France's Reset With New Caledonia Could Hit Some Roadblocks

France has restarted negotiations toward defining its future relationship with New Caledonia, a French overseas territory in the southwest Pacific that is home to about 293,000 people. The move ends nine months of political limbo following violent protests, including roadblocks and riots, that erupted across the territory in May 2024. The protests came in reaction to French President Emmanuel Macron's plan to add more than 25,000 people to the territory's electoral roll to reflect inhabitants who have arrived, mainly from mainland France, over the past two decades. The rolls had been restricted as part of an agreement ending an armed independence movement in New Caledonia in 1988. The largely pro-independence indigenous islanders, who comprise about 41 percent of the population, feared the change would have diluted their influence in future elections. During his visit to New Caledonia to announce the reopening of negotiations in late February, French Overseas Minister Manuel Valls referred to the protests, saying, "There is a before and an after." He characterized negotiations as an "opportunity" and said it was his "responsibility … to find a way" toward an agreement that satisfies everyone. But that won't be easy. The islands of New Caledonia were first colonized by France in the mid-19th century. After World War II, they were designated an "overseas territory" with greater citizenship rights. But entrenched poverty and disenfranchisement in Kanak communities ignited an armed rebellion against French rule in the 1980s. Subsequent talks between the French government and island leaders resulted in the 1988 Matignon Accord and the 1998 Noumea Accord, which together outlined provisions for greater autonomy for New Caledonia, recognition of indigenous rights and investment in rural development, while guaranteeing that three referendums on independence would be held. An additional measure meant to prevent Kanaks from being politically marginalized restricted the electoral roll for the referendums as well as local elections to indigenous voters and inhabitants residing in the territory prior to 1998. The accords led to some progress in bridging the development gap, but significant disparities between the Kanak and non-Kanak populations remain. New Caledonia has one of the highest GDP per capita in the region, at $33,516 in 2022, compared to $5,405 in Fiji, for instance. Yet at 38 percent, the unemployment rate among Kanaks is more than three times the rate of 11 percent for the general New Caledonian population. And according to a recent study in North Province and Loyalty Islands, where communities are mainly indigenous, 62 percent and 77 percent of people respectively have lower than average living standards. Political frustrations also increased in 2021, after the third and final referendum under the Noumea Accords resulted in another defeat for the pro-independence movement. The first two votes, in 2018 and 2020, had shown a narrowing margin of victory for the pro-France majority, at 57 percent and 53 percent respectively. But Kanaks sought to postpone the final referendum, as it was scheduled to take place during the pandemic at a time when their cultural mourning rites would prevent many who had lost family members from going to the polls. When the vote went ahead as planned, they boycotted, resulting in a 98 percent victory for the pro-France position. As a result, the pro-independence movement has refused to accept the referendum's outcome, and many maintain calls for full self-determination. A major test will be when negotiations again broach the subject of electoral reforms, which French authorities have announced are back on the table. Two years later, Macron's proposed electoral reforms, on top of his refusal to countenance a rerun of the referendum, inflamed existing grievances, and when those reforms were passed by a parliamentary vote in 2024, large numbers of Kanak youth took to the streets. At least 13 people have died in protests triggered in May when the French government attempted to institute voting changes that would bolster the political power of New Caledonia's white settler communities at the expense of the Indigenous Kanak people. There's been little progress in the four decades after the Kanak tried to force better recognition from New Caledonia's political leaders aligned with Paris. It's a fight that has parallels to current and past struggles by Indigenous people in North America and elsewhere. We'll hear about the ongoing struggles in this encore show.

This episode explores the impacts of repression, settler colonialism, and militarism in Kanaky (New Caledonia) ahead of Kanaky Invasion Day, September 24. The French colonised Kanaky in 1853.Since May 2024, the violent French occupation has intensified with increased military repression and significant deployment of French armed forces, raising concerns about the potential of genocide, the ongoing militarisation of the region and extrajudicial killings of Indigenous Kanak people as armed French civilian militias patrol the streets killing Kanak people at random.Sarah and Emma from the Free Kanaky Solidarity Naarm collective discuss the situation on the ground for Kanak people, in particular for Kanak women, in the face of what local feminists have warned could turn into a genocidal campaign. See below for an excerpt of a letter addressed to the world written by feminist organisations in Kanaky. "We, Kanak, Indigenous & allied women of Kanaky, appeal to your international feminist solidarity in response to the violent situation we are currently experiencing on our lands. This situation is the result of colonisation, starting from France's taking possession of the land in 1853, followed by successive ‘civilising' interventions by the army to ‘pacify' the Kanak (then considered to be savages), and of an accelerated recolonisation via settler colonialism orchestrated by the French state. Today's guest proves that hard work and patience will pay off. Welcome Tom Kanach of KANAK to the podcast. Tom is from New Jersey, so naturally we start razzing each other almost from the start. Tom talks about manipulating his situation so his brother would get an unwanted plastic drum set in order to start his first band. But he would really get serious about being in a band after a chance meeting in a school bathroom. Relax…everyone is a kid in this story. He's been writing music longer than he can remember. He even has recordings of some of these songs. Maybe we can get him to re-record Happy Tonk Town for the next KANAK album. After doing what teenagers do (sneaking into clubs underage to see his favorite bands) he played in some bands with potential but could never seem to get the break they needed. But he made some great connections along the way. One of those connections had him playing with Doro on one of her albums. But after a while, life things happened. Tom started a family and got a job. But he never stopped writing. That's why his first solo release is 30 songs long. Tom has a new project and it's the best work I've heard from him. It's called KANAK and it's obviously a palindromic simplification of his last name. But that ended up complicating things, instead. Pro-independence Emmanuel Tjibaou jee-bow has claimed victory in one of the two New Caledonian constituencies in the French National Assembly. The other seat has gone to pro-France, or Loyalists', Nicolas Metzdorf. Long-time New Caledonia watcher and a correspondent for Islands Business magazine Nic Maclellan spoke to Corin Dann.

It's been more than two weeks since riots broke out on the streets of New Caledonia in response to plans to enfranchise long-term French residents in the Pacific territory. Reged Ahmad speaks to campaigner Jimmy Naouna about the fight for Kanak independence and what it will take to restore peace

Earlier in the day, the authorities said 12 people were killed in the attack, which targeted a local hypermarket and damaged a furniture store and a shopping centre. They claimed that the strike was carried out using two guided bombs. *) France ends New Caledonia state of emergency, more forces arrive Seven more mobile force units will soon arrive as reinforcements in New Caledonia, the Elysee said in a statement, also indicating a state of emergency would end as planned, in the French Pacific territory on Tuesday morning. Seven people have been killed, hundreds arrested and large numbers of buildings and cars destroyed in a fortnight of upheaval, triggered by a contested electoral reform and fueled by sharp economic disparities between the indigenous Kanak population and people of European background. *) Seven young elephants drown in Sri Lanka Wildlife authorities in Sri Lanka found seven carcasses of young elephants believed to have drowned in the biggest single loss of the animals in five years. L'UKRAINE À LA PEINE La Russie a lancé le 10 mai une offensive surprise contre Kharkiv, deuxième ville du pays, emportant de l'aveu de l'état-major ukrainien des « succès tactiques ». L'Ukraine a été prise de court, ses forces étant affaiblies par le manque d'armements et d'hommes, du fait notamment de la lenteur de l'aide européenne et de l'arrêt quasi-total pendant des mois de celle venant des États-Unis. En visite à Kyiv, le 15 mai, le secrétaire d'État américain, Antony Blinken a, pour la première fois, laissé entendre que les forces ukrainiennes pourraient frapper le territoire russe avec des armes fournies par les Etats-Unis. Depuis le début du conflit, les alliés de l'Ukraine étaient inflexibles : interdiction d'utiliser leurs missiles, drones ou obus pour bombarder des cibles situées hors du territoire souverain du pays. Seul le sol ukrainien – comprendre la Crimée et la partie du Donbass occupées par les Russes – pouvait être visé. Imposée par peur d'une escalade avec Moscou, cette restriction était respectée par Kyiv, qui dépendait trop des livraisons occidentales pour enfreindre la règle fixée par ses alliés. L'offensive lancée le 10 mai par Moscou dans la région de Kharkiv a changé la donne. Antony Blinken a également annoncé une aide militaire de 2 milliards de dollars pour renforcer les capacités de défense de l'Ukraine. Elle provient de l'enveloppe de 60 Mds de dollars en faveur de l'Ukraine, récemment approuvée par le Congrès américain après des mois de blocage. Le président ukrainien Volodymyr Zelensky a rappelé que la défense aérienne constituait « le plus gros problème » de l'Ukraine, et son « plus grand déficit ». Selon lui, l'Ukraine aurait besoin de deux systèmes Patriot supplémentaires pour défendre Kharkiv. Les États-Unis ne sont pas les seuls à se mobiliser en faveur de l'Ukraine : le 13 mai, le chancelier allemand Olaf Scholz et ses homologues des pays nordiques ont appelé à renforcer d'urgence l'aide à l'Ukraine, alors que la France a annoncé la livraison à venir d'un nouveau lot de missiles Aster sol-air à Kyiv. Mardi, l'Union européenne a validé l'utilisation des revenus issus des avoirs russes gelés, soit 3Mds€ cette année dont 90% devraient aller aux forces armées ukrainiennes. Réunis depuis jeudi à Stresa en Italie, les ministres des finances du G7 discutent d'un plan américain visant à accorder à l'Ukraine jusqu'à 50 Mds de dollars de prêt garanti par les futurs bénéfices générés par les actifs russes immobilisés. Selon le commandant suprême des forces alliées en Europe, le général américain Christopher Cavoli, la Russie n'aurait pas les forces suffisantes pour aboutir à une percée majeure dans son offensive en cours en Ukraine. Dimanche, l'état-major ukrainien affirmait que les attaques russes dans la région de Kharkiv avaient été « légèrement ralenties ». Toutefois l'Organisation mondiale de la santé a indiqué mardi que plus de 14.000 personnes ont été déplacées en raison des combats. NOUVELLE-CALÉDONIE : LA TOURMENTE Pillages, incendies, échanges de tirs... La Nouvelle-Calédonie est secouée depuis le 13 mai par des émeutes qui ont déjà fait six victimes et de considérables dégâts qui pèsent sur la vie quotidienne des populations. Elles vont avoir de lourdes conséquences pour l'économie locale déjà traversée par une grave crise du nickel, qui représente plus de 25% des emplois du « Caillou », et près de 20% de son PIB et qui a connu en 2023 une baisse de prix de 45%. Afin de rétablir l'ordre, le président de la République a annoncé l'état d'urgence, entré en vigueur le 15 mai à Nouméa. Il consiste en un couvre-feu nocturne, l'interdiction des rassemblements, du transport d'armes et de la vente d'alcool ainsi que l'interdiction de l'application TikTok. La Nouvelle-Calédonie est devenue un Territoire d'outre-mer en 1946 et les Kanak ont obtenu la nationalité française, puis le droit de vote. Les violences qui ont opposé indépendantistes kanaks et loyalistes caldoches dans les années 1980, ont trouvé un apaisement en 1988 à travers les accords de Matignon négociés par Michel Rocard, accords qui organisaient un rééquilibrage économique et un partage du pouvoir politique. En 1998 l'accord de Nouméa a doté l'archipel d'un statut unique dans la République française reposant sur une autonomie progressive et sur trois référendums. Le premier, en 2018, voit le non à l'indépendance l'emporter à 56,7%, ce que confirme le deuxième, en 2020 (53,26% de non). En 2021 le non l'emporte à 96,5%, mais les indépendantistes contestent la validité du scrutin, marqué par une forte abstention (56,1 %) en pleine épidémie de Covid-19. Jusqu'à présent seuls les électeurs inscrits sur listes avant 1998 et leurs descendants étaient reconnus par le code électoral de Nouvelle-Calédonie pour les élections régionales. En votant un projet d'élargissement du corps électoral aux résidents depuis au moins dix ans, l'Assemblée nationale et le Sénat ont ouvert la voie à une réforme constitutionnelle qui devrait être approuvée par le Congrès. Les indépendantistes la rejettent, estimant qu'elle lèse le poids électoral du peuple autochtone Kanak. Quelque 271.400 habitants, selon le dernier recensement de 2019, vivent dans l'archipel. Parmi eux, 29% de la population est issue de la communauté européenne, dont les Caldoches, descendants des colons blancs. Les Kanak, premiers habitants du pays, sont progressivement devenus minoritaires sur l'archipel avec 41% de la population aujourd'hui, tandis que l'on compte 30 % d'habitants originaires d'îles du Pacifique ou répondant à la catégorie « autres ». Jeudi à Nouméa, le chef de l'État, à défaut de retirer le projet de réforme du corps électoral, s'est engagé à ne pas le « passer en force ». En cas d'accord politique global, il souhaite que le projet soit soumis au vote des Néocalédoniens. Police have used tear gas and stun grenades on rioters at an airport near Nouméa as the unrest and rioting in New Caledonia goes into its sixth day. Five people, including two police officers, have died and hundreds of people are injured amid clashes between authorities and pro-independence protesters. They were sparked by anger at a proposed new law that would allow French residents who have lived in New Caledonia for more than 10 years to vote - which some say will weaken the indigenous Kanak vote. Correspondent for Islands Business Magazine, Nic Maclennan, who has been covering this story for decades, explains the back-story.

Local media are reporting people are panic buying, as shops run out of food, water and fuel. Medicines and blood supplies in hospitals are also getting low. And the French Government has banned Tiktok in New Caledonia, in a bid to limit contact between rioters.

New Caledonia is an island archipelago in the south Pacific. It has an incredible diversity of birds and plants. Its history includes a period serving as a 19th century penal colony for the French colonisers and being an allied naval base during World War Two. An agreement signed 26 years ago about how the islands are run is expiring. But talks to make a new one are bogged down, as the opposing sides - French settlers and indigenous Kanak - both demand their rights. For Assignment, Peter Hadfield has been to New Caledonia to see if a new deal can be made.
