es beim Luftfahrtbundesamt (LBA) hier auf der Übersichtsseite oder mit einem Klick auf das PDF mit den Details. eID Wer die Registrierung unter 1. erfolgreich erfüllt hat, bekommt vom LBA seine eID. Diese ersetzt die bisherige Adress-Plakette auf den Drohnen. Es gibt aktuell unterschiedliche Aussagen: reicht ein Aufkleber, wie auch in USA und Kanada, deutlich sichtbar auf der Drohne, oder muss es wieder eine feuerfeste Plakette sein, die nach Anleitung des Herstellers an einer vorgesehenen Stelle befestigt werden muss? Hier wird hoffentlich das LBA beim Versand der eID Licht ins Dunkel bringen.Versicherung Das DARF kein neues Thema für Euch sein: Wer eine Drohne fliegt, muss diese mit einer Drohnen-Versicherung versichern! Bisher wurde bei Kontrollen, vor allem im Privaten, nach diesem Detail eher selten gefragt – von Unfällen und bei Sachschäden mal abgesehen. Macht Euch aber gefasst: Das wird ein heißes Eisen! Also, schnell noch eine abschließen oder prüfen, ob eine Eurer Versicherungen das nicht mit abdeckt!„Kleiner“ und „großer“ Drohnenführerschein Wann und wofür genau welcher von beiden benötigt wird, folgt unten bei den Klassen und den Kategorien näher beleuchtet. Warum? Weil hier die Parameter der Flüge und der Drohnen definiert werden und je nach Einsatz festgesetzt werden – und nur so eine Aussage zum Bedarf an „Papier“ geklärt wird. Nur soviel: Der „kleine“ Drohnenführerschein, offiziell „EU-Kompetenznachweis“ kann kostenfrei beim LBA online durchgeführt werden – so oft man will. Er gilt dann für fünf Jahre, wenn von den 40 gestellten Fragen 75% erfolgreich beantwortet wurden. Der „große„, oder offiziell EU-Fernpiloten-Zeugnis genannt, fragt Wissen in drei Kategorien ab. Hierbei gibt es in Summe 30 Multiple-Choice-Fragen, nach bestandenem Test gilt der „Führerschein“ fünf Jahre. Da diese Test von noch durch das LBA zu benennenden „autorisierten Stellen“ durchgeführt werden, solltet ihr vergleichen, welchen Online-Test ihr macht, da mit Kosten zwischen 100 und 350€ zu rechnen ist.Drohnen-Klassen C0-C4 (Details bei der EASA!) Das ist neu. Risikoklassen. Diese werden von den Herstellern vergeben und müssen für den Käufer deutlich sichtbar auf Verpackung und Drohne angebracht werden. Werden, da die Klassen erst in Zukunft eine tragende Rolle spielen. Für Bestandsdrohnen wird es Übergangsregelungen geben, dazu später mehr. Die Risiken von Drohnen werden in den Klassen anhand verschiedener Parameter bewertet, daher spielen Dinge wie Gewicht oder Geschwindigkeit aber auch scharfe Kanten eine Rolle: Klasse C0 beinhaltet: – max. 249g Startgewicht – Selbstschulung mit Herstellerunterlagen, max. 19 m/s schnell – Erfüllung EU-Sicherheitsrichtlinie für Spielzeuge. – Ich habe sowohl fest vorhandenes als auch frei einstellbares Höhenlimit gelesen, hier kommt wohl noch eine finale Aussage hinterher – diese wird bei max. 120 Metern liegen! Ja, das ist neu, ade 100 m, hallo 120 m! – Und, C0 braucht keine automatische Geo-Einschränkung, also, Erkennung von „no-fly-zones“, oder elektronische eID-Abstrahlung.Klasse C1 beinhaltet: – perverse Welt, aber so gefordert: unter 80 Joule Bewegungsenergie, unter 900g Abfluggewicht – Selbstschulung Gebrauchsanweisung – Unterlagen zu Bewerbungsenergie und mechanischer Stabilität – einstellbares Höhenlimit – Notfallprozedur (Return-to-Home) – eID-Abstrahlung ist verpflichtend – Geo-Beschränkung – EU-Kompetenznachweis erforderlichKlasse C2 beinhaltet: – Drohnen bis 3,99kg Abfluggewicht wie vor, plus: – manuell zuschaltbarer Langsamflugmodus (max. 3m/s) erforderlichKlasse C3 beinhaltet: – Drohnen unter 25kg Abfluggewicht wie vor, plus: – Unterlagen über BruchKlasse C4 beinhaltet: – Drohnen unter 25kg Abfluggewicht – Selbstbauten über 250g – In diese Kategorie fallen auch alle Modellflugzeuge(!) wie vor C0-C3 und: – Verbot von automatischen/autonomen Flugbetrieb. Ich kann Euch also nur empfehlen, auf jeden Fall den „kleinen Drohnenführerschein“ zu erwerben, immer das Handbuch im Detail lesen. Hier vor allem die Betriebsgrenzen: Geschwindigkeit, Temperatur, Höhe (vor allem „Höhe in der Höhe“, also Gebirgs- und Meeresflughöhen! (Google: Dichtehöhe, PPLer wissen Bescheid!)) Und, damit es mit den Klassen und deren Einteilungen nicht zu langweilig wird, gibt es nun auch noch drei Szenarien, in denen vorstehende Klassen (teilweise/komplett) zugeordnet werden können („Betriebskategorie“). Hintergrund eines Szenarios sind einheitliche Parameter für Flugszenarien, die immer wieder vorkommen und damit verbundene Auflagen je Klasse. Am interessantesten für Privatdrohnenflieger ist die „OPEN“, vielleicht noch für eine Spezialanwendung, aber ich glaube eher nicht, die „SPECIFIC“ und nur für juristische Personen und Firmenflieger die dritte namens „CERTIFIED“.OPEN Hier findet ihr alle Klassen C0-4 und den damit verbundenen Anforderungen wie zuvor beschrieben. Hier tummelt sich dann wohl die größte Menge an Privatdrohnenpiloten.SPECIFIC Wenn ihr einen Flug habt, der einen oder mehrere Parameter von OPEN überschreitet, landet ihr hier. Allerdings: eine jeweilige Ausnahmeregelung zu bekommen, wird nicht so einfach werden und für Privat wohl eher kaum infrage kommen. Allerdings hilft hier der kleine Drohnenführerschein eventuell schon weiter, sodass man doch an eine Ausnahmeregelung kommt… Hier werden auch First-Person-View-Szenarien abgebildet.CERTIFIED Hallo Industrie! Hallo Gewerbe! Goodbye Privatmann/-frau! Hier sind dann auch Lizenzen für das eingesetzte Fluggerät vorzulegen bzw. zu beantragen/erwerben. Und es wird, je nach Szenario, teils harte Einschränkungen für den Einsatz geben. Da die meisten von uns hier niemals „landen“ werden, von mir heute und hier keine weiteren Infos!Wo darf ich denn noch fliegen? Und wenn ja, wie nahe an Menschen, Menschenansammlungen oder sogar Wohngebieten? Das könnte ich Euch jetzt ganz kompliziert auf Basis des aktuellen Standes herleiten, auch in Abhängigkeit von Drohnenführerschein, Klasse und Berechtigung – aber am einfachsten könnt ihr das in den Betriebskategorien und den damit verbundenen Klassen „ausrechnen“. Beispiel: Eurer Anwendungsfall ist „OPEN“, mit einer Unterkategorie A3: auf den Flyer geguckt und schon seht ihr, dass ein Abstand von 150 Metern zu Wohngebieten, Industrieanlagen und Gewerbeflächen einzuhalten ist. Menschenmassen dürft ihr nicht überfliegen, ebensowenig Erholungsgebiete. Auch Unbeteiligte sind „abstandsberechtigt“ zu Eurer Drohne!Was noch unklar ist Ich habe im Netz schon viele Berichte gelesen, dass Bestandsdrohnen aufgrund des Abfluggewichts in die Klasse X oder Y oder Z eingeteilt und weiter betrieben werden. Ja, auch ich als Eigentümer einer „alten“ DJI Maciv Air (erstes Modell) freue mich, zu lesen, dass diese (wohl) als OPEN-Betriebskategorie und Unterklasse A1 oder A3 geflogen werden darf. Damit reicht der kleine Drohnenführerschein aus und auch die Einschränkungen sind nicht viel anders als aktuell nach LuftVO von 2017. Warum ich jetzt damit so extra um die Ecke komme? Ich würde mich auf die Angaben aktuell noch nicht auf in Stein gemeiselt verlassen! Weil… die neuen Regularien klar besagen, dass es nicht auf das Gewicht der Drohne angekommt, sondern auf die Masse, die diese „bewegen“, also z.B. heben kann, wenn sie startet. Das kann zum Beispiel bei einer Phantom 4 wesentlich mehr sein, als das reine Gewicht der Drohne alleine. Hier können sich also im Laufe der Monate und Jahre noch Änderungen ergeben, die sich auf Basis der heutigen Zahlen und Daten noch nicht abschätzen lassen – auch dank langer Übergangsfristen, die uns Piloten und Eigentümer aktuell noch in die Hände spielen. Aber über kurz oder lang werden wir um einen Neukauf eines dann vom Hersteller eingestuften Modells, um weiter mit einer Drohne fliegen zu können, nicht umhin kommen.Famous last words? Wenn der aktuelle Wurf endlich Gültigkeit erfährt und auch ausreichend in regionale Gesetze gegossen ist, wird ein weiterer Aufschrei kommen, ob der Komplikationen, die in Deutschland ein BMVI mit Sicherheit bei der Ergänzung um Umwandlung in die bestehende LuftVO, einbauen und „Deutschland only“ regeln wird. Und auch manch andere Länder werden nach deutschen Vorbild agieren. Im Großen und Ganzen, bei all den Unbekannten und Rätseln, die die EASA uns allen aufgibt, ist die Regelung für die Zukunft aber geil: scheißegal, wo ich mit meiner Drohne fliegen will, ich habe überall (fast) identische Gesetzeslagen. Auch Sperrgebiete kann ich binnen Sekunden ermitteln. Und ich muss nicht für jedes (europäische!) Land einen komplexen/einfachen/unverständlichen und/oder kostenpflichtigen Anmeldeprozess schon Monate im Voraus starten, nur weil ich im Urlaub abends bei goldener Stunde den Strand filmen will. Auch die Verpflichtung aller Länder, zur Erstellung und Bereitstellung aktueller und gültiger Karten – klasse! Auch wenn nicht alles so einfach und leicht und/oder kostenfrei wird, wie es sich aktuell auf dem Papier liest, für uns Drohnenpiloten stellen die neuen EU-weiten Regelungen eine unfassbare Erleichterung dar.Aber eines muss vor allem uns Privat-Drohnenfliegern klar sein: Die Zeit der Wildwest-Fliegerei ist nun vorbei. Die eID gibt uns zu erkennen und „nur mal kurz hoch, das merkt schon keiner“ ist auch Geschichte – vollkommen zu recht. Wenn wir mit den neuen Regelungen nicht verantwortungsvoll umgehen, wird das die Politik für uns regeln – und das Ergebnis wird sicherlich keinem von uns gefallen. Blue skies and happy landings! Carmen Huertas-Noble, founding director of the Community & Economic Development Clinic (CEDC) at CUNY School of Law, and C0-founder of 1worker1vote, discuss her career in the cooperative movement and the role cooperatives have and can play in response to the COVID-19 pandemic. Professor Huertas-Noble earned her J.D. from Fordham University Law School, where she was a Stein Scholar in Public Interest Law and Ethics and served on the staff of the Environmental Law Journal. Prior to joining the CUNY faculty, Professor Huertas-Noble was an Adjunct Professor at Fordham Law School where she supervised students in its CED Clinic. She also served as a senior staff attorney in the Community Development Project (CDP) of the Urban Justice Center (UJC). As part of CDP, she worked with neighborhood residents to form nonprofits as well as established organizing groups to create alternative institutions, such as worker-owned cooperatives (cooperatives). Professor Huertas-Noble has played a leading role in providing transactional legal support to worker-owned cooperatives in New York. While at UJC, she counseled cooperatives in navigating their legal entity formation options and on creating democratic governance structures. She worked with ROC-NY in creating COLORS, a worker-owned restaurant in Manhattan and Green Workers Cooperatives in creating ReBuilders Source, a South Bronx worker-owned business that collects and recycles construction materials. Since then, numerous community groups and attorneys have consulted with Professor Huertas-Noble on entity formation options and democratic decision making structures for cooperatives. Such groups, include Cidadao Global, a current client of the CEDC. Cidadao Global is in the process of creating the first eco-friendly house cleaning cooperative based in Queens. Professor Huertas-Noble's research and scholarship focuses on promoting alternative ownership models, including community land trust and worker-owned cooperatives (alternative institutions). Her scholarship emphasizes the role of lawyer in creating meaningful, client participatory decision making processes as part of the lawyer's counseling process and in support of client-centered lawyering on behalf of alternative institutions.

Pharmacokinetics of mycophenolate mofetil (MMF) show large interindividual variability. Concentration-controlled dosing of MMF based on routine therapeutic drug monitoring, which requires area under the concentration-time curve (mycophenolic acid [MPA]-AUC0-12h) determinations, is uncommon. Dose adjustments are based on predose concentrations (C0h) or side effects. The aim of this study was to compare C0h with postdose concentrations (C0.5h-C12h) and to develop practical methods for estimation of MPA-AUCs on the basis of a limited sampling strategy (LSS) in heart transplant recipients under MMF and tacrolimus maintenance immunosuppression. Full MPA-AUC0-12h profiles were generated by high-performance liquid chromatography in 28 patients. Statistical analysis for MPA-AUC0-12h was performed by a case resampling bootstrap method. Bland and Altmann analysis was performed to test agreement between "predicted AUC" and "measured AUC." C1h provided the highest coefficient of determination (r2 = 0.57) among the concentrations determined during the 12-hour interval, which were correlated with AUC. All other MPA levels were better surrogates of the MPA-AUC0-12h when compared with C0h (r2 = 0.14). The best estimation of MPA-AUC0-12h was achieved with four sampling points with the algorithm AUC = 1.25*C1h + 5.29*C4h + 2.90*C8h + 3.61*C10h (r2 = 0.95). Since LSS with four time points appeared unpractical, the authors prefer models with three or two points. To optimize practicability, LSS with sample points within the first 2 hours were evaluated resulting in the algorithms: AUC = 1.09*C0.5h + 1.19*C1h + 3.60*C2h (r2 = 0.84) and AUC = 1.65*C0.5h + 4.74*C2h (r2 = 0.75) for three and two sample points, respectively. The results provide strong evidence for the use of either LSS or the use of time points other than C0h for therapeutic drug monitoring of MMF. Using the algorithms for the estimation of MPA-AUC0-12h based on LSS within the first 2 hours after MMF dosing may help to optimize treatment with MMF by individualization of dosing.

In der vorliegenden Dissertation werden Experimente zur Resonator-Quantenelektrodynamik auf einem Mikrofallenchip beschrieben. Dabei konnte u. a. erstmals einzelne, in einer Chipfalle gefangene Atome detektiert werden. Hierfür wurde im Rahmen dieser Arbeit ein neuartiger optischer Mikroresonator entwickelt, der sich dank seiner Miniaturisierung mit der in unserer Arbeitsgruppe eingeführten Mikrofallentechnik zur Manipulation ultrakalter Atome kombinieren lässt. Für diesen Resonator werden Glasfaserenden als Spiegelsubstrate benutzt, zwischen denen sich eine stehende Lichtwelle ausbildet. Mit einem solchen Faser-Fabry{Perot-Resonator erzielen wir eine Finesse von bis zu F~37 000. Aufgrund der kleinen Modenvolumina kann trotz moderater Resonatorgüte die kohärente Wechselwirkung zwischen einem Atom und einem Photon so groß gemacht werden, dass das Regime der starken Atom-Resonator-Kopplung erreicht wird. Für die Ein-Atom-Ein-Photon-Kopplungsrate und die Ein-Atom-Ein-Photon-Kooperativität werden dabei Rekordwerte von g0 = 2Pi300MHz bzw. C0 = 210 erzielt. Ebenso konnte erstmals das Regime starker Kopplung zwischen einem Bose-Einstein-Kondensat (BEC) und dem Feld eines Resonators hoher Güte erreicht werden. Das BEC wurde dabei mithilfe der magnetischen Mikrofallenpotentiale deterministisch an eine Position innerhalb des Resonators gebracht und zur Gänze in einen wohldefinierten Bauch einer zusätzlichen optischen Dipol-Stehwellenfalle im Resonator umgeladen. Das Spektrum des gekoppelten Atom-Resonator-Systems wurde für unterschiedliche Atomzahlen und Atom-Resonator-Verstimmungen vermessen, wobei ein kollektives Vakuum-Rabi-Splitting von mehr als 20GHz erreicht werden konnte.

Background: Chronic Venous Disease (CVD) is one of the most frequent illnesses in the industrialised countries. Its prevalence within adult population exceeds in some European countries 50%. This accounts for 1.5 till 2.0 % of health care expenditures. Varicose veins (vv) and CVD decrease the quality of life of patients and their families. Venous wall degeneration is common primary cause of CVD. However, the pathophysiologic role of degenerative venodilation has not yet been finally established. In contrast to venous obstruction and venous reflux, venodilation has not been acknowledged by experts as a substrate of CVD. The aim of this study was to examine the role of dilation of Common Femoral Vein (CFV) as possible risk factor for CVD. Methods: In this cross-sectional study a total of 249 right legs (including 181 women and 68 men) were analysed. According to the CEAP classification study population was limited to primary aetiology (EP). DVT (PO) and other secondary and congenital causes of CVD (ECS) were excluded. Subjects with clinical stage 0, 1 or 2 (C0-2) were considered as non-diseased, otherwise (C3-6) as diseased. Right (n=249) and left (n=242) legs were analysed separately. Multiple logistic regression analysis was performed with the aid of SAS System. Results: The risk of CVD was around 10-fold higher in women with CFV diameter exceeding 14.0 mm as compared with those having diameter of 14.0 mm or less (adjusted for age, vv, and CFV-reflux). Based on Receiver-Operating-Characteristics curves, the ability to discriminate between diseased and non-diseased legs was higher for CFV dilation then for CFV-reflux. The curve of association between the CFV diameter and risk of CVD rose monotonically and revealed exposure-effect pattern. In women two threshold values were found for CFV diameter: at 14.0 and 17.5 mm; in men only one: at 17.5 mm. Final logistic model (women) included four covariates: age, vv, CFV-diameter and CFV-reflux duration. A probability of CVD was estimated using these parameters. Increasing body weight and height, BMI and body surface area (BSA) were associated with higher risk of CVD. However, in contrast to body weight and BMI that showed non-linear association, BSA predicted the risk of CVD in a linear manner and the association showed biological gradient. Conclusions: (1) CFV diameter is an independent risk factor of CVD of primary aetiology. Higher diameter values correspond to higher risk of clinically overt CVD. (2) CFV diameter was shown to possibly indicate the risk of CVD progression. (3) A given diameter of CFV should be interpreted in both sexes differently as the normal limits are higher in men than in women. The predictive value of CFV dilation is higher in varicose-free subjects as compared with those with vv. (4) The risk of CVD increases consistently with enlargement of CFV-diameter. In women with CFV diameter exceeding 14.0 mm the risk of CVD is markedly higher as compared with those having CFV of 14.0 mm or less. Thus, in women diameter values greater than 14.0 mm should be considered pathological. (5) The role of venodilation seems not to be restricted to predisposing to development of valvular incompetence. For making a diagnosis of CVD in women more information can be derived from the measurement of CFV diameter than from the measurement of CFV reflux. Venous valve insufficiency and ambulatory venous hypertension seem not to be necessarily involved in development of early stages of CVD. (6) Estimated probability of CVD can be utilised in phlebological evaluation of subjects, and as health index for assessing the extend of disease in the general population. This can be best estimated using four parameters: age, vv, CFV-diameter and CFV-reflux duration. These four predictors bear complementary information about risk of CVD and should be assessed together. Other parameters that have been examined in the study (including refluxes in other venous segments) do not further enhance the accuracy of diagnosis of CVD. (7) BSA is associated with both the risk of CVD and the diameter of CFV. It is hypothesised that the biological mechanism explaining the role of BSA as risk factor of CVD rely on its determining blood-volume and blood-pressure load of peripheral venous system; over time increased venous load may lead to venodilation, venous stasis and in consequence to CVD. BMI and body weight seem to represent those factors less appropriately and are related to the risk of CVD partly due to confounding by age, sedentary lifestyle, social class, immobility or hormone disorders. The risk of CVD in women depends on changes of body weight beneath the value of 80 kg, BMI beneath the value of 25 kg/m2 and body height above 160 cm. Beyond these limits, changes in these parameters do not affect the risk of CVD. (8) For the purpose of research on CVD, material should be analysed separately for each of the genders because of possible differences in the pathophysiology of CVD between the sexes.
