As part of the Future of Texas series in partnership with Texas 2036, this episode explores what separates effective public policy from policies that simply sound good. Through the Future of Texas podcast series, Texas 2036 brings together diverse perspectives as we explore the opportunities and challenges facing our state over the next ten years. The views expressed in this program are those of the individual speakers and do not necessarily reflect the views of Texas 2036, its staff or its Board of Directors. Host Brad Swail is joined by Laura Arnold, co-founder of Arnold Ventures, and David Leebron, President and CEO of Texas 2036, for a wide-ranging discussion about evidence-based policymaking, education reform, workforce development, philanthropy, and the long-term future of Texas. The conversation focuses on a central question: how can policymakers create systems that produce measurable, long-term results instead of temporary political wins? Arnold and Leebron explain why data, accountability, and long-term thinking are critical to solving some of Texas' biggest challenges — from higher education and workforce readiness to housing affordability, infrastructure, criminal justice, and childcare. Major topics include: • What makes a policy actually “work” • Why data and accountability matter in government • Community college reform and “credentials of value” • Connecting education pathways to workforce needs • The role of philanthropy in shaping public policy • Why Texas lawmakers need trusted nonpartisan data • Housing affordability and infrastructure challenges • Permitting reform and economic growth • Criminal justice reform and public safety • Childcare data gaps and workforce participation • The importance of long-term thinking before problems emerge • Building opportunity and economic mobility in Texas The episode also highlights several major initiatives supported by Arnold Ventures and Texas 2036, including reforms to Texas community college funding and investments in student support systems designed to improve graduation and career outcomes. A major theme throughout the discussion is the belief that good policy making should be judged not by ideology or political messaging, but by measurable outcomes that improve people's lives. Looking toward 2036, both guests argue that Texas' future success will depend on whether leaders can stay focused on evidence, opportunity, and practical solutions that operate at scale. 00:00 — Intro + Future of Texas overview 01:44 — Laura Arnold and David Leebron introductions 04:02 — Focus, scale, and long-term policy impact 05:21 — Why Arnold Ventures tackles systemic problems 07:26 — What makes a policy actually work 08:41 — Community colleges and “credentials of value” 11:01 — Workforce readiness and education reform 14:23 — Why government needs better data 17:34 — Helping lawmakers make better decisions 20:31 — The role of philanthropy in public policy 27:12 — San Jacinto College partnership explained 31:18 — Housing, infrastructure, and permitting reform 33:27 — Criminal justice reform and public safety 34:35 — Raising families and the future of Texas 37:10 — Opportunity, long-term planning, and 2036 vision 39:35 — Final thoughts on evidence-based policymaking Watch Full-Length Interviews: https://www.youtube.com/@TexasTalks

Bangladesh's development story in the 21st century is often regarded as a model of resilience and progress. But on 5 August 2024, student-led protests and public unrest caused Sheikh Hasina, Bangladesh's prime minister, to resign and flee to India. An interim government, led by Muhammad Yunus, took over. Six months on, Bangladesh's political and economic future is unclear. Imran Matin, Executive Director, BRAC Institute of Governance and Development (BIGD), is one of the experts in Bangladesh who are attempting to discover and communicate a clearer picture of the country's present – and its options for the future. He talks to Tim Phillips about how evidence-based policy can give the country a path forward.

With populist politicians taking power around the world, policymakers are relying less on research and expertise, as their political narratives prioritise emotion and identity over facts. This may have long-term consequences for global development: not least in the US, where the Agency for International Development has been dismantled, with thousands of staff laid off. Critical development programs have been halted, and the future of US foreign assistance is in limbo. In the latest episode of the collaboration between Yale's Economic Growth Center and VoxDev, host Catherine Cheney asks Rory Stewart, former UK Secretary of State for International Development, Stefan Dercon of the University of Oxford and formerly chief economist of the UK Department for International Development, and Trudi Makhaya, former economic advisor to the President of South Africa, how we can ensure that facts and evidence still matter in policymaking. So, Julia and Bob learned a lot from this conversation with guest: Robert MacCoun, Law Professor at Stanford University. With a Bachelor's, Master's and PhD degree in Psychology, professor MacCoun has long worked at the nexus between law and psychology and specialized in bringing evidence-based policy making into policy decisions, including controversial areas such as military policy debates about allowing gays and lesbians to serve openly in the US military and drug policy. His book, "Drug War Heresies" is considered a landmark scholarly analysis of the drug legalization debate.

They also look at what detention camps for queer and trans people will likely look like in the new regime, created in ways that might allow cis/het folks to ignore them. In the back half of the show, they turn to the organizations that are already pushing back on these toxic policies as well as ways queer and trans folks can prepare for the worst. They turn to the ways media is already adapting, in good and bad ways, to the incoming administration. This is why I was so excited to speak with Elizabeth Tipton. Beth is an Associate Professor of Statistics at Northwestern University, where she co-directs the Statistics for Evidence-Based Policy and Practice Center and is a Faculty Fellow in the Institute for Policy Research. Just this month, Beth and her colleagues published a commentary on two different meta-analyses of growth mindset.  In our conversation, Beth explains what that means and what she found. She also provides a framework for how to think about growth mindset and any program or initiative we are thinking about for the kids in our lives. While we've recognized the criminal law's failure in our approach to assisted dying and cannabis, we continue to undermine the human rights of sex workers and people who use drugs.Seven years ago in Bedford, the Supreme Court struck down criminal laws against prostitution because they prevented sex workers from taking measures to increase their safety. Our current laws don't fare much better, and decriminalization is a logical next step.In another area of consensual crime, the Canadian Association of Chiefs of Police has now joined public health experts across our country to call for the decriminalization of the possession of all drugs for personal use. The status quo, in their words, "has proven to be ineffective."On this episode, Nate is joined by Richard Elliott, the executive director of the Canadian HIV/AIDS Legal Network, to discuss sex, drugs, and evidence-based policy.

We are all cowed down with the term “Evidence Based Policy.” Proponents often talk about it with authority as if they have final evidence on that will tell us how the universe works.  We really need to get deeper into what evidence is? How can we use it? how can we develop it? What does it mean? We take these issues up with Professor Paul Cairney. ‘Paul Cairney is Professor of Politics and Public Policy, University of Stirling, UK (@Cairneypaul).  His research interests are in comparative public policy. His research spans comparisons of policy theories (Understanding Public Policy, 2012), methods associated with key theories (Handbook of Complexity and Public Policy, 2015), international policy processes (Global Tobacco Control, 2012), and comparisons of UK and devolved policymaking.’ His website is here https://paulcairney.wordpress.com/cv/Evidence Based Policy

The book tells the story of a four-year old municipal program that equips frontline government workers with problem-solving skills that they take back to a wide range of agencies, from Animal Protection to Human Services. The result? About 5,000 employees have received Peak Academy training and used their new skills to save Denver more than $15 million.  In the conversation, Jachimowicz, Elms and Wogan discuss:  the origin story of the Peak Academy why innovation isn't government's default setting the need to measure impacts beyond cost savings the importance of empathy in innovation   how Peak might outlast its founders and perpetuate innovation, and why Peak only brings process improvement to offices where it's wanted The book is available on Governing.com and through Amazon.
