Illinois is projected to see less tax income than state agencies previously expected due to a variety of economic factors. With revised estimates, some lawmakers worry there may be a shortfall, which could prevent a balanced budget from being passed this month. Both the Illinois Department of Revenue – which oversees the collection of state funds – and the Commission on Government Forecasting and Accountability – which makes forecasts of expected tax revenue – have lowered estimates of how much money they expect the state to bring in next fiscal year, which begins July 1. Compared to earlier projections, which guided Governor JB Pritzker's recommended spending plan released in January, officials said reasons for the downward shift included the economic impact of tariffs, rising living costs, and flattening excise‑tax revenue – such as from marijuana. SUMMARYMedicaid is the joint state -federal program created in 1965 that provides free or low -cost health care to about 70 million Americans, including low-income elderly people and those living with disabilities. The changes in the 2025 legislation, also known as the One Big Beautiful Bill or H.R. 1, affect eligibility standards for the program and changes in the way states can finance their portion of Medicaid costs. On this episode, we're joined by two policy experts on Medicaid. Kathryn Costanza is a fellow at NCSL who closely follows Medicaid policy and Neda Jasemi is a senior policy analyst at the National Association of Medicaid Directors. They both sat down to talk about the significant changes in Medicaid that were included in the 2025 Budget Reconciliation Act. Jasemi discussed the challenges state legislatures will face as they craft budgets for Medicaid in their states while facing significant uncertainty about both revenue and how many people will be signed up in their state. Costanza explained the ins and outs of provider taxes and how that will affect state revenue intended for Medicaid costs. She also talked about what we know about the new rules and how they will affect the number of people who will qualify for coverage. ResourcesHow Medicaid Provider Taxes Work: An Explainer, National Association of Medicaid DirectorsMedicaid's Next Chapter, National Association of Medicaid DirectorsMedicaid Road Ahead: Policy Options and Budget Impacts | Webinar Series, NCSLThe Medicaid Puzzle: Piecing Together Policies for a Balanced Budget, NCSL Medicaid Road Ahead: Policy Options and Budget Impacts, NCSL Medicaid Toolkit, NCSLNational Association of Medicaid DirectorsOBBBA Medicaid Policy Timeline, National Association of Medicaid DirectorsWhy did they do it that way? We've been told that a balanced budget is the gold standard for nonprofit leadership — but what if that “balance” is actually hiding the cracks? In this episode, I break down why a neat, balanced budget isn't the safety net we think it is — and how it can actually create false confidence while your organization is already struggling behind the scenes.I'll walk you through a shift in mindset: from backward-looking bookkeeping to forward-thinking design. Whether you're building your first budget or revisiting old assumptions, this episode is about making sure your budget is more than a math exercise — it's a tool for resilience, clarity, and impact. What You'll Learn:Why a “balanced” budget can mask burnout, fragility, and slow collapseThe hidden costs most leaders forget to account for — and how to fix thatHow to shift from reactive budgeting to designing for the future you're building3 Key Takeaways:Balance isn't strategy. A budget that “works on paper” can still fail in practice.Invisible costs break budgets. Staff time, compliance, and leadership bandwidth need to be named and funded.Your budget is a design tool. It should reflect the organization you want to build — not just the one you've survived in.Step-by-Step: How to Build a Future-Oriented BudgetStop budgeting from last year's numbers. That just keeps you locked in survival mode. Use budgeting to design where you're going.Name the invisible costs. Include staff time for reporting, systems, and leadership — not just direct program expenses.Build for capacity, not just delivery. Fund the infrastructure that supports your work: technology, workflows, leadership development.Challenge false assumptions. Don't let beliefs like “we can't afford it” or “funders won't support that” dictate your priorities.Use your budget to declare what matters. If it's not in the budget, it's not part of the plan. What a 4th of July GIFT FROM GOD! The passage of this bill allows Donald Trump to keep his promises. Fiscal conservatives see he's performing. Medicaid will not be cut. The waste in Medicaid will be. Congress will transform by the midterm elections. Republicans will be the super-majority. The Dems are diverting, deflecting and distracting your attention away from a Republican success plan that is a sea change that has been underway these last 6 months. If this is what we are the beneficiaries of after just 6 months, what successes are we in for as a nation in the next 3 1/2 years ahead? The key concern is to continue the budget cleanup and move to an annually-agreed balanced budget without all the theatrics. The Big Beautiful Bill Now Opens The Door For A New Balanced Budget ProcessGene Valentino on Newsmax Saturday ReportORIGINAL MEDIA SOURCE(S):Originally Recorded on July 7, 2025America Beyond the Noise: Season 5, Episode 597Image courtesy of: Newsmax➡️ Join the Conversation: https://GeneValentino.com➡️ WMXI Facebook Page: https://www.facebook.com/NewsRadio981➡️ More WMXI Interviews: https://genevalentino.com/wmxi-interviews/➡️ More GrassRoots TruthCast Episodes: https://genevalentino.com/grassroots-truthcast-with-gene-valentino/➡️ More Broadcasts with Gene as the Guest: https://genevalentino.com/america-beyond-the-noise/ ➡️ More About Gene Valentino: https://genevalentino.com/about-gene-valentino/

Phil Bryant is a founding member of BSS Global where he provides strategic advice and business development services to some of the world's largest industry leaders. He serves on the executive advisory board of International Leaders Summit. America's Roundtable conversation with Governor Bryant brings to the forefront key policy issues including trade and tariffs, the urgency to advance tax reform, unleash energy independence and protect America's sovereignty. The timely discussion is focused on President Trump's policies and executive orders — and what it means for America's citizens, taxpayers, local communities and states. Governor Tate Reeves (R) and Speaker Philip Gunn (R). As previously noted by Laurie Todd-Smith in a 2023 Magnolia Tribune column on the making of the “Mississippi Miracle,” only 33 percent of third graders and 32 percent of 8th graders were reading proficiently on state tests that year. She led the governor's education policy team and is now the Assistant Secretary for Early Childhood Education at the U.S. Department of Health and Human Services. Bryant presented lawmakers with an education vision titled “Framing Mississippi's Future” and in 2013, reforms such as the Literacy Based Promotion Act (3rd Grade Reading Gate), the Pre-K Collaborative, the Mississippi Charter School Act, Dyslexia Education Scholarships, and more were passed and signed into law. Mississippi unites with Israel at Jerusalem Leaders Summit (https://www.jns.org/mississippi-unites-with-israel-at-jerusalem-leaders-summit/) Jerusalem | Mississippi Gov. Phil Bryant bounded on stage and, in his obvious Southern drawl, greeted the guests of the Jerusalem Leaders Summit, which took place last month at the Inbal hotel. Bryant was presented with the Distinguished Leadership Award for his efforts to strengthen the Israel-U.S. strategic partnership. He is a strong Israel advocate and his emotions were on full display when he addressed the crowd. “We have so many friends around the world,” he said, “but none as close, and none that I love more than Israel. I am called to be here. Perhaps sometimes we cannot explain exactly why, but that call, that voice, is stronger than any other that we hear, to come to Israel, to Jerusalem, to do what I can to strengthen this relationship.” The Third Jerusalem Leaders Summit held from Nov. 18-20, proved a unique event featuring leading voices who articulated principled solutions in addressing the 21st-century's economic concerns, global threats and security challenges. The parent organization—the International Leaders Summit, co-founded by Joel Anand Samy and Natasha Srdoc—brought together leaders from America, Britain, continental Europe, India and Israel to its inaugural Jerusalem Leaders Summit event in 2015, affirming the rule of law of civilization, based on shared principles and values. americasrt.com (https://americasrt.com/) https://summitleadersusa.com/ | https://jerusalemleaderssummit.com/ America's Roundtable on Apple Podcasts: https://podcasts.apple.com/us/podcast/americas-roundtable/id1518878472 X: @PhilBryantMS @americasrt1776 @ileaderssummit @NatashaSrdoc @JoelAnandUSA @supertalk America's Roundtable is co-hosted by Natasha Srdoc and Joel Anand Samy, co-founders of International Leaders Summit and the Jerusalem Leaders Summit. Bourdeaux commented that Trump “did make a nice hat tip to a balanced budget, which I appreciated. He said he would balance the budget and he would address the debt. However, the revenues and expenditures that he talked about just don't add up.”

Gerard Gibert also highlights the importance of addressing tax reform and healthcare reform. The conversation on America's Roundtable tackles the ways in which Congress, the incoming Trump administration joined by engaged citizens and taxpayers can address fraud, waste and abuse impacting the Department of Defense (DOD). "In fiscal year 2024, DOD underwent its seventh financial statement audit, and again received a disclaimer of opinion. For the seventh time consecutively, auditors were unable to “obtain sufficient, appropriate audit evidence to support an opinion.” GAO continues to designate DOD's financial management and business systems modernization efforts as high risk because of pervasive deficiencies in the department's business processes, internal controls, financial reporting, and financial management systems." — House Committee on Oversight and Accountability, December 11, 2024 In 1986, Gerard Gibert founded Venture Technologies, a technology and cloud services provider. As CEO of Venture, Gibert engineered numerous mergers and acquisitions of strategic targets, catapulting Venture to national prominence as a technology solutions provider. Initially funded at $189,000, Venture was sold for $92 million in 2019. Mr. Gibert serves on a variety of boards dedicated to growing Mississippi's economy. Join America's Roundtable (https://americasrt.com/) radio co-hosts Natasha Srdoc and Joel Anand Samy with distinguished guest Ambassador Peter Hoekstra. The conversation focuses on key issues affecting American families and communities as the country continues to experience persistent higher prices for food and gas. A published report by The Wall Street Journal said, "Yet since January 2021 electricity prices have soared 29.4%—about 50% more than overall inflation." The Wall Street Journal in a report on July 3, 2024 stated, "The Fed raised rates at the fastest pace in 40 years in 2022 and 2023 to combat inflation that also rose to a four-decade high. They have held their benchmark rate in a range between 5.25% and 5.5% since last July." This discussion on America's Roundtable also provides an update on foreign policy issues impacting America. The conflict in Europe triggered by Russia's invasion of Ukraine on February 24, 2022, Iran-backed terror group Hamas' invasion of Israel on October 7, 2023 and Iran's first-ever open attack on Israel on April 13, 2024, have shown cracks in America's leadership on the global stage. Rep. Ralph Norman discusses his new bill, “Congressional Recklessness Act” which reduces all of Congress's pay 1% per-day, that they're in a continuing resolution or debating and don't have a don't have a budget in place, which is supposed to end September 30, and the new budget starts October 1. The South Carolina Congressman says, the United States is "in a situation now, really of no return, this country is in trouble, the budgeting process, the spending, which is outlandish, and 26 consecutive years that we haven't funded government, 1997 is the last time that we went through the appropriations process and actually had a bill, and it's just time to take action on this.” Norman comments, that "having a continuing resolutions through December, which is Christmas holidays, and it just puts a bind on and it's used as leverage for a party to get what they want. But more importantly, it just destroys this country, the leases that have to be made out to for a short period of time, it's insane. So bottom line is, in the private sector, if you don't do the work, you don't get paid and my bill just says you take every day that we go into account, were going to deduct 1% of the salary.” Saying, Congress "make $174,000 a year Senate and House it works out to $476 per day, so if you do the math its right at $5, it's not going to break anybody but it puts some consequences to not doing our job." Norman says that deduction of salary is to prompt Congress to act, "people are tired of words, they want to action, and we want to know how are you going to balance the budget, this 20 year to 25 year, pie in the sky budgets. It's not gonna happen."See Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.
