Safety, cleanliness, genuine customer service, and fighting customers were not merely laughter-points of Spirit; they define much of the airline industry and most ground transportation in the U.S. as well, especially buses. Surveillance, security theater, and rudeness contributes to both conspiracies and an overall cultural issue that is at the root of these problems. The behaviors of government officials and public-service representatives  is merely a reflection of the social pool from whence those workers are pulled.
