There are calls for hearings and action at the Wisconsin Capitol after the state's public school managers announced a plan to change student reading and math scores. The Wisconsin Department of Public Instruction recently updated the asset-based performance levels that are used to see how well students are reading, writing and doing math. Kids who are thriving in reading, writing and math will continue to be rated in the advanced category. But the other terms for performance are changing. That means the current proficient rating will change to meeting. The current basic rating will change to approaching. After a short stint teaching in the Ontario-Montclair School District, he moved to Kern County, where he continued teaching, rising through the ranks, working at various schools throughout the county, and settling in Buttonwillow as Superintendent/Principal ten years ago. He is now the Superintendent of the district.Packard has served the educational community on several boards, committees, and councils — Schools Legal Board of Directors, Kern County Facilities Committee, Kern County SELPA Executive Council, and as an alternate on the SISC Board. He has been a member of the executive board of the Small School Districts' Association since 2013 and served as Vice President in 2019-2020, with the main focus being Legislative Action.

He was awarded ACSA's most acclaimed Personnel/Human Resources recognition in 2019. Dr. Martinez holds a B.A. in Psychology and an M.A. in Education, both from the University of California, Davis.
