This week on Facing the Future we talked with former Congresswoman Carolyn Bourdeaux who has been named the new Executive Director of The Concord Coalition. In addition, Bourdeaux will head up Concord Action, a new advocacy organization created to marshal grassroots support for fiscal responsibility. We began by discussing President Trump's speech on Tuesday night to a joint session of Congress. Bourdeaux commented that Trump “did make a nice hat tip to a balanced budget, which I appreciated. He said he would balance the budget and he would address the debt. However, the revenues and expenditures that he talked about just don't add up.”

Dr. Laffer's career has been marked by experience and success in business, in public policy, and as an academic economist and professor. During the 1970s, Dr. Laffer was a consultant to Secretaries of the Treasury George Shultz and William Simon and Chief of Staff and Secretary of Defense Donald Rumsfeld. He was the first to hold the title of Chief Economist at the Office of Management and Budget under Secretary of the Treasury George Shultz in the early 1970s. Dr. Laffer was a member of President Reagan's Economic Policy Advisory Board for both of his two terms (1981-1989). He also advised Prime Minister Margaret Thatcher on fiscal policy in the U.K. during the 1980s. Dr. Laffer's economic acumen and influence in triggering a world-wide tax-cutting movement in the 1980s have earned him the distinction in many publications as “The Father of Supply-Side Economics.” His Laffer Curve is one of the main theoretical constructs of supply-side economics. Dr. Laffer was an economic advisor to Donald Trump's 2016 presidential campaign. In 2019, President Trump awarded DR. Laffer with the Presidential Medal of Freedom for his contributions in the field of economics. He has received numerous awards and recognition for his economic work and authored a number of books, including the End of Prosperity: How Higher Taxes Will Doom the Economy—If We Let it Happen, and most recently Return to Prosperity and Trumponomics. State lawmakers and the governor have just 12 days left to hammer out a balanced budget. There is a 27 billion dollar hole to fill in that spending plan, and Governor Newsom wants to close part of it by slashing funding for housing and homelessness. The governor has been pouring billions of dollars of state money into homelessness for the last few years, but now he proposes cutting hundreds of millions of dollars from those programs. He also wants to slash almost a billion dollars from programs that support affordable housing and help first-time homebuyers. Governor Newsom says these are tough times for the state budget so he has no choice but to trim programs he has previously supported. As you might imagine, there is stiff opposition to his proposals, from a wide range of organizations, and many of them descended on the State Capitol recently to express their displeasure with the governor's revised budget plan and call for the restoration of this funding. We started the process in the summer, deliberated transparently with the public through the fall, and secured a budget by November for the next calendar fiscal year. We knew in advance the revenue, the debt, and the operating expenses. We could then lend and grant money to causes with a sense of parity. We tied cashflow to the demands for more infrastructure and incentives for economic growth. Our federal government MUST do the same. The antics of the Pelosi Democrats to hold up the budget vote to the very last minute each year, denied the minority Republicans from seeing in advance the projected revenue and expenses. Speaker McCarthy is now trying to shift overnight the decades of Democrat wrongdoing. The far-right folks like Matt Gaetz feel that McCarthy has not moved fast enough. The human condition lies on a vast spectrum between “miserable” and “happy.” In the economic sphere, misery tends to flow from high inflation, steep borrowing costs, and unemployment. The surefire way to mitigate that misery is through economic growth. Comparing countries' metrics can tell us a lot about where in the world people are sad or happy. HAMI gives us the answers. My version of the misery index is the sum of the year-end unemployment, inflation, and bank-lending rates, minus the annual percentage change in real GDP per capita. Higher readings on the first three elements are “bad” and make people more miserable. These “bads” are offset by a “good” (real GDP per capita growth), which is subtracted from the sum of the bads to yield a HAMI score. Bio: Dr. Steve H. Hanke Steve H. Hanke is a professor of applied economics and founder and codirector of the Institute for Applied Economics, Global Health, and the Study of Business Enterprise at the Johns Hopkins University in Baltimore. Dr. Steve Hanke served as special counselor to the Center for Financial Stability in New York. Hanke is also a contributing editor at Central Banking in London and a contributor at National Review. In addition, Hanke is a member of the Charter Council of the Society for Economic Measurement and of the Euromoney Country Risk's Experts Panel. In the past, Hanke taught economics at the Colorado School of Mines and at the University of California, Berkeley. He served as a member of the Governor's Council of Economic Advisers in Maryland in 1976– 77, as a senior economist on President Reagan's Council of Economic Advisers in 1981–82, and as a senior adviser to the Joint Economic Committee of the U.S. Congress in 1984–88. Hanke served as a state counselor to both the Republic of Lithuania in 1994–96 and the Republic of Montenegro in 1999–2003. He was also an adviser to the presidents of Bulgaria in 1997–2002, Venezuela in 1995–96, and Indonesia in 1998. He played an important role in establishing new currency regimes in Argentina, Estonia, Bulgaria, Bosnia‐Herzegovina, Ecuador, Lithuania, and Montenegro. Hanke has also held senior appointments in the governments of many other countries, including Albania, Kazakhstan, the United Arab Emirates, and Yugoslavia. Hanke has been awarded honorary doctorate degrees by the Universidad San Francisco de Quito (2003), the Free University of Tbilisi (2010), Istanbul Kültür University (2012), the Bulgarian Academy of Sciences (2013), Varna Free University (2015), the Universität Liechtenstein (2017), and the D.A. Tsenov Academy of Economics (2018) in recognition of his scholarship on exchange‐rate regimes. He is a distinguished associate of the International Atlantic Economic Society, a distinguished professor at the Universitas Pelita Harapan in Jakarta, Indonesia, a professor asociado (the highest honor awarded to international experts of acknowledged competence) at the Universidad del Azuay in Cuenca, Ecuador, and a profesor visitante at the Universidad Peruana de Ciencias Aplicadas (the UPC's highest academic honor). In 1998, he was named one of the 25 most influential people in the world by World Trade Magazine. In 2020, Hanke was named a Knight of the Order of the Flag. Hanke is a well‐known currency and commodity trader. Currently, he serves as chairman of the Supervisory Board of Advanced Metallurgical Group N.V. in Amsterdam and chairman emeritus of the Friedberg Mercantile Group Inc. in Toronto. During the 1990s, he served as president of Toronto Trust Argentina in Buenos Aires, the world's best‐performing emerging market mutual fund in 1995. Rep. Ralph Norman discusses his new bill, “Congressional Recklessness Act” which reduces all of Congress's pay 1% per-day, that they're in a continuing resolution or debating and don't have a don't have a budget in place, which is supposed to end September 30, and the new budget starts October 1. The South Carolina Congressman says, the United States is "in a situation now, really of no return, this country is in trouble, the budgeting process, the spending, which is outlandish, and 26 consecutive years that we haven't funded government, 1997 is the last time that we went through the appropriations process and actually had a bill, and it's just time to take action on this.” Norman comments, that "having a continuing resolutions through December, which is Christmas holidays, and it just puts a bind on and it's used as leverage for a party to get what they want. But more importantly, it just destroys this country, the leases that have to be made out to for a short period of time, it's insane. So bottom line is, in the private sector, if you don't do the work, you don't get paid and my bill just says you take every day that we go into account, were going to deduct 1% of the salary.” Saying, Congress "make $174,000 a year Senate and House it works out to $476 per day, so if you do the math its right at $5, it's not going to break anybody but it puts some consequences to not doing our job." Norman says that deduction of salary is to prompt Congress to act, "people are tired of words, they want to action, and we want to know how are you going to balance the budget, this 20 year to 25 year, pie in the sky budgets.
